Vehicle taxes: SB58 raises the private vehicle tax, which is a sales tax paid on the purchase of vehicles, by $75 for each model year where the purchase price is less than $15,000 and by $100 for vehicles priced above that amount. However, the registration fee for trailers weighing less than 3,000 pounds will drop to $36 instead of $118.
Since 2002, the ILBCF has awarded over $1.5 million in scholarships to deserving students, demonstrating its unwavering dedication to education and youth empowerment. This year, the foundation continues its tradition of support, with the scholarship application deadline set for May 31st. Students across Illinois are encouraged to apply for this invaluable opportunity to further their education and contribute to their communities.
The ILBCF is focused on providing resources tailored to these communities, ensuring equitable access to information and opportunities, and working to decrease the wealth gap among Black Illinoisans. These efforts are vital in creating a more just and equitable society. The ILBCF has effectively utilized panels to bring about transformative change by pinpointing the needs of underserved African Americans.
This year, the foundation will host its annual Policy Summit on October 4th and 5th at the Swissotel in Chicago. This event serves as a pivotal platform for exploring the foundation’s pillars and initiatives in depth. The Policy Summit is a comprehensive resource offering insights into healthcare and human services. It features a diverse array of experts, including doctors, Telehealth professionals, and research analysts. These sessions provide attendees with valuable information and strategies

FOID card changes: HB562 enacts several changes to the Firearm Owner Identification card law. Among other things, it provides for a streamlined renewal process for FOID cards and Concealed Carry Licenses for people who voluntarily submit fingerprint records. It also allows the Illinois State Police to issue a combined FOID card and Concealed Carry License to qualified applicants, and it establishes a new Violent Crime Intelligence Task Force to take enforcement action against people with revoked FOID cards.

BRIDGING THE EDUCATIONAL DIVIDE: ADDRESSING DISPARITIES IN OUR SCHOOLS
As we confront the persistent miseducation and disparities in our education system, it’s impera-tive to specifically address the educational divide that exists between urban and suburban school districts. While progress has been made in recent years, significant challenges remain in ensuring that every student has access to a high-quality education, regardless of their zip code.
The challenges that impact the ability of students to receive a quality education in an urban school district versus suburban are stark and undeniable. Every one of the major urban school districts suffers from dysfunctional bureaucracy. Failing urban school districts are interwoven into the fabric of our social, political, and economic institutions that to transform them would require changing every level of government and since public education is the biggest business in our nation, simply stopping the miseducation would impact every facet of our economy. Urban schools often receive less funding than suburban schools, leading to fewer resources for students and teachers. This can result in overcrowded classrooms, outdated technology, and lack of access to critical programs and services. Urban areas tend to have higher poverty rates, and students liv-ing in poverty face several barriers to learning, including inadequate healthcare, food insecurity, and educational opportunities for students of color. In contrast, suburban schools boast state-ofthe-art amenities, abundant resources, well trained teachers, offer advanced and specialized coursework and a plethora of extracurricular opportunities.
Moreover, for children in foster care, these disparities are magnified. Already facing significant challenges, including instability and trauma, children in foster care are further disadvantaged by attending schools that lack the necessary support systems to address their unique needs.
To bridge this educational divide, we must take bold and decisive action. This includes advocat-ing for equitable funding formulas that prioritize schools in underserved communities, investing in infrastructure improvements, efforts to attract and retain high-quality teachers, addressing poverty through social services and community support and a shift away from a narrow focus on standardized testing. Additionally, we must ensure that children in foster care have access to the resources and support they need to succeed academically, regardless of their circumstances.
By addressing miseducation and advocating for the needs of all students, including those in fos-ter care, we can create a more just and equitable education system that empowers every child to reach their full potential. Every miseducated child represents a personal tragedy. Each will have a lifelong struggle to ever have a job that pays enough to live in a safe neighborhood, have ade-quate health insurance, send their own children to better schools than they went to, or have a de-cent retirement. Living in the most prosperous nation, the miseducated will live shorter lives characterized by greater stress and limited life options. It’s time to come together as a community and take meaningful steps towards building a brighter future for all students.

Sauce:
1 cup low-fat plain yogurt
1 tablespoon honey
1 tablespoon orange juice or lime juice
Filling:
1 tablespoon vegetable oil
1 pound boneless, skinless chicken breast halves, cut into bite-size pieces
1 tablespoon Cajun or Creole seasoning
1 large fresh mango, seeded, peeled and chopped
3 large whole-wheat pita rounds (or 6 small), halved
1 1/2 cups spring greens
3/4 cup crumbled blue cheese (3 ounces)
To make sauce: In small bowl, stir yogurt, honey and juice. Cover and refrigerate.
To make filling: In large nonstick skillet over medium-high heat, heat oil. Cook and stir chicken with seasoning in hot oil 4-6 minutes, or until chicken is no longer pink in center. Remove from heat. Stir in mango.
Fill pita pockets with greens, chicken mixture and blue cheese. Spoon yogurt sauce on top.

1 egg, lightly beaten

1/2 cup milk (skim, 2% or whole) 3 tablespoons melted butter 1 teaspoon vanilla oil
1 cup fresh blueberries or chopped fresh strawberries
To make topping: Stir yogurt, syrup and cinnamon. Cover and refrigerate.
To make pancakes: In mixing bowl, stir flour, sugar, baking powder, baking soda and salt. In separate bowl, whisk egg, yogurt, milk, butter and vanilla. Add yogurt mixture to flour mixture. Stir just until combined (batter should be slightly lumpy).
Scrape batter into large plastic food storage bag. Oil nonstick griddle or large nonstick skillet. Heat over medium heat. Cut off about 1/2 inch from corner of plastic bag. Squeeze batter, about 1 tablespoon at a time, onto hot griddle. Cook 1-2 minutes per side, or until pancakes are golden brown, turning to second sides when bubbles form on surface of pancakes and edges are slightly dry. Serve warm pancakes topped with cinnamon-maple yogurt and sprinkled with berries.

American Cancer Society Launches Largest U.S. Population Study of Black Women
ATLANTA, PRNewswire -- The American Cancer Society (ACS) is proud to announce the launch of the VOICES of Black Women® study, the largest behavioral and environmental focused population study of cancer risk and outcomes in Black women in the United States. Designed to better understand the multi-level drivers of cancer incidence, mortality and resilience within this demographic, the long-term study will gather valuable data from Black women between the ages of 25 and 55 from diverse backgrounds and income levels who have not been diagnosed with cancer. The organization aims to enroll over 100,000 Black women across 20 states and D.C. where, according the U.S. Census, more than 90 percent of Black women in the U.S. reside.
A global leader in cancer research, the American Cancer Society has a 70-year history of funding and conducting some of the world’s largest and most impactful population cohort studies to understand how cancer develops in populations, identify cancer risk factors, and improve survivorship and outcomes after diagnosis. Through these studies, over 2.5 million research participants have contributed to landmark discoveries in cancer science like the linkage of cigarette smoking to lung cancer, obesity to the risk of early death, and red and processed meat intake to higher risk of colon cancer. These and other discoveries have contributed to a 33 percent age adjusted reduction in cancer mortality rates since rates peaked in 1991. But despite these significant strides in cancer

research, Black women continue to have the highest death rate and the shortest survival of any racial or ethnic group in the U.S. for most cancers. Led by American Cancer Society researchers, Dr. Alpa Patel and Dr. Lauren McCullough, the VOICES of Black Women® study will partner with communities of Black women and cross-disciplinary experts in Black women’s health to listen and better understand the unique, diverse lived experiences that may affect the risk of developing or dying from cancer. Results will be used to improve the overall health of Black women for generations to come.
“VOICES of Black Women® represents a crucial step towards achieving health equity in a population that is long overdue,” said Patel, co-principal investigator of the study and senior vice president of population science at the American Cancer Society. “The data we’ve uncovered through previous population studies has been critical in reducing the unacceptably high burden of cancer, but that reduction has sadly not been equal. By centering Black women’s voices and experiences, we can dig deeper in uncovering the unique challenges and barriers contributing to cancer disparities and develop tailored interventions to mitigate them.”
Recruitment for the study began in October 2023 with a pilot launch in Atlanta, GA and Hampton Roads, VA. The national launch expands enrollment to Alabama, California, the District of Columbia, Florida, Georgia, Illinois, Louisiana, Maryland, Massachusetts, Michigan, Mississippi, Missouri, New Jersey, New York, North Carolina, Ohio, Pennsylvania, South Caroli-
na, Tennessee, Texas and Virginia. Eligible participants must identify as Black, be assigned female at birth or self-identify as women, not have a history of cancer (except basal or squamous skin cancer), and be between the ages of 25 and 55. Enrolled participants will provide informed consent and, over the span of 30 years, answer behavioral, environmental, and lived experience questions through periodic short surveys delivered via a secure online portal. No medication, clinical testing, treatment, or lifestyle changes are part of the study.

Roche-Posay and the Women’s Dermatologic Society in Partnership with Howard University Announce Second-Annual Diversity in Dermatology Fellow
NEW YORK, PRNewswire -- For the second annual year, La Roche-Posay, the Women’s Dermatologic Society (WDS) and Department of Dermatology at Howard University are pleased to announce the selection of the 2023 deserving Diversity in Dermatology Fellowship recipient, Dr. Helen Bui.
This visionary and first-of-its-kind Diversity in Dermatology Fellowship was created in 2022 by La Roche-Posay, a leader in dermatologist-recommended skincare, the Women’s Dermatologic Society (WDS) and Howard University, a historically Black research university, to support Underrepresented in Medicine (UIM) candidates who are seeking additional clinical or research experience in dermatology at the Department of Dermatology at Howard University’s College of Medicine prior to applying to residency. Medical students must match with a program to move forward into residency. A fellowship of this nature can be a step in securing a spot in dermatology residency programs.
As one of the most competitive and least diverse medical specialties in which many fellowship programs are also unfunded, dermatology is incredibly limiting to those pursuing it unless students have the grades, talent, drive and financial means. This year-long Fellowship was created to provide financial assistance to those needing it, while also hoping to increase and encourage diversity in dermatology, by offering the following to the fellow:
A livable salary that includes a stipend for health insurance
A grant to conduct research in dermatology
Funding for Howard University’s dermatology professors to support on-going education
A travel stipend to attend match interviews as well as two family visits during the fellowship
In addition to financial assistance, the fellow will also receive the opportunity to conduct translational and clinical research and participate in Howard University’s dermatology clinics and community outreach events.
The recipient of the 2023 Diversity in Dermatology fellowship is Helen Bui. Dr. Bui graduated from the University of North Carolina School of Medicine in 2022, recently completed her preliminary year of residency at University of North Carolina Hospitals in internal medicine, and has matched at
Howard University for her dermatology residency programs. Along with her accomplishments in medical school, she has an impressive background in hidradenitis suppurativa research, with two of her more recent articles being published in JAMA Dermatology. As a first-generation college graduate with a consistent record of interest in skin of color, complex medical dermatology and community outreach, Dr. Bui was the perfect match to be the 2023 WDS La Roche-Posay Dermatology fellow.
