The Illinois State Black Chamber of Commerce recently returned from a trade mission to Zimbabwe where they were able to engage with leaders in the country with the goal of connecting to businesses and resources. There were about 14 businesses that attended the trip, which took place in December 2024.
REP. HIRSCHAUER TO FIGHT FOR SMART APPROACH TO PUBLIC SAFETY AS CHAIR OF NEW GUN VIOLENCE PREVENTION COMMITTEE
SPRINGFIELD, Ill. – State Rep. Maura Hirschuaer, D-Batavia, will continue her fight for smart policies that keep every community safe as chair of the new House Gun Violence Prevention Committee.
Hirschauer has spent her time in Springfield fighting for positive change and demanding common sense gun safety laws. A founding member of the Kane and Kendall County chapter of Moms Demand Action, Hirschauer took her fight to Springfield where she has been instrumental in the passage of Illinois’ assault weapons ban, regulations stopping the flow of untraceable ‘ghost guns,’ and most recently the passage of Karina’s Bill, which strengthens protection orders to get guns out of the hands of domestic abusers.
Hirschauer will continue this work, and collaborate with colleagues and activists from across the state, as chair of the new Gun Violence Prevention Committee, which will be the House’s primary committee dealing with the issue of gun violence.

CHICAGO ––The School of the Art Institute of Chicago (SAIC), a leader in art and design education, is delighted to announce the appointment of Eddie Chambers as the Goldabelle McComb Finn Distinguished Professor in Art History, Theory, and Criticism. As a renowned scholar and celebrated artist, Chambers brings with him decades of experience in both higher education and the art world. This tenured position, housed in SAIC’s Department of Art History, Theory, and Criticism, underscores the School’s commitment to advancing critical discourse and interdisciplinary education in art history. Chambers will hold the professorship following David J. Getsy. His appointment begins on August 16.
Chambers brings a distinguished record of academic leadership and creative practice. He is currently the David Bruton, Jr. Centennial Professor in Art History at the University of Texas at Austin and a former editor-in-chief of Art Journal. His career began as an artist in Britain, with key works collected by Tate Britain; Arts Council Collection, London; Sheffield Museums; and Wolverhampton Art Gallery. Since the early 1980s, Chambers has curated exhibitions globally, authored two monographs on Black British Art, and edited The Routledge Companion to African American Art History and contributed an essay to The Routledge Companion to Decolonizing Art History. His essays have appeared in prominent journals such as Third Text, Visual Culture in Britain, and International Review of African American Art.
As the Goldabelle McComb Finn Distinguished Professor, Chambers will play a critical role in teaching and advising undergraduate and graduate students. His position will focus on expanding curricular coverage for the department’s programs in Art History, including undergraduate courses, graduate seminars, and master’s thesis supervision. Chambers will also engage with studio artists, designers, architects, and arts professionals at all levels, contributing to the department’s research-oriented culture. Chambers’s research focus on diasporic Black Studies and his art history expertise will bring an invaluable perspective to the department. His career as an artist, with works in major collections, will help the department bridge theory and practice in a way that resonates with students and faculty alike.

Trade Mission to Zimbabwe Fruitful Visit for Illinois State Black Chamber of Commerce

The Illinois State Black Chamber of Commerce was founded in 1997 with the mission to economically empower and sustain the African American community through entrepreneurship and capitalistic activities, via interaction with the national Black Chamber of Commerce throughout the Diaspora. At the time of its founding in 1997, there wasn’t a large representation of Black business owners on the board of traditional chambers of commerce. The organization wants to ensure Black business owners in the state of Illinois have a voice and have a seat at the table.
“Our goal is to strengthen Black businesses in the State of Illinois,” said Larry Ivory, President and CEO of the Illinois State Black Chamber of Commerce.
Since the organization was founded, there are more than 1,500 Black businesses are members of the organization throughout. According to Ivory, there are more than 120,000 Black businesses in the state of Illinois.
Ivory said that Africa has always been a place that had tremendous opportunity for growth. He said that Africa is the richest continent when it comes to natural resources and population.
“It seemed to make a lot of sense for African Americans to reconnect with their brothers and sisters in Africa to help grow their economy and bring our expertise and knowledge back to the continent and also strengthen ourselves at the
same time,” he said. At this time it is important for Black business owners to think globally and have the ability to do business everywhere.
During the trade mission, the Illinois State Black Chamber of Commerce met with the Zimbabwean Minister of Finance, Zimbabwean Minister of Foreign Affairs, as well as leaders in IT and agriculture. Ivory said there were conversations with the Minister of Health and the Permanent Secretary. Dr. Jeffrey Sterling, owner of SIMPO Solutions was part of those conversations with the Minister of Health, discussing preventative care and increasing the life expectancy of people in Zimbabwe. Andre and Frances Guichard, owners of Gallery Guichard, were able to find art they could bring back to the States and display in their gallery.
The Illinois State Black Chamber of Commerce is looking at alternative energy as part of Zimbabwe’s infrastructure, as well as housing and construction. There is an architect who is looking to have an office in Zimbabwe, a law firm is in talks to do a joint venture with another law firm. The organization is looking to bring agriculture, specifically hydroponics, IT and telecommunications to Zimbabwe.
Ivory said the organization will be connecting other businesses with businesses in Zimbabwe. The organization is also preparing to return to the country in late April and early June of this year. The goal is to take more than 50 Black businesses from Illinois to Zimbabwe during these trips.
“One of the things about Zimbabwe that attracted us, is that Zimbabwe has one of the highest literacy rates in Africa, 97% of the people are educated and they all speak English,” Ivory said.

Gov. Pritzker Announces New Electric Vehicle Charging Wins for Illinois
CHICAGO - Governor JB Pritzker announced Illinois as the winner of $114 million in competitive federal grant funding to support new electric vehicle charging stations across Illinois, including the Chicagoland area, Springfield, Metro East, and Quad Cities. The federal funds total $114 million from the U.S. Department of Transportation to build 14 truck charging hubs, adding to the statewide charging infrastructure. Illinois received the largest award, the second largest being $55 million. Governor Pritzker also announced $39 million in state funding to build 1,476 charging stations at 242 locations in Illinois, helping make access to charging more accessible across the state.
The federal funding was awarded to two specific programs: $100 million for Illinois Environmental Protection Agency’s project entitled Equitable Future-Ready Electrification Infrastructure for Green Heavy-duty Transportation (E-FREIGHT) and $14 million for the Metropolitan Mayors Caucus’ Aggregated Community Charging for the Chicago Metropolitan Region project. The $39 million in state funding is provided through the Driving a Cleaner Illinois Program, made possible through Governor Pritzker’s bipartisan Rebuild Illinois capital plan and authorized under the Climate and Equitable Jobs Act (CEJA).
“This is another win for Illinois as we lead the EV revolution, strengthening our EV infrastructure and building a cleaner, more sustainable transportation network,” said Governor JB Pritzker. “Thanks to the collaborative efforts of federal and state partners, these investments mark a major step forward in making EVs more accessible and advancing our clean energy goals.”
The new CEJA awards fund DCFC charging stations at publicly accessible locations (shopping centers, retail stores, gas stations, hotels, etc.) across the state. Additional points were awarded to projects in Equity Investment Eligible Communities. Round 2 of CEJA EV charging funding included the same private-sector applicants and Level 3 DCFC Chargers, while also opening eligibility to units of local government and Level 2 chargers. Illinois EPA awarded $25.1 million in EV Charging grants under CEJA last Spring, and $12.6 million in Volkswagen Settlement, providing funding for more than 2,300 new charging ports. Today in Illinois, there are 4,051 active public charging ports, including 2,728 Level 2 and 1,323 Level 3 Fast Charging.
“Illinois EPA is proud to be a part of building up EV charging infrastructure throughout Illinois,” said Illinois EPA Director James Jennings. “As more projects are developed and deployed, Illinois will serve as a critical connecting charging hub for zero emission vehicles, especially trucks, traveling across the nation.”
The State of Illinois will also receive $114,471,562 in federal funding through Round Two of the U.S. Department of Transportation’s Charging and Fueling Infrastructure Grant Program for installing electric vehicle (EV) charging stations along designated alternative fuel corridors and in Illinois Communities.

MWRD, Forest Preserves of Cook County to study major project that would connect south suburbs with nature and alleviate flooding
The Metropolitan Water Reclamation District of Greater Chicago (MWRD) and the Forest Preserves of Cook County are partnering on a feasibility study in southeast Cook County for a collaborative project to provide flood relief, restore the local ecology and create new outdoor recreational opportunities for neighboring communities.
This 20-month study will assess the potential for the MWRD and the Forest Preserves to coordinate and share costs for the planning, design, construction and maintenance of a Deer Creek-Third Creek Reservoir. If feasible, the system would provide naturalized stormwater storage for floodprone communities in nearby Glenwood, Ford Heights, Lansing, Thornton, South Holland, Calumet City, Dolton and unincorporated areas.

Adult Daycare: A Vital Resource for Individuals with Alzheimer’s and Other Dementias
For individuals living with Alzheimer’s or other dementias, adult daycare programs offer a lifeline to safety, engagement, and quality care. These centers provide structured, supervised environments designed to meet the unique needs of people with memory loss while offering much-needed respite for caregivers.
The Forest Preserves identified the area as a priority for land acquisition to ensure that open natural land remains in south suburban Cook County as part of its 2019 Southeast Cook County Land Acquisition Plan. The Preserves have since acquired more than 350 acres based on criteria that include ecological restoration potential, water and trail connectivity, and the equitable distribution of the health benefits of green space. The collaboration with the MWRD would accelerate the process for restoration and possible recreational opportunities, which could include trails, fishing, boating and picnicking at these properties.
“A partnership at this site between the Forest Preserves of Cook County and MWRD has the potential to advance the mission and goals of both agencies. If feasible, we can create preserves that address stormwater challenges, foster habitats for native plants and wildlife, and offer residents an inviting place to connect with nature,” said Cook County and Forest Preserves of Cook County President Toni Preckwinkle.
The MWRD has undertaken a similar, award-winning reservoir expansion project, the Buffalo Creek Reservoir, with the Lake County Forest Preserves. That project not only protects nearby communities from flooding in Cook County, but it also provides a scenic attraction for recreational amenities for area residents.
The opportunity to collaborate on a joint project also brings opportunities to leverage state and federal funding through partnership. The Deer CreekThird Creek Reservoir has already received grant funding assistance from the American Rescue Plan Act (ARPA) and the Federal Emergency Management Agency’s (FEMA) Building Resilient Infrastructure and Communities (BRIC) Program to advance the feasibility study. The partners will continue to pursue additional funding assistance for future phases of the project.
The MWRD and the Forest Preserves introduced plans for the multi-benefit flood control project on Jan. 16, at the Little Calumet River Watershed Planning Council Meeting. Project partners plan to begin outreach to municipal leaders in the fall of 2025, and once the feasibility study concludes in the fall of 2026, community meetings will be held to gather public input on the project.

$100 Million to deploy 14 publicly accessible vehicle charging stations along priority freight corridors across Illinois. These stations will add 345 electric vehicle charging ports and vehicle stalls, and features battery storage and clean on-site power generation. Most of the locations will have chargers which have Megawatt Charging System (MCS) connectors or are MCS-ready. MCS chargers are high-powered chargers and can charge a heavy-duty electric truck to 80% in less than half an hour.
Nationally, this Illinois-based charging infrastructure network will
serve as a critical connecting node in the middle of the country to expand medium-heavy duty charging hubs beyond existing East and West coast deployments. From Illinois, a truck can reach 83 percent of the continental US within a two-day drive. Many cities are only one EV charge away from the borders of Illinois, including dozens across parts of these 14 States. This project represents a significant step forward for Illinois in meeting its transportation decarbonization goals. Collectively, these stations are estimated to support over 3,300 medium and heavy-duty electric vehicles per day.

Dream Exchange Paves the Way for Economic Empowerment
CHICAGO, PRNewswire -- Dream Exchange, the first-ever minority-controlled stock exchange in formation in the history of the United States, is preparing to open doors and increase the economic equality among all communities and small businesses creating access to public markets for all through a registered stock exchange. Access to public markets to these underserved areas will increase further when the legislation known as the Main Street Growth Act (“MSGA”) passes the United States Congress. The MSGA creates a new type of stock exchange designed to cater to early-stage companies and smaller businesses called a venture exchange.
Martin Luther King Jr.’s legacy is rooted in the fight for equality—not only in civil rights but also in economic opportunity. With Dr. King’s vision in mind, the Dream Exchange aims to bridge the gap of financial access faced by a large number of businesses in the country, many of which are minority-owned.
Since the 1990s, the number of small-tomid-sized initial public offerings (“IPOs”) has significantly declined, leaving many businesses without access to the public capital markets
needed to grow. Today, only a tiny percentage of companies listed on exchanges are minority-owned showing that the divide is still being overlooked.
“Economic inequality remains one of the greatest barriers to achieving true equality in America,” said Dream Exchange CEO Joe Cecala. “Dream Exchange was created to open doors that have long been closed, giving minority-owned businesses and other small enterprises the financial tools they need to thrive.”
According to the IPO Task Force Report delivered to the Treasury Department in 2011 (which can be found here), research shows that from 1980 to 2005, firms less than five years old accounted for all net job growth in the U.S. and, in fact, 92% of job growth occurs after a company’s initial public offering. However, without access to public capital markets, small businesses, and especially minority-owned businesses are often excluded from this growth potential. Once the MSGA is passed, the Dream Exchange plans to introduce its venture exchange, which will be designed to make public markets available to early-stage growth companies, fostering wealth creation and economic
empowerment where it’s needed most.
As we take time to reflect on our nation’s history and on the history and contributions to America from the Black community, the Dream Exchange stands as a positive solution to the work yet to be done and it represents a critical step toward correcting imbalances in economic opportunities for the nation’s small business community, especially minority-owned businesses.
The Dream Exchange has submitted a preliminary draft of its application to the Securities and Exchange Commission (“SEC”) to become the first minority-controlled company to operate a licensed stock exchange in the history of the United States and is in the process of responding to comments from the SEC, as well as preparing its operations for when it receives approval. In addition, Dream Exchange is championing the creation of a new type of stock exchange called a venture exchange, which will list and trade the securities of smaller, early-stage companies. Dream Exchange’s mission is to create equal access to a marketplace that instills ethics, humanity, and fairness into finance.

Kokandy Productions Opens Submissions for the 2025 CHICAGO MUSICAL THEATRE FESTIVAL
CHICAGO – Kokandy Productions is pleased to open submissions for the 2025 Chicago Musical Theatre Festival (CMTF), returning April 3 – 6, 2025 on The Chopin Theatre Mainstage, 1543 W. Division St. in Chicago. Five finalists will be chosen to perform concert presentations during the 2025 Festival, a vital opportunity for new musical development in Chicago.

COLOR OF CHANGE REACTS TO DEPT. OF JUSTICE’S REPORT
OF 1921 TULSA RACE MASSACRE, CALLS FOR NEW METHODS OF RESTITUTION
(Black PR Wire) NATIONAL – Recently, the Department of Justice issued a report on the Tulsa Race Massacre following a months-long review and evaluation. The report found that there is no living perpetrator to be prosecuted but publicly acknowledged the events and recognized the crimes committed, moving towards the closure long sought by descendants of victims of the massacre.
The review began September 2024, more than 100 years after the Tulsa Race Massacre took place. On May 31st of 1921, Black residents of the neighborhood of Greenwood in Tulsa, Oklahoma were attacked and murdered by a group of white Tulsans. Greenwood, which is now remembered as “Black Wall Street,” was at the time a vibrant neighborhood and a thriving site of Black business and economic prosperity. In the attack, hundreds of Black people lost their lives; their houses, churches, and businesses were burned down; and their property was stolen; completely decimating the community. In the century since, there has been no recourse for the crimes committed, despite survivors and descendants demanding civil and financial reparations.
The Department of Justice’s report, done under the Emmett Till Unsolved Civil Rights Crimes Act, is the first time the Justice Department has acknowledged the crimes committed in 1921 and conceded that the massacre was a deliberate, racially-motivated act. While their evaluation found no method of restitution, it confirms the continued need for community engagement and social justice efforts.
Brandon Tucker, Senior Director of Policy and Government Affairs at Color Of Change, issued the following statement:
“Learning that no justice will be served in the Tulsa Race Massacre outside of recognition that this atrocity took place is not surprising. We must develop the will to create new mechanisms for restitution—not only for the victims of this mass murder but for Black families affected by every instance of large-scale violence inflicted by white supremacist groups, law enforcement, and lynch mobs that have devastated Black communities and eroded generations of Black wealth. We must move beyond recognition to action, and explore new ways to address and heal the injustices perpetrated against Black people in this country.”
The Tulsa Race Massacre is another instance of state-sanctioned violence against Black communities which has gone largely unrecognized. The efforts to erase this moment in history, which has lasting effects a century later, have further hindered the pursuit of justice and attest
to the country’s large-scale acceptance of anti-Black violence. The Department of Justice’s recognition of the egregious wrong done against the residents and descendants of Greenwood is an essential first step, but there is much more to be done for racial recognition. Color Of Change calls on government leaders, advocates, and the public to support policies and initiatives that reform the legal system, ensuring justice for all those harmed by white supremacy.

Mayor Jones Making Diversity A Huge Benefit In Calumet City
For years Calumet City was best known for the many negative and horrified experiences of African Americans either being falsely detained or simply traveling through the 8-mile town. The numerous lawsuits, demonstrations, and other forms of protests against the previous mayoral administration and the police department are well documented
Many observers and residents would have never imagined that an African American could ever be elected as Mayor. But in May of 2021, Thaddeus Jones was able to accomplish what many felt was impossible. Jones was overwhelmingly elected to a four-year term, but moreover he immediately began to change the narrative and implement the best in diversity protocols for the once maligned community.
Mayor Jones quickly changed the negative perceptions of the local government by appointing many top administrators who reflect the town’s population. In fact, the mayor was purposeful in establishing these protocols not only in ethnicity but gender as well. Today the vast majority of the top city administrators are African American and Hispanic. But what is even more impressive is that Mayor Jones has placed more women of color in high level positions than any other Mayor in Calumet City’s history.
But the Mayor has also balanced the diversity numbers by retaining many white administrators who were left over from the previous
administration. In fact, both the current Police and fire Chief in Calumet City have remarkable resumes and are considered best in class professionals within the southland region.
All of this has led to racial harmony and a greater internal appreciation for cultural diversity awareness. Diversity, Equity, and Inclusion are better reflected
