SPRINGFIELD – Minimum wage workers in Illinois will see a boost in their hourly pay to $12 per hour starting Jan. 1, while tenants in affordable housing units will be allowed to keep pets.
Those are just some of the more than 300 new laws that take effect in the new year.
The minimum wage increase is actually the result of a 2019 law that phases in a state minimum wage to $15 an hour by 2025. This year, it will increase by one dollar to $12 an hour.

It provides that tenants of multifamily housing units that are acquired, built or renovated with money from the Illinois Affordable Housing Trust Fund may keep up to two cats or one dog weighing less than 50 pounds. It applies to residents of housing units that are designated as affordable housing for low- and very-lowincome families. The bill passed both chambers in its final form on May 30 and Gov. JB Pritzker signed it into law Aug. 6.

“(The Speaker) called me and said I’d like to offer you the chairmanship of the veterans committee,” he said. “And I paused. I was so caught off guard, I actually sank down to my feet, just overwhelmed with emotions.”
Welch cited Swanson’s 27-year military background.
“As a veteran, Representative Swanson has served our country with honor and distinction, and I know he will bring the same solemn sense of duty to leading a bipartisan Veterans Affairs Committee,” Welch said in a statement last week.

Vehicle taxes: SB58 raises the private vehicle tax, which is a sales tax paid on the purchase of vehicles, by $75 for each model year where the purchase price is less than $15,000 and by $100 for vehicles priced above that amount. However, the registration fee for trailers weighing less than 3,000 pounds will drop to $36 instead of $118.
Swanson is a retired lieutenant colonel with the United State Army and Illinois Army National Guard. He was in active duty for 20 years with the Illinois Army National Guard from 1980 to 2001, toured in Iraq from 2007 to 2008 and earned the Bronze Star and Combat Action Badge. He was recalled back to active duty from 2010 to 2013 with the Army Sustainment Command, Rock Island Arsenal.
He said he quickly accepted Welch’s offer to chair the committee.
“And I said ‘sir, I’d be honored. I’d be honored to do that. I’d be honored to serve as chairman of the Veterans committee, serving Illinois veterans and veterans throughout the district,’” he said.
Democrats have held a majority in the Illinois House since the mid1990s, making it rare for a member of the minority Republican Party to chair a committee. Former Rep. Don Moffitt of Galesburg chaired the
Rep. Stephanie Kifowit, D-Oswego, previously chaired the Veterans’ Affairs Committee and the Personnel & Pensions Committee. This year, she’ll serve as vice-chair on Veterans’ Affairs and will chair the appropriations committee on personnel and pensions.
Although she said she doesn’t know why Welch made the change, she said Swanson, “is certainly an ally of our veterans.”
“He’s a staunch advocate for our veterans, as am I, and I look forward to working with him on the committee,” Kifowit, a Marine Corps veteran, said in an interview. “And he is somebody who has a distinguished military career and has always been fighting for veterans to be put in charge of Veterans’ Affairs.”
In the legislature, Swanson has been a frequent sponsor of bills pertaining to local fire departments and emergency services and has worked to ensure insurance coverage for people suffering from Lyme disease. He said that he is looking forward to working with members of the committee and getting things accomplished.
“I’ve got 27 ½ years, I’ve been a veteran for many, many years, having left the military on several different occasions and retiring. So, I’ve got a background of what veterans need and what our expectations are,” Swanson said. “We’ve got some great laws already on the books. But, certainly, there’s always things we can tweak.”
He also joked that the committee might look a little different this year.

“As a commander when I was in the military, if soldiers came late to my meetings, I required them to do pushups,” Swanson said. “In my first meeting I’m going to say, ‘when the hour of two o’clock or that time has come, if you’re not here, we’re going to do pushups. So be on time.’”

CHICAGO - Governor JB Pritzker announced Illinois as the winner of $114 million in competitive federal grant funding to support new electric vehicle charging stations across Illinois, including the Chicagoland area, Springfield, Metro East, and Quad Cities. The federal funds total $114 million from the U.S. Department of Transportation to build 14 truck charging hubs, adding to the statewide charging infrastructure. Illinois received the largest award, the second largest being $55 million. Governor Pritzker also announced $39 million in state funding to build 1,476 charging stations at 242 locations in Illinois, helping make access to charging more accessible across the state.

Most of the locations will have chargers which have Megawatt Charging System (MCS) connectors or are MCS-ready. (Black PR Wire) NATIONAL – Recently, the Department of Justice issued a report on the Tulsa Race Massacre following a months-long review and evaluation. The report found that there is no living perpetrator to be prosecuted but publicly acknowledged the events and recognized the crimes committed, moving towards the closure long sought by descendants of victims of the massacre.
The review began September 2024, more than 100 years after the Tulsa Race Massacre took place. On May 31st of 1921, Black residents of the neighborhood of Greenwood in Tulsa, Oklahoma were attacked and murdered by a group of white Tulsans. Greenwood, which is now remembered as “Black Wall Street,” was at the time a vibrant neighborhood and a thriving site of Black business and economic prosperity. In the attack, hundreds of Black people lost their lives; their houses, churches, and businesses were burned down; and their property was stolen; completely decimating the community. In the century since, there has been no recourse for the crimes committed, despite survivors and descendants demanding civil and financial reparations.
The Department of Justice’s report, done under the Emmett Till Unsolved Civil Rights Crimes Act, is the first time the Justice Department has acknowledged the crimes committed in 1921 and conceded that the massacre was a deliberate, racially-motivated act. While their evaluation found no method of restitution, it confirms the continued need for community engagement and social justice efforts.

The Tulsa Race Massacre is another instance of state-sanctioned violence against Black communities which has gone largely unrecognized. The efforts to erase this moment in history, which has lasting effects a century later, have further hindered the pursuit of justice and attest
to the country’s large-scale acceptance of anti-Black violence. The Department of Justice’s recognition of the egregious wrong done against the residents and descendants of Greenwood is an essential first step, but there is much more to be done for racial recognition. Color Of Change calls on government leaders, advocates, and the public to support policies and initiatives that reform the legal system, ensuring justice for all those harmed by white supremacy.
