The Commission on Equitable Public University Funding is made up of 34 members, including legislators, representatives from public universities, and members of advocacy organizations.
It found that dedicating an added $100 million to $135 million annually to public universities would allow the state to bridge the funding gap in 10-15 years.
The commission’s co-chair, Sen. Kimberly Lightford, D-Westchester, was among several of its members to outline its findings at a Capitol news conference Wednesday.
Other new laws include:
“When institutions are underfunded, they are unable to provide the necessary resources and support to all students,” Lightford said. “This perpetrates a cycle of inequalities, where those from affluent backgrounds have access to better education, and subsequently better opportunities, while others are left behind.”

The commission has been working to develop a formula to bridge the gap in funding. By setting targets for each university and subtracting their established resources, the commission calculated the gap in funding for each public university. Public universities, including all sources of available funding, are currently at 68.5 percent funding adequacy collectively.
“The single most important driver of student success and of equity in higher education is in our control. We can control what we invest and how we invest it,” Robin Steans, a commission member and president of the education advocacy group Advance Illinois, said. “And you may be wondering, why haven’t we done that before? And part of it is we didn’t have a roadmap. We do now.”
The commission looked at funding models from five states including Tennessee and California as well as Illinois’ K-12 Evidence-Based Funding model. The commission decided to base the higher education formula on the K-12 model.
The law allowing public housing
Vehicle taxes: SB58 raises the private vehicle tax, which is a sales tax paid on the purchase of vehicles, by $75 for each model year where the purchase price is less than $15,000 and by $100 for vehicles priced above that amount. However, the registration fee for trailers weighing less than 3,000 pounds will drop to $36 instead of $118.
Without state funding the financial burden has fallen on students. Ralph Martire, the executive director at the left-leaning Center for Tax and Budget Accountability, said the amount of operational funding covered by the state has decreased from 72 percent covered in 2002 to 35 percent in 2021.
Martire said that as the cost to students goes up, college becomes less accessible. Lack of access to higher education perpetuates systemic issues such as income inequality.

“This may sound familiar, by the way, because this is what we did in K-12, to remarkable success to national acclaim,” Steans said. “It’s more complicated to do it in higher education.”
The K-12 model sets an individual funding adequacy target for each district and calls for an added $350 million in state funding each year. The bulk of that money is directed to districts that are furthest from the adequacy target.

College admissions: HB226, establishing the Higher Education Fair Admissions Act, prohibits public colleges and universities from requiring applicants to submit SAT, ACT or other standardized test scores as part of the admissions process, although prospective students may choose to submit them if they wish.
“We are making higher ed more unaffordable for everyone in Illinois generally,” Martire, who served on the commission, said. “But in particular, for low-income families and families that have been marginalized for decades.”
Higher education has seen increased funding under the Pritzker administration, notably for the Monetary Award Program, or MAP grants. In the current fiscal year, the state allocated over $700 million in MAP funding, up from about $401 million when Pritzker took office in 2019. The state’s total higher education budget is just over $2.5 billion in the current fiscal year.
Commission co-chair Rep. Carol Ammons, D-Urbana, said that while investments including MAP have helped students and universities, more needs to be done.
In the first, if the state increased funding by $135 million annually, or 12 percent, all public universities would be fully funded in 10 years. If the state invested $100 million more annually, a 9 percent annual increase, all institutions would be fully funded in 15 years.
If the state committed a 5 percent funding increase – or about $60 million each year – the statewide target would increase from 68.5 percent to 79 percent, according to the report.
Gov. JB Pritzker’s budget proposal for the upcoming fiscal year 2025 would increase public university funding by about $24.6 million.
The commission’s report will be part of subject matter hearings next week.

A Civil Rights Landmark
In 1955, one week after Rosa Parks was arrested for refusing to give up her seat on a Montgomery bus, six Black men led by Dr. George Simkins started a local movement of their own by defiantly playing a round at the whites-only Gillespie Golf Course. They were later arrested, convicted of trespassing and spent 15 days in jail.

While it took seven years and numerous court cases before Gillespie would desegregate and re-open to all, the Greensboro Six’s actions helped contribute to the Civil Rights Movement, eventually seeing The Greater Greensboro Open (now the Wyndham Championship) become the first PGA Tour event in the South to welcome a Black player (Charlie Sifford), and shortly thereafter, the full desegregation of professional golf.
Today, Gillespie is home to First Tee - Central Carolina, a national youth development program using the game of golf to create life-changing opportunities for local youth on and off the course. It also has the distinction of being the first course in North Carolina to offer PGA HOPE (Helping Our Patriots Everywhere), a national program leveraging golf to enhance the wellbeing of active-duty military and veterans and is one of the only courses in the Triad catering to players with spinal injuries and disabilities through adaptive equipment and free programs.
Honoring the Past, Looking to the Future Artist commission for the project is $30,000 inclusive of all related design service, artist time and insurance needs, with additional dollars budgeted for elements including but not limited to, community engagement, materials, equipment required for installation and maintenance.
To be eligible, artists must have within the last three years completed at least one large-scale outdoor mural with a budget of at least $20,000. Applications must be submitted online and include, among other criteria, contact details, a 500-word statement of interest, relevant work samples, and references. This inspiring new Power Play commission takes audiences on the journey of this formidable Black feminist’s fight for educational equity, freedom, and legitimacy at the turn of the 20th century. She has Opened a call center, an expungement center and a domestic violence survivors center that believe that the Court services and resources needed to be brought directly to the community. These initiatives are made possible through her commitment to work with communitybased partners. She fought to protect the records of underage victims. Martinez has saved county taxpayers money by reaching the Shakman Compliance in the County Clerks office, bringing in a new era
of ethics and accountability to the office. Chicago White Sox Team Physician Warns Baseball Parents to Beware of Overuse Injury Epidemic
CHICAGO, PRNewswire - Dr. Mark Cohen, hand, wrist and elbow surgeon at Midwest Orthopaedics at RUSH, and an official team physician for the Chicago White Sox, wants to warn parents about the epidemic he is seeing in his practice: youth baseball players experiencing overuse injuries in greater numbers. These injuries can range from arm pain to a torn ulnar collateral ligament (UCL) in the elbow. Some of these injuries require surgery, including UCL repair, also called ‘Tommy John’ surgery.
“I’m a huge baseball fan and have enjoyed treating professional and youth players for many years,” Dr. Cohen explains. “I love it when we can get a player back on the field. What concerns me is the rate at which Little Leaguers are experiencing big league conditions that may interfere with their body’s normal function as they grow.”
Midwest Orthopaedics at RUSH physicians published a study in 2015 which revealed that the practice’s fastest-growing segment of patients undergoing Tommy John surgery is 15 to 19-year-olds.
“Ten years ago, Tommy John surgery was a treatment for Major League Baseball players,” explains Dr. Cohen. “While my partners and I have been performing this surgery successfully on adults, I’m worried that the majority of patients are now under the of age 20. We are also seeing an increase in the prevalence of these elbow injuries in adolescents.”
Why?
According to Dr. Cohen, the two primary reasons baseball players, especially pitchers, are seeking treatment at younger ages are because of the intensity of year-round play and single sport specialization. Unregulated pitch counts, weighted ball training, and pressure to increase velocity are also factors. All of these contribute to shoulder and elbow overuse injuries. He points to a 2023 study, in
the Journal of Shoulder and Elbow Surgery, which showed that among 261 youth and high school pitchers followed over their playing careers, 25% experienced an injury to their arm -- and the rate of players undergoing surgery increased the longer they played.
One sport played year-round
For youth and high school pitchers, debate is on-going regarding the amount of time players should refrain from playing. Pitch Smart (a joint initiative between MLB and USA Baseball) recommends that 15 to 18-year-old take at least four months off from playing, including at least two to three continuous months off from any throwing. The rise in off-season programs and multiple leagues has made this difficult for some young athletes.
Pitch counts hard to track
With a goal to reduce stress on young players’ shoulders and elbows, pitch counts were implemented several years ago by Little League International, MLB, and state high school associations. Like any well-intended guidelines, pitching restriction policies can be subject to interpretation, and gaps are often created, increasing injury risk.
Velocity and weighted balls
With MLB pitchers throwing an average of 94 mph today, emphasis has recently been placed on throwing velocity among youth players. Many players and parents see this as a way to advance to higher levels of baseball. Therefore, weighted ball velocity throwing programs have gained in popularity across all levels of the sport because some studies suggest that they increase pitch speed. However, experts think this trend has led to a greater rate of injury to the throwing shoulder and elbow.
Recommendations
Dr. Cohen has the following suggestions for parents of youth pitchers:
- Be sure your athlete has received instruction on proper throwing mechanics and technique.
- Understand your child’s league pitch count rules and ensure they are being monitored and followed.
- Consider the amount of time and number of teams your child is playing on. Is it too much?
- Is your child tired much of the time? Consider making adjustments to allow for less playing time.
- Allow your child to rest on non-playing days.
- Encourage your child to play another sport, such as basketball, swimming, tennis, or cycling during the off season.
- Talk with your child about his or her attitude about playing time. Do they think it is too much?
- Never allow your child to play through pain. If you see he or she is in pain, alert a coach or manager immediately.
- Seek treatment if pain is serious or persists after a day or two.

Sleep Apnea Symptoms Linked to Memory and Thinking Problems
MINNEAPOLIS, PRNewswire -- People who experience sleep apnea may be more likely to also have memory or thinking problems, according to a preliminary study released March 3 that will be presented at the American Academy of Neurology’s 76th Annual Meeting taking place April 13–18, 2024, in person in Denver and online. The study shows a positive association but did not determine whether sleep apnea causes cognitive decline.
Sleep apnea is when people stop and restart breathing repeatedly during sleep, which can lower oxygen levels in the blood. Symptoms include snorting, gasping and breathing pauses. People with the disorder may also experience morning headaches or have trouble focusing on tasks.
“Sleep apnea is a common disorder that is often underdiagnosed, yet treatments are available,” said study author Dominique Low, MD, MPH, of Boston Medical Center in Massachusetts and a member of the American Academy of Neurology. “Our study found participants who had sleep apnea symptoms had greater odds of having memory or thinking problems.”
The study involved 4,257 people. Participants completed a questionnaire asking about sleep quality as well as memory and thinking problems.
For sleep, participants were asked about snorting, gasping or breathing pauses in their sleep. For memory and thinking, participants were asked questions related to difficulty remembering, periods of confusion, difficulty concentrating or problems with decision making.
Of all participants, 1,079 reported symptoms of sleep apnea. Of those with symptoms, 357 people, or 33%, reported memory or thinking problems compared to 628 people, or 20% of people without sleep apnea symptoms.
After adjusting for other factors that could affect memory and thinking problems, such as age, race, gender and education, researchers found that people who reported sleep apnea symptoms were about 50% more likely to also report having memory or thinking problems compared to people who did not have sleep apnea symptoms.
“These findings highlight the importance of early screening for sleep apnea,” said Low. “Effective treatments like continuous positive airway pressure (CPAP) machines are readily available. Quality sleep, along with eating a healthy diet, regular exercise, social engagement and cognitive stimulation may ultimately reduce a person’s risk of thinking and memory problems, improving their
quality of life.”
Limitations of the study include that the data was sourced from one survey and participants reported their symptoms instead of being assessed by medical professionals. Additional studies are needed following people’s sleep apnea, memory and thinking symptoms over time.
