SPRINGFIELD – Minimum wage workers in Illinois will see a boost in their hourly pay to $12 per hour starting Jan. 1, while tenants in affordable housing units will be allowed to keep pets.
Those are just some of the more than 300 new laws that take effect in the new year.
The minimum wage increase is actually the result of a 2019 law that phases in a state minimum wage to $15 an hour by 2025. This year, it will increase by one dollar to $12 an hour.

It provides that tenants of multifamily housing units that are acquired, built or renovated with money from the Illinois Affordable Housing Trust Fund may keep up to two cats or one dog weighing less than 50 pounds. It applies to residents of housing units that are designated as affordable housing for low- and very-lowincome families. The bill passed both chambers in its final form on May 30 and Gov. JB Pritzker signed it into law Aug. 6. Other new laws include:
SPRINGFIELD — With prescription drug costs soaring, Illinois lawmakers announced legislation this week reviving efforts to create a prescription drug affordability board with the goal of capping the growing cost of medication.
Legislators and medical policy advocates revealed the proposal at a press conference Wednesday at the capitol in Springfield. The measure, House Bill 1443 is backed by Sen. Robert Peters, D-Chicago, and Rep. Nabeela Syed, D-Palatine.
“This bill creates a board, it meaningfully engages a stakeholder council that is appointed in a bipartisan manner and puts people, puts our constituents, over profits,” Syed said. “Because at the end of the day, this is a bipartisan issue that affects all Illinoisans.”
No Republicans had joined on as cosponsors of the legislation as of Thursday.
The proposed board would be an independent body that would review and set upper payment limits in each step of the supply chain, said Anusha Thotakura, the executive director of Citizen Action/Illinois, a progressive lobbying organization.
A Reuters analysis found new U.S. drug prices increased by 35% from 2022 to 2023. That same year, the United States Department of Health and Human Services reported 4,200 drugs had price increases over a one-year span, with 46% of those increases greater than the rate of inflation.
Increasing costs often leads to patients rationing drugs and not taking their medication in prescribed accounts, according to Dr. Anthony Douglas, a general surgery resident at the University of Chicago.
“The lack of prescription drug affordability leads Illinois residents to being hospitalized for conditions that could be effectively treated and controlled at home if they could just afford their medication,” Douglas said Pharmaceutical company lobbyists have argued that while there are individual examples of drug prices spiraling out of control, prices overall – and the total amount spent on drugs nationwide – have risen only modestly in recent years. Insurance company representatives have said the small-group and individual plans that would be covered by the bill make up only a small segment of the private insurance market.
Since Maryland approved the creation of one in 2019, 10 other states have created prescription drug affordability boards.

Vehicle taxes: SB58 raises the private vehicle tax, which is a sales tax paid on the purchase of vehicles, by $75 for each model year where the purchase price is less than $15,000 and by $100 for vehicles priced above that amount. However, the registration fee for trailers weighing less than 3,000 pounds will drop to $36 instead of $118.
The board would decide which prescriptions would be subject to price caps. Those could include drugs for cancer, autoimmune diseases and diabetes, according to the Citizen Action/Illinois website.
Rep. Will Guzzardi, D-Chicago, first proposed the idea for a drug affordability board in 2019. The proposal ended up stalling in committee after receiving pushback from pharmaceutical and insurance companies. Last year, Syed pushed for the board’s creation, but the bill did not receive enough legislative support and was never voted on.
Gov. JB Pritzker did not say if he would specifically support the proposed board when asked at a news conference in Springfield on Thursday.
State lawmakers and consumer advocates are also looking at other methods to combat rising medication costs. In 2023, Illinois Attorney General Kwame Raoul was one of 23 attorneys general to push for reform of the 340B Drug Pricing Program. The program requires drug manufacturers participating in Medicare and Medicaid to discount certain drugs at eligible hospitals and healthcare centers.
Citizen Action/Illinois also plans to hold a lobby day in Springfield on Feb. 25 to call on lawmakers to support the board.
The bill’s sponsors are hopeful that enough legislators have shifted their views for the bill to succeed.

College admissions: HB226, establishing the Higher Education Fair Admissions Act, prohibits public colleges and universities from requiring applicants to submit SAT, ACT or other standardized test scores as part of the admissions process, although prospective students may choose to submit them if they wish.
“We’re all dedicated to that, whether it comes in the form of a board that might pass on the pricing of drugs, or in the form of PBM reform — pharmaceutical benefits managers — and the profits that they’re taking, which ultimately are taking out of pockets of all of us,” Pritzker said.
Citizen Action/Illinois has held several town halls in cities across the state last year to gather support for the plan, including in Peoria, Chicago and Rock Island.
“The work has been done here — meeting with stakeholders, having those conversations” Peters said. “We need to put people over greed. We need to put healthcare over cost.”
“I believe, especially now more than ever, we have the ability to get more than enough members on board to get legislation like this across,” Syed said. “Because I can guarantee you, coming off of election season, many of my colleagues have heard at the doors that people can’t afford groceries, they can’t afford their mortgage and they can’t afford their prescription drugs.”

Drug prices: SB1682 requires pharmacies to post a notice informing consumers that they may request current pharmacy retail prices at the point of sale.
FOID card changes: HB562 enacts several changes to the Firearm Owner Identification card law. Among other things, it provides for a streamlined renewal process for FOID cards and Concealed Carry Licenses for people who voluntarily submit fingerprint records. It also allows the Illinois State Police to issue a combined FOID card and Concealed Carry License to qualified applicants, and it establishes a new Violent Crime Intelligence Task Force to take enforcement action against people with revoked FOID cards.
CHICAGO, Ill. – The 2025 tax season has officially began on Jan. 27, and the Economic Security Illinois is encouraging Illinoisans to take advantage of new and expanded tax credits that will put hundreds of dollars back in their pockets. New this year, the state’s first-ever Child Tax Credit (CTC) will provide up to $300 to eligible families with at least one child under 12. That’s on top of the state’s Earned Income Tax Credit (EITC), which thanks to a successful advocacy campaign from ESIL and its partners, was expanded in 2022 to provide more money to more Illinoisans than ever before. Illinoisans can also now access these credits easier than ever before via IRS Direct File, a new tool allowing Illinoisans to file their taxes online directly with the IRS, completely free.
The state’s first-ever Child Tax Credit, created in last year’s state budget, will provide up to $300 to eligible families. The CTC is available to nearly all families at or below median income with at least one child age 12 and under. The state is dedicating $50 million to the credit this year before scaling up to $100 million next year and becoming permanent - doubling the credit. Economic Security Illinois convened a coalition of stakeholders and organizations on a threeyear advocacy campaign to secure this credit for working families.

Earlier this month, Illinois announced its participation in the IRS Direct File program, allowing millions of Illinoisans to file their taxes directly with the IRS in a free and simplified system. (Black PR Wire) COLUMBIA, S.C. – The University of South Carolina Board of Trustees approved today a contract extension for women’s basketball head coach Dawn Staley that will go through the 2029-30 season and make her the highest paid college women’s basketball coach in the history of the sport.
“Dawn Staley is a once-in-a-generation coach who has made a tremendous impact on the University of South Carolina,” said Athletics Director Jeremiah Donati. “She has elevated the sport of women’s basketball on the national level and here on campus and I am excited that she will be representing our University for many years to come.”
The contract, which began immediately following Board approval, starts with an annual salary of $4 million, includes a $500,00 signing bonus and an annual $250,000 escalator, making the total value approximately $25.25 million.

Since taking the reins of the program in May 2008, Staley has made South Carolina into a perennial national power. The Gamecocks are one of five programs to have at least three NCAA Women’s Basketball National Championships, and they are one of two programs to have put together multiple 40-game win streaks. Staley has led South Carolina to six of the last nine NCAA Final Fours, including each of the last four. “No Long-Term Care Insurance, No Problem”
Do you have long-term care insurance or Medicaid? Did you know that you may be among the 55,000 people that the State of Illinois provided long-term care (LTC) to last year through their Healthcare and Family Services Department? Do you own a home and want to make sure that your designated heir receives the property as you have expressed?
Planning for end-of-life care is extremely important. Nursing home care is expensive, but with the right planning, seniors can avoid losing everything they’ve worked for. Attorney Ashante Travis of The Barclay Law Group tells us how.
If you have Medicaid and must go to a nursing home, Medicaid can recover the money it spent on your care by claiming your home as an asset. This can sometimes be avoided by planning in advance. However, Medicaid has a 5-year look back period that might cause penalties if you have made large transfers of property.
Generally speaking, Medicaid treats the transfer of title to a recipient’s home like the transfer of any other appreciating asset. If a recipient disposes of assets for less than fair market price, he or she may be penalized, thus becoming ineligible for Medicaid LTC assistance. If the person transfers assets within a specified period (the so called 5-year look-back period) prior to applying for Medicaid LTC, denial of coverage will begin at the time the transfer was made and will last for as long as the uncompensated value of the gift would have covered the private-pay cost of nursing home care; transfers of assets prior to the look back date are not penalized.
According to Attorney Ashante Travis, there are still some exceptions to this rule. She states, “What many people do not know is that gifting strategies or asset transfers can help protect savings, if done properly. For most of us, our homes are our most valuable assets. To protect your home, you might consider placing the property in an irrevocable trust - but you could also gift it to your spouse without penalty.”
In some cases, the transfer of title to a home does not incur a Medicaid penalty. Medicaid recipients can transfer sole ownership of their homes to their spouses without penalty. The spouse is then free to do as she or he wishes with the property without adversely affecting the provision of Medicaid LTC services to the recipient.
Recipients can also transfer their homes without penalty: to a child who is under the age of 21 or blind or permanently disabled (at any age), a sibling who has an equity interest in the home and was residing there for at least 1 year prior to the applicants need for LTC; or a child of any age who was residing in the home at least 2 years prior to the applicant’s need for LTC and who provided care that permitted the applicant to reside at home rather than in an institution.

This cluster of conditions, called cardiovascular-kidney-metabolic (CKM) syndrome, is an example of how problems in one part of your body can affect other parts.
To avoid CKM syndrome, health experts suggest paying close attention to four of the American Heart Association’s Life’s Essential 8 – blood pressure, lipids, body weight and blood sugar level – which are core health factors that impact your metabolic health.
Good metabolic health means your body uses energy well and keeps these factors in a normal range. However, when numbers are off in one area, it can affect others, raising your risk for heart disease, stroke, kidney disease and diabetes.
Consider these tips from the American Heart Association to help keep your core health factors under control.
High blood pressure, also known as hypertension, happens when the force of your blood pushing against the walls of your blood vessels is too high. High blood pressure is a leading cause of heart disease, stroke and kidney disease.
Because high blood pressure doesn’t have symptoms, the only way to know you have it is to get your blood pressure checked. Healthy blood pressure is below 120/80. If your blood pressure is 130/80 or higher, talk to your doctor about checking your other core health factors.
Lifestyle changes can help reduce high blood pressure. One example is a Dietary Approaches to Stop
Hypertension (DASH) eating pattern that’s low in fat and rich in fruits, vegetables, whole grains and low-fat dairy products. Losing 10 pounds and reducing alcohol consumption can also reduce blood pressure.
Cholesterol is a waxy substance your liver makes then circulates in the blood where your body uses it to build cells and make vitamins and hormones. You may also get cholesterol from eating animal products. If there’s too much cholesterol circulating, your risk of type 2 diabetes, heart disease and stroke may increase.
For optimal CKM health, your LDL cholesterol should be below 100 and triglycerides below 150. Triglycerides are the most common type of fat in the body. If your triglyceride level is 135 or higher, talk to your doctor about decreasing your risk.
Losing body weight and increasing physical activity decrease triglyceride levels. In addition, DASH and Mediterranean (plant-based, high-fiber, low-fat) eating patterns support healthy LDL and triglyceride levels.
Healthy weight may be determined by body mass index (BMI), a number that represents your weight in relation to your height. Extra body fat can mean a higher risk for many health problems, including heart disease, stroke, high blood pressure, high cholesterol and diabetes.
CKM syndrome starts when BMI is 25 or higher and waist circumference is 88 centimeters or higher for women and 102 centimeters or higher for men. Aim for a BMI between 18.5-25.
To lose weight and keep it off, start by setting realistic goals. Understand how much and why you eat, manage portion sizes, make smart snack substitutions and be physically active.
High blood sugar can slowly damage the kidneys. In fact, diabetes is the leading cause of kidney disease, and it increases the risk of heart attack and stroke.
Blood sugar is measured in two ways: a fasting blood glucose test (short term blood sugar) and an A1C test (long term blood sugar control). A normal fasting blood glucose level is 70-99 and a normal A1C level is below 5.7%. Fasting blood glucose above 125 and A1C of 6.5% or higher means you have diabetes. Habits that help you avoid high blood pressure, weight gain and high cholesterol also keep your blood sugar in check. These are especially important if you have a family history of diabe tes.

Atlanta Regional Collaborative for Health Improvement (ARCHI)
The Atlanta Regional Collaborative for Health Improvement will use the grant to enhance its Community Resource Hub to help older adults with brain, heart and behavioral health conditions connect to essential health care and resources. With this funding, ARCHI plans to expand its network of partners to better serve aging adults and improve access to medically tailored meals and educational services.

The Center for Better Aging at St. Bernard Hospital will use the grant to improve its coordinated care model, which is designed to address the high rates of chronic conditions in the South Side of Chicago. It will establish a data system to track health outcomes for the aging population
and support initiatives to strengthen community connections for residents and their caregivers.
“The Center for Better Aging has a mission to advance quality and equality in health care to underserved communities across Chicago’s South Side where health disparities like coronary heart disease and struggles with cognitive difficulty disproportionately affect older adults,” said Estrelitta Harmon, Executive Director, Center for Better Aging. “Support from the CVS Health Foundation will expand our capacity to detect and address critical brain, heart and mental health conditions and provide first-rate specialty care. The CVS Health Foundation will also support programming and social support for the unpaid caregivers who help older adults to manage these complex conditions.”

Heat oven to 425 F. Line sheet pan with parchment paper. In small bowl, combine garlic, lemon juice, rosemary, honey and salt. In another small bowl, combine breadcrumbs, walnuts and olive oil.
Place salmon on prepared sheet pan. Spread mustard mixture over fish; sprinkle with panko mixture, pressing to adhere. Lightly coat with nonstick cooking spray.
