SPRINGFIELD – Minimum wage workers in Illinois will see a boost in their hourly pay to $12 per hour starting Jan. 1, while tenants in affordable housing units will be allowed to keep pets.

Those are just some of the more than 300 new laws that take effect in the new year.

The minimum wage increase is actually the result of a 2019 law that phases in a state minimum wage to $15 an hour by 2025. This year, it will increase by one dollar to $12 an hour.

Illinois entered a new fiscal year Monday with a bit of a financial cushion as the prior year’s revenues exceeded final projections by about $123 million.

The state ended fiscal year 2024 with about $4.7 billion cash on hand, or about 9 percent of the allocated spending for fiscal year 2025, which began July 1. That included a record high $2.1 billion in the state’s budget stabilization, or “rainy day” fund, which has seen its balance grow steadily over the past five years.

Comptroller Susana Mendoza noted the high cash balance helped Illinois generate over $558 million in interest income in FY24, a 53 percent increase from the previous year. She said in a news release she plans to exercise new authority granted to her office in the budgeting process this year to pre-pay required monthly pension payments while funds are available.

Still, COGFA’s June report noted that while state finances have improved in recent years, Illinois’ economy continues to lag the U.S. as a whole.

He mentioned the budget impasse, Illinois’ “relatively high business taxes,” and stagnant or declining population growth as contributing factors.

The law allowing public housing

Vehicle taxes: SB58 raises the private vehicle tax, which is a sales tax paid on the purchase of vehicles, by $75 for each model year where the purchase price is less than $15,000 and by $100 for vehicles priced above that amount. However, the registration fee for trailers weighing less than 3,000 pounds will drop to $36 instead of $118.

“This will enable the (pension) systems to plan accordingly and keep more of the pension funds in their investment portfolios,” Mendoza said in a statement.

Gov. JB Pritzker’s office said the year-end balance represents “part of a pattern of fiscally responsible policies.” He mentioned the nine credit upgrades Illinois has received from the nation’s three major credit rating agencies since he took office.

“Despite these challenges, the situation has been improving in recent years,” Varner added. “The State’s budget has been more balanced over the past five years, thanks to federal government aid, a strengthening economy, and improved budgetary discipline. This has led to a much more stable financial situation.”

That’s partially due to the state eliminating the bill backlog, building its fund reserves and allocating money to tax incentive programs that have lured businesses to move or expand here, he wrote.

FOID card changes: HB562 enacts several changes to the Firearm Owner Identification card law. Among other things, it provides for a streamlined renewal process for FOID cards and Concealed Carry Licenses for people who voluntarily submit fingerprint records. It also allows the Illinois State Police to issue a combined FOID card and Concealed Carry License to qualified applicants, and it establishes a new Violent Crime Intelligence Task Force to take enforcement action against people with revoked FOID cards.

The $52.6 billion in revenue collected in FY24 was about 4 percent more than the $50.6 billion anticipated when lawmakers approved the budget last May. But lawmakers largely allocated those unforeseen revenues in a supplemental spending plan approved this May, so the cash on hand represents more of a cushion for the upcoming fiscal year than a license to approve more spending.

The cash on hand is also not the same as a surplus, as it includes dollars that may have been appropriated but not yet spent.

Pritzker has also frequently noted that the state has lowered the corporate franchise tax paid by businesses in Illinois, exempting the first $10,000 in liability under the tax beginning in 2025. In 2019, the governor signed a plan to fully phase out that tax, but he ultimately reversed that decision amid the COVID-19 pandemic. He and lawmakers have since increased the exemption from $30 in 2020 to $10,000 in 2025 – a doubling from the previous year.

As for the fiscal year 2024 revenues, Illinois’ main funding source remains the personal income tax. Noggle noted the state collected $30.1 billion in personal income tax revenue in FY24 along with $6.5 billion in corporate income tax revenue, which collectively performed better than the previous year.

For the new fiscal year that began Monday, lawmakers approved $53.1 billion in spending, or roughly 1 percent more than FY24’s final revenues.

But Noggle also noted the last fiscal year included about $881 million in one-time revenues from sources that won’t repeat in FY25 –so base revenues will have to grow by over 2 percent to meet spending demand.

July 12–14 - Arikara Celebration, White Shield: The relationship between the Arikara and Pawnee dates back to the 15th century through an oral history shared by the tribes. Today, that same oral history, as told by their grandparents, celebrates this union through the powwow.

ADVOCATING FOR CHANGE: 73% Surveyed Health Care Workers See Disparities in Care of BIPOC Patients

-- Nearly three out of four health care workers surveyed in exploratory research say they have witnessed disparities in the care of patients of color, according to findings by National Medical Fellowships (NMF), a renowned institution committed to supporting underrepresented students in medicine and health care professions. The non-profit conducted a survey deploying convenience and purposive sampling among its alumni and scholars to gain insight into the impact and experiences of physicians of color in health care settings.

The survey revealed nearly 73% of participants acknowledged witnessing disparities in the care of Black, Indigenous, People of Color (BIPOC) patients, highlighting the need for increased awareness and action in health care settings. Less than half of respondents – 44% – agreed most of their colleagues perceive and understand disparities in health care. The survey also revealed 21% of respondents have left a job due to racial discrimination or bias.

New Research Indicates the Need for Diabetes Continuous Glucose Monitoring to Address Health Disparities

-- Results from a new study show the impact and importance of continuous glucose monitoring (CGM) that young individuals with diabetes face today. The findings were presented as a Late-Breaking Poster at the 84th Scientific Sessions of the American Diabetes Association® (ADA) in Orlando, Fla.

Health disparities are a growing concern that significantly impacts diabetes. In nearly all states, those who identify as Black and Native American are more likely than those who identify as Asian American, Hispanic/ Latino, and White to die from complications of diabetes. Over half of Hispanic/Latino adults are predicted to develop type 2 diabetes during their lives.

“People with type 1 diabetes are at a heightened risk for health complications as they age. They all deserve access to care and treatment, no matter their no matter their race, income, ZIP Code, age, education, or gender,” said Robert Gabbay, MD, PhD, ADA chief scientific and medical officer. “The findings from the studies presented at this year’s Scientific Sessions are encouraging, as we strive to develop innovative, evidence-based solutions to support a diverse population of people living with diabetes and maintain their care.”

The survey found 87% of participants supported NMF’s efforts to dismantle structural and systemic racism, emphasizing the importance of diversity in the health care workforce. Additionally, 75% of respondents strongly agreed on the urgent need to increase the presence of physicians of color to enhance outcomes for underserved communities, showcasing the critical role NMF plays in diversifying health care.

National Medical Fellowships, Inc. is the only private national organization devoted to providing scholarships and support for students underrepresented in medicine and the health professions. Founding in 1946 as one of the first diversity organizations in the U.S., NMF has since provided over $45 million to more than 32,000 students and aspiring health professionals.

The use of CGM reduces HbA1c and is recommended by the American Diabetes Association within 12 months of a type 1 diabetes diagnosis. This study examines the impact of insurance, race, and ethnicity on the timing of CGM initiation in children with type 1 diabetes and compares glycemic control between those who start CGM within six months of diagnosis versus later.

Children up to age 21 diagnosed with T1D at UCSF Benioff Children’s Hospitals between February 2015 and September 2021 (n = 270) were grouped by CGM initiation time. Insurance, race, and ethnicity were analyzed using one-way ANOVA (Kruskal-Wallis H-test) to determine if samples originated from the same distribution. T-tests and Wilcoxon tests compared early and late CGM initiation. Data normality was assessed with QQ plots and density plots.

Results showed that on average publicly insured children started CGM within six months, while privately insured children started CGM within two months. Similar delays were

1 1/2 cups (2 medium) sweetpotatoes

1/2 teaspoon salt

1/4 teaspoon pepper

1/2 tablespoon chili powder

2 tablespoons olive oil

1 cup mango

1/2 green bell pepper

1/2 red bell pepper

1/2 cup purple onion

1 jalapeno

1/4 cup cilantro

1 tablespoon fresh-squeezed orange juice

1 tablespoon fresh-squeezed lemon juice

1 tablespoon fresh-squeezed lime

juice

chips or crackers

Heat oven to 400 F.

Peel, rinse and cube sweetpotatoes 1/4 inch or smaller. Toss sweetpotatoes with salt, pepper, chili powder and olive oil.

Spread on baking sheet and roast 20 minutes.

Peel and cube mango. Seed and cube bell peppers. Dice onion. Seed and dice jalapeno. Finely chop cilantro.
