NEWS briefly SOUTHEAST CALUMET HEIGHTS HOMEOWNERS ASSOCIATION TO HOST WINTER WONDERLAND Vaccination and toy giveaway set for Dec. 18 People who want to get vaccinated can do so at Winter Wonderland Christmas Toy Giveaway from 11 a.m. to 4 p.m. Saturday, Dec. 18, at Compassion Baptist Church, located at 2650 E. 95th St. All vaccinations for children and adults from Pfizer and Moderna will be available. Masks are required for this event. Free turkeys will be given to the first 100 people who get vaccinated. People also will be given a $50 gift card for the first and second Pfizer and Moderna vaccinations. There will be an ice skating rink, game truck, food truck and free haircuts. PRITZKER ANNOUNCES $42 MILLION WATER ASSISTANCE PROGRAM CHICAGO — Governor JB Pritzker and the Illinois Department of Commerce and Economic Opportunity (DCEO) announced a new program available to assist low-income Illinois families experiencing economic hardship. A new water billing assistance program, the Low-Income Household Water Assistance Program (LIHWAP), provides $42 million in shut-off avoidance for residents unable to pay their water and sewer bills. The new water billing assistance program builds on $327 million in emergency assistance launched earlier this year for low-income families facing difficulty with paying their utility bill and other essential household bills. Residents in need of financial support can visit www.helpillinoisfamilies.com for more information on how to apply for water and other assistance this season. LIHWAP recognizes the immense economic toll that the COVID-19 pandemic has taken on residents statewide. Households are finding it difficult to keep up with their utility bills, including water and sewer bills. For customers of the regulated water utilities, nearly 20% of households are paying late fees and five percent are shut off or in immediate danger of being shut off. New LIHWAP funds are being made available to low-income families who are facing disconnection, those who have already been shut off, or those currently facing arrearages of $250 or more. LIHWAP was authorized in this year’s State budget, supported with funds via the American Rescue Plan Act (ARPA) and the Consolidated Appropriations Act. Additionally, the Governor signed and state lawmakers passed two pieces of legislation, P.A. 102-0262 and P.A. 102-0613, authorizing two future permanent state-funded water assistance programs that will grant families relief on arrearages and to help prevent more families from facing shutoffs. A basketball program has been able to bridge the gap between young people from the South, North and West sides of Chicago. Oscar Contreras has seen the difference in the young people who participate in Hoops in the Hood. The program, organized by The Local Initiatives Support Corporation Chicago, serves young people across the city. It returned this summer for in-person activities after the pandemic pushed a lot of programs to a virtual platform. Hoops in the Hood served 1,200 youths this year. Now, there is a push to extend it into the fall and spring and even to make it a year-round program. LISC Chicago created the program to provide young people in 17 communities with a safe space. The communities are able to pick the locations and times for the event. “After a tough year of being inside and distanced from our friends and neighbors, Hoops in the Hood Summer Program was brought back to life in 2021 as a safe public space. It became as important as ever,” said Meghan Harte, Executive Director of LISC
Chicago. “Each year, we are thrilled to work with local community organizations to reclaim public space and build community around sports and connection.” Hoops in the Hood is just one of the programs the Back of the Yards Neighborhood Council facilitates, with the goal of combating the violence that plagues the community. The organization started to participate in the program about 14 years ago and it has been a success. “It brings out community, it brings out parents, it brings out kids. They’re able to feel safe, it’s a safe environment. We’re showing the community how we care about our youth,” Contreras said. Hoops in the Hood also shows the youth that the community cares about them. The Locations are chosen in collaboration with other community organizations. The Chicago Police Department also is present during the events. Adults volunteer their time. Parents are also engaged and support the young people by attending the games. There is an understanding that Hoops in the Hood is for everybody and off limits to any kind of violence. Contreras has been doing youth programs in the community for 25 years. He used to run the gang program in the
community before working with Hoops in the Hood. He has watched the young people grow up and talks to them about making choices. Oftentimes, the young people in the program just need someone to listen to them. “When they’re out there playing, they’re playing ball. They’re playing what they enjoy. I see them being able to be a kid. They don’t have to look over their shoulders,” he said. The goal is to bring them together and get them to know each other. This year, the kids from all 17 communities that participated in the Hoops in the Hood were brought together. The young people were put on mixed teams with young people from different communities. Each week, the young people had to talk about what they learned about their teammates from the other communities. “What Hoops does is to allow the youth to be themselves, without having to represent any organization or trying to be a little tough guy,” he said. “To me, Hoops is not just important for the Back of the Yards community but for all the communities it is engaged in.” For more information about Hoops in the Hood, visit https://tinyurl.com/yajpkvus.
City Colleges of Chicago establishes the Timuel D. Black scholarship The Timuel D. Black Scholarship celebrates the life and legacy of the long-time City Colleges faculty and administrator and civil rights activist CHICAGO — As the city of Chicago continues to reflect on the life and legacy of Timuel D. Black, City Colleges of Chicago will establish the Timuel D. Black Scholars Program for adult learners. Scholarships will be awarded to adult learners based on current and/or past civic and community engagement who have aspirations to drive change in their communities. “Dr. Black was a scholar, a leader and an icon who inspired generations to become activists and change agents in their communities. With this scholarship, we hope to fulfill the promise that embodies Dr. Black’s legacy by emboldening others to follow in his footsteps,” said Juan Salgado, Chancellor of
City Colleges of Chicago. The City Colleges of Chicago will award select students on an annual basis to receive a scholarship to attend any of the seven City Colleges. The scholarship, housed at the City Colleges of Chicago Foundation, includes tuition, books and fees. In addition, scholars can submit project requests to fund civic projects geared at solving, impacting, and highlighting issues central to Dr. Timuel Black’s life and work. Originally from Alabama, Dr. Timuel Black attended Burke Elementary and

DuSable High School in Chicago. Dr. Black was 23 years old when Pearl Harbor was bombed which led him to serve during World War II. He would return from the war and attend Roosevelt University, later receiving a master’s degree from the University of Chicago. In 1960, Dr. Black worked with Dr. Martin Luther King Jr. when he came to Chicago to protest housing issues for West Side residents. Dr. Black would go on to help organize thousands of Chicagoans to join the historic March on Washington with Dr. King. After serving as a Chicago Public Schools teacher, Dr. Black was appointed dean of Wright College in 1969; and
held several other roles at City Colleges over the next twenty years, including vice president for academic affairs at Olive-Harvey College, director and chairperson of community affairs, and a professor at Loop College which changed its name to Harold Washington College, in part due to Dr. Black’s influence and advocacy, retiring in 1989. Dr. Black was instrumental in helping elect Chicago’s first Black Mayor, Harold Washington and the first Black woman elected as a U.S. Senator, Carol Mosely Braun. U.S. Department of Education Launches Two Communities of Practice The U.S. Department of Education (Department) launched two new multistate communities of practice to support states in addressing the impact of lost instructional time from the pandemic on students’ social, emotional, and mental health, and academic well-being. “Students across the country have felt the impact of school building closures as a result of the pandemic. While the good news is that nearly 100 percent of America’s schools have now returned to in-person instruction, we must provide the necessary supports to nurture all students’ social-emotional well-being, mental health, and positive academic outcomes by addressing the impact of lost instructional time,” said U.S. Secretary of Education Miguel Cardona. “I’m proud that these new communities of practice, supporting the use of American Rescue Plan funds, will help states engage in this vital work.” The Department is launching the Evidence-Based Interventions: Using American Rescue Plan Resources to Accelerate Learning Community of Practice with the National Comprehensive Center. This community of practice will work with states and communities in accelerating learning using American Rescue Plan (ARP) funding in sustainable ways. The Department will invite teams of State Educational Agencies (SEAs), Local Education Agencies (LEAs), and partner community-based organizations (CBOs) to participate in the community of practice. Participants will explore different evidence-based strategies to accelerate learning and build their organizational capacity to support districts and schools in implementing these practices with fidelity, using the ARP Elementary and Secondary School Emergency Relief (ESSER) funds for evidence-based interventions such as high-dosage tutoring and expanded learning time. This community of practice will address students’ needs by equipping local educators, school staff, partners, and leaders with the skills they need to design and deploy interventions that work for
all students to recover lost instructional time, with a focus on students most impacted by the pandemic. The Department is also launching the Toward an Equitable Education and Recovery: Transforming Kindergarten Community of Practice in partnership with the Campaign for Grade Level Reading and the Department’s T4PA Center, among other partners. This community of practice will engage a cohort of state and district teams to share best practices, policies, and initiatives that will allow the kindergarten year to become a more effective path to early school success and learning recovery, especially for those children who have been historically underserved and most adversely affected by the ongoing pandemic. The community of practice will consist of a series of virtual convenings on topics such as social-emotional development, family engagement and supportive transitions that respond to disparities in access to in-person learning and nationwide under-enrollment for young children. In addition, the Department will continue to support states who participated in the Summer Learning and Enrichment Collaborative (SLEC) through the Strategic Use of Summer and Afterschool Set-Asides Community of Practice. This series will support state teams and their partners in promoting strategic and sustainable use of ARP funding to accelerate learning through summer and out of school time programming. This community of practice will build on the success from the SLEC, which brought together 49 State Education Agencies across eight total events that reached more than 1,300 participants. The communities of practice are the Department’s most recent efforts to support families by addressing the impact of lost instructional time. This fall, the Department released “Strategies for Using American Rescue Plan Funding to Address the Impact of Lost Instructional Time,” a resource to support educators as they implement, refine, and work to continuously improve their strategies for supporting students.

POLITICAL Affairs Casten Applauds Biden’s Executive Order to Further Net Zero Emissions Goals “I’m thrilled to see this progress I’ve fought for since I came to Congress applied across our government where we can use our scale and procurement power to rapidly address the threats posed by climate change.”
U.S. Congressman Sean Casten (IL-06) recently released the following statement after President Biden issued his Executive Order to reduce federal emissions, decrease PFAS exposure, and build a climate and sustainable-focused workforce. Specifically, it directs the federal government to leverage its portfolio of 300,000 buildings, fleet of 600,000 cars and trucks, and annual purchasing power of $650 billion to transition federal infrastructure to vehicles and buildings powered by carbon pollution-free electricity: “I’m glad to see President Biden continue to show leadership on reducing our federal government’s emissions footprint by issuing this transformational Executive Order. His commitment to a carbon free future will be essential to ensuring the private sector and other nations follow suit,” said Rep. Casten. The Executive Order will reduce the Federal Government’s greenhouse gas emissions by 65 percent by 2030, and mandates a net-zero emissions building portfolio by 2045, including a 50 percent emissions reduction by 2032. “The Executive Order builds on my provisions in the National Defense Authorization Act to drastically reduce emissions across the entire federal government. I’m thrilled to see this progress I’ve fought for since I came to Congress applied across our government where we can use our scale and procurement power to rapidly address the threats posed by climate change,” said Rep. To ensure that Illinois families can afford to stay in their rental properties during the upcoming months amidst the pandemic, state Rep. This two-year, part-time professional development program, which is free for participants, aims to teach real estate developers of color how to advance their careers. According to a 2019 report from the Urban Land Institute, a nonprofit research and education organization for real estate and land use experts, 5% of its U.S. members are Black and 82% are white, though Blacks represent more than 13% of the U.S. population. This disparity translates into a lack of diversity at the project development level that can subsequently exclude developers of color from working on meaningful and lucrative housing deals as cities expand. NAACP’s ‘COVID. KNOW MORE’ initiative continues to stand as Black America’s best defense With the onset of the winter months, still another variant and infections again on the rise, evidence abounds that COVID-19 isn’t finished plaguing us yet, and normalcy’s still a long way off BALTIMORE — This month, the nation marked a foreboding, record death toll: More than 5,230,000 deaths worldwide as a result of COVID-19. It’s a sad, painful and tragic milestone that signals the obvious: The coronavirus pandemic—here in the U.S. as well as around the globe—is far from over, and simply isn’t going away anytime soon. As Americans begin to ponder once again the safety of gathering with friends, families and loved ones for the holidays, infections once more are on the rise in multiple states. Although the Delta and Lambda variants are showing signs of a steady decline, the new and highly transmissible Omicron variant is emerging across the Atlantic as a cause for concern, and has now arrived in the U.S. Misinformation about the virus and the efficacy of the vaccines, coming from professional athletes and entertainment celebrities alike continues to be recklessly spread, and health professionals are issuing dire warnings about more spikes in cases looming this winter as people will likely choose to socialize indoors, with fewer following mask guidance in confined spaces. For African Americans, who place a high value on their traditional seasonal gatherings, the potential threat of contracting COVID-19 is even greater. Though the majority of eligible Black adults have been fully vaccinated (62 percent) and the numbers of children now being vaccinated also continues a consistent rise, reliable, credible information is still the primary battleground. Deep in the trenches still fighting this fight is the NAACP, which through its ‘COVID.KNOW MORE’ national initiative has been tirelessly working to deliver resources, timely research and data specific to the Black community that can be found nowhere else. “The specter of the COVID-19 pandemic has plagued our nation and the world for 20 long months now, but all of its devastating effects, whether health wise or economic, disproportionately impact our Black community,” states Derrick Johnson, NAACP president & CEO. “Trust the science, and trust the data. As we’ve worked hard to move African Americans toward a phase of recovery, our research shows that the concerns of experts are justified about the coming winter months. “Worries about the Delta variant are on the decline, but other

variants like Omicron are on the horizon and have now officially landed in the United States. Overall cases are ticking up across the nation. Some 777,000 people have now died and this has clearly become a pandemic of the unvaccinated,” President Johnson adds. Among the latest facts: Proprietary research commissioned by the NAACP reveals that reports of breakthrough cases and side-effects persist as concerns among the unvaccinated, fueling their continued uncertainty and making them less likely to

remain unvaccinated or accept the available booster shot (amid debates about its necessity). African Americans further remain divided in their mistrust of media influencers and celebrities, with most trusting no one to provide reliable COVID-19 information other than the NAACP, the CDC, physicians or local leaders. Most further believe that life will not return to any semblance of pre-pandemic normalcy until at least 2022. “‘COVID.KNOW MORE’ was conceived and launched to provide Black Americans with comprehensive, relevant data and resources about all things COVID-19, intent upon powering Black America’s journey through the crisis toward recovery,” Johnson continues. “Thanks to ‘COVID.KNOW MORE’ individuals, families and communities of color have access to the most current, well-researched, expert-vetted facts they need to make the best choices for their wellbeing. We’re proud of the work that we’re doing for our people to help inform their decision making, and that work will continue undaunted.
