SPRINGFIELD – Minimum wage workers in Illinois will see a boost in their hourly pay to $12 per hour starting Jan. 1, while tenants in affordable housing units will be allowed to keep pets.

Those are just some of the more than 300 new laws that take effect in the new year.

The minimum wage increase is actually the result of a 2019 law that phases in a state minimum wage to $15 an hour by 2025. This year, it will increase by one dollar to $12 an hour.

JB Pritzker signed it into law Aug. 6.

SPRINGFIELD – A panel of Illinois lawmakers began hearing testimony Wednesday on Gov. JB Pritzker’s proposals for sweeping changes in the state’s health insurance industry.

The changes, which Pritzker first unveiled in his State of the State address in February, would limit the ability of companies to deny claims or steer patients toward cheaper, and possibly less effective, treatments. They are contained in an amendment to House Bill 5395.

They include banning prior authorization requirements for people to receive in-patient treatment at a psychiatric facility as well as all forms of so-called “step therapy” for prescription drug coverage. Step therapy refers to the practice of requiring a patient to try one or more cheaper, alternative medications before being allowed to access medications prescribed by their doctor.

Dr. Mary Dobbins, a pediatrician and psychologist who is a past president of the Illinois Chapter of the American Academy of Pediatrics, testified about what she called a “mental health crisis” among children and youth in the United States. She said the crisis has been “artificially magnified by the requirements that tie up our time, our clinical time.”

“I’ve had multiple patients who destabilized because medicine they’d been doing well on was now denied, and the parents couldn’t afford to pay for it out of pocket,” she said. “The appropriate level of care is commonly denied.”

But Lori Reimers, who represents the Pharmaceutical Care Management Association, a trade association for pharmacy benefit managers, argued that practices like step therapy and prior authorization requirements are important to control costs. Without them, she said, businesses couldn’t afford to offer health benefits to their employees.

The law allowing public housing

Other changes in the plan include requiring insurance companies to publicly post the types of treatments and therapies that do require prior authorization; requiring them to maintain accurate lists of the providers who are in their networks; and banning the sale in Illinois of short-term, limited duration insurance plans that don’t meet the minimum standards under the federal Affordable Care Act.

Vehicle taxes: SB58 raises the private vehicle tax, which is a sales tax paid on the purchase of vehicles, by $75 for each model year where the purchase price is less than $15,000 and by $100 for vehicles priced above that amount. However, the registration fee for trailers weighing less than 3,000 pounds will drop to $36 instead of $118.

Emily Miller, a senior advisor in Pritzker’s office, tried to assure the House Human Services Committee Wednesday that the administration was not waging war against the health insurance industry.

“Insurance has a role to play, and I’m not here to demonize the insurance industry,” she said. “I am here, though, to say that it is time for consumers to have a say in how insurance companies are administering their health care plans. And we want to make sure that consumers are protected.”

“Insurance cards are not magic wands that simply make going to the hospital or going to the pharmacy more affordable,” she said. “There is incredible work in negotiating those costs between hospitals, physicians – both medical and behavioral – (and) drug manufacturers, all through a sophisticated and, yes, very complicated network of tools. Without these tools, costs cannot be negotiated down and eventually insurance is no longer attainable.”

Speaking at a news conference after the hearing, Pritzker brushed aside suggestions that his proposals would result in higher costs for consumers.

College admissions: HB226, establishing the Higher Education Fair Admissions Act, prohibits public colleges and universities from requiring applicants to submit SAT, ACT or other standardized test scores as part of the admissions process, although prospective students may choose to submit them if they wish.

During the hearing, the committee heard personal stories from individual patients and their families, including some legislators, who spoke about their experiences having claims denied by their insurers.

Among them was state Sen. Patrick Joyce, D-Essex, whose son was born with a rare heart malfunction that requires treatments for which he needs prior authorizations. He also had a daughter who died following a long battle with leukemia.

“Nobody’s getting rid of broad cost controls here. That is not what this is about,” he said. “There are specific things – and we’ve done this before, this is not unusual – there are specific things where insurance companies are taking advantage of the power that they have. And we’re simply saying, ‘You’ve got to be more reasonable,’ that there are situations in which you can’t, and shouldn’t, stop people from getting the health care that they need on the spot.”

The committee took no action Wednesday, but Chair Anna Moeller, D-Elgin, said the committee plans to hold more discussions and could vote as early as next week to advance the bill to the full House.

(CHICAGO) – Ta’Aliyah Sorrels, 17, a longtime member of Union League Boys & Girls Clubs’ Baretto Club in Humboldt Park, has been named the Union League Boys & Girls Clubs 2024 Youth of the Year, recognizing her academic performance and service to Club, community, and family. Sorrels, a resident of Humboldt Park, will proudly represent the 105-year-old Union League Boys & Girls Clubs organization at the Boys & Girls Clubs of Illinois statewide competition to be held in April. In addition, fellow Barreto Club member Taliyah Johnson, 12, was named Union League Boys & Girls Clubs 2024 Junior Youth of the Year, recognizing her leadership ability and potential. The announcements were made at an inspiring and celebratory Youth of the Year Awards event, co-chaired by Tim Cunningham & Matt Sheahin, with motivational remarks provided by special guest IL Supreme Court Justice Joy Cunningham. Throughout her time in the Club, she actively participated in various activities such as science club, cooking class, SMART Girls, Khan Academy prep, Keystone Club, and the TLC (Think Learn Change) program, and enjoys hobbies including drawing, reading, and dancing. Sorrels has developed a strong passion for youth mental health through her experience as a “Club kid” and aspires

to obtain degrees in higher education and become a mental health therapist specializing in child psychology.

City of Chicago Announces Lineup for 2024 Chicago Blues Festival

CHICAGO— The City of Chicago and the Department of Cultural Affairs and Special Events (DCASE) announced the full lineup and programming highlights for the 2024 edition of the beloved Chicago Blues Festival, taking place June 6 – 9 as part of Millennium Park’s milestone 20th Anniversary season.

Established in 1984, the largest free Blues festival in the world returns to Chicago with four days of top tier talent performing in Chicago’s Millennium Park, plus a special opening night performance at the historic Ramova Theatre in Bridgeport. Throughout the weekend, three stages set up across Millennium Park will welcome more than 35 performances and more than 250 artists celebrating the city’s renowned Blues legacy, including a special Sunday evening performance by Buddy Guy as part of his “Damn Right Farewell” tour, marking one of his final Chicago performances.

“Blues is the foundation of numerous genres of music and is deeply ingrained in the soul the fabric of our city’s culture and history,” said Mayor Brandon Johnson. “The Chicago Blues Festival is a testament to Chicago’s rich musical heritage, and we are thrilled to welcome the legendary Buddy Guy to this year’s lineup.”

The festival will culminate with a Sunday evening performance by living legend Buddy Guy in one of his final Chicago concerts as part of his “Damn Right Farewell” tour. One of the most prolific and influential artists of all time, Guy is the quintessential Chicago Blues artist, having influenced generations of guitarists including Eric Clapton, Jimi Hendrix, Jimmy Page, Keith Richards and John Mayer. Throughout his career, Guy has earned 8 GRAMMY Awards and a Lifetime Achievement Award, the National Medal of Arts, the Kennedy Center Honors, induction into the Rock and Roll Hall of Fame and much more.

In recognition of Buddy Guy’s immeasurable impact on music in Chicago and around the world, the City of Chicago plans to honor Guy and his legacy in light of his Chicago Blues Festival engagement; more details to be announced.
