AND RESILIENCE THROUGH STORYTELLING
Kwame Mbalia wrote a lot as a child. He was shy and talking was difficult, but writing allowed him to process complex emotions, feelings and frustrations. People encouraged him to become a published author so that other people could read his work.
MANLEY
VISITS NHBW JOLIET HEADQUARTERS ON 4TH ANNUAL COMMUNITY DAY
ROMEOVILLE, Ill. – On Saturday, Sept. 12, state Rep. Natalie Manley, D-Joliet, visited the National Hook-Up of Black Women (NHBW) Joliet’s 4th Annual Community Day and received a tour of their building. Outside, members of the community could access voter registration, health, job, and legal services, alongside food and children’s activities.
Manley viewed NHBW’s library and learned about the Male Associate Arm’s “Real Men Read” program. This program allows men to volunteer to be positive role models by sharing the benefits of reading with children. “NHBW’s dedication to improving children’s literacy is crucial, especially in a time when picking up the iPad or phone and watching videos is so much easier than reaching for a book,” said Manley.
Manley also viewed NHBW’s expanded Project 100 Food Pantry, which provides the local community with free food distribution on the 2nd and 4th Tuesday of the month at their 1705 Richards St. location. “Thank you to Chapter President Debra Upshaw, National President and CEO Bettye Gavin, and all of NHBW Joliet for another successful Community Day and their unwavering dedication to the community,” said Manley.

Author Using Imprint To Highlight Black Joy And Resilience Through Storytelling
Continued from page 1
BY TIA CAROL JONES
Mbalia has been championing reading and books, especially books by Black authors. Four years ago, he created a weekly newsletter that featured a list of books by Black authors titled, Black By Popular Demand. After the success of his book, Tristan Strong Punches a Hole in the Sky, and the rest of the series, Mbalia wanted to continue to work with Disney. Disney wanted to start a new imprint and Mbalia and Disney thought focusing on books by Black authors from the African diaspora was a wonderful investment. The name of the imprint is Freedom Fire, which Mbalia said embodies Black joy, Black resilience and Black storytelling.
“I know the stories are out there. I also know readers want to read more of those stories, so it really only made sense,” Mbalia said.
“Tristan Strong Punches a Hole in the Sky” was Mbalia’s debut novel. He always wanted to tell a story involving the folk tales he grew up listening to, but bringing them to the current day. A good friend of his encouraged him to write the story. It went from a two-book deal to a three-book deal to a graphic novel. Mbalia recently released “Jax Freeman and the Phantom Shriek.”
Black boy Jax Freeman moving from North Carolina to Chicago and discovers he can channel powers from his ancestors. He learns that he is going to attend a school that teaches young summoners to handle and channel that power responsibly. Mbalia said the response for the book has been very positive. Mbalia was visiting schools and talking about the book and said the students love the book, they enjoy it and hearing the story and the inspiration about it. Students from Chicago were enthusiastic about the book and its references to local landmarks like the Metra, the “El” and the Shedd Aquarium. The inspiration for the book came from Mbalia reading Isabel Wilkerson’s “Warmth of Other Suns,” which is about the Great Migration, where African Americans moved from the South to the North in search of better opportunities.
“I had this idea that if someone could practice magic and they were moving from the South to the North, I just envisioned them on this train practicing, maybe learning, maybe being tutored from other magic users and I wondered what that community would look like when they arrived at their final destination,” Mbalia said.
Mbalia said it was a tough road to go through the process of finding a literary agent and getting published. He said he was fortunate that he found his literary agent, Patrice Caldwell. They both understand the need for Black storytellers and Black stories, and how to get that to a wider audience.
“Knowing that my agent has my back and we have the same vision for the type of stories we want to tell, or the type of stories we want to publish on the imprint, it’s incredible,” Mbalia said. To get an agent, Mbalia said a person has to put themselves out there and put their work out there.
“Jax Freeman and the Phantom Shriek” follows a young
Mbalia said that while he is writing and publishing stories for Black readers, they are not the only people who might enjoy the stories. He uses the analogy of someone attending someone else’s birthday party and having a good time, even though the day is not about them. He said he tells people all over the world they can enjoy a Freedom Fire book even if the book was written with a young Black reader in mind.
“This is an incredible opportunity for me to have my own imprint to continue to publish the types of books and stories I want to tell,” he said.
Other titles on Freedom Fire include “Black Girl Power” by Leah Johnson, “Moko Magic: Carnival Chaos” by Tracey Baptiste and “Kaya Morgan’s Crowning Achievement” by Jill Tew. CITY OF CHICAGO TRANSITIONS MENTAL HEALTH CRISIS RESPONSE PROGRAM TO PUBLIC HEALTH
CHICAGO – Mayor Brandon Johnson and the City of Chicago announced that the Crisis Assistance Response and Engagement (CARE) program, which provides emergency response to people experiencing a mental health crisis, is transitioning to a staffing model comprised of all public health employees.
First piloted with behavioral health clinicians from the Chicago Department of Public Health (CDPH) alongside paramedics from the Chicago Fire Department (CFD) and Crisis Intervention Team (CIT) trained officers from the Chicago Police Department (CPD), the CARE program will shift to a staffing model in which CDPH behavioral health clinicians and CDPH emergency medical technicians solely respond to 911 calls identified by dispatchers as having a mental health component.
Over the last three years, CARE team dispatches have resulted in zero arrests and use of force in less than .1% of incidents.
“By directing 9-1-1 mental health calls to public health teams, we are ending the criminalization of these issues and helping to ensure people who are unhoused or experiencing a mental health challenge get the treatment and support they need,” said Mayor Brandon Johnson. “I want to thank our officers from the Chicago Police Department and medical personnel from the Chicago Fire Department for their role in piloting this program, and I am pleased that they can transition back to their
primary roles of protecting community safety and responding to medical emergencies.”
Since September 2021, CARE teams piloted with a co-response model (CFD community paramedic, CDPH mental health clinician, and CPD Crisis Intervention Team officer) or an alternative response model (CFD community paramedic and CDPH mental health clinician) have responded to more than 1,500 calls referred by 9-1-1 dispatchers with zero arrests and less than onetenth of one percent use of force. Complete data are available on the CARE data dashboard.
“This program is a critical component of our work to ensure all Chicagoans can access the behavioral health care they need,” said CDPH Commissioner Olusimbo ‘Simbo’ Ige, MD, MPH. “Along with expanding mental health services, crisis response from trained clinicians will ensure that residents experiencing a mental health challenge can receive compassionate and professional care, and connection to resources to address their unmet health and social needs.”
When the CARE team responds to an individual in crisis they offer de-escalation, mental health assessment, referrals to community services, and transport to community-based destinations as appropriate. The CARE team conducts follow up at
Chicago Public Schools (CPS) Celebrates National Principals Month
Principals honored for their integral role in more than 600 school communities
CHICAGO — Chicago Public Schools (CPS) is celebrating National Principals Month in October with a series of events to honor and highlight the dedication, expertise, and achievements of the District’s more than 600 principals. From supporting students and staff to organizing events and communicating with their school communities, CPS principals are on the front line of public education every day. They ensure that students thrive in a safe, welcoming, and inclusive climate and culture with high quality instruction and curriculum.
as Latino, serving as school leaders as well as role models for students of color.
CPS leaders remain committed to continuing to invest in recruitment and retention efforts. A 2023 University of Chicago report found that CPS principals are more diverse in terms of race and ethnicity than principals in other urban areas and nationally. The report also showcased that newer principals are more likely to be Black than the overall CPS principal population.
Key Insights for Families That Are Navigating Dementia and Driving
As Alzheimer’s progresses, driving can become increasingly unsafe for those affected. Recognizing the signs and planning for the future can make this challenging transition smoother for everyone involved.
CPS is partnering with several organizations to coordinate events across the District during National Principals Month, from principal coffee gatherings to special events. The Chicago Public Education Fund is sponsoring several events, including a Chicago Bulls Principal Appreciation Night Oct. 30. Illinois Principal Appreciation week will be celebrated October 20-26 with Principal Appreciation Day on Friday, October 25, according to the Illinois Principals Association (IPA).
“Our principals lead their school communities day in and day out to meet the individual needs of staff and students,” said CPS CEO Pedro Martinez. “They are our schools’ instructional leaders but also work to address countless issues and challenges, from operations to academics, while championing their school community.”
CEO Martinez and Chief Education Officer Bogdana Chkoumbova shared their thoughts on the important work that our principals carry out in this brief video thanking them for everything they do.
“Principals helm the most important job in our District. They are responsible for and answer to everyone within a school community, including students and teachers, and families,” said CPS Chief Education Officer Bogdana Chkoumbova, a former CPS principal. “As a District, we strive to make sure all our schools have strong leaders dedicated to the success of their staff, students, and communities.”
Through the Department of Principal Quality, the District works to identify, develop, support, and retain strong principal leaders who are dedicated to student success in CPS. Under the direction of the Office of Network Support, the department helps shape a District culture that values and empowers school leaders and ensures their input is considered in decisions.
The Importance of Early Conversations
Discussing driving retirement before it becomes urgent is crucial. Acknowledge the emotional weight of this conversation, as many individuals view driving as a key component of their independence. It’s essential to express empathy while prioritizing safety—for both the driver and others on the road.
Tips for Starting the Conversation:
• Express Concerns: Openly share your worries while focusing on positive alternatives.
• Show Support: Reinforce your love and commitment, even in tough discussions.
• Engage Professionals: Involve a physician who can provide an objective perspective and may write a letter advising against driving.
• Seek Third-Party Evaluations: Consider assessments by occupational therapists specializing in driving rehabilitation.
If the conversation becomes contentious, remain patient and understanding. Emotional responses are often heightened due to the effects of the disease.

Additionally, the Principal Advisory Council (PAC) serves the CEO and CEdO and provides recommendations for policies and initiatives. Members represent each of the school networks and work closely with District leadership to ensure representation from communities across the city. The PAC meets every other month with CEO Martinez and CEdO Chkoumbova.
“Our school communities are held up by the principals and assistant principals who oversee every aspect of their school and work to create a unique culture to serve their school community needs,” said Chicago Principals and Administrators Association (CPAA) President Troy LaRaviere. “If anyone ought to be celebrated, it is the amazing principals and assistant principals who lead Chicago Public Schools.”

one, seven, and 30 days with all individuals that they encounter.
“Protecting public safety will always be a collaborative effort, and having mental health clinicians available to respond to select 9-1-1 calls for which they are well equipped will enable all of us to continue building safer communities together,” said Chicago Police Superintendent Larry Snelling.
“The Fire Department was proud to pilot this program with our community paramedics and demonstrate the value of having specialized teams respond to crisis mental health calls,” said Chicago Fire Department Commissioner
Annette Nance-Holt. “Transitioning the program to public health leadership will benefit Chicagoans by continuing to increase access and linkages to mental health treatment and social supports.”
The CARE team’s transition to a more holistic and behavioral health driven model has been made possible through collaborative work across City Departments along with Chicago City Council Committee on Health and Human Services Chairwoman Rossana Rodriguez-Sanchez and the longtime advocacy of community organizations, advocates, and organized labor.
Preparing for the eventual loss of driving privileges allows individuals with Alzheimer’s to maintain some control over their mobility. Here are some strategies to consider:
• Unique Plans: Every situation is different; tailor solutions to the individual’s needs.
• Involve Loved Ones: Family and friends can play crucial roles in supporting transportation needs.
• Contract for Future Reference: Have the individual sign a driving contract that grants permission for others to intervene when necessary.
Alternative Transportation Options
Driving is not the only means of transportation. Several alternatives can help maintain independence:
• Family and Friends: Encourage them to assist with transportation.
• Taxi Services: Explore local taxi or rideshare options.
• Senior Transportation Services: Many communities offer specialized transport for older adults, which can be found through resources like the Alzheimer’s Association’s Community Resource Finder. Recognizing Unsafe Driving Signs
Monitoring driving safety is vital. Be alert to warning signs that indicate it may be time to stop driving, such as:
• Forgetting familiar routes
• Poor decision-making in traffic
• Erratic lane control
• Confusion or frustration while driving
• Delayed returns from routine drives Professional Driving Evaluations
For those in the early stages of Alzheimer’s, a comprehensive driving evaluation by an occupational therapist can provide valuable insights. This assessment will gauge current driving abilities and suggest tailored strategies to enhance safety while retaining independence.

MAYOR BRANDON JOHNSON AND THE CITY OF CHICAGO ANNOUNCE $1.5 BILLION REFINANCING PLAN TO ACHIEVE $110 MILLION IN DEBT SAVINGS
CHICAGO – The Finance Committee recently approved an ordinance granting the City of Chicago authorization to issue $1.5 billion in General Obligation (GO) bonds and for the Sales Tax Securitization Corporation (STSC) to issue STSC bonds to refinance or tender certain outstanding City GO bonds and STSC bonds. The combined refinancing and tender are expected to generate approximately $110 million in present value savings based on current market conditions. The STSC was created in 2017 and has higher bond ratings than the City’s GO bonds. The primary purpose of STSC bonds is to refinance GO bonds, and further lower the City’s debt service costs.
The $1.5 billion GO/STSC ordinance to be considered by the City Council on Wednesday, October 9, 2024, adheres to best practices of responsible debt management. The ordinance specifically stipulates that the entire $1.5 billion amount can only be used for cost-saving refinancing purposes. Any other use of bond proceeds would require an amendment passed by City Council. The bond proceeds cannot be used for operating costs. The authorization allows for up to $1.5 billion of bonds, but the City will not issue the full amount unless the transaction provides debt service savings.
“The City of Chicago is committed to finding innovative and responsible ways to meet our financial challenges while prioritizing the long-term stability of our
budget,” Mayor Brandon Johnson said. “This refinancing plan represents another important step in creating a stronger financial foundation for our city—one that benefits all Chicagoans.”
Much like a homeowner refinancing a mortgage, the City will issue new bonds at lower interest rates to replace higher-interest bonds that are currently outstanding in order to achieve cost savings. On January 1, 2025, $850 million of the City’s GO bonds will be callable (i.e.: eligible to be refinanced through a call action). In addition, the City plans to use a tender process to purchase approximately $500 million of GO and STSC bonds and refinance those bonds for savings. Under this plan of finance, outstanding debt that carries an average interest rate of 5.62 percent will be replaced with new debt with a much lower cost in the range of 3.75 percent.
The City has executed many refinancings in the past, including separate refinancings of Midway Airport, wastewater system, and water system debt earlier this year in order to achieve cost savings for those respective City enterprises.
The refinancing is pending City Council approval. The City and STSC anticipate issuing the bonds as early as late October 2024. The minority underwriter representation on the GO/STSC refinancing transaction is targeted to be over 40 percent, which is commensurate with previous transactions.
Get Your House In Order
Avoid Future Problems… Get A POA
What is one of the wisest things that you can do today to “get your house in order;” avoiding problems in the future? Did you know that your marital status plays a huge part in determining the urgency of your action to protect yourself?
Bren Sheriff
Everyone needs to consider having a power-of-attorney aka POA in place. Why? There may come a time in your life when you are not capable of making decisions for yourself. POA’s provide you with an opportunity, while you are of sound mind and body, to delegate a person to make medical and/or financial decisions on your behalf. It cannot be stressed enough how important it is to get a POA in place if you are not married. If married, without an POA, your spouse can make decisions for you, should you become incapable of making decisions yourself. However, if you do not have a spouse and by accident or illness you become incapable of making decisions, what will be your fate? Too often singles in long-term relationships would want their partner to make decisions for them; however, without a POA this is unlikely.
It is said, “an ounce of prevention is worth a ton of cure.” I hope that you and your spouse or partner make the decision today to put POA’s in place. It’s always better to have it and not need it, than…you know the rest.
Bye for now,
Bren.

Kwame Alexander and Jason Reynolds Team Up for Live Virtual Author Visit
RESTON, Va., PRNewswire -- Renowned New York Times bestselling authors Kwame Alexander and Jason Reynolds will join forces for students across the United States in a live virtual author visit on Oct. 29, the kick-off of the 2024-25 Author Study series produced by Big Sea Education.
Alexander, acclaimed author of over 40 books and Emmy Award-winning producer, will share excerpts from his new middle-grade novel, Black Star, published on September 24. Reynolds, one of today’s most dynamic voices in young adult literature, will highlight his highly anticipated new novel, 24 Seconds From Now, which hits shelves on October 8. Alexander and Reynolds are two of the most honored and celebrated authors in children’s literature, whose many accolades include the Newbery Medal for Alexander’s The Crossover and the Carnegie Medal for Reynolds’ Look Both Ways.
Alexander created and hosts Author Study, an ongoing series of live, virtual events that feature some of the hottest authors writing for young people. Author Study fosters a love of reading and writing by engaging students with favorite books and authors in a meaningful way.
“I love sharing my joy for writing and reading with students. I have visited more than 2,000 schools around the globe,” says Alexander. “Yet I want to reach even more kids! Author Study allows me to do that in a way that’s easy and affordable for more educators, librarians, and schools.” Alexander points out that young people often turn away from reading for enjoyment when they get to middle- and high school; Author Study can re-engage them in the joy of reading and writing with authentic interactions with top-tier authors.
Educators can register now for this remarkable, onetime event, where students will learn from Alexander and Reynolds, ask questions, and be motivated for their own literary journeys. To register and learn about all the events in this season, visit AuthorStudy.com.
Author Study is produced by Big Sea Education, part of Alexander’s production company, Big Sea Entertainment.

Tips for Older Americans to Protect Themselves Against Scams
(StatePoint) Scammers are getting better at what they do all the time. According to the Data Book, Americans reported losing $10 billion to scams in 2023, a full $1 billion more than in 2022. While anyone can be a victim, elderly people are often targeted, as they are presumed to have more savings.
According to CERTIFIED FINANCIAL PLANNER® professionals, you can help safeguard your financial future with these tips:
Slow Down From romance scams to debt and IRS scams, many scammers use emotional appeals to scare or charm their victims into giving up personal information or their money.
Before acting, take a deep breath and speak to a trusted friend or relative who may be able to help you spot a potential scam. Remember that the IRS initiates contact only through the U.S. mail, not via email, text or social media. You can also do a bit of investigative work yourself. For example, if you receive an email claiming to be your bank or another institution asking you to click on a link, first make sure the request is legitimate. Do the return address and URL look right? Are there spelling errors? If you’re contacted by text or with a phone call, look up the number of the bank or company and call them back directly, not with the number provided.
Be Choosy
As you age, it’s common to enlist friends and family to help you make financial decisions and with everyday administrative tasks, like paying your taxes or your bills. Select who has access to your sensitive documents and online accounts carefully.
Also, never leave bills, statements and other identifying information lying around. You may want to invest in a paper shredder or a file cabinet with a lock so you can dispose of and store documents carefully. You should also ensure all your online accounts have strong passwords that are known only to you.
Finally, consider setting up automatic bill payments. This not only has the benefit of keeping you up-to-date on payments and helping you avoid late fees, it will also reduce the amount of sensitive paperwork you have in your home and receive by mail.
Seek Assistance
If you are the victim of identity theft or another scam, a CFP® professional can help you recover with a smart financial plan. They can also help you avoid becoming a victim in the first place by helping you monitor your accounts and by setting up notifications from your financial institutions when suspicious activity is detected. As a fiduciary, they have an ethical obligation to work in your best interests at all times and can be a valuable member of your money team. To find a CFP® professional near you, visit letsmakeaplan.org.
It’s easy to think identity fraud and other financial abuse is something that happens only to other people. But scam tactics are becoming more sophisticated, and anyone can be targeted. The best defense is staying abreast of the latest tactics and arming yourself with the assistance of trusted advocates.
