CHICAGO – In honor of Juneteenth, (June 19, 1865), the day more than 200,000 enslaved African Americans in Confederate states were declared free, The DuSable Black History Museum and Education Center will present a day-long Juneteenth Celebration on Monday, June 19, 2023, from 10:00 AM until 8:00 PM. including activities, performances, and discussions suitable for the entire family. As part of the festivity line up, the museum will host “Hip Hop Communiversity: A Conversation Celebrating 50 Years of Hip Hop.” This panel discussion scheduled for 2:00 PM will feature Hip Hop legend, Kool Moe Dee; author and culture critic Robert “Scoop” Jackson, Dr. Louis “Pancho” McFarland, Professor of Sociology at Chicago State University, and music industry legend George Daniels. Kool Moe Dee will also take the stage to perform many of his hits during a special “tribute” for the 50th anniversary of hip hop later that afternoon.

The DuSable’s 2023 Juneteenth Celebration is free and open to the public, and the day will also include: a family-friendly games station; African Marketplace; musical performances by the Ragged Blade Band, Angel Bat Dawid , Patch of Blues, SOL, Kendre and more. Additional performances will include the Drum Village, and a set by 13-year-old DJ Air One. Bootcamp helps prepare girls for careers and workforce

Ladies of Virtue has hosted the bootcamp, for girls in 10th to 12th grade, for 11 years. The goal of the bootcamp is for girls to gain leadership skills that will prepare them for the workforce and internships.

Ladies of Virtue was founded by Jamila Trimuel in 2011, for girls ages 9 to 18. The goal of preparing them for college and careers, as well as for them to become change agents in their communities. “Part of the way we reach our girls in Ladies of Virtue is this career readiness piece. So, what we’re just trying to do is not only empower girls to be their authentic self, but get them fully prepared for any internships or jobs they have lined up for the summer in the future,” said Kenya Mercer, Senior Program Manager for Ladies of Virtue.

Through the bootcamp, girls will have the opportunity to participate in different workshops that are designed to help them develop a solid work ethic, teach them how to effectively communicate, and understand what it means to be professional in the workplace. The girls also will have the opportunity to get out and do some career exploration, with the hope it will enable them to make first impressions. The hope is after the bootcamp is over, the girls will be inspired to go out and seek opportunities that are in line with what they want to do as a profession.

Mercer said the focus is on high school girls because they are the ones who are in the age range of getting out into the workforce, with internships and other opportunities. Ladies of Virtue also places their girls in their programs at internships. They want to

prepare them for that, and not just send them out without the necessary skills. The aim is for them to be confident and ready to be in those professional settings.

In the past, girls from Ladies of Virtue have interned with the organization, After School Matters and Rush, as well as small businesses.

“When girls have internships, even if it’s a small thing, it does help equip them a lot better for when they are going out to get those fulltime jobs, summer jobs, and prepare them for college and beyond,” Mercer said.

In addition to the career readiness and work ethic skills, the girls in the bootcamp who complete the program will receive a $250 stipend.

This year, since girls have expressed interest in the beauty industry, the bootcamp will include career exploration focused on beauty and makeup, from the executive level to the store level. There also will be a mental health component that will help them learn how to manage their emotions in the workplace, as well as a networking event with professionals from different industries the girls are interested in.

Mercer said it is important to use partnerships to provide the girls with resources to help them decide their profession.

“Having those connections with entrepreneurs gives our girls a leg up, it gives them first hand experiences, for them to ask those questions they may not know how to ask. Ultimately, it helps us funnel those girls in those fields they may be interested in,” Mercer said.

Congo Square Theatre hosts annual free Festival on the Square

CHICAGO – Congo Square Theatre Company (Congo Square), one of the nation’s premier African American ensemble theaters, continues to prioritize its founding principles of radical generosity and radical community-building with an expanded Festival on the Square (FOTS) this summer. Partnering with three different South Side venues, Congo Square brings theater to audiences in their own communities with three free festival events through the summer: June 22 at the Retreat at Currency Exchange in Washington Park, June 28 at Boxville Marketplace in Bronzeville, and July 29 at the Silver Room in Hyde Park in conjunction with its popular Silver Room Block Party. Each FOTS program will feature semi-staged readings of new plays by Black playwrights performed and directed by Congo Square ensemble members and guest artists. Chicago Public Schools Honors Class of 2023 Chicago Builds Graduates

CHICAGO – Chicago Public Schools

(CPS) CEO Pedro Martinez honored Chicago Builds graduates today during a celebration with students, families and community members at the International Brotherhood of Electrical Workers (IBEW) Local 134. Chicago Builds is an industry-recognized pre-apprenticeship training program where students explore multiple career pathways in the construction industry. In addition to earning their high school diploma, approximately 66 Class of 2023 Chicago Builds graduates earned industry-recognized certifications in electrical, carpentry, heating and cooling (HVAC) and welding. These graduates are among an estimated 14,000 CPS students enrolled in Career and Technical Education (CTE) classes, including 1,000 scholars who explored the District’s Model Pathways Programming in addition to about 7,000 students in Early College STEM High Schools.

“Chicago Builds offers students interested in the trades skills a pathway into their chosen field and a link to specialized union training programs that often seem out of reach to our young people,” said CPS CEO Pedro Martinez. “Partnerships with IBEW Local 134 and COMEd are essential to providing every student with the resources and tools they need that will propel them toward a successful future.”

Chicago Builds was established in 2016 to provide students with a clear pathway to a career in the building trades after high school. Through Chicago Builds, CPS students can earn up to five credits over their junior and senior years. They begin with a 10-week rotation that covers the basic skills in electrical, carpentry, HVAC and welding. Students can then move on to advanced training in these fields.

All Builds participants can also work towards certifications in Occupational Safety and Health Administration (OSHA) 10 Construction Safety Construction, a program designed by the National Center for Construction Education and Research (NCCER) Core for entry-level construction workers that introduces students to basic construction skills and prepares them for entry-level positions on project sites and medical training in CPR and First Aid.

Chicago Builds students learn from industry leaders and develop technical skills that can lead to gainful employment while still in high school as well as help them start a career after graduation. Builds training integrates construction, math, and literacy skills, and helps students develop entrepreneurship skills, and prepares them for union entrance exams and certifications. Students also participate in internships, visit union training facilities, complete a capstone project, and prepare for pre-apprenticeship entrance exams.

begin their journey towards an electrical career through IBEW Local 134’s Trainee Program, a post-secondary employment opportunity available to qualified Builds graduates. Students from the Chicago Builds Program who fulfill the eligibility requirements are provided with industry training for a period of one week after their CPS graduation. Upon successful completion of the training week, students begin to work for an electrical contractor in Cook County for a year. This year, the trainee receives guidance and support for necessary applications and assessments through the IBEW Local 134’s Apprenticeship Program. Trainees learn on the job and earn a steady paycheck while developing their skills toward becoming fully-licensed electricians.

In addition to Chicago Builds, CPS offers at least 35 Career and Technical Education (CTE) pathways at over 80 high schools across the city, including 12 construction trades programs, five carpentry, three in electricity, three in welding, and one HVAC program. The District’s CTE programs allow students to gain work experience for in-demand careers as well as provide opportunities to earn early college credit and industry-recognized certifications and skills training at 12 CPS high schools.

NEW HUNTER LAW PREVENTS UTILITY SHUTOFFS IN EXTREME HEAT

Residents struggling to pay their gas or electric bills will not face life-threatening utility shutoffs on hot days thanks to an initiative sponsored by State Senator Mattie Hunter that was signed into law Friday.

“This is a major victory for public health and the people of Illinois,” said Hunter (D-Chicago). “Heat is extremely dangerous, and families should not be put in harm’s way due to their financial circumstances.”

The legislation amends the Public Utilities Act to prohibit a utility company from terminating gas or electric service due to nonpayment of bills on days when the forecasted temperature is 90 degrees Fahrenheit or above, or when the National Weather Service issues a heat watch, advisory or warning for the location of the residence. Previously, disconnections were prohibited during temperatures 95 degrees or hotter and did not take into account humidity or heat index.

Older adults, young children and people with chronic medical conditions are at high risk of heat-related illness and death. According to the Centers for Disease Control and Prevention, more than 700 people in the U.S. die from extreme heat each year. Heat exhaustion and heat stroke occur when the body is unable to properly cool itself and can happen even if a person is sitting or lying in a hot room.

“This law recognizes the inherent threat of extreme heat and the disproportionate impact it has on our most vulnerable communities,” Hunter said. “I am pleased to have worked with Attorney General Raoul on putting these protections in place as heat waves become more frequent and fatal.”

House Bill 1541 will go into effect Jan. 1, 2024.

BELT MEASURE TO REDUCE UNNECESSARY TRAFFIC STOPS SIGNED BY GOVERNOR

State Senator Christopher Belt championed a new law that will prohibit law enforcement from pulling a driver over for having an object hanging from their rearview mirror.

“The number of traffic stops that have occurred just because of a small personal item hanging on their rearview mirror has been excessive,” said Belt (D-Swansea). “It’s time we eliminate this reasoning for being pulled over, as it has disproportionately affected specific communities.”

Previously, drivers could be pulled over for any objects hanging from the rearview mirror of their car such as decorations, disability placards, rosaries and car fresheners. House Bill 2389 clarifies that vehicles cannot be stopped or searched by a law enforcement officer solely on the basis of this violation.

“This law sends a powerful message that we will not tolerate racial profiling or other forms of discrimination in our state,” said Belt. “All drivers have rights and now, not being pulled over for displaying a personal item is one of them.”

House Bill 2389 was signed by the governor Friday and takes effect Jan. 1, 2024.

PETERS’ MEASURE ENSURING REPRESENTATION OF THOSE IMPACTED BY THE JUSTICE SYSTEM SIGNED INTO LAW

The Department of Corrections and the Department of Juvenile Justice’s master record file will now contain essential demographic information, thanks to a new law sponsored by State Senator Robert Peters.

“Important demographic markers such as a person’s address before incarceration will help us gain a better understanding of ways to ensure the long term success of people with justice system involvement,” said Peters (D-Chicago). “An accurate record of the last known addresses of those with justice system involvement will support the No Representation Without Population Act in ending prison gerrymandering.”

According to the redistricting hub, prison gerrymandering is the practice of altering democratic representation by counting individuals with justice system involvement at the correctional facility instead of their last known place of residence before incarceration. The No Representation Without Population Act requires incarcerated individuals be counted at their home address for redistricting purposes.

In addition to ensuring the Department of Corrections and the Department of Juvenile Justice’s master record file contain demographic information, the legislation requires the clerk of court transmit demographic information to both departments from sentencing court.

“Everyone, regardless of their background, has a right to be fairly represented,” Peters said. “This new law strengthens the policies we have in place to end prison gerrymandering.”

House Bill 1496 was signed into law on Friday.

“Vulnerable communities often bear the impact of subtle loopholes,” said Peters. “Closing this loophole protects our vulnerable communities and reinforces Illinois as a state that can handle their own court proceedings.”

House Bill 2223 was signed into law Friday and goes into effect on Jan. 1, 2024.

U.S. Department of Education Announces Additional Project SERV Grants to HBCUs

The U.S. Department of Education (Department) today announced Project School Emergency Response to Violence (Project SERV) grants to four Historically Black Colleges and Universities (HBCUs) that were disrupted by bomb threats last year: Texas Southern University in Houston, Texas was awarded $191,962; Delaware State University in Dover, Delaware was awarded $217,000; Claflin University in Orangeburg, South Carolina was awarded $440,000 and Howard University in Washington, D.C. was awarded $203,000.

Project SERV provides short-term funding for local educational agencies and institutions of higher education that have experienced a violent or traumatic incident to assist in restoring a safe environment conducive to learning. The Department expects additional grants to be awarded in the coming weeks and continues to work with additional impacted HBCUs to support them in the grant application process and expedite the processing of applications once received.

“The bomb threats last year that targeted several Historically Black Colleges and Universities traumatized their campus communities, disrupted learning, and drained resources by prompting costly campus lockdowns, class cancellations, and law enforcement activities,” said U.S. Secretary of Education Miguel Cardona. “The Biden-Harris administration will always stand by HBCUs and unequivocally condemn racist efforts to terrorize Black students and educators and deprive them of their right to safe, welcoming, and nurturing environments for teaching and learning. The Project SERV grants announced today will help four HBCUs directly impacted by these bomb threats to better serve students, faculty, and staff by increasing access to mental health and wellness services and improving other vital supports.”

Texas Southern University (TSU) will use its Project SERV funds to provide access to in-person and tele-mental health services for one year, including through access to behavioral health providers. TSU will also use funds for a project coordinator to manage and oversee the project.

Delaware State University (DSU) will use its Project SERV funds to develop a Mental Health First Aid Education Program. DSU will also pay for overtime expenses for counselors, social workers, and law enforcement officers to help address safety and health concerns, and to train employees to serve on the Campus Mobile Crisis Team.

Claflin University will use its Project SERV funds to hire a licensed clinical social worker, as well as to support trainings focused on stress reduction; provide workshops focused on identifying signs of distress in students and coworkers; and other programs to address stress, anxiety, and safety on campus.

Howard University will use its Project SERV funds to hire two case managers who will be responsible for conducting wellness visits and contacting families on an as-needed basis related to student wellness concerns, as well as a full-time field training specialist who will provide security trainings.

Additional HBCUs that have been previously awarded Project SERV grants are Tougaloo College, Fayetteville State University, Southern University Law Center, Fisk University, Coppin State University, North Carolina Central University, Philander Smith College, and Hampton University.

“These funds are critically important to the safety, security, and well-being of our institutions,” said Dietra Trent, Executive Director of the White House Initiative on Advancing Educational Equity, Excellence and Economic Opportunity through Historically Black Colleges and Universities. “HBCU students consider their campuses as a sacred refuge and home away from home, and it is imperative that we provide them with these resources ensuring that they not only feel safe but are safe.
