The Illinois General Assembly recently passed House Bill 4781, The Kinship In Demand (KIND) Act. The legislation implements a kinfirst approach to the way Department of Children and Family Services places and supports children within its system.

CHICAGO – Mayor Brandon Johnson and the Chicago Transit Authority (CTA) have launched a new public awareness and ad campaign to ensure residents of Chicago know their rights in the event of being stopped and detained by federal immigration agents.
The ad campaign, featured on video screens across the transit system, directs riders to online resources and guidance for visits by U.S. Immigration and Customs Enforcement (ICE).
“Chicago will always be a Welcoming City, not just by ordinance, but also with our inclusive and loving spirit,” said Mayor Brandon Johnson. “Our ‘Know Your Rights’ campaign in collaboration with the CTA is a demonstration of our commitment to protecting and supporting all people of Chicago. I appreciate President Carter and the CTA for implementing this awareness campaign and I look forward to our City’s continued efforts to stand strong in our welcoming stance.”
“We want to affirm that our public transportation system is looking out for the constitutional rights afforded to all who ride our trains and buses,” said CTA President Dorval R. Carter, Jr. “CTA supports the Mayor’s efforts to ensure that our riders have access to helpful guidance if they feel their rights are being violated.”
The ads will be displayed on over 400 screens across the CTA system and carry with them a QR code that directs riders to the City’s Know Your Rights campaign website. It includes resources in English, Spanish, and French informed by The Resurrection Project, National Immigrant Justice Center, and the Illinois Coalition for Immigrant and Refugee Rights.
In addition to resources for people who are struggling because a member of their family has been detained by ICE, the website offers helpful information, including a link to the ICE locator online if you believe someone is being held by ICE.
Other helpful information includes guidance contact information for the USCIS’ hotline to obtain information about immigration court proceedings and tips for obtain free immigration legal services.
INTERSTATE SHOOTINGS DECREASE FOR THIRD STRAIGHT YEAR
Interstate shootings down 31% statewide in 2024
SPRINGFIELD – For the third year in a row, the number of shootings on Illinois interstates has dropped. The Illinois State Police (ISP) is reporting interstate shootings statewide decreased 31% in 2024, compared to 2023. Since a record high in 2021, there has been a decrease in interstate shootings every year:

71% decrease from 2021 to 2024
In 2024, through patrol enforcement and special violent crime reduction missions, we saw a 7% decrease in fatal crashes, a 3% increase in illegal firearms seized, and a 24% increase in vehicles recovered.
The use of ISP Air Ops and Automated License Plate Readers (ALPRs) has been a game changer in identifying and tracking those committing crime, as well as reducing crashes. ISP uses its Air Ops to help track vehicles and individuals fleeing from officers, reducing the risk of a high speed pursuit that can result in a fatal crash. ISP also uses ALPRs, not only to assist in apprehending individuals in real time as the crime occurs, like a vehicle hijacking, but also during investigations. Special agents can use ALPRs to identify vehicles that may have been involved in or witnessed an interstate shooting and follow up with those individuals.
ISP’s crime fighting strategies will continue to evolve as crime evolves and we are committed to reducing shootings and fatalities, getting illegal guns and drugs off the streets, and preventing fatal crashes.

According to the American Civil Liberties Union Illinois (ACLU-IL), the KIND Act “provides equitable supports for kinship care and guardianship benefits to improve outcomes for DCFS-involved youth in relative care, as well as increase the capacity of relatives to become caregivers delivering permanency for more youth.”
The KIND Act was sponsored by Illinois State Representative Marcus Evans, Jr. D-Dist. 33. Evans said he was led to sponsor the legislation when he connected with members of ACLU-IL.
There were meetings with stakeholders and Cook County Guardian and the Department of Children and Family Services (DCFS). A year later, they found a path and a solution to try and improve outcomes for DCFS.
“We want kids who are in care of DCFS to have a permanent home. We need better strategies. We see this bill as giving DCFS more tools,” he said.
While each child’s situation is different, the goal of the legislation is to ensure that the outcome is what is best for the child. Evans said his dream is that no child would be in DCFS care and that all children would be adopted and in a safe home, or with a family member in a safe home.
Prior to the passing of the KIND Act, monetary assistance was not provided to family members who care for children who were in the foster care system. The new legislation provides foster care maintenance payments for relatives who qualify for certification as a kinship caregiver home, with Guardianship Assistance Program payments and services for relative caregivers.
“So, it puts them in a loving environment and the family members can receive funds and are able to care for this child, without causing financial strain,” he said.
Evans said this legislation is important because children should be placed in the best situations that can help them succeed. The legislation is a tool to enable family members
to have the resources to care for these children. He said when children are cared for and educated, they become a benefit to society.
Evans said he believes other elected officials co-sponsored the legislation because they knew the value, importance and benefit of having family stay unified. He said it is a strong tool that is going to help families and children in the foster care system.

Rather than simply decrying problems in our child welfare system, the KIND Act reflects positive changes that can be made when advocates, legislators and the Department work together to create good policy.
The KIND Act recognizes the decidedly positive role relatives play in the lives of children whose lives have been disrupted. Providing the same resources for family members to care for the child made available to foster parents who may well be strangers. We know that placing youth in the child welfare system with relatives lessens the trauma associated with family separation, reduces the number of times a child is moved, enhances permanency options if youth cannot be reunified, results in higher placement satisfaction for youth in care, and delivers better social, behavioral, mental health, and educational outcomes for youth than when they are placed in non-kin foster care.

Evans said that once the legislation is signed by Governor J.B. Pritzker, it will become an official law. He said DCFS will communicate with families to let them know kinship placement is a viable option and from there, people will start to see incremental changes in the way DCFS places children over time.
OAK LAWN- Governor JB Pritzker and the Illinois State Board of Education (ISBE) announced the addition of 5,150 publicly funded preschool seats as the result of the fiscal year 2025 Early Childhood Block Grants. The grants mark the second year of Governor JB Pritzker’s Smart Start Illinois plan, which aims to expand access to early childhood education by increasing the number of preschool seats available to working families. A total of 11,000 seats have been added under Governor Pritzker’s leadership.
“This is another historic step forward for early childhood education in Illinois, bringing us 5,150 seats closer to our goal of Universal Pre-K,” said Governor JB Pritzker. “Every Illinois child deserves our full investment starting in their earliest years. While each individual’s experience may differ, understanding these stages can help caregivers and families prepare for the journey ahead.

“No Long-Term Care Insurance, No Problem”
Do you have long-term care insurance or Medicaid? Did you know that you may be among the 55,000 people that the State of Illinois provided long-term care (LTC) to last year through their Healthcare and Family Services Department? Do you own a home and want to make sure that your designated heir receives the property as you have expressed?
Planning for end-of-life care is extremely important. Nursing home care is expensive, but with the right planning, seniors can avoid losing everything they’ve worked for. Attorney Ashante Travis of The Barclay Law Group tells us how.
If you have Medicaid and must go to a nursing home, Medicaid can recover the money it spent on your care by claiming your home as an asset. This can sometimes be avoided by planning in advance. However, Medicaid has a 5-year look back period that might cause penalties if you have made large transfers of property.
Generally speaking, Medicaid treats the transfer of title to a recipient’s home like the transfer of any other appreciating asset. If a recipient disposes of assets for less than fair market price, he or she may be penalized, thus becoming ineligible for Medicaid LTC assistance. If the person transfers assets within a specified period (the so called 5-year look-back period) prior to applying for Medicaid LTC, denial of coverage will begin at the time the transfer was made and will last for as long as the uncompensated value of the gift would have covered the private-pay cost of nursing home care; transfers of assets prior to the look back date are not penalized.
According to Attorney Ashante Travis, there are still some exceptions to this rule. She states, “What many people do not know is that gifting strategies or asset transfers can help protect savings, if done properly. For most of us, our homes are our most valuable assets. To protect your home, you might consider placing the property in an irrevocable trust - but you could also gift it to your spouse without penalty.”
In some cases, the transfer of title to a home does not incur a Medicaid penalty. Medicaid recipients can transfer sole ownership of their homes to their spouses without penalty. The spouse is then free to do as she or he wishes with the property without adversely affecting the provision of Medicaid LTC services to the recipient.
Recipients can also transfer their homes without penalty: to a child who is under the age of 21 or blind or permanently disabled (at any age), a sibling who has an equity interest in the home and was residing there for at least 1 year prior to the applicants need for LTC; or a child of any age who was residing in the home at least 2 years prior to the applicant’s need for LTC and who provided care that permitted the applicant to reside at home rather than in an institution.

“Dawn Staley is a once-in-a-generation coach who has made a tremendous impact on the University of South Carolina,” said Athletics Director Jeremiah Donati. “She has elevated the sport of women’s basketball on the national level and here on campus and I am excited that she will be representing our University for many years to come.”
The contract, which began immediately following Board approval, starts with an annual salary of $4 million, includes a $500,00 signing bonus and an annual $250,000 escalator, making the total value approximately $25.25 million.

Recently Saprina Jones traveled to her doctor for a follow up for an annual mammogram. That mammogram resulted in the needed for additi tissue in her breast. As she waited in a pink robe for the technician to return with her results, she paced and prayed to God that it was just d tissue and not a cancerous mass. Those results led to the need for a biopsy of biopsy was performed
During her weekly visi salon, she received a call to come in and discuss her results. However, Saprina demanded that the results be shared with her during the same phone call. It was then confi breast cancer. Saprina attempted to keep composure, but she immediately collapsed in the salon chair. Her first thought was how to tell her 13-year-old son without frightening him. She then thought about her loving and most supportive husband, Mayor Jones, who had recently lost his mom and two best friends.
That day Saprina’s hair stylist was forced to take her home given her devastation from the results of the biopsy. Upon arriving home, she discussed the results with Mayor Jones. He immediately consoled her and assured her that she was not alone on this journey and pledged his full and unwavering support to her. Saprina felt that she would reveal her diagnosis to two people per day that she deemed extremely close to her and her family.

What Saprina discovered through talking about her diagnosis was that she developed an amazing support system. In fact, her friends and family have been here every step of the way. She had her husband and close friend accompany her to the doctor following the diagnosis. They held her hands as the doctor explained the stage and type of breast cancer she would battle. Saprina immediately started researching and googling survival rates, what could have caused it, along with other issues that crossed her mind. What was even more odd to Saprina was that there was no history of breast cancer in her family. She even took the genetic test for cancer, and it revealed the same.
Saprina has felt blessed to have several great friends in her life that have won this battle and were able to comfort her, share their experiences, knowledge, and wisdom.
As Saprina began to look for a surgeon, Mayor Jones requested her to consider the cancer division at Northwestern Hospital. Saprina agreed. With this process came additional mammograms and MRI procedures. This delayed the scheduling as she had to wait for bigger machines to become available. While Saprina was blessed to never be alone in her medical visits, she could not help but notice the women who were going through this process alone. Sabrina just continued to thank God for the amazing people in her life while all along praying for those who may not have been blessed with the support she had. After her MRI procedure at Northwestern, Saprina was told she needed another biopsy on the same breast. Thankfully, the results were negative as doctors were then able devout their

Clerk Wingfield-Bond has a heart for Public Service. Since working in the capacity of Village Clerk her focus has been getting the word out to vote.

Howard-Commissioner of the Blue Island Park District- recently was joined by fellow Commissioner GiGi John and Blue Island Park District Executive Director Teddy Ruthenberg as they were on hand to witness Illinois State Representative Robert "Bob" Rita receive the prestigious Outstanding Legislator of the Year Award from the Illinois Association of Park Districts.
The ceremony took place at the iconic Hyatt Regency in Chicago. Over 3000 attendees were present as various Park officials throughout the state were on hand to receive recognition for their respective contributions to the success of park districts across the state of Illinois.
"The true success of the Blue Island Park District must be credited in part to the enormous support receive from Representative Rita. There is not a year that has gone by that Representative Rita has not stepped up to the plate and assist with funding the various needs of not only the Blue Island Park District, but for every Park District within his legislative district.
