SPRINGFIELD – Minimum wage workers in Illinois will see a boost in their hourly pay to $12 per hour starting Jan. 1, while tenants in affordable housing units will be allowed to keep pets.
Those are just some of the more than 300 new laws that take effect in the new year.
The minimum wage increase is actually the result of a 2019 law that phases in a state minimum wage to $15 an hour by 2025. This year, it will increase by one dollar to $12 an hour.

SPRINGFIELD – When Illinois high school students sit down to take their annual state assessments next year, they will take a different exam than in recent years.
The Illinois State Board of Education recently announced that starting next spring, it will use the ACT exam rather than the SAT. Both are standardized tests that measure students’ proficiency in core subjects such as English language arts and math. Both are also commonly used for college admissions – although many colleges and universities have stopped requiring them – as well as scholarship applications.
Illinois, however, also uses them as part of the battery of tests schools administer each year to meet federal mandates under the Every Student Succeeds Act. Results of those tests are reported each year on the Illinois Report Card and are used to hold schools and districts accountable for meeting basic academic standards.
Admissions Act requiring all public universities and community colleges to adopt a “test-optional” policy for admissions, meaning students could voluntarily choose whether to include them in their application package. But ISBE continued using the tests as part of its federally mandated statewide assessments.
The upcoming switch to the ACT exam came about through ISBE’s routine procurement process. The agency’s contract with the College Board, the nonprofit corporation that operates the SAT, was set to expire on June 30, prompting the agency to open a new bidding process.
The state board agreed to open the bidding process and solicit sealed proposals from testing companies at its regular monthly meeting in September 2023. The decision to award a six-year, $53 million contract to ACT was finalized in May.

Vehicle taxes: SB58 raises the private vehicle tax, which is a sales tax paid on the purchase of vehicles, by $75 for each model year where the purchase price is less than $15,000 and by $100 for vehicles priced above that amount. However, the registration fee for trailers weighing less than 3,000 pounds will drop to $36 instead of $118.
Illinois started using the SAT with Essay as the state assessment for 11th grade students in spring 2017. Two years later, it began using the PSAT 8/9 exam for 9th grade students and the PSAT 10 for high school sophomores.
At the time, according to ISBE, incorporating a college entrance exam into the state’s annual assessment program was considered a bonus because it gave nearly all graduating high school students a reportable score, paid for by the state, which they could then use for college and scholarship applications.
In recent years, though, many colleges and universities stopped requiring either the SAT or ACT as part of their application and admission processes.
According to an FAQ document that ISBE has circulated, one of the advantages of switching exams is the ACT includes a science component, whereas the SAT only covered the core subjects of reading, writing and math. That means 11th grade students will no longer have to take a separate Illinois Science Assessment, thereby reducing overall testing time.
The change also means that students who still want to take the SAT or the PSAT/National Merit Scholarship Qualifying Test will have to do so on their own, in addition to the statewide ACT accountability exam. Local schools and districts will have the option of choosing whether to administer those tests during the school day, but the state will not pay for students to take those tests.

CHICAGO — Governor JB Pritzker announced that the U.S. Department of Labor (DOL) has awarded three Illinois organizations nearly $19 million total for apprenticeship training programs through the Apprenticeship Building America Grant Round 2 (ABA2). The Board of Trustees at University of Illinois in Chicago, the Inter-Industry Conference on Auto Collision Repair in Hoffman Estates, and the Illinois Foundation of SkillsUSA VICA in Pekin were all awarded grants.
FOID card changes: HB562 enacts several changes to the Firearm Owner Identification card law. Among other things, it provides for a streamlined renewal process for FOID cards and Concealed Carry Licenses for people who voluntarily submit fingerprint records. It also allows the Illinois State Police to issue a combined FOID card and Concealed Carry License to qualified applicants, and it establishes a new Violent Crime Intelligence Task Force to take enforcement action against people with revoked FOID cards.

For the past year, Dr. Bell-Jordan has served as Interim President at NEIU, a public university that stands out in Chicago’s higher education landscape for its inclusion of full-time, transfer, non-traditional, graduate, and international students.

She has since held various leadership roles, including serving as CMT Department Chair, Associate Dean in NEIU’s College of Arts and Sciences, and Interim Dean. She was appointed Dean of the College of Arts and Sciences in March 2020 and took on the role of Interim President on July 1, 2023.

CHICAGO — Governor JB Pritzker announced Stellantis’ Belvidere plant as the recipient of $334 million in federal funding through the United States Department of Energy’s Domestic Manufacturing Conversion Grant Program. This marks a major milestone in the mission to reopen the Belvidere assembly plant.
“For nearly two years we have been intensely focused on creating an environment in the state for the successful return of the Stellantis plant in Belvidere,” said Governor JB Pritzker. “Because of this funding and the work we’ve done to make Illinois an EV manufacturing hub, this facility will make our state’s clean energy economy stronger than ever before. I am deeply thankful to our partners in the federal government for recognizing our work, awarding us this critical funding, and joining us in our mission to create 21st century jobs in our state.”
“The restarting of the Belvidere Assembly Plant is a win for our state, our economy, and union workers. In addition to the reopening of the Belvidere assembly plant, Governor Pritzker has secured agreements from Gotion to build electric vehicle (EV) battery gigafactory in Manteno – which represents the largest manufacturing investment in decades and the largest EV battery investment to date, as well as REV agreements with Manner Polymers in Mt. Vernon, who is building a first-of-its kind solar-powered PVC compounding plant using clean energy generated on-site; Prysmian Group in Du Quoin, whose $64 million expansion will manufacture cables for the renewable energy and electric vehicle sector; and Rivian, which has invested over $2 billion in Normal and produced over 100,000 vehicles since production began in 2021.
So far, the state has set aggressive goals of 1 million EVs on Illinois roads by 2030, invested in charging infrastructure, offered unique incentives for manufacturers to build facilities, train workers, and create thousands of 21st century jobs. EAST ST. LOUIS—Governor JB Pritzker joined local officials and stakeholders to celebrate two major openings in the Metro East area. The Governor attended the opening of a new public safety center in Emerson Park Transit Center in East St. Louis, combining public safety with transit operations to better meet the needs of the surrounding area. The Governor also attended a ribbon cutting at the new Southwestern Illinois College (SWIC) Manufacturing Training Apprenticeship Building.
Rebuild Illinois and many other state programs, we’re making the crucial investments that communities like Metro East need to stay safe and build a stronger, more educated community,” said Governor JB Pritzker. “Providing young people with the skills for a 21st century career and giving our first responders and Metro East residents a safe landing place are both examples of the best of what government can do when it truly works for the people it serves.”
The 16,000 square foot public safety center includes a 911 Emergency Dispatch Center, office space for St. Clair County MetroLink Sheriff’s Deputies, and public restrooms and a water fountain for transit riders and operators. It will soon also be home to the Metro Transit Operations Control Center. Nearly $10 million of the $15 million project came through a Rebuild Illinois grant initially awarded in January 2022.

more than $200 million made available via Rebuild Illinois to downstate transit agencies through competitive grants administered by IDOT. Other awards have included the purchase of new vehicles as well as the construction of bus shelters, stations and maintenance facilities to expand and improve service, provide more transportation options in communities across the state, and promote an enhanced quality of life. Rebuild Illinois also is providing $98 million to extend MetroLink from near Scott Air Force Base to MidAmerica St. Louis Airport.
The building will also feature an expansive dispatch floor with state-of-the-art technology, a conference room, office space, a training area, holding cells, a break room, call center, server room and more. The project expands on efforts to address safety through early intervention, with Chestnut Health Systems launching a program in partnership with the St. Clair County Transit District to help address mental health needs. Care teams already have been deployed to assist riders with mental health and homelessness issues as well as providing recommendations for food and other assistance.
The SWIC Manufacturing Training Academy, first announced by Governor Pritzker in 2021, will offer training in industrial electricity, robotic and automated welding, precision machining concentrations, and EV technologies, among other pro -
grams. $7.5 million of the $15 million facility was funded by the State of Illinois through Rebuild Illinois.
The addition of this facility allows SWIC to double potential enrollment numbers, with goals set for 40% of students identifying as people of color and 25% identifying as women – including efforts to recruit and retain diverse faculty and staff. Alongside that, this academy will shape a new curriculum built for a new age of manufacturing, focused on sustainability and emerging industries.
Heartland Community College in Normal also opened a state-of-the-art manufacturing facility this year, providing central Illinois with opportunities for training and education. Illinois was recently ranked #1 in the Midwest for workforce development infrastructure, in part thanks to initiatives like the manufacturing training academies.
