REP. ROBIN KELLY APPLAUDS MAJOR GUN BACKGROUND CHECK REFORM
Washington, D.C. – U.S. Representative Robin Kelly (D-IL) applauded the Bureau of Alcohol, Tobacco, Firearms, and Explosives’ final rule expanding required background checks before firearm sales.
The rule expands the definition of “engaged in the business” of dealing firearms to anyone who sells firearms to earn a profit, requiring them to register as an FFL and perform background checks. By doing so, this rule will close loopholes that allow individuals to avoid background checks.
The initiative was made possible by the Bipartisan Safer Communities Act, which Rep. Robin Kelly proudly helped pass.
Congresswoman Robin Kelly led multiple efforts to ensure the swift implementation of the rule. In December 2023, Congresswoman Robin Kelly and U.S. Senate Majority Whip Dick Durbin (D-IL) led 160 Members of Congress in support of the rule. Rep. Kelly also led nearly 100 House colleagues in an earlier letter urging Attorney General Merrick Garland and ATF Director Steven Dettelbach to implement stronger background checks.

AMMONS ADVANCES PROGRAM
CELEBRATING AFRICAN AMERICAN HERITAGE CHAMPAIGN, Ill. – State Rep. Carol Ammons, D-Urbana, has successfully advanced legislation that would establish a first-of-its-kind scientific DNA processes through the University of Illinois Urbana-Champaign’s Department of Anthropology and the Carl R. Woese Institute for Genomic Biology. The Family Roots Genealogy Program pilot will provide African American descendants of previously enslaved individuals the opportunity to trace their roots back to their ancestral homelands.
“This legislation represents a groundbreaking step towards achieving a long-overdue goal — acknowledging the unique challenges faced by Black Illinoisians and taking concrete action to face those challenges head-on,” said Ammons. “This is a historic movement, signaling a refound commitment by the state to righting the wrongs of the past and providing a pathway for individuals to reclaim their heritage.”
Ammons’ House Resolution 453 spotlights the important work of the Family Roots Genealogy Program pilot, which will demonstrate extraordinary value and benefits for African American citizens in Illinois seeking to engage and recover their lost ancestral history.
Participants of the program provide saliva samples to be processed at the university’s biotechnology center, where the sample will be analyzed by the National Center for Supercomputing, also housed in Champaign-Urbana.
Ammons presented the resolution before the full House on Wednesday, where it was adopted.
“This resolution is not just about genealogy — it’s a declaration that every individual deserves the opportunity to know their history and connect with their roots, regardless of the barriers that history has placed in our way.”
As chairwoman of the Illinois Legislative Black Caucus, Ammons embodies an unwavering commitment to fighting for reparations and advocating for the African American community. Art Exhibit Shows And Tells The Stories Of Widows

Davis, who lost her husband, Paul, 10 years ago on April 16th, has turned that date into something of triumph and part of her testimony. This year, Davis, along with six other widows premiered an art exhibit titled, “Lost Love: A Journey of Resilience,” at FLYPAPER Gallery, located at 10552 S. Western.
The idea for the exhibit came from Davis meeting young widows and knowing no one knew the faces of the young widows and that it wasn’t something that was being talked about. She wanted to dig deeper into these women’s stories and give them the space and platform to tell their stories. The exhibit includes photos, with women smiling, a show of their resilience, as well as those women’s voices as they tell their stories.
her social work background, Davis has a care and concern for people. One of the things that got her through her journey was a grief support group. All of the programming is meant to allow people to channel their grief. The programs include a grief support group, which will take place from 6 p.m. to 7 p.m. Thursday, April 25th; a journaling workshop, which will take place from 6 p.m. to 7 p.m. on Thursday, May 2nd; and a floral design session, which will take place from 6 p.m. to 7 p.m. Thursday, May 9th.
In addition to the exhibit, Davis also has written a book, “The Art of the Bounce Back: 31 Days of Resilient Living.” It was published in September of 2022. She wrote it after doing a 31-day challenge of social media posts.
“It’s a multidimensional experience where it’s not just that you’re going to see a picture and read a few words, but you also get to hear their voice and even see some special pieces/ mementos that are really personal to each widow and it’s from their personal collection,” she said, describing it as similar to something you would see at a museum.
Davis wanted to tell the full story. She said it is one thing to see someone, but when you hear how they tell their story, you hear the quiver in their voice, the sadness, or the triumph of them knowing they will get through it. She added that, in order to truly understand someone’s full story, you have to hear their voice, along with seeing their face.
Along with the exhibit, there will be programming. Davis wanted to be able to build a sense of community. Because of

“What I want people to walk away with is, seeing the faces of our community of these young Black women, some who are also solo parents, and some did not have children in their marriage, but they have a story to tell as part of a subgroup of the Black community, that we don’t talk about. I want people to ask more questions and ask how they can be more helpful and how they can support,” Davis said. She added that the exhibit just scratches the surface when it comes to showcasing young women in the Black community, but it does tell the stories of some dynamic women.

CHICAGO — Peoples Gas is urging customers who are behind on their energy bills to reach out as soon as possible to avoid disconnection. The state’s winter residential disconnection moratorium expired at the start of April.
If a customer establishes and maintains a payment plan, they are not at risk for disconnection.
Peoples Gas works with customers year-round to offer payment plans and help with energy assistance.
Thanks to lower natural gas prices and warmer weather, the typical residential customer’s heating bill was $75 less this winter than last winter.
Disconnection is always a last resort Customers behind on their bills can go to peoplesgasdelivery.com or use the Peoples Gas app to set up payment arrangements and connect with financial and energy assistance options. They can also call 866556-6001.
To help customers with lower incomes, financial assistance is available through the Peoples Gas Share the Warmth program. Additional assistance is available through the federal government, which is making $177 million available for customers in Illinois.
Beware of scammers
Unfortunately, scammers often try to take advantage of
the end of the moratorium.Scammers may pretend to be from Peoples Gas. They may even manipulate caller ID to display “Peoples Gas” or use a recording that sounds like it’s from the company.
Scammers will threaten to turn off customers’ energy in a short amount of time and demand immediate payment — often with a prepaid debit card, third-party digital payment app like Zelle or Venmo, or unusual payment method such as bitcoin.
These are all warning signs. If customers are ever in doubt about a phone call, they should hang up and call Peoples Gas. Additional tips are available online.

Gov. Pritzker Highlights Proposal to Eliminate $1 Billion in Medical Debt
CHICAGO -- Governor JB Pritzker joined Cook County President Toni Preckwinkle, the Department of Healthcare and Family Services, and advocates to highlight the State’s proposed $10 million investment to eliminate up to $1 billion in medical debt for 340,000 low-income Illinoisans. In partnership with Cook County, which already implemented a similar program for county residents, the event aimed to garner support for legislation that will fund a debt relief program statewide.
“Across our nation, individuals and their families are forced to reckon with near-impossible
financial choices as the price tag on healthcare continues to increase,” said Governor JB Pritzker. “At a cost of around a penny for every dollar of medical debt we eliminate, we have the potential to eliminate billions of dollars of debt and help millions of Illinoisans. Working together with members of the General Assembly on this as we continue to negotiate and pass a balanced budget, this lowcost program to eliminate medical debt will alleviate a major burden on families across Illinois.”

Research on volunteering in late life suggests that it may serve as a protective factor for cognitive health, particularly with dementia risk. Both volunteering and certain types of paid employment offer cognitive benefits, but volunteering appears to provide a higher level of cognitive protection compared to some types of paid work.
“In Cook County, our Medical Debt Relief Initiative (MDRI) has already assisted over 200,000 residents and eliminated nearly $350 million in debt. The stories of relief and gratitude we’ve received from participants underscore the impact the program is having on the lives of our residents,” said Cook County Board President Toni Preckwinkle. “We commend Governor JB Pritzker and the State of Illinois for launching their own program aimed at medical debt relief. Medical debt is a leading cause of bankruptcy and government has an obligation to tackle the financial barriers that affect our citizens’ health and well-being. Medical debt relief is a crucial step, and it is part of a broader, equitable strategy to enhance the financial stability and support the holistic well-being of Illinois residents.”
In his FY25 Budget Address, Governor Pritzker introduced a four-year plan to eliminate an estimated $4 billion in medical debt for over one million Illinoisans. The proposal includes a partnership with Undue Medical Debt (formerly known as RIP Medical Debt), a national nonprofit focused on abolishing financially burdensome medical debt and promoting systemic change for patients across the country. By working with Undue Medical Debt, the State will pay one penny (on average) to buy back and eliminate every one dollar of medical debt.
Undue Medical Debt acquires medical debts belonging to: individuals four times or below the federal poverty level or those whose medical debt is 5% or more of their annual income. Debt is acquired in large portfolios for a fraction of their face value and then recipients of debt relief are notified with a branded envelope letting them know the good news: some or all of their medical debt has been erased.

“Medical debt can be a crippling burden for families, and this proposed investment will alleviate a major financial strain so that people can focus on what’s most important: keeping themselves and their families healthy,” HFS Director Elizabeth Whitehorn said. “The proposed medical debt buyback program strongly aligns with the Department’s mission, and will complement our ongoing work to eliminate barriers that prevent people from accessing high-quality health care.”

In Illinois, 14% of the population has medical debt in collections. However, communities of color are disproportionately impacted, with nearly 20% of the Illinois population in communities of color having accumulated medical debt in collections. Those struggling with the weight of medical debt face unique challenges, including an increased risk of bankruptcy, difficulties affording basic needs, and even pressure to forgo needed medical care.
In July 2022, the Cook County board approved President Toni Preckwinkle’s proposal to begin partnering with Undue Medical Debt and provide relief to residents. By utilizing a portion of the county’s American Rescue Plan Act Funds, Cook County has abolished nearly $350 million in medical debt to date, benefitting more than 200,000 people. Undue Medical Debt collaborates with providers like hospitals and physicians’ groups to acquire qualifying medical debts for abolishment.
The emotionally and mentally rewarding aspects of volunteering, such as meaningful engagement and a sense of purpose, contribute to its cognitive benefits. Volunteering facilitates social connections and goalsetting, which are important for maintaining cognitive health in older adults.
In contrast, not all paid jobs offer the same cognitive advantages. Jobs that involve interacting with people or providing service tend to be more beneficial for cognitive health, while jobs involving physical labor may not offer the same level of cognitive stimulation.
Research suggests that women may derive greater cognitive benefits from both working and volunteering compared to men. The gender gap in Alzheimer’s prevalence, with women being more affected than men, is a complex phenomenon that requires further exploration beyond factors like longevity.

• Passion does not convert to currency but value does. Make sure to confirm there is a demand for what you are interested in doing and a need that hasn’t been met.
• Everyone doesn’t want to be a CEO. Some entrepreneurs like the freedom of being paid for services rendered. We need to create different swim lanes so business owners understand their journey and how to create milestones along the way.
• Your credit is the business’ credit. There is no other place else to look to gain understanding on how business responsibilities will be managed.
• There is so much support out there, don’t take this journey by yourself. Join an industry association, chamber or other resource group. Connect with others having similar challenges and remember that “Iron Sharpens Iron.”
2Where should entrepreneurs begin to make their small business idea a reality?
Deciding to start a small business can be an exciting time. Aspiring entrepreneurs should set themselves up for success by having a solid plan before taking the leap. A good business plan proves your idea is viable and helps you set important goals that reduce risks and avoid potential pitfalls. Here are some questions you should ask yourself before you get started:
• Why do I want to start this business? What’s my reasoning or inspiration?
• How does my business stand out from the competition?
• What is my unique value proposition?
• Who are my target customers? How can I reach them?
• Who is already on my management team? What gaps do I need to fill?
• How can my business make a profit? How soon will it break even?
When I moved my family from Chicago to Los Angeles I couldn’t get to my mailbox without turning on my GPS. Just think of your business plan as your GPS.
3 What are some pitfalls for entrepreneurs and small business owners to avoid when starting their business?
There are many pitfalls that entrepreneurs can get caught in when starting a business. The most common reasons businesses fail are due to lack of capital, lack of market impact or need, unresearched pricing (too high or low), explosive growth that drains your capital and stiff competition.
To avoid these, you should have a plan to navigate the ups and downs of entrepreneurship and a team of trusted advisors to provide expertise. All business owners should have a CPA/bookkeeper, attorney, insurance broker and a business banker they can rely on. Lastly, pivot when you see the markets have changed.
4How can small businesses prepare for future growth?
We have talked a lot about planning but the best way to prepare for future growth is to plan for it. Growth can happen organically, through strategic partnerships or acquisitions, or through increased marketing efforts but usually doesn’t happen by accident. You have to be intentional about your
growth plans for your business and take the steps to set you and your business up properly for success. Part of planning for growth is securing the capital you need to fuel the growth when you are ready. Often that means securing financing when you don’t need it so you have access to it when you do. But don’t forget the most critical aspect of growth…your people. Surround yourself with people that are smarter than you and trust that as you expand they will prove it!
5What are some of the resources available to help support aspiring and current small business owners with their business needs?
There are a lot of resources – both in person and online – a business owner can tap into to help them understand trends and to see around corners. I also lead a consulting program for entrepreneurs, where business owners can receive one-on-one coaching from an experienced senior business consultant. BELT ADVANCES BILL TO ADDRESS FINANCIAL DISPARITIES IN ILLINOIS
State Senator Christopher Belt advanced a measure out of the Senate Executive Committee Wednesday that aims to identify and correct inequities some individuals face when seeking loans, mortgages or other financial services.
“Access to fair lending services, reasonable banking and other financial assistance is fundamental to economic development and stability,” said Belt (D-Swansea). “However, there are many communities across the state that face systemic barriers and disparities that hinder their ability to fully participate in the economy such as running a successful business or owning a home.”
Senate Bill 3235 builds off of previous legislation that incentivizes state-regulated financial institutions to meet the financial service needs of areas where there is a lack of access to affordable banking, credit for small businesses, reasonable interest rates, mortgages and other lending services.
The measure would mandate the Illinois Department of Financial and Professional Regulation to conduct studies to identify areas in Illinois that show significant disparities in relation to race, ethnicity, gender and other protected characteristics in the area of financial services. Additionally, the bill would identify policies and procedures that may have discriminatory effects on underserved communities.
“By shining a light on these inequalities and their underlying causes, we can take action to promote fairness and equity in the financial sector,” said Belt. “This continues to show our ongoing efforts to address these disparities head on and ensures every resident has a chance at financial success.”
Senate Bill 3235 now waits to be heard among the full Senate.
FOSTER INTRODUCES RESOLUTION TO PROMOTE SCIENCE DIPLOMACY
Congressman Bill Foster (D-IL) recently introduced a resolution in the U.S. House of Representatives to promote science diplomacy. The resolution calls for greater international cooperation, while seeking new ways to advance scientific research and innovation.
“With Russia’s aggressive actions causing global concern, fostering international collaboration in scientific endeavors that supports academic freedom can be a powerful soft power tool,” said Foster. “The exchange of knowledge and ideas across borders not only promotes peace, but also serves as a powerful instrument to address urgent global challenges. As a physicist, I spent more than two decades working with colleagues from around the globe at Fermilab in Illinois where international collaboration transcended national boundaries and allowed us to better understand each other and the world around us.
