Preckwinkle was drawn to politics when she was 16 years old and she worked on the city council campaign of Katie McWatt in her native St. Paul, Minn. While McWatt didn’t win, Preckwinkle decided she liked working on political campaigns. When Preckwinkle moved to Chicago to attend the University of Chicago, she worked with Independent Voters of Illinois.
Preckwinkle was a teacher for 10 years, then worked for a neighborhood non-profit. She went on to work in state government and at the Department of Economic Development for the City of Chicago. She also was the Executive Director of the Chicago Jobs Council. Preckwinkle was the 4th Ward Alderman for 19 years.
Preckwinkle believes that healthcare should be a Universal right. Half of the Cook County budget is healthcare. Preckwinkle said that providing good health care has always been part of Cook County’s mission. She is proud of the work that has been done there.
“We’ve worked very hard to stabilize and improve access to care for the residents of Cook County,” she said, adding that improving access to care includes creating a Medicare expansion program, County Care, which provides insurance coverage for people.
Preckwinkle acknowledges that Black and Brown communities are overpoliced. A lot of energy has been put into reducing the reliance on cash bond, because of the way it discriminates against those without resources and those who are poor. She pointed to the Pre Trial Fairness Act within the Safe-T Act in the Illinois legislature. Diversion programs have been developed to reduce the number of people who come in contact with the crimi-
nal justice system.
Through the American Rescue Plan Act, Cook County has launched the guaranteed income pilot program. With the program, about 3,250 individuals in the program receive $500 a month for two years. With $42 million allocated for the program, it is the largest guaranteed income pilot program in the country.
Recently, Cook County announced a program to eliminate medical debt, working with RIP Medical Debt. The Medical Debt Relief Initiative has already erased $79.2 million in medical debt for more than 72,000 Cook County residents. “For many families, medical debt negatively impacts their credit score and therefore, their ability to get a mortgage and buy cars. The leading cause of bankruptcy in this country is the inability to pay your medical bills,” she said. “If we wipe out the medical debt, people are more likely to get the medical care they need, to pursue additional care they need and be in a better financial shape, having higher credit scores.”
Preckwinkle acknowledged the work State’s Attorney Kim Foxx did to address the harm done in the criminal justice system and make amends. She pointed to Foxx’s work to expunge drug convictions. “Those who are in government, it is incumbent upon us to acknowledge the ways in which government has contributed to the damage done to Black and Brown communities and to do everything we can to rectify it,” she said.
Preckwinkle said it is her goal as Cook County President to use the levers at her disposal to help residents who are in need. Cook County has allocated $100 million for violence prevention, anti-recidivism programs and restorative justice work. The county has engaged community-based partners to help address those challenges.
Preckwinkle said the city has two big challenges: the violence and the asylum seekers. It is her hope that she can work with Mayor Brandon Johnson. For more information about Cook County government, visit cookcounty.il.gov.
Obama Foundation Taps Diverse Leaders to Design & Build its Programs & Athletic Center
CHICAGO – The Obama Foundation announced the hiring of two extraordinary Black-owned firms with Chicago roots to design and build the Programs & Athletic Center at the Obama Presidential Center. The announcement comes during the final days of the Lightfoot Administration, with which the Foundation has worked for several years to create a diverse workforce to build the Center.
As one of four buildings on the 19.3 acre campus, the Programs & Athletic Center will be a community anchor with a state of the art gymnasium and additional space for recreation and community programming, providing safe space for physical activity for young people during after school hours and in summer months while also offering space for community organizations and people of all ages throughout the year to exercise, play and gather.
The contract to design the facility has been awarded to Moody Nolan, the largest Black-owned architecture firm in the United States. The firm has a significant presence in Chicago, as well as an established commitment to the South Side, with an office led by Moody Nolan Partner and Englewood native Renauld Deandre Mitchell. The firm includes in their esteemed portfolio the design of Englewood STEM high school, the new Malcolm X College, Wintrust Arena, and the University of Illinois Mile Square Health Center.
“It’s an incredible honor to design this community asset that will sit alongside the presidential museum honoring our first Black president,” said Mitchell. “President Obama and I share a commitment to mentoring and
creating opportunities for the next generation of Black leaders and the Foundation’s belief in us will allow us to do more of this with young architects supporting the work of this project.”
The construction contract for the Programs & Athletic Center has been awarded to Elevate Design Build Group, a new joint venture led by BOWA Construction with AECOM/Hunt. The decision follows the similar and successful approach taken by the Foundation in selecting Lakeside Alliance, also composed of local Black-owned construction firms and Turner Construction, to oversee the creation of a diverse workforce that will build the Center.
“I remember standing outside at the 2009 Inauguration and being inspired for change,” said Nosa Ehimwenman, founder of BOWA Construction. “Now our firm, which has established our roots on Chicago’s South Side, gets to have an opportunity to be part of that change our community wants.”
For the construction of the overall Obama Presidential Center and the Programs & Athletic Center, the Foundation has committed to awarding at least 50 percent of the subcontracting packages to diverse vendors, exceeding the City’s goal of 26 percent and 6 percent commitment to minority and women owned businesses (MBE/ WBE) and vendors, based on the belief that the team that’s building the Center should look like the community it calls home.

a minor change request for enhancements to the design as part of the continued refinement of plans for the Programs & Athletic Center. While the fundamental use of the facility remains unchanged, its design is being refined to account for matured programming concepts and building infrastructure needs. Among the refinements being made are an expansion of the gymnasium and accompanying programming spaces – changes made in response to inputs received by the Foundation from community leaders to accommodate youth programming.
The recreational hub anchors the south end of the Obama Presidential Center campus, sitting
just north of the new Jackson Park track and field and adjacent to the South Side YMCA and Hyde Park High School. The Obama Foundation is conducting ongoing outreach to young people, coaches, community members and sports-based youth development organizations to ensure that the facility’s programmatic offerings are responsive to community needs and inputs.
As is the case with other buildings on the campus, the Programs & Athletic Center will meet the highest environmental sustainability requirements.
The Obama Foundation broke ground on the Center in 2021 with an anticipated opening in 2025.

Currently, it is optional for school districts to offer full-day kindergarten. Lightford’s measure would provide full-day kindergarten options with developmentally appropriate play-based learning opportunities for families throughout the state.
“Full-day kindergarten provides families with comprehensive, stable learning environments so children can be prepared for the demands of early elementary school,” said Lightford. “Families in all corners of the state deserve to have that opportunity and option available to them.”

SENATE APPROVES BELT MEASURE TO ENSURE FAIR COMPENSATION FOR TEACHERS
State Senator Christopher Belt passed a measure out of the Senate Wednesday that aims to ensure fair compensation for teachers and protect school boards from undue financial burdens.
“This measure empowers our state’s educators and recognizes the invaluable contributions they make every day,” said Belt (Swansea). “Not only would this enhance the financial well-being of teachers, but it also would contribute to maintaining the high standard of education in our schools across the state.”
House Bill 300 would establish the Commission on Government Forecasting and Accountability as the agency responsible for adjusting the teacher minimum salary in accordance with annual increases in inflation rates.
The legislation also addresses concerns related to potential higher pension contributions resulting from increased minimum teacher salaries. It would ensure that school boards would not be penalized for fulfilling their obligation to provide competitive compensation to teachers.
“The elements in this measure promote fairness, stability and excellence in education,” said Belt. “By prioritizing fair compensation for our teachers and supporting school boards, we are making a profound investment in the future of our state.”

Almost half of all U.S. employees work for small businesses, defined as companies with fewer than 500 employees, and a staggering 99 percent of all U.S. companies fall under the “small business” designation, according to the Small Business Association.
Entrepreneurship can be a steppingstone to wealth generation. In recent years, however, small business owners have faced many challenges, and that’s particularly true for those in majority Black, Hispanic and Latino communities. Fortunately, data is showing a strong trend toward improvement and normalization.
Many small businesses have more cash than they did before the pandemic, notably the smallest businesses with less than $100,000 in annual revenue. With more than two-thirds of small businesses expecting increased revenue and sales this year, they’re planning to put that money back into their workforce, to hire and retain employees by increasing wages and offering upskilling and training opportunities, according to JPMorgan Chase’s Business Leaders Outlook survey.
Black, Hispanic and Latino small business owners in particular say they’re optimistic about the year ahead, and the number of new businesses formed in cities like Chicago is at an all-time high – in Chicago, new business formation is up 64% over the last three years.
“Minority-owned businesses are fueling the U.S. economy – driving growth, innovation and job creation,” said Mikal Quarles, head of Chase Business Banking Racial Equity Strategies. “It’s important that we provide them with tools, resources and network capital to help them take their business to the next level and create and sustain wealth long-term.”
Citing access to capital as one of the top barriers for small businesses, banks play a critical role as catalyst in small business success. Over the last few years, JPMor-
gan Chase has doubled-down on its commitment to help minority-owned business succeed, including through its $30 billion Racial Equity Commitment that seeks to help close the racial wealth gap, such as through new mentorship programs, events, and expanded access to credit for business owners.
Small business owners have a plethora of resources and information available to help them at any stage of their business. Whether it’s looking for guidance on how to start or grow a small business, or access financial tools, here are some important steps to consider:
• Starting a business: Prospective owners can consider a few important foundational pieces, including writing a business plan, establishing a business bank account and applying for and filing the right permits and licenses. Also, prospective business owners should think through their business structure – will they be a sole proprietor, operate an LLC or choose another structure? Gathering funds and deciding where to do business are two more key steps to take before finally launching a company.
• Growing a business: As business owners continue to generate revenue, they can shift their focus to growing and scaling their business. Future financing plans could include applying for additional loans, grants or investor funding. Business banking accounts can be leveraged to help meet the goals of a business owner.
Forging ahead: If a business owner has a few years of success under their belt, they can discover new ways to optimize their business and streamline operations. That includes keeping cash flow healthy, continuing to build their customer base, and looking for digital tools to help simplify processes like invoicing and payments. Small business owners can also access new tools designed to help lower the barrier to entry to accessing capital and the tools needed to set them up for success. Last year, JPMorgan Chase introduced a Special Purpose Credit Program to help expand credit access in majority Black, Hispanic and Latino communities for business owners who otherwise might not be approved or receive it on less favorable terms.
JPMorgan Chase also expanded its free one-on-one coaching program to 45 trained senior business consultants in 21 U.S. cities, where they’re providing mentoring and advice to Hispanic, Latino and Black business owners within the community on everything from boosting creditworthiness to managing cash flow to effective marketing.
“We’re changing the lens of how we define business success by integrating new practices and products that drive more equitable outcomes,” said Carolina Jannicelli, head of JPMorgan Chase’s Community Impact division, which facilitates the firm’s Racial Equity Commitment. “Our commitment is simply a starting point that is transforming our overall work as a company, driving business and more inclusive economic growth.”

Chicago Public Schools Honors School Nurses During Nurse Appreciation Week
CHICAGO – Chicago Public Schools (CPS) honored school nurses Friday, May 12, during a National Nurse Appreciation Week celebration that highlighted the critical role of school nurses in supporting student health and well being, especially during the COVID-19 pandemic. During the event, District leaders presented five school nurses with the District’s Recognition Of Service Extraordinaires (ROSE) Award.
“Our school nurses are an essential part of the District’s whole-student approach to student success,” said CPS CEO Pedro Martinez. “The services our school nurses provide sets students up to learn, grow and thrive both in our classrooms and in their communities. I am proud to recognize our exceptional nurses this week and thank them for their service to our students and schools.”
Since 2019, the District’s intentional recruitment and retention efforts have resulted in a 72 percent increase in the number of school nurses in CPS schools, going from 311 nurses in 2019 to 536 nurses in 2023. The District’s investment in student health supports is part of a holistic strategy to expand student access to nurses, counselors, social workers and psychologists to support students’ social, emotional, physical and psychological needs. Today’s celebration honored the District’s school nurses, more than 200 of whom were nominated for ROSE Awards.

CHICAGO – On Tuesday, May 2, the Chicago Urban League convened nearly 350 business and civic leaders for its 2023 SUMMIT, a daylong conference focused on “Equity in Clean Energy and Water.” Over the course of the day, more than 20 industry experts and corporate leaders shared insights and useful information about addressing environmental and sustainability inequities ranging from access to affordable, renewable energy to safe drinking water, and employment diversity.
