Ferguson Names a New Black Police Chief

FERGUSON, Mo. — A veteran Miami police officer with two decades of experience dealing with the media and community leaders will take over as police chief in Ferguson, hoping to help the St. Louis suburb heal as it rebounds after the fatal 2014 police shooting of Michael Brown. Miami Police Maj. Delrish Moss was announced chief last Thursday, putting a Black man in charge of a mostly White department that serves a town where African-Americans make up two-thirds of the residents. The 18-year-old Brown, who was Black and unarmed, was fatally shot by White officer Darren Wilson during a street confrontation on Aug. 9, 2014. The shooting prompted months of unrest that sometimes grew violent and helped spark the national Black Lives Matter movement. A St. Louis County grand jury and the U.S. Department of Justice declined to indict Wilson, who resigned in November 2014. But the Justice Department issued a critical report of Ferguson in March 2015, citing racial bias in

policing and a municipal court system that made money at poor and minority residents’ expense. Ferguson’s city manager, municipal judge and Police Chief Tom Jackson all resigned within days of the report. The Ferguson City Council just two weeks ago agreed to a settlement with the Justice Department that calls for major reforms in the city’s criminal justice system. Moss, 51, grew up in Miami’s inner-city Overtown neighborhood and as a teenager lived through rioting after White police officers fatally beat a Black motorcyclist in 1980. “I lived in Overtown when it burned. You see things being destroyed,” Moss told the Miami Herald in early March. “The people hurt the most are not the police or the businesses outside the area. It’s the people who live there. And I was one of those families.” He joined Miami police in 1984, steadily rising through the ranks. He worked for a time in the homicide unit, according to his LinkedIn page, before taking over media and community relations 20 years ago.

The job entails handling the city’s media and working with community leaders, particularly in high-crime areas such as the Liberty City neighborhood, according to the department. After becoming a finalist for the Ferguson job, Moss said he has skills to help heal the Missouri city. “Ferguson needs a lot of things,” Moss recently told the Herald. “It needs a massive recruiting drive to become more reflective of the community. You can’t tell me there are no qualified African-Americans in that community.” He was among 54 candidates for the top police job in Ferguson, a St. Louis County town of about 20,000 residents. Other finalists for the job were Frank McCall Jr., chief of nearby Berkeley, Missouri; Mark Becker, a former FBI agent who recently resigned as police chief in East Chicago, Indiana; and Brenda Jones, who was fired as police chief in Pine Bluff, Arkansas, in 2013 but won a lawsuit alleging race and gender discrimination. Moss was named to Miami Police Chief John Timoney’s executive staff in 2009, and

promoted to major two years later. The Herald reported his Miami office is filled with plaques of appreciation from city leaders, activists and church elders. He is a member of the NAACP and president of the Police Athletic League, which works with young athletes. Moss was scheduled to retire from the Miami department in September. Andre Anderson, a Black veteran of the police department in Glendale, Arizona, took over as six-month interim chief in Ferguson in July, and was expected to be a candidate for the permanent job. But he resigned early, leaving Dec. 2. He cited a desire to return to his family in Arizona. Ferguson’s leadership was mostly White at the time of Brown’s death. But the new city manager, municipal judge and police chief are all Black men. The city has also begun an effort to recruit more Black officers to its department. Chicago Launches Citywide Task Force to Reduce Homelessness Citywide The City of Chicago launched a citywide task force dedicated to addressing and reducing homelessness. The Task Force to Reduce Homelessness will focus on improved coordination between city and sister departments, increased efficiencies in service delivery, and identifying additional resources to devote to these efforts. Lisa Morrison Butler, Commissioner of the Department of Family and Support Services (DFSS), will serve as chair of the task force. “We as a City cannot thrive until each and every one of our residents can thrive, which is why we are committed to ending homelessness and ensuring that every Chicagoan has place to call home,” said Mayor Rahm Emanuel. “We have created this task force to ensure that all areas of the city are doing their part to ensure that all residents have a home, and that those who are struggling can get the support they need to get back on track.” The Task Force will focus on four broad priorities. First, it will work on streamlining contracts and services provided by the City and its sister agencies and invest any savings in improved service delivery. Second, it will launch an effort this year

to provide critical housing and services to the chronically homeless residents. Third, it will develop a plan to reduce homelessness among families with children. And lastly, it will advocate for additional resources for homelessness to make up for recent funding cuts from the state and federal governments. The Task Force will consist of the following member departments and advocacy organizations: Department of Family and Support Services (DFSS) Department of Aviation Chicago Department of Transportation Chicago Department of Buildings Chicago Housing Authority Chicago Park District Chicago Police Department Chicago Public Schools Mayor’s Office for People with Disabilities Chicago Public Libraries Chicago Transit Authority Department of Planning and Development Department of Law Department of Streets and Sanitation Department of Public Health   “As the lead agency on

homeless outreach and services, we are committed to working day in and day out to connect with our residents experiencing homelessness. While we are proud of the progress we have made in housing residents, our work is not yet done,” said Commissioner Lisa Morrison Butler of DFSS and Chair to the Task Force. “The Mayor’s new Task Force brings all of the key stakeholders together so we can give homeless residents the support they need to eventually secure a permanent home.” On any given night, DFSS houses more than 3,000 people through a citywide network of overnight shelters and interim housing. While the City cannot force individuals to take shelter or engage in services, DFSS’ Homeless Outreach teams work tirelessly with residents who are street homeless and chronically

homeless to assist them in securing services, shelter and, ultimately permanent housing. "I am pleased that Mayor Emanuel has directed necessary resources that include this task force to address the needs of individuals and families experiencing chronic homelessness," said 46th Ward Alderman James Cappleman. "My number one goal for our homeless population is to provide them with greater access to permanent housing with wraparound services, and I look toward this task force to create a plan of action that will make this happen." Nationwide, cities have been confronting the issue of homelessness among veterans, which prompted President Obama in 2014 to announce a campaign

to put an end to the issue. Since Chicago signed onto this effort by launching the EVHI, it has developed one central list of homeless veterans and brought together key stakeholders to coordinate efforts, amplify resources, and attract new investments. “We are pleased that Mayor Emanuel has assembled this task force to leverage resources and support for our residents experiencing homelessness,” said Nonie Brennan, Chief Executive Officer of All Chicago. “Based on the success that Chicago has seen with our Ending Homelessness Initiative, we are more confident than ever that together, we can secure housing for those individuals who need it most.”

FDA: Women Can Take Abortion Pill Later

Women will be able to take the so-called abortion pill later in a pregnancy and with fewer doctor visits under a new federal label for the drug that undermines several state laws aimed at restricting medical abortions. The Food and Drug Administration (FDA) notified the manufacturer of the drug Mifeprex in a letter last Tuesday that the drug is safe and effective for terminating a pregnancy in accordance with the new label. Also known as mifepristone or the abortion pill, the drug manufactured by Danco Laboratories is used in combination with another drug, misoprostol, to end a pregnancy. While abortion providers in most states already are using the protocol outlined in the new label, laws in effect in Ohio, North Dakota and Texas prohibited "off-label" uses

of the drug and mandated abortion providers adhere to the older protocol approved in 2000. Similar laws in Arkansas and Oklahoma have been on hold pending legal challenges, while a county judge in Arizona ruled in October that state's law was unconstitutional. Under the new label, a smaller dose of mifepristone can be used up to 70 days after the beginning of the last menstrual period instead of the 49-day limit in effect under the old label. Also, the second drug in the protocol, which follows a day or two later, can be taken by a woman at home and not be required to be administered at a clinic, reducing the number of office visits a woman must make. "The FDA's approval of a label reflecting a more updated, evidence-based protocol for medication

abortion has the potential to expand women's options for safely ending a pregnancy in the earliest weeks," said Nancy Northup, the president and CEO of the Center for Reproductive Rights. "This label change underscores just how medically unnecessary and politically motivated restrictions on medication abortion in states like Texas and Oklahoma truly are, and demonstrates the lengths politicians will go to single out reproductive health care to restrict women's rights." Abortion rights supporters say they expect providers in Ohio, North Dakota and Texas to begin administering the drugs in accordance with the new label within the next few days. Amazon.com sued its seasoned logistics executive nearly a month after Target hired him, saying he has violated a non-compete clause that prohibits him from joining a rival for at least 18 months. The suit, which Amazon filed last week, alleges that Arthur Valdez, hired as Target's new chief supply chain and logistics officer, already has shared trade secrets during the interview process. And Amazon says Valdez would be required to disclose Amazon's confidential information in his position at Target. Valdez's duties will include overseeing planning, distribution and transportation. Valdez, a 16-year-veteran at Amazon.com, was most recently vice president of operations, which handled Amazon.com's international supply chain expansion. "Mr. Valdez's new position with a key Amazon competitor will involve the disclosure and use of Amazon's confidential and proprietary information to Amazon's detriment and Target's advantage in a core area of competition between the companies: the cost-effective and rapid movement of goods in the most efficient way possible for retail customers," Amazon said in the suit, filed in King County, Wash. Valdez signed the non-compete clause in 2012, according to the suit. Valdez is expected to start his new job next week. "We have taken significant precautions to ensure that any proprietary information remains confidential and we believe this suit is without merit," Target spokeswoman Molly Snyder said in an email today to the Associated Press. "However, as this is pending litigation, we are not going to comment further at this time." Amazon.com's spokeswoman Kelly Cheeseman declined to comment. Target is pushing to close the gap between its e-commerce and store operations. It's been a big challenge for Target and other major retailers as consumers increasingly shop online. She began her career as an environmental scientist for the Ohio Environmental Protection Agency. She works to develop the interests of young women in science and engineering, and has taught 7th grade students at the Young Women's Leadership Charter School in Chicago ComEd’s approach to supplier diversity involves

building the capacity of potential suppliers so that they can be competitive in the industry not only with ComEd, but with other companies throughout the expanding energy marketplace. But what exactly is supplier diversity? Is it a form of affirmative action? At least one expert on the subject says that it definitely is not affirmative action. “It is very important that we understand what supplier diversity is and what it is not, said Ralph Moore of the National Minority Supplier Development Council who served as the event’s keynote speaker. “Supplier diversity is the process of integrating diversity certified suppliers into the execution of corporate strategy. It’s not affirmative action; it’s not a jobs program.” Because diverse suppliers bring different perspectives and market insights, they are playing an increasingly important role in ComEd’s efforts to meet the growing demand among customers for more choice and personalized services. “For there to be a diversity supplier awards ceremony must mean that ComEd has an outstanding diversity program, Moore said.”

Illinois House Returns to Work, But No Progress on Budget SPRINGFIELD – Illinois lawmakers kicked off the final two months of the spring session with a flurry of activity Monday, advancing measures to punish gun traffickers and expedite criminal hearings in Cook County for low-level offenses. Before a Friday deadline to move bills out of committee, there was a long list of bills still awaiting votes, including regulation of daily fantasy sports betting and easing access to police video under the Freedom of Information Act. But they’re no closer to resolving an epic partisan standoff over a budget that should’ve taken effect last July. Illinois is now the only state in the U.S. without a budget for the current fiscal year. Here’s a summary of Monday’s legislative action.

GUN VIOLENCE In an effort to combat gun violence in Chicago, lawmakers gave initial approval to a bill that would create a new felony offense for buying guns in other states to transport them for sale in Illinois. Republican Rep. Jim Durkin, the GOP’s House leader and sponsor of the bill, said criminals are skirting Illinois’ background check requirements and mandate to have a license to purchase firearms by going to other states. “This is absolutely horrible gun violence, gang violence,” particularly in Chicago, Durkin said. The bill, which would impose prison sentences of four to 20 years for a first offense, now goes to the full House. Subsequent

convictions would carry stiffer penalties. SPEEDY HEARINGS Last year, Illinois lawmakers passed legislation to expedite low-level drug cases through the Cook County docket, requiring resolution within 30 days instead of 120 days. A bill that moved out of committee and onto the House floor would expand that requirement to other lowlevel offenses, such as driving with a suspended license. Cook County Sheriff Tom Dart testified in favor of the bill, telling lawmakers that sometimes defendants end up sitting in jail for months for minor offenses. Sometimes the defendants are in jail for months because they can’t afford bail, Dart said. BUDGET GRIDLOCK The House returned from a month-long break with GOP
