phancock@capitolnewsillinois.comSPRINGFIELD – Minimum wage workers in Illinois will see a boost in their hourly pay to $12 per hour starting Jan. 1, while tenants in affordable housing units will be allowed to keep pets.
Those are just some of the more than 300 new laws that take effect in the new year.
The minimum wage increase is actually the result of a 2019 law that phases in a state minimum wage to $15 an hour by 2025. This year, it will increase by one dollar to $12 an hour.

It provides that tenants of multifamily housing units that are acquired, built or renovated with money from the Illinois Affordable Housing Trust Fund may keep up to two cats or one dog weighing less than 50 pounds. It applies to residents of housing units that are designated as affordable housing for low- and very-lowincome families. The bill passed both chambers in its final form on May 30 and Gov. JB Pritzker signed it into law Aug. 6.
SPRINGFIELD – Illinois continues to suffer from a shortage of teachers and other education professionals, although recent efforts by the state to ease the strain have made an impact.
That’s according to the latest annual survey of school officials from the Illinois Association of Regional Superintendents of Schools, which has been conducting the survey every year since 2017.
“This matters,” IARSS executive director Gary Tipsord said in an interview. “This is an issue that people care about. They think it is important, and they think it’s critical enough that it needs to be addressed.”
This year’s survey found more than 90 percent of schools responding reported having a “serious” or “very serious” teacher shortage problem.
That percentage has changed very little in the last several years, although the question has been asked in slightly different ways in earlier surveys. In 2021, for example, 88 percent of those responding said they had a “problem” with teacher shortages, a percentage that was unchanged from 2019.

Vehicle taxes: SB58 raises the private vehicle tax, which is a sales tax paid on the purchase of vehicles, by $75 for each model year where the purchase price is less than $15,000 and by $100 for vehicles priced above that amount. However, the registration fee for trailers weighing less than 3,000 pounds will drop to $36 instead of $118.
Tipsord said the answers school officials give to that question reflect their broad perception of what’s happening in the labor market –their sense of whether colleges and universities are producing enough prospective teachers; their ability to hire qualified candidates to fill vacant positions; and whether the pool of candidates they pick from is larger or smaller than it was in the past.
But Tipsord said more fundamental changes need to be made to address the long-term issues facing the teaching profession.
“There are certain things that have been done to soften that immediacy of the burden today,” he said. “But I think if you talk to people in the field … there’s still a broad concern that unless we put some concrete things in place, this issue is going to remain pervasive for a longer period of time.”
The survey also found that teacher shortages are not distributed evenly throughout the state. They are most severe in urban districts and in more rural parts of the state, along with vocational centers around Illinois. The specialties with the most severe shortages were special education and career and technical education. Shortages were also reported in key categories of support personnel, including school psychologists, speech-language pathologists, and nurses.
When asked to identify causes of teacher shortages, 54 percent of the school leaders responding cited burnout from working conditions as a cause of their teacher shortage. Another 49 percent cited the availability of better pay in other professions.
Tipsord said those findings point to a fundamental challenge facing the teaching profession – the cost and benefit of pursuing the career. He said when students in high school and college weigh the cost of earning a college degree against the salary they will earn after graduation and the retirement benefits they can accrue, the idea of pursuing a teaching degree becomes less attractive, especially when compared to other career options.
“I think across all areas of industry – education just being one –but in every area of industry today, because of the ability to live and work in two different places at the same time, your workforce views career differently,” he said. “They have the opportunity to look at career differently.”
The report concludes with several recommendations for longterm ways to address the teacher shortage. They include continuing to increase funding for public schools, creating new ways for school support staff to become classroom teachers, and focusing administrative support and financial resources on acute shortage areas.

College admissions: HB226, establishing the Higher Education Fair Admissions Act, prohibits public colleges and universities from requiring applicants to submit SAT, ACT or other standardized test scores as part of the admissions process, although prospective students may choose to submit them if they wish.

SPRINGFIELD – Illinois State Treasurer Michael Frerichs is encouraging young Illinois photographers to submit photos for the 2024 Cream of the Crop Photo Contest, which provides students with a creative opportunity to share their vision of agriculture in our state. Students ages 8 to 18 may submit contest entries until the deadline of June 14.
FOID card changes: HB562 enacts several changes to the Firearm Owner Identification card law. Among other things, it provides for a streamlined renewal process for FOID cards and Concealed Carry Licenses for people who voluntarily submit fingerprint records. It also allows the Illinois State Police to issue a combined FOID card and Concealed Carry License to qualified applicants, and it establishes a new Violent Crime Intelligence Task Force to take enforcement action against people with revoked FOID cards.
Bright Start scholarships of $1,000, $500 and $250 will be awarded to students who place first, second or third in each of the three age categories.

A 57% exposure gap in Health Science
A 56% exposure gap in Finance
A 53% exposure gap in Architecture & Construction
A 51% exposure gap in Computers & Technology
The 2024 Black Students and STEM Report combines data from YouScience and Black Girls Do STEM to highlight Black student career exposure gaps for in-demand STEM careers and the importance of programs that address the gaps. The report analyzed anonymized data from 328,000 Black U.S. middle and high school students who took YouScience’s Aptitude and Career Discovery tool from 2019 to 2023. This is the only scientifically-backed tool to apply computerized performance measures of aptitudes, interests, and AI-powered algorithms to activities that help identify best-fit career matches of all students, regardless of race or gender.
Historically, there has been limited Black representation in STEM-related fields. As of 2021, 9% of the STEM workforce was Black, which was an increase from 7% in 2011. While this growth is positive, new solutions are needed to help Black students explore STEM-related education and careers earlier.
“As a Black woman in STEM, I have seen first-hand the lack of representation for women, especially Black women, in these in-demand career fields. However, I have long felt that the solution to this lies within redefining education for Black students through access to identity affirming informal learning environments; so they understand the full scope of their aptitudes, and also the full scope of what careers are possible.” said Cynthia Chapple, Founder and CEO of Black Girls Do STEM. “Working with YouScience has confirmed that notion by truly showcasing the possibilities for our students based on their unique, individual aptitudes.”

The series, titled THE GATES, follows the lives of a wealthy Black family in a posh, gated community. Michele Val Jean, who has written more than 2,000 episodes of daytime dramas and won multiple Daytime Emmy and WGA Awards for her work on THE BOLD & THE BEAUTIFUL and “General Hospital,” will serve as writer and showrunner. 1 bag Minute Instant Rice & Quinoa
1 cup vegetable broth
1 tablespoon sesame oil, divided
2 eggs, lightly beaten
1/2 cup thinly sliced red onion
2 garlic cloves, minced
2 cups rotisserie cooked chicken, shredded
2 cups frozen, Asian-style mixed vegetables, thawed
2 tablespoons soy sauce
Prepare rice and quinoa according to package directions, substituting broth for water. In medium wok or skillet over medium-high heat, heat 1/2 tablespoon sesame oil. Add eggs and, using spatula, quickly soft scramble. Continue stirring eggs until light and fluffy. Remove from pan and reserve.
Add remaining sesame oil to wok or skillet over medium-high heat. Add onion and garlic; stir-fry 2 minutes.
Add chicken and vegetables; stir-fry 2 minutes, or until heated through. Fold in rice and quinoa, eggs and soy sauce.

To foster the success of future female leaders, five Wells Fargo honorees of American Banker’s “Most Powerful Women in Banking” are sharing their best advice with the next generation of female leaders:
1. Stick it out. Tracy Kerrins is Wells Fargo’s head of technology, a position equivalent to chief information officer. One of the only women at a large American bank with this role, Kerrins knows that roadblocks are a part of the journey that you should anticipate and plan for.
“Stick to your goals, even when obstacles emerge, and rely on those who are truly invested in your success,” she says. This focus on preparedness keeps Kerrins on her toes in a rapidly evolving technological landscape. Recently, she and her team implemented a number of personalization technology solutions that are improving the banking experience, including beefing up fraud detection and delivering a virtual assistant to customers.
2. Stay curious.
Transforming the banking industry is fundamental to Kristy Fercho’s role at Wells Fargo as head of diverse segments, representation, and inclusion. Her motto amounts to “The 3 B’s,” which include, “Be excellent at your job. Be curious. And most importantly: Be your authentic self.” This attitude is valued at a time when Wells Fargo continues to commit to its diversity, equity and inclusion programs both inside the company and in communities where they operate.
3. Uplift others. For Ellen Patterson, general counsel for Wells Fargo, her own success is a reflection of the diligence and hard work of the team of over 1,200 attorneys and legal professionals she leads. She views every experience as an opportunity to learn from others and to teach others, regardless of seniority, and she values coming together as a team to put forth the strongest work product. That’s why she advises: “Be great at what you’re doing, and actively look for ways to be helpful to those around you. That applies in the early days and later on as well.”
4. Solve problems.
Given her educational background, it’s no surprise that Tanya Sanders, head of Wells Fargo’s auto division, has confidence that solutions to most problems are just waiting to be discovered. Not only is she a banker looking to simplify the process for consumers to obtain auto loans and vehicles, she’s also a mechanical engineer who believes, “There is incredible power in forging new and inclusive solutions.” She advises future leaders to “Find ways to collaborate with professional and community colleagues
to develop solutions that expand economic and social benefits for everyone.”
5. Communicate effectively. Kara McShane, head of Wells Fargo’s commercial real estate division, believes strong communications are a critical component of business acumen. Her advice is to, “Learn how to communicate clearly, concisely and confidently in order to be effective. Be direct but diplomatic. How you say it is as important as what you say.”
