SPRINGFIELD – Minimum wage workers in Illinois will see a boost in their hourly pay to $12 per hour starting Jan. 1, while tenants in affordable housing units will be allowed to keep pets.
Those are just some of the more than 300 new laws that take effect in the new year.

The minimum wage increase is actually the result of a 2019 law that phases in a state minimum wage to $15 an hour by 2025. This year, it will increase by one dollar to $12 an hour.

It provides that tenants of multifamily housing units that are acquired, built or renovated with money from the Illinois Affordable Housing Trust Fund may keep up to two cats or one dog weighing less than 50 pounds. It applies to residents of housing units that are designated as affordable housing for low- and very-lowincome families. The bill passed both chambers in its final form on May 30 and Gov. JB Pritzker signed it into law Aug. 6.
Nineteen local farms will receive a combined $1.8 million in grants to fund infrastructure projects aimed at developing their ability to produce and distribute food around the state as part of the Local Food and Infrastructure Grant Program.
The grants come from the Illinois Department of Agriculture’s budget but were managed by the Illinois Stewardship Alliance, a local food and farm advocacy group. Grantees were recognized by a small group of bipartisan state legislators and the Alliance Wednesday morning at a Capitol news conference.
Grants were awarded to farms across Illinois, including several in the Chicagoland area. Five of the recipients will receive the maximum amount of funding which is $150,000.

One of the farms receiving the maximum grant amount is The Flock Farm in southern Illinois. Brent Glays, a marine veteran and the farm’s owner, said the hardest part of producing meat in that area is processing it. According to U.S. Department of Agriculture, the closest poultry processing plant is in central Illinois.
Glays said his farm will use the grant money to build a local U.S. Department of Agriculture-approved poultry processing center and educate other farmers on how to humanely raise animals and process meat. That
“I’m not looking at this poultry plant as a processing facility per se, I’m viewing it as a classroom,” Glays said.
In Chicago, another $150,000 grant will be awarded to Eden Place Farms, an urban agricultural center. Founder Michael Howard said the grant money will allow them to build new kitchen, storage and processing infrastructure other urban farmers can use to distribute their products.
“This is the first tangible funding that has come out of Springfield to urban farms,” Howard said.
Gov. JB Pritzker did not propose ongoing funding for the budget year that begins July 1, but advocates – including the Illinois Stewardship Alliance – are pushing for legislation to make the program permanent. Senate Bill 3077 would officially establish an ongoing Local Food Infrastructure Grant program with at least $2 million in annual funding.
One of the bill’s sponsors, Sen. Dale Fowler, R-Harrisburg, said the program is “just the start of alleviating our food deserts and food insecurities.”
The bill recently passed unanimously through the Senate Agriculture Committee.

Vehicle taxes: SB58 raises the private vehicle tax, which is a sales tax paid on the purchase of vehicles, by $75 for each model year where the purchase price is less than $15,000 and by $100 for vehicles priced above that amount. However, the registration fee for trailers weighing less than 3,000 pounds will drop to $36 instead of $118.

New Poll from Higher Heights: Top Issues for Black Women Voters in 2024 are Inflation, Cost of Living and Affordable Housing
WASHINGTON, PRNewswire -- Higher Heights, the leading national organization exclusively dedicated to advancing Black women’s political power, released new polling data on the top issues of concern to Black women voters in 2024.
With eight months until the November 2024 elections, the poll shows that Black women have top concerns about a broad range of issues, but the top issues for Black women voters are inflation, the cost of living and affordable housing.
“These critical issues impact Black women’s everyday lives. Black women want economically thriving, education-rich, healthy, and safe communities. Our poll shows that cost, not the economy, drives Black women’s issue priorities. This is in our face every day when we go to the grocery store, put gas in our tanks, and pay our rent and mortgages,” said Glynda C. Carr, President & CEO of Higher Heights Leadership Fund. These issues should be the focus of Congress, our elected leaders, and candidates vying for our votes this November.”

Heading into the 2024 elections, Black women voters are most worried about inflation, the cost of living and affordable housing. Despite public safety and gun violence rising to the top as a general concern for the country, Black women voters are most personally worried about how economic issues are impacting their families and communities. That said, racial profiling by police is a top non-economic concern.
Though Black women voters clearly feel the increase in Black elected representation, there is a persistent feeling of underrepresentation that can decrease morale. Despite the fact that 58% of Black women voters believe they are underrepresented in political power, most are still hopefully optimistic about the representational power they do have. Nearly 81% of Black women voters believe that Black women elected officials have the power to effect change in their communities.
Generational divide among Black women could impact their political participation. Voters age 18-49 are less trusting of institutions in general – they are less likely to feel they have political power, less likely to trust the Democratic Party will make a difference in their lives, and less likely to trust the media and news sources they see.

NAREB PREPARES MEMBERS FOR MAJOR CHANGES TO HOME SALES AGENT COMMISSIONS AFTER LAWSUIT SETTLEMENT
WASHINGTON, DC — Representing the interests of more than 100,000 Black real estate professionals, the National Association of Real Estate Brokers (NAREB) announced that it is preparing member agents and brokers for a new environment created by a lawsuit settlement that will significantly alter the compensation of agents on home sales in the United States.
NAREB, whose members are called Realtists, is a trade association that mainly represents African American real estate professionals and advocates for Black homeownership.
Last week, the National Association of Realtors (N.A.R.) settled a Missouri lawsuit challenging the decades-old system requiring the agents of home sellers to split the commission on sales with the agents of home buyers. Most commissions range between five and six percent of home sale prices. Under the settlement, home sellers and their agents can no longer outline compensation for agents representing buyers within their MLS listings. They can, however, negotiate outside of the official listing.
NAREB President Dr. Courtney Johnson Rose acknowledged that many NAREB members may be affected by the commission changes because the majority are usually buyer’s agents.
“NAREB recognizes that this settlement, if approved by the judge, will bring dramatic changes to our industry,” Dr. Rose said. “Our members often represent Black families and individuals who struggle to raise money for the down payments needed to purchase homes due to decades of discrimination and a lack of generation wealth. Paying the commission for their agent will be an
added burden. NAREB will help our members navigate these changes and continue to create avenues for them to thrive and help Black consumers achieve the dream of home ownership.”
NAREB is taking several steps, including:
Ø Appointing a special task force that will study the projected impact of the settlement on its members, as well as the Black community. The task force will recommend how the organization can best assist its members and prevent the settlement from limiting the growth of Black homeownership. The task force will include J. The academy will provide technical assistance, training, and education to members who want to become real estate developers. This can provide additional revenue avenues while helping increase the housing inventory in communities of color.
Ø Leveraging the 100-city NAREB Building Black Wealth Tour and the NAREB National Building Black Wealth Day on April 13 to strengthen the connection between our members and the communities that they
serve. While we educate Black consumers on purchasing homes and building wealth, our members will also explain the services and value they can bring to our communities.

Los Bulls Celebrate the Latiné Community
The Bulls celebrate Latiné fans from across Chicago and beyond and help tell their impactful stories. Through their commitment to celebrating and empowering Latiné fans and the intersection of art, culture and community, the Bulls have partnered with several local artists and community programs throughout the season to design art across Chicago that honors Latiné culture.

Mural with Yolllicalli Arts Program and Mario Mena in Pilsen: Designed and painted by students of the Yollocalli Arts Program, the Bulls celebrated the completion of a mural. Working with Yollocalli’s summer Street Art program of 15 students, the Bulls prompted the youth to design a mural that represents both Bulls and Latiné Culture. The students created a design that spans three sides of a house in Pilsen across from the National Museum of Mexican Art. The mural serves as the first stop in museum-led mural tours and depicts Bulls as powerful spirit guides, seamlessly merging the realms of the living and the
afterlife.

Basketball Court at the Miracle Center by Liz Flores in Belmont Cragin: The Bulls and The Miracle Center (TMC), a female- and Latiné-owned and operated community center that empowers youth through the expression of art and performance, partnered with Latiné painter and muralist Liz Flores, Connors Sports and All-Star Press to unveil a new basketball court on the Northwest side of Chicago in the Belmont Cragin neighborhood. Flores designed TMC’s court with art that is culturally reflective of the center and Bulls Latiné communities.

Mural at Infinity High School by Sentrock and Students: For the third year of the program and second year in partnership with United Airlines, the Bulls partnered with Infinity High School art students to develop a mural for their school painted by local Latiné artist Sentrock. NEW YORK, PRNewswire -- The Health Equity in Transplantation Coalition (HEiTC) – representing Black, Brown, and minority transplant patients nationwide – is calling on the Centers for Medicare and Medicaid Services (CMS) to restore Medicare coverage for critical diagnostic blood tests without any ties to biopsies. Last week, CMS issued a revised Billing Article and public statement highlighting a revision to its March 2023 coverage policy, which linked the administration of blood tests to a biopsy. In a statement from HEiTC Executive Chairman Al B. Sure! and Senior Advisor Rev. Al Sharpton, the Coalition noted the change does not clarify the level of access that Medicare recipients have to life-saving care.

We pray that is no longer the case, and we urge CMS to publicly clarify to the transplant community, healthcare providers, and all others whether that is the case.

They have now been left without a shield for a year as they fight against this bureaucratic confusion. We will not give up on the fight, as we continue to call on CMS to fully restore Medicare coverage for these tests as it works to finalize its coverage policy. A year of confusion shouldn’t set the precedent for a lifetime of uncertainty.”

routine cell-free DNA testing for kidney and heart transplant patients without any ties to biopsies.
These lifesaving tests are critical to detect possible early signs of organ rejection, even before there are apparent clinical signs or symptoms, and enable medical intervention to protect the transplanted organ. One year ago, Palmetto GBA, a private Medicare Administrative Contractor that runs the MolDX program scaled back coverage of these non-invasive diagnostic tests. Lawmakers from both sides of the aisle have weighed in. In August, a bipartisan letter signed by 14 members of the House of Representatives led by Reps. Anna Eschoo (D-CA) and Dr. Michael Burgess (R-TX), expressing concerns about the March rollbacks was sent to CMS and earlier this year, Congressional Black Caucus Chair Steven Horsford also raised this issue in a letter to CMS and the Department of Health and Human Services.
Organ transplant care is critical for Black, Hispanic and Latino Americans, who together represent 40 percent of transplants in the U.S. — well above the 32 percent of the general U.S. population. Additionally, Black Americans rank lowest in graft and patient survival among recipients of solid organ transplants, due in part to higher immunological risk leading to higher rejection rates, making blood tests a critical component of their post-transplant care. Compounding the issue, an astounding 50 percent of those on the 100,000 person transplant waiting list are Black or Hispanic/Latino, making access to transplantation and equitable post-transplant care an important and growing issue in this community.

4 ounces (1/2 cup) cooked shrimp, peeled and deveined
1/2 cup frozen Asian-style mixed vegetables, thawed
2 tablespoons sweet chili sauce
2 tablespoons thinly sliced green onions
1 tablespoon chopped peanuts
Heat rice and quinoa cup according to package directions. In small, microwave-safe bowl, combine shrimp and vegetables. Microwave on high 30 seconds.
Stir in sweet chili sauce. Blend well. Serve shrimp mixture over rice topped with green onions and peanuts.
Whole Grain Sesame Chicken Stir-Fry

1 cup vegetable broth
1 tablespoon sesame oil, divided
2 eggs, lightly beaten
1/2 cup thinly sliced red onion
2 garlic cloves, minced
2 cups rotisserie cooked chicken, shredded
2 cups frozen, Asian-style mixed vegetables, thawed
2 tablespoons soy sauce
Prepare rice and quinoa according to package directions, substituting broth for water.
In medium wok or skillet over medium-high heat, heat 1/2 tablespoon sesame oil. Add eggs and, using spatula, quickly soft scramble. Continue stirring eggs until light and fluffy. Remove from pan and reserve.
Add remaining sesame oil to wok or skillet over medium-high heat. Add onion and garlic; stir-fry 2 minutes.
Add chicken and vegetables; stir-fry 2 minutes, or until heated through. Fold in rice and quinoa, eggs and soy sauce.
