GOV. PRITZKER SIGNS LEGISLATION
BANNING ASSAULT WEAPONS AND SALE OF HIGH-CAPACITY MAGAZINES
SPRINGFIELD – Standing alongside lawmakers and gun control activists, Governor Pritzker signed the Protect Illinois Communities Act banning the sale and distribution of assault weapons, high-capacity magazines, and switches in Illinois, effective immediately.
“For the past four years, my administration and my colleagues in the State Capitol have been battling the powerful forces of the NRA to enshrine the strongest and most effective gun violence legislation that we possibly can,” said Gov. JB Pritzker. “I couldn’t be prouder to say that we got it done. And we will keep fighting — bill by bill, vote by vote, and protest by protest — to ensure that future generations only hear about massacres like Highland Park, Sandy Hook, and Uvalde in their textbooks.”
House Bill 5471 also caps sales of high-capacity ammunition magazines, bans “switches” that convert legal handguns into assault weapons, and extends the ability of courts to prevent dangerous individuals from possessing a gun through firearm restraining orders.
The new law also requires existing owners of semi-automatic rifles to register their ownership, ensuring that law enforcement knows the location of these weapons of war and who to hold accountable if they fall into the wrong hands.
Governor Pritzker has also signed legislation to ban unserialized, privately made “ghost guns,” the first Midwestern state to do so (HB 4383). In 2021, Governor Pritzker signed legislation expanding background checks on all gun sales in Illinois and modernizing and strengthening the Firearm Owners Identification Card System (HB 562). Additionally, Governor Pritzker signed legislation (SB 337) to combat the scourge of illegal gun trafficking, making Illinois the 16th state to require gun dealers to be certified by the state after more than a decade of work. Governor Pritzker’s Reimagine Public Safety Act also established the first ever Office of Firearm Violence Prevention, providing a historic investment in community-based violence prevention for the communities most affected by firearm violence.
House Bill 5471 also codifies the Illinois State Police’s internet-based system for reporting stolen firearms and enhances security around certain gun transfers by requiring such exchanges taking place after July 1, 2023 to be filed with a federally licensed firearms dealer and extending the record-keeping time from 10 to 20 years.
This legislation is effective immediately.

The 21st Ward includes the 200 Block of 83rd Street, west to the 1600 Block of 85th Street, south to 123rd and Ashland. During the 2022 Redistricting, the 21st Ward gained parts of the 34th Ward. Goree wants to see more businesses come into the community, while sustaining the businesses that are already there. “When we bring businesses into our community, we’re spending money back into our community,” she said.
Goree also wants to clean up the community. When she visits residents, one of the things they bring up is the trash and have asked for the City to come and clean up those areas. As Alderman, she wants to sit down with city departments to ensure the community is clean and receives services. She believes the community also can get involved in cleaning up and showing the pride they have where they live.
Goree believes dealing with the community during her time as a Chicago Police Officer has prepared her to become an elected official. She believes every home in the Ward has needs, she wants to be able to assess those needs and provide resources. “I love what I do, I love working for the community, I love doing programs for the youth, I love creating programs,” she said.
Goree also has a non-profit called I Am Love, which she founded about four years ago. The organization hosts toy giveaways during Christmas and during the pandemic distributed food to community residents. She was able to see how much of a need there was for resources in the community because the food was gone within hours. She wants to bring businesses into the community so the people there will have jobs, in the community where they live.
Goree has been bridging the gap between the community and the Police Department. She wants
people to know there are great officers in the Police Department. She has relationships with Police Department Commanders. She believes she can use those relationships to bridge the gap. She also highlighted the Peer Jury Program, where young people hold their peers accountable for their actions.
She also has been working in schools with children and talking to their parents. She believes getting to know the community will benefit her and make her a great candidate for Alderman of the 21st Ward. Goree conducted a listening tour of the 21st Ward. She heard how the constituents loved their community. They told her about the activities and the Block Club parties. She could relate because she remembered those times. She believes that those activities can come back to the community.
Goree is a people person and she loves to hear from people. If she hears someone has a need, she knows how to direct people to those necessary resources. She also isn’t afraid to go out into the community and walk in the community, she wants people to see her and know she is available.
“I walk the beat, I talk to the people, I play basketball with the kids, in uniform,” she said. “I’ve been there, I’ve done that and I love it.” She believes what separates her from the rest of the candidates is that she is out in the community, working and making a difference.
She intends to fight for resources for the constituents in the 21st Ward. She wants to establish relationships with departments within the community, to ensure the Ward has resources. “I am a public servant, I am not a politician, I love what I do in the community. I am the only one out of the candidates that can truly say, that I have been doing community work for decades, and I have been doing this outside of being a Police Officer,” she said.

Peoples Gas files rate request with state regulators
CHICAGO — Peoples Gas, filed a request with state regulators to restructure how costs are recovered from customers for critical infrastructure projects. The filing is not expected to increase the typical customer’s bill. With natural gas prices forecast to decline this year and next year, customer bills are expected to stay largely flat as new rates take effect in 2024.
As part of the filing, Peoples Gas will not seek an extension of the automatic bill adjustment rider — known as QIP. The company will return to the traditional ratemaking process to recover the costs of necessary infrastructure improvements. This change will affect the process through which state regulators review and approve construction work, but will not affect
what customers pay. Thechange is necessary because the regulatory approach the State of Illinois currently uses to aid its oversight of utilities, including a surcharge to pay for infrastructure improvements, is set to expire at the end of 2023.
The filing ensures Chicagoans will continue to have the safe, reliable, environmentally sustainable energy they depend on — especially when temperatures drop to zero and below, as they did during the recent holiday cold snap. Chicago home heating bills are currently well below other major U.S. cities, and that will continue with this filing.
The Illinois Commerce Commission’s review of the filing is expected to last up to 11 months.

CHICAGO — Mayor Lori E. Lightfoot announced that the City would be following through on its promise to contribute $242 million in the form of an advance pension payment to the City’s four pension funds. This is a part of a new pension funding policy that aims to ensure the city’s continued financial recovery by preventing its unfunded pension liabilities from growing any further.
“Financial stability is the bedrock for economic growth and continued investments in the City,” said Mayor Lightfoot. “This payment demonstrates our ongoing commitment to ensuring a prosperous Chicago as well as fulfilling our promises to secure the retirements of police officers, fire fighters, and city employees that provide essential services to keep our City safe and growing.”

LEADER LIGHTFORD FIGHTS TO FURTHER ENSHRINE ABORTION ACCESS AND GENDER-AFFIRMING CARE IN ILLINOIS
Senate Majority Leader Kimberly A. Lightford – a longstanding advocate to protect a person’s right to reproductive and gender-affirming care – supported a measure Tuesday that further enshrines those rights for Illinoisans.
“As a parent of a transgender child, I have seen firsthand the bullying, the pain and the discrimination that places a dark cloud over their lives – not just in social settings, but in health care settings,” said Lightford (D-Maywood). “Just as it seemed we, as a nation, were getting more accepting – we regressed. We told people their health – their lives – don’t matter. But as a state, we took steps forward. We showed people – all people – that their health needs are worthy and will be protected.”
While Illinois already has some of the most extensive reproductive health laws protecting abortion and gender-affirming care in the country on the books, many neighboring states have fiercely diminished people’s rights and have threatened to intrude upon the rights of people in other states.

Rating agencies have noted the policy in recent upgrades as a key contributor to the City’s improved ratings. A November 10th rating report from S&P Global Ratings reads, “The city also recently revised its debt and pension policy to require advance annual deposits to the pension funds starting in 2023 in addition to the statutory requirement; these contributions will keep the pension funds from experiencing negative amortization and will also address negative fund performance.” The report goes even further stating that a key driver of the upgrade was “… largely based on the expanded debt and pension policy, as well as the city’s demonstrated ability to execute the type of financial discipline that will be required under the new policy.”
“In FY2021, for the first time in 16 years, the City’s pension funded ratios increased across all four pension funds. In fiscal year 2022, for the first time in the City’s history, the City paid an actuarially determined contribution for all four pension funds. This payment is just a single step on the City’s continued path to structural stability. Not only is this fiscally responsible but it also follows through on the promises made to our dedicated police, fire, labor, and municipal employees.
Through House Bill 4644, that can’t happen. Illinois health care providers will not be able to be penalized for providing care that is illegal in another state but legal in Illinois, and people in Illinois won’t be punished for seeking reproductive health care or gender-affirming care that is lawful here.
The measure also calls for a number of other avenues to protect choice, including protecting in vitro fertilization, creating grants to provide abortion training, clarifying advance practice nurses can perform abortions, and more.
“The ability to make decisions and be able to access health care is fundamental to gender equity, equality and justice,” said Lightford. “This is about protecting people’s personal decisions – they should be able to control their own bodies and destinies. Gender equity and reproductive rights go hand-and-hand.”
House Bill 4644 passed the Senate Tuesday.
NAME CHANGE MEASURE PASSES THE SENATE
State Senator Robert Peters supported a measure to allow justice-impacted individuals to legally change their names, which passed out of the Senate Tuesday.
“There are a million reasons why someone could have been impacted by the justice system, and sometimes you find their only crime was trying to survive,” said Peters (D-Chicago). “Sometimes, people need a new identity for their safety, and for their ability to truly lead a good life. This legislation would be an aid in those scenarios.”
House Bill 2542 allows individuals on various criminal registries to file for a name change if the change is sought for the reasons of marriage, transgender identity, religious beliefs, or status as a victim of trafficking.
In particular, many transgender people and victims of human trafficking have crimes of survival in their backgrounds, and need to be able to change their names in order to move on with their lives.
“This legislation is important because it could save someone’s life, or help them move on from a past that wasn’t kind to them,” Peters said. “Further, this could help affirm someone’s chosen gender. It’s necessary that we allow people with justice-impacted backgrounds to change their name.”
House Bill 2542 now awaits consideration from the governor.

Bloomberg Launches New Historically Black College Trading Challenge
NEW YORK, PRNewswire -- Bloomberg for Education and Bloomberg Human Resources put the finance knowledge of more than 60 students at Historically Black Colleges and Universities (HBCUs) to the test in a new environmental, social, governance (ESG) trading challenge event.
This event, called the Bloomberg and HBCU ESG Trading Challenge, is a virtual investment competition taking place entirely on the Bloomberg Terminal. Students from Clark Atlanta University, Howard University, Hampton University, Morehouse College and Morgan State University were among the first group of students to participate. Students invested $1 million virtual US dollars across securities while receiving support from faculty advisors and training from Bloomberg employees.
The winner was decided based on the trade performance of each participant. Darren Stephens, a sophomore at Clark Atlanta University came out on top. “This was my first time interacting with the Bloomberg Terminal and the Bloomberg team did a great job teaching me how to navigate and complete analytical research on companies,” said Stephens. “I learned through this experience that investing requires you to take risks.”
This initiative stemmed from the annual Bloomberg Global Trading Challenge, Bloomberg’s flagship Terminal-based investment competition. The Bloomberg and HBCU ESG Trading Challenge is geared towards Black students in the US who are typically underrepresented in the finance industry. It was created to help HBCU students build marketable skills and knowledge needed to compete for finance jobs.
As part of their participation, students were among the first group of users to access the Bloomberg for Education ESG Certificate course focused on sustainable investing, an increasingly relevant area of finance. Upon completion of the
course, students receive a certificate of completion that they can put on their resumes and LinkedIn profiles.

The U.S. Department of Education (Department) proposed regulations to reduce the cost of federal student loan payments, especially for low and middle-income borrowers. The regulations fulfill the commitment President Biden laid out in August when he announced his Administration’s plan to provide student debt relief for approximately 40 million borrowers and make the student loan system more manageable for student borrowers. The proposed regulations would create the most affordable income-driven repayment (IDR) plan that has ever been made available to student loan borrowers, simplify the program, and eliminate common pitfalls that have historically delayed borrowers’ progress toward forgiveness.
“Today the Biden-Harris administration is proposing historic changes that would make student loan repayment more affordable and manageable than ever before,” said U.S. Secretary of Education Miguel Cardona. “We cannot return to the same broken system we had before the pandemic, when a million borrowers defaulted on their loans a year and snowballing interest left millions owing more than they initially borrowed. These proposed regulations will cut monthly payments for undergraduate borrowers in half and create faster pathways to forgiveness, so borrowers can better manage repayment, avoid delinquency and default, and focus on building brighter futures for themselves and their families.”
The proposed regulations would amend the terms of the Revised Pay As You Earn (REPAYE) plan to offer $0 monthly payments for any individual borrower who makes less than roughly $30,600 annually and any borrower in a family of four who makes less than about $62,400. The regulations would also cut in half monthly payments on undergraduate loans for borrowers who do not otherwise have a $0 payment in this plan. The proposed regulations would also ensure that borrowers stop seeing their balances grow due to the accumulation of unpaid interest after making their monthly payments.
While these regulations would provide critical relief to student borrowers, the Biden-Harris Administration is also committed to ensuring postsecondary institutions and programs are held accountable if they leave borrowers with unaffordable debts. The Department is currently working on a proposed gainful employment regulation that would cut off federal financial aid to career training programs that fail to provide sufficient financial value and require warnings for borrowers who attend any program that leaves graduates with excessive debts. The same regulatory package will also include proposals to strengthen the conditions that can be placed on institutions that fail to meet the requirements of the Higher Education Act or exhibit signs of risk.
The Department is also taking steps today to carry out President Biden’s announcement from August that the Department would publish a list of the programs at all types of colleges and universities that provide the least financial value to students. To advance this effort, the Department is publish-
ing a request for information to seek formal public feedback on the best way to identify the programs that provide the least financial value for students. This public comment process will ensure the Department is carefully considering a range of perspectives and considerations as it constructs the list. Once the list is published, institutions with programs on this list will be asked to submit improvement plans to the Department to improve their financial value.
Estimated effects of the proposed IDR Plan
The proposed regulatory changes would substantially reduce monthly debt burdens and lifetime payments, especially for low and middle-income borrowers, community college students, and borrowers who work in public service. Overall, the Department estimates that the plan would have the following effects compared to the existing REPAYE plan:
Future cohorts of borrowers would see their total payments per dollar borrowed decrease by 40%. Borrowers with the lowest projected lifetime earnings would see payments that are 83% less, while those in the top would only see a 5% reduction.
A typical graduate of a four-year public university would save nearly $2,000 a year relative to the current REPAYE plan.
A first-year teacher with a bachelor’s degree would save more than $17,000 in total payments while pursuing Public Service Loan Forgiveness—a two-thirds reduction in what they would pay in total under REPAYE.
85% of community college borrowers would be debtfree within 10 years
On average, Black, Hispanic, American Indian and Alaska Native borrowers would see their lifetime payments per dollar borrowed cut in half.
Building on an Unparalleled Record of Debt Relief
The draft regulations build upon the work the Biden-Harris Administration has already done to improve the student loan program, make colleges more affordable, approve $48 billion in targeted relief to nearly 2 million student loan borrowers, and fight to provide up to $20,000 in one-time debt relief to over 40 million eligible borrowers, including 26 million who have already applied. These regulations also propose to build on the Administration’s commitment to ensuring IDR plans deliver relief to eligible borrowers. This includes ongoing steps to provide accurate counts of progress toward forgiveness for borrowers through a one-time account adjustment.
The proposed regulations and request for information will be published in the Federal Register tomorrow. The public may comment on both documents through the Regulations.gov website for 30 days. The Department expects to finalize the rules later this year and aims to start implementing some provisions later this year, subject to any changes made based on public comments.

The U.S. Department of Health and Human Services (HHS) has awarded nearly $245 million in Bipartisan Safer Communities Act funding – $185.7 million from the Substance Abuse and Mental Health Services Administration (SAMHSA) and nearly $60 million from the Health Resources and Services Administration (HRSA) – to support youth mental health, help the health care workforce address mental health needs, and fund other critical mental health supports. Addressing the mental health crisis is a top priority of the Biden-Harris Administration, as part of President Biden’s Unity Agenda. The bipartisan legislation signed into law by President Joe Biden in June provided HHS with vital resources to help children and families across the country.
“Investments from the Bipartisan Safer Communities Act will support critical programs for youth and their mental health, including school-based programs that meet children and families where they are,” said HHS Secretary Xavier Becerra. “Advancing youth mental health is a top priority for HHS and this Administration, and we’re encouraged by the continued bipartisan support of these critical programs.”
SAMHSA’s Bipartisan Safer Communities Act awards include:
$73.6 million for Project Advancing Wellness and Resiliency in Education (Project AWARE) to help develop and support school-based mental health programs and services;
$57.7 million in Mental Health Awareness Training grants to prepare and train school personnel, emergency first responders, law enforcement and others to recognize the signs and symptoms of mental health challenges to enable early intervention;
$14.9 million for School Based Trauma-Informed Support Services and Mental Health Care for Children and Youth to increase student access to evidence-based and culturally relevant trauma support services and mental health care;
$19.5 million for the National Child Traumatic Stress Initiative, to improve treatment and services for children, adolescents, and families who have experienced traumatic events; and, $20 million in Resiliency in Communities after Stress and Trauma grants to promote resilience and equity and prevent violence in communities that have recently faced civil unrest, community violence, and/or collective trauma.
HRSA’s Bipartisan Safer Communities Act awards include:
Nearly $60 million to support the integration of mental health training into the training of primary care clinicians, with a specific focus on preparing primary care providers to treat the mental health needs of children and adolescents.

eMed® Partners with the NIH in Digital Nationwide Home Test to Treat Program
MIAMI, PRNewswire -- eMed®, the leader in on-demand virtual care and treatment for consumers, has announced a new program with the National Institutes of Health (NIH) and the Administration for Strategic Preparedness and Response (ASPR) to provide at-home treatment based on telehealth evaluations and rapid COVID-19 test results (Home Test to Treat) in communities across the United States as a national initiative to ensure access to COVID treatments for Americans. eMed was awarded the contract from the Rapid Acceleration of Diagnostics (RADx) initiative of the NIH National Institute of Biomedical Imaging and Bioengineering.
The program, first announced by the White House in September 2022, will make clinical evaluations and antiviral treatment available at home through telehealth for eligible individuals at no cost, which could prevent severe illness, hospitalization, or death. Through this effort, millions of Americans will have enhanced access to testing and treatment without leaving home. Individuals in the Home Test to Treat program will have three options to participate:
1) enroll and immediately get shipped six eMed Telehealth kits ahead of time so that they can be prepared to get the easiest and fastest access to treatment if or when infected,
2) enroll and, if exposed, request six eMed telehealth kits (which include tests, telehealth, and access to treatment if positive), or
3) individuals who test on their own at home can request an eMed telehealth visit if symptomatic and self-attest to being positive.
People will be able to participate through smart -
phones or computers or may even access the program through a telephone-only option. The initiative will improve equitable access to care, reduce the time from symptom onset to treatment, reduce the risk of viral transmission to the public, and alleviate the burden on healthcare settings and pharmacy staff.
eMed has provided millions of its Telehealth Kits™ for over a year to states, public health departments, businesses, and individual consumers seeking at-home Test to Treat options. The NIH program is an extension of this mission, leveraging eMed’s Test to Treat™ capabilities with its Digital Trials and Community Research platforms.

Later this month, Berks County, Pennsylvania, will be the first location to pilot the Home Test to Treat Program. The goal of the first site is to enroll up to 8,000 participants in the community. eMed, along with UMass Chan Medical School Researchers and the NIH, CDC, among others, will gather information from participants to identify best practices and make improvements to the Home Test to Treat model that can be used to implement the program on a larger scale. Additional communities across the country will be selected to participate based on the level of community need, access to healthcare treatment, expected COVID-19 infection rates, and socio-economic factors. Ultimately the program hopes to open nationally and enroll approximately 80,000 people across the United States.
Researchers at the UMass Chan Medical School, in collaboration with researchers at eMed, will analyze data collected from each participating community, including the impacts of a home-based process for testing and treatment, individual attitudes about the Home Test to Treat Program, and clinical outcomes from treatments.
