NEWS briefly NEW SCHOOLYARD UNVEILED AT HORACE MANN ELEMENTARY Chicago Public Schools CEO Pedro Martinez joined Horace Mann Elementary Interim Principal Karon Marie Purkett at the opening of a new ‘Space to Grow’ Schoolyard. Our Space to Grow partnership transforms Chicago schoolyards into beautiful and functional spaces to play, learn, garden, and enjoy the outdoors. The updated green space at the South Shore school features areas for physical activity, including a turf field, jogging track, basketball, and play equipment for all ages. The schoolyard also incorporates features that capture a significant amount of rainfall, resulting in less neighborhood flooding. “The new state-of-the-art playground equipment is the perfect space for students to balance the parts of their school day spent inside the classroom,” said Interim Principal Purkett. “The new basketball courts and track are amazing resources for our budding athletes. The gardens tie everything together and will be an awesome way to incorporate nature into what our students are learning.” School officials and partners, including those from the Healthy Schools Campaign, referenced research that confirms school facilities can significantly impact student learning, behavior, and health. Chicago Public Schools and its partners at Space to Grow and Openlands are currently planning to overhaul 30 schoolyards by 2022. Capital funding partners The Metropolitan Water Reclamation District of Greater Chicago and the Chicago Department of Water Management made this investment in Horace Mann. John Hannah, the founder and senior pastor of New Life Covenant, celebrated the grand opening of its new church and performing arts center, ‘The Temple’, with a three-day event. The 100,000 square foot facility, located at 7621 S. Greenwood, has 4,000 seats and can also be used as a community performing arts center. Prior to opening ‘The Temple’, New Life hosted services at ‘The Tabernacle’, located at 1021 E. 78th St. When attendance exceeded the space, the church hosted services at the UIC Forum. “It feels like the perfect time to open a church for New Life Covenant said Executive Pastor Jermone Glenn”. “In this moment, with everything that has happened the COVID pandemic and all that, it feels like the perfect time. Had it been a year sooner, a day sooner, it would have been more stressful,” he said. New Life Covenant received occupancy the same day the City of Chicago released the ban on occupancy. The timing could

not have been any better for the church. The whole city was invited to what Glenn called a “Thank You God” moment. “We wanted to build something in the city, in the community that people can look to as a model and feel encouraged by,” he said. “ ‘The Temple’ serves as a model for people to see something and aspire to be proud of on the South side of the city.” Life is the goal. “Where there is violence, poverty, sickness and drug addiction, it’s usually because there is no life, no plan, no hope, nobody that cares, nobody that invests, no body that says you matter. We have a school partnership on the corner, Arts in Motion, teenagers bring life. We have a production house at the end, we have ’The Tabernacle’ that we started in before we came here. We have this building that also brings opportunity for artistry. The Isley Brothers can come here, the O’Jays can come here,” he said. The hope is people in the community will be able to see the possibilities and opportunities that are available to them. After seven years, now to be in the space Hannah is excited and it has been worth the wait. It is what we have been waiting on. “I think it is a light in this communi-

ty, I think it is a symbol of hope. One of my desires was to make sure we brought something first class into our community for our people,” Hannah said. Normally to see something of the magnitude of ‘The Temple’, people have to travel to downtown or to the Suburbs. Pastor Hannah wanted to make sure Black people and the next generation would be able to experience something fresh, something new and something first class. New Life hosted a walk through for the community members and business owners. Everyone was blown away and excited to know it was in the community. Hannah knows that ‘The Temple’ will bring art to the community, with that will come jobs, housing and education. He said these things are a total turnover for the community. “We press go, so it’s not a breathe easy, it’s now a let’s do what you plan to do with this facility. Let it be what it’s supposed to be on Sunday to go after the lost. Let it be a light in the community Monday through Saturday. Then we will begin to bring the arts and everything to this community,” Pastor Hannah said. Services take place 7:30 a.m. and 9:30 a.m. as well as 12:30 p.m. on Sundays. Chicago Urban League Partners With Landmark Development “SouthSideWORKS” is Designed to Support and Finance More Equitable Economic Development and Infrastructure Investment in South Side Neighborhoods The Chicago Urban League and Landmark Development are collaborating on a comprehensive framework for a new program designed to create economic opportunities in neighborhoods that have been historically underinvested – starting on the South Side of Chicago. The program, called SouthSideWORKS, is tied to Landmark’s proposed ONE Central multi-modal transit hub and mixed-use destination development, which was enacted by the State of Illinois in 2019. When the ONE Central project moves forward, SouthSideWORKS will help ensure that South Side residents and business owners are prepared to take advantage of the opportunities it will create. The League and Landmark are optimistic that this program will be a model for other neighborhoods in Chicago, communities throughout Illinois, and cities across the country. “Chicago is often considered a ‘tale of two cities,’ with our neighbors to the north living one way, and communities on the south and west sides struggling to attract any level of investment and resources that can help them grow,” said Karen Freeman-Wilson, President & CEO of the Chicago Urban League, located in the city’s Bronzeville neighborhood. “The SouthSideWORKS program seeks to create a new narrative focused on equity and opportunity. It is intended to be an investment not just in physical neighborhoods, but in people.” The initiative will utilize a combination of proprietary tools and new and existing programs to build M/W/DBE capacity, provide training and education for youth and adults, and build a diverse pipeline of talent for in-demand careers at ONE Central and throughout the region. Importantly, it will also inject new, private funding sources to build affordable and workforce housing and stimulate other development throughout the South Side along transit lines. “We’ve been inspired by the Chicago Urban League’s mission and Mayor Lightfoot’s INVEST South/West initiative to think more holistically about the opportunity we have to create wealth in neighborhoods that have lacked sufficient private investment,” said Robert Dunn, President & CEO of Landmark Development. “With this initiative, we’re making significant private capital available to provide the resources needed to grow household incomes. The research clearly shows that this will require creating new jobs, improving transit access, developing underutilized land, and defining a long-term strategy that bridges from construction into operations.” As part of the ONE Central project, Landmark is committing to provide a $50 million working capital line and covering all bonding and insurance for M/W/DBEs working on the ONE Central project. Landmark has also pledged $30 million toward construction of an education and workforce development center. Additionally, $200 million in initial private equity capital is committed to fund a community investment program. The community investment program is structured to align with an equal

Landmark estimates this endowment will support construction of between 5,000 and 7,500 affordable rental housing units and as many as 2,500 affordable owner-occupied homes in South Side neighborhoods tied to transit and new employment. “Together, these components of SouthSideWORKS will take a community-driven approach to improving quality of life, creating wealth and providing for long-term investment in infrastructure and private development in neighborhoods that have been losing population and seen shrinking household incomes for years, despite the growth and prosperity of the Chicago’s Central Area,” said Freeman-Wilson. Eric S. Smith, chairman of the League’s board of directors and a vice chairman for BMO Harris Bank added, “The Chicago Urban League has been working to improve the quality of life for African Americans for more than 100 years, and there is still much more work to do. SouthSideWORKS aligns perfectly with our mission of advancing economic and racial equity and can help propel underinvested communities forward for decades to come.” Founding sponsors of SouthSideWORKS and the resulting business venture are the Chicago Urban League and ONE Central master developer Landmark Development. Additional partners in structuring the program’s framework and building out its programs include the Business Leadership Council, the Illinois Hispanic Chamber of Commerce, and the Chicagoland Chamber of Commerce, as well as other civic, business, and labor organizations. Other unique attributes of SouthSideWORKS include its focus not just on construction jobs and training, like other M/W/DBE and workforce development programs, but also operations. It will leverage underutilized land in South Side neighborhoods to establish the growth corridor and provide convenient transit access to employers who want to locate or relocate here. The Chicago Urban League, Landmark and other partnering organizations are confident that this model can meet state and city public policy goals for more inclusive economic development and equitable transit-oriented development. The program, which will also create a business entity that implements its work, is still in the planning stages. POLITICAL Affairs House, Senate Redistricting Committees Relaunch Public Map Making Portal to Consider New Congressional Boundaries The Illinois House and Senate Redistricting Committees have relaunched an online map making portal which will allow residents to draw and submit proposed congressional boundaries for lawmakers to consider as redistricting efforts continue. The map making portal can be accessed at www.ilsenateredistricting.com and www.ilhousedems.com/ redistricting. Returning users that have previously used the portal do not need to create a new account. The relaunch of the portal comes ahead of a series of public hearings the committees will hold in October to gather input on the makeup of new congressional districts. Additional details about hearings will be announced in the coming days as Democrats remain committed to a redistricting process centered on public participation with more accessibility than ever before. Members of the public may also submit written testimony or draft congressional maps at any time at redistrictingcommittee@senatedem.ilga.gov and redistrictingcommittee@hds.ilga.gov. “It’s never been more important that every resident of Illinois has a strong voice in Congress, and that starts with ensuring everyone has a voice in the mapmaking process,” said Rep. Reps. Davis, Rush, Wenstrup, and Hollingsworth push bipartisan legislation to help people with kidney failure Democratic U.S. Representatives Danny K. Davis (IL-7th) and Bobby L. Rush (IL-1st), along with Republican Representatives Brad Wenstrup (OH-2nd) and Trey Hollingsworth (IN-9th), cointroduced legislation to encourage the development of new medical devices used to treat and/or manage individuals diagnosed with end-stage renal disease (ESRD), commonly referred to as kidney failure. Currently, there are approximately 400,000 Medicare beneficiaries with ESRD, representing 1% of the Medicare population. However, ESRD patients account for approximately 7% of all Medicare spending. Rep. Davis said, “I strongly support research and development federal policies that would foster innovation for our Medicare beneficiaries living with kidney failure.” According to the National Institutes of Health (NIH), when a patient has kidney disease, their kidneys have become damaged. Some of the factors that increase the risk of kidney damage include diseases, such as: diabetes; high blood pressure; blocked coronary arteries; and other ancillary health issues. Kidney disease is the 9th leading cause of death in the United States. Property reassessments released for South Chicago Township Residential and commercial properties in South Chicago show robust growth The Cook County Assessor’s Office released initial assessments of residential and commercial properties in the township of South Chicago. This is the fifth of eight townships in the City of Chicago to be reassessed in 2021 under the leadership of Assessor Fritz Kaegi, who took office after Chicago’s last reassessment in 2018. “We’ve seen similar, surprisingly robust real estate trends in South Chicago that we’ve seen in other areas of the city,” said Assessor Kaegi. “In some areas, home values are rising significantly, though others have plateaued. Despite the pandemic, downtown rents have increased since 2018, driving some commercial property values higher while others still see ongoing economic effects from the pandemic. This is especially true for some retail properties.” Increases in assessments reflect a strong market. Assessments, under Illinois law, should reflect overall market values. The first step to ensuring property owners pay only their fair share of property taxes—without needing to file appeals to correct inaccurate assessments—is to make sure assessments of all property types accurately reflect the real estate market. Changes in assessed value in South Chicago Township The following chart represents the increase in total assessed value in residential and commercial properties in South Chicago Township.

Note: Percentage increases and total increases are for all properties in that category. Assessment increases or decreases to individual properties vary, depending on each property’s location and characteristics. How assessments relate to property taxes An increase in a property’s assessment does not lead to the same increase in an individual property’s tax bill. A property’s share of taxes depends on reassessments throughout all of Chicago, from homes in Chatham and Jefferson Park to commercial properties in Little Village and the Loop. Property reassessments are ongoing for Chicago’s remaining six townships. If the growth in assessed values throughout Chicago outpaces the growth of the assessed value of an individual property in South Chicago Township, that individual property’s share of property taxes could shrink despite its increase in property value.

Property assessments in Chicago are used to apportion taxing district levies, which pay for services such as schools, parks, libraries, and pensions. The Assessor does not set levies or tax rates. In addition, increases in assessments do not necessarily increase the revenue received by taxing districts. At the end of the 2018 reassessment cycle, 22% of South Chicago Township’s total assessed value was residential, with the other 78% comprised non-residential and commercial multi-family properties. The 2021 initial reassessed values have shifted this to 15% residential, and 85% non-residential and commercial multi-family properties. These percentages may change at the final stage of assessment after appeals are processed by the Assessor’s Office and by the Board of Review. The 2021 assessments will affect the second installment property tax bill issued in late 2022. Residential assessments l In 2020, median sale prices of single-family homes in South Chicago Township were about $420,000 for single-family homes and $280,000 for condos. l In its assessment models, the Assessor’s Office estimated most single-family homes have a 2021 market value between $280,000 and $420,000 and most condo values were between $250,000 and $350,000. Estimates depend on the individual property’s location and characteristics. The assessments for single-family homes met all three International Association of Assessing Officer standards for high-quality assessments. Third-party reporting, including a 2017 report in the Chicago Tribune, showed that the previous reassessments of the City of Chicago resulted in overassessment of some lower-value homes while higher-value homes typically were underassessed. Commercial assessments Hotels and retail properties are among the sectors with the largest declines since the onset of COVID, whereas rents in multi-family apartments, grocery stores, industrial buildings, and data centers have been stable or experienced positive growth since the onset of COVID. In the Assessor’s Office 2021 models: Market rents for apartments in South Chicago range from $650 to $4550 a month. o Market vacancy is between 7 and 16%. o Market values are estimated from $39k to $648k per unit.
