NEWS briefly EDUCATION SUPPORTING LITERACY AT HOME Concerns have been growing in recent weeks as extended school closures are announced, causing educators and families alike to consider

what the summer months mean for students in 2020. A new study by NWEA projects shows that students who lack steady instruction during the coronavirus school shutdowns, might retain only 70% of their annual reading gains as compared to a normal year. This compounds the annual issue of reading skill loss known as the summer slide experienced by school-aged kids. To continue to support literacy at home during this pressing time, Scholastic has launched Scholastic Summer Reada-Palooza, a free program designed to increase book access and ensure

engaging experiences to keep kids reading this summer – two key pieces of the puzzle to stem learning loss presented in a way that does not add additional burdens on families or educators. To learn more about Scholastic Summer Read-a-Palooza and access free summer reading resources, visit: http://www.scholastic.com/ summer.

ILLINOIS DEPARTMENT OF HUMAN RIGHTS RELEASES MODEL SEXUAL HARASSMENT PREVENTION TRAINING PROGRAM The Illinois Department of Human Rights (IDHR) recently released its model Sexual Harassment Prevention Training program for Illinois employers in compliance with Public Act 1010221 (commonly referred to as the Workplace Transparency Act). Formerly Senate Bill 75, Public Act 101-0221 was signed into law by Governor Pritzker in August 2019. Under this Act, Illinois employers are required to train employees on sexual harassment prevention by December 31, 2020, and on an annual basis thereafter. This requirement applies to all employers with employees working in the state. Employers must either develop their own sexual harassment prevention training program that equals or exceeds the minimum standards for sexual harassment prevention training outlined in Section 2-109(B) of the Illinois Human Rights Act (IHRA), or they may use the model training provided by the IDHR. To download the model Sexual Harassment Prevention Training program or for more information, please visit IDHR’s Training Institute at www.illinois. gov/dhr/training. The IDHR enforces the Illinois Human Rights Act, which prohibits discrimination in the contexts of employment, housing, financial credit, public accommodations, and sexual harassment in education. BY TIA CAROL JONES

Melissa Conyears-Ervin, treasurer of the city of Chicago, began her “Money Mondays with Melissa” webinar on Monday, May 4, as a way to inform residents and provide resources during COVID-19. “There has been so much focus on physical health during this pandemic, which physical health is the most important [thing] during a time such as this because COVID-19 directly attacks [a person’s] physical health, but one of the challenges we have also seen, is that we need financial wellness,” she said. Conyears-Ervin said as city treasurer, she is the sole custodian of taxpayers’ dollars and her role is to protect taxpayers’ dollars. She said in order to protect their money, first, she had to protect the taxpayers themselves. And, that is why she wanted to create the webinar series. It will take place each Monday in May, at noon. There are so many resources available to residents, as well as small businesses, including things like additional unemployment benefits, additional SNAP benefits, stimulus checks, grants for businesses and loans for businesses, that Conyears-Ervin said she wanted to address topics like what bills to pay and which bills to possibly pay first. Things of that sort will keep taxpayers from going into a financial hole, she said, and may prevent them from having to deal with a larger burden once the crisis is over. For the first webinar, Cook County Board President Toni Preckwinkle and Amanda Carney, co-founder and president of Working Credit, were guests on the show. During the webinar, Preckwinkle talked about the Cook County Community Recovery Initiative, which is aimed at providing rapid relief loans, technical assistance and outreach for suburban small businesses. “We’ve tried to figure out ways in which we can support small businesses,” Preckwinkle said. “We have to do whatever we can to help small businesses because we know they’re the backbone.” Conyears-Ervin said Preckwinkle covered, and quite extensively, the resources available in Chicago and in Cook County. Her participation was “great” Conyears-Ervin added, especially since some suburban businesses have really been

hurt by the pandemic. Preckwinkle also spoke about independent contractors and the resources that are available to them, she said. During the webinar, Carney said even though people have limited resources, this crisis is different from other recessions in the past. “Creditors now are trying to actively work with people,” she said. “Pay your credit card and loan payments,” she advised. “These bills get reported to the credit bureau.” Conyears-Ervin said that Carney’s Working Credit is a not for profit organization, so she thought it would be beneficial to have Carney on the webinar. “They are truly in the business of helping consumers and not for their own benefit,” she said. Other guests included John Hope Bryant, chief executive officer of Operation Hope, an organization focused on uplifting the community by providing financial dignity and economic empowerment, things Conyears-Ervin said she’s also trying to instill in the community through the webinars. “That’s another reason why I started this ‘Money Monday with Melissa’ because we truly want financial empowerment in all 77 communities of Chicago and we know that there’s disparity. It’s almost like financial well-being can be a hidden secret and I don’t want it to be that way,” she said. One of the goals of the webinar is to make certain that resources and information are available to Chicagoans everywhere, Conyears-Ervin said. Before the pandemic, “we needed to talk about financial wellness,” she added, but during the pandemic, it’s an even more “urgent matter.” The next webinar will take place on Monday, May 18. Entrepreneurs Create Unique Face Masks For Small Businesses During COVID-19 Pandemic BY WENDELL HUTSON Contributing Writer

There’s no question the COVID-19 pandemic has crippled Chicago’s economy, especially when it comes to small businesses, which is why two South Side entrepreneurs are now working together to produce unique facemasks. Derryl Caldwell and Delvin McCray, both have offices in the Bridgeport Art Center, 1200 W. 35th St., both are members of Kappa Alpha Psi Fraternity Inc., and both have a unique skillset that now allows them to expand their services to include facemasks production for black-owned businesses. “The facemasks idea came about after I had a conversation with the president of Seaway Bank, who pushed me to expand my craft and design facemasks for small businesses,” contends Caldwell, a 51-year-old Hyde Park resident and founder of DC Mad Hatter, a customer embroidery company. “I do the embroidery portion and Delvin does the manufacturing. I bank at Seaway, so I talk to Mr. Newell all the time.” Daryl Newell, president of Seaway, a division of Self-Help Federal Credit Union, said he talks to Caldwell often about business opportunities. One morning, Caldwell and Newell

were talking on the phone about the COVID-19 situation and how hard it was to get facemasks. That’s when the two men started talking about how Caldwell could expand his custom embroidery business by including facemasks along with the hats and t-shirts he was already designing. Newell said he and Caldwell also talked about some of the flaws found

in cloth facemasks already on the market and how they were either too expensive or tore up in the washing machine. And that’s when Newell told Caldwell that he saw an opportunity for him to grow his business. McCray, founder of Delvin McCray Inc., said he was already manufacturing facemasks and now wants to concentrate more on helping small

DMX Hosts Virtual Bible Study and Everybody’s Being Blessed By It During this time of the pandemic, many are turning to do more online: from grocery shopping to meetings, parties, graduations, and even church. In fact, many churches have upped their online experience to share the word of God to the masses virtually. DMX has also taken to social media to share the good news of the Bible. The rapper took to Instagram Live and hosted a virtual Bible study. The only notice he gave was a very vague video announcement earlier that day where he said he had “something personal to share.” Many wondered if it was bad news since a lot of us only know the DMX whose very public battle with substance abuse, domestic disputes, dogfighting, and numerous run-ins with police were on display constantly in the news. But during DMX’s recent live session on Instagram, he went through scriptures in the bible in hopes to share God’s good news and help people deal with the uncertain times of this coronavirus pandemic. According to a press release, one particular piece of his bible study X was going through the book of Ecclesiastes 3. It was during this section that he spoke about “a time being for everything” happening right now, even social distancing. A number of fans who were viewing the live commented on how sober, clean and clear the rapper looked while speaking. For those that know, this is not DMX’s first entrance

into preaching. Every studio album, X finished off with a rhyming prayer and the platinum rapper said himself that he’s destined to be a preacher. “Will I have more influence as a pastor or a rap artist?” DMX previously asked himself in a radio interview. “…I do believe that God allowed my music career to create the platform to lay the foundation to gain the ear, to gain the credibility, so that way, when I do become a pastor, I don’t think I’m going to lose fans, I think I’m going to gain more.” “I say miracles only happen on the platform of tragedy… www.citizennewspapergroup.com

businesses, such as black-owned businesses. “Everyone involved with the production of these masks are local, black companies and that’s a collaboration you don’t see everyday,” said McCray, a 27-year-old tailor and Englewood resident. “What we are doing is not only helping to keep the community safe, but also helping our fellow black businesses too. And that is what excites me the most about this venture.” According to Caldwell, clients include Brookins Funeral Home, Salem Baptist Church, Kids Academy Daycare, and UJAMAA Construction Inc., all Chicago-based, black-owned entities. And because facemasks are in high demand, Caldwell said he is not accepting any new orders. “Of course that could change down the road, but for now, I have my hands full with my current cli-

ents,” he said. “I’m cranking out 150 masks a week for clients and that’s a lot when you are a small business.” Newell added small businesses do not need a ton of employees to grow and companies don’t have to be super large to be innovative. You just have to be yourself, he said. “That’s what capitalism is all about.” There are various places to buy cloth facemasks, like online or even at local gas stations. But Caldwell said his facemasks are different from the others being sold. “Your life’s work is on these facemasks. The company’s logo is designed on the masks, which allows for it to be used for marketing purposes,” explained Caldwell. “Just think about all the places employees go when they leave work where they could advertise their employer at no additional cost to the company.”

How to Make the CARES Act Part of Your Financial Plan StatePoint - For many Americans, the current state of the economy is creating real financial challenges and concerns. However, the federal government’s recently enacted CARES Act is intended to provide some financial relief to families and business owners who may be struggling to manage their finances, using cash disbursements, expanded unemployment benefits, and different loans and tax credits. In addition to reading up on CARES Act programs, experts say there are several ways to make sure you get as much financial support from the bill as possible. Here are three things to think about: • Estimate the value of your economic impact check and plan

how you will use the money. The Internal Revenue Service may send up to $1,200 to individual taxpayers and $2,400 to married couples, plus another $500 for each qualifying child. Tools such as The Washington Post’s stimulus check calculator can help you determine the amount you may receive. Then you can decide what to do with your check: e.g., pay your bills, buy essential goods, save it or even invest it. • Check your eligibility for unemployment benefits. The CARES Act created a new Pandemic Unemployment Assistance program to provide benefits to people who lost their jobs, had their hours reduced or are unable to work for reasons related to COVID-19. You may

qualify for these benefits even if you are self-employed or an independent contractor. Unemployment benefits have also been increased by $600 a week and extended to up to 39 weeks of coverage. The Department of Labor’s website (www.dol.gov/ coronavirus) has more information on these changes, as well as guidance on applying for unemployment. • If you own a small business, consider applying for a federal loan. The CARES Act set aside hundreds of billions of dollars for the Small Business Administration and the

Treasury Department to provide financial relief to business owners and their employees. Loan options include the Paycheck Protection Program to help businesses keep workers on their payrolls and the Economic Injury Disaster Loan to help cover a temporary dip in revenue. Visit the SBA’s website (www.sba.gov/fundingprograms/loans/coronavirus-reliefoptions) to learn more and apply. A Certified Financial Planner (CFP) professional can help you understand these programs and make sound decisions about

how to use your stimulus funds. A CFP professional can also provide competent, ethical advice on maintaining your financial well-being during this period of uncertainty. And, this advice can be provided remotely via phone calls, emails and video conferencing technology. To find a CFP professional near you, visit www. letsmakeaplan.org. What You Need to Know About Filing Your 2019 Taxes StatePoint - Spring is the season of warmer weather and blossoming flowers, but it is also – usually – the season of taxes. Tax Day is typically April 15, but the Internal Revenue Service (IRS) recently extended the deadline for filing and paying your 2019 federal income taxes to July 15, 2020. While this gives you more time to get your tax records in order, the IRS recommends that anyone expecting to receive a tax refund should file as soon as possible. According to the IRS, most refunds are being issued within three weeks of a tax return’s acceptance. You should also double check your state’s tax deadlines. Some states have announced tax filing or payment extensions, but other deadlines remain in place. Here are five other changes to keep in mind while you prepare your 2019 taxes:

• There is no longer a federal tax penalty for not having health insurance. However, some states will charge their own penalties for taxpayers who did not have health insurance in 2019. • The standard deduction increased to $24,800 for married couples filing jointly and to $12,400 for single filers. • If you received, sold, sent or exchanged any virtual currency in 2019, you will need to report that on your tax return. • Mortgage insurance premiums above $600 are now deductible. Mortgage premiums can also be retroactively applied to 2018. • The Child Tax Credit doubled to $2,000 per child, up to $1,400 of which is refundable. The credit is also available to more families for the 2019 tax year, since the income thresholds for when this benefit phases out were raised to $400,000

for married couples filing jointly and $200,000 for individual filers. Experts say it is never too early to begin thinking about and planning for the next year’s taxes. Once you have filed your 2019 return, you may want to consider speaking to a Certified Financial Planner (CFP) professional for guidance on maximizing your 2020 tax benefits. 3 value-boosting improvements new homeowners make to enhance spaces (BPT) - Buying a home is an exciting time. Once you purchase a property, you want to make it your own. Whether it's a 100-year-old beauty or a fresh new build, there are improvements you can make that not only personalize the space, but add instant value to your real estate investment.

Project 1: Update the garage door Garage doors take up a lot of visual real estate on the exterior of a home, meaning they dramatically impact curb appeal. Because you never get a second chance to make a first impression, bland designs, old styles and damaged doors detract from a home's appearance and overall value. Updating a garage door has a midrange cost but an impressive ROI. According to Remodeling Magazine's 2020 Cost vs. Value report, the average national job cost of a garage door replacement is $3,695, with an impressive 94.5% cost recouped at resale. When choosing a garage door, select one you like that matches the home's design. For example, carriage-house garage doors have a rustic look that work well with American Craftsman style homes. Contemporary garage doors with clean lines work well with midcentury modern homes. Raised panel garage doors are popular and work with many types of homes. Project 2: Add a bathroom Wish there was a bathroom where no conventional plumbing exists in your home? Basements, attics, garages and unfinished spaces are tricky, but there is one way to add a bathroom without busting through concrete or sacrificing the structural integrity of a home: above-floor plumbing such as macerating toilets and drain pumps from Saniflo. This was the case for David Pirain of NextHome PPM Realty, who wanted to add a half bath to a home he was flipping in Pittsburgh, Pennsylvania. The primary challenge: Sewage access was above grade and 40 feet away from the basement, which is

situated about six feet below the sewer line. Installing conventional plumbing was impossible without installing a large sewage ejector system that would require breaking concrete to dig a pit to hold the system, which he estimated would cost $9,000. He decided above-floor plumbing options would be an effective alternative at a much lower cost. He spent $1,100 for the Sanibest Pro grinder system, whose onehorsepower pump can discharge up to 25 vertical feet and up to 150 horizontal feet to a soil stack or septic tank. Pirain now estimates that a

dding a basement bathroom increased the value of the home by $20,000. Learn more about adding a bathroom anywhere you want without the traditional cost at go.saniflo.com.Project 3: Revitalize ceilings Dingy, cracked ceilings are eyesores that date a property and can make it look older than it is. By updating your ceiling, you not only improve the appearance, but you also increase the home's overall value. If there are chips and cracks, it's important to repair these issues before applying any paint. Once repaired, vacuum cobwebs and remove dust to ensure that fresh coat of ceiling paint adheres properly. Don't like the style of ceiling you have? Many homeowners are opting to replace popcorn texture ceilings with flat or knock-down styles. While a ceiling is a personal preference, updating it to a more modern option may command a higher price at resale. If the ceiling has never been painted, you may be able to remove the popcorn texture yourself; otherwise, hiring a professional should get the job done quickly. Keep in mind, popcorn textures and other ceilings applied before 1979 may have asbestos, so you'll want to get it tested before removal. Enhance the value and enjoy the results As you look at different properties, you imagine yourself in each house, enjoying the space and making memories. Even when you find "the one," there are things you want to update. By making these improvements, you will personalize the space, instantly enhance the value and have a property you enjoy. above-floor plumbing features such as a macerating toilet and drain pumps from Saniflo.
