SPRINGFIELD – Minimum wage workers in Illinois will see a boost in their hourly pay to $12 per hour starting Jan. 1, while tenants in affordable housing units will be allowed to keep pets.
Those are just some of the more than 300 new laws that take effect in the new year.

The minimum wage increase is actually the result of a 2019 law that phases in a state minimum wage to $15 an hour by 2025. This year, it will increase by one dollar to $12 an hour.

The final bill signed prohibits discrimination against people for their reproductive health decisions, including abortion, in vitro fertilization and fertility treatment.

“Some patients share their stories with me, they share their rage about what forced them to come to Illinois for basic medical care,” she said. “They were turned away because providers are afraid of criminalization and prosecution for even discussing abortion with a patient. This is not what health care is supposed to be.”

Vehicle taxes: SB58 raises the private vehicle tax, which is a sales tax paid on the purchase of vehicles, by $75 for each model year where the purchase price is less than $15,000 and by $100 for vehicles priced above that amount. However, the registration fee for trailers weighing less than 3,000 pounds will drop to $36 instead of $118.
One federal law Illinois lawmakers sought to codify in case it is struck down is the Emergency Medical Treatment and Active Labor Act, or EMTALA, which allows practitioners to perform abortions in medical emergencies. The U.S. Supreme Court declined to hear a case against EMTALA in June, although it could come back before the high court once it advances further in the lower courts.
Pritzker at the time called the high court’s decision a “small respite,” but he said it was also important to be proactive as a state in case of any further U.S. Supreme Court rulings.
Attorney General Kwame Raoul said Illinois’ protections will help people in nearby states that have enacted abortion restrictions.
“We have Indiana with a near abortion ban – near-total abortion ban, Missouri banning abortions without exception for rape and incest, Kentucky the same, and Iowa’s recently enacted six-week ban,” Raoul said. “That is horrific, but it lifts us up as a safe haven.”

America’s High School Students to Descend Upon Walt Disney World Resort f or HBCU Week Foundation College Fair in October

The HBCU Week Foundation is bringing its college fair to Walt Disney World Resort for the second time, continuing Walt Disney World’s support of Historically Black Colleges and Universities (HBCUs).
The HBCU Week Foundation is a nonprofit organization that encourages high school age youth to enroll into HBCUs, provides scholarship dollars for matriculation and sustains a pipeline for employment from undergraduate school to corporate America. It’s a two-day event that takes place every other year and is happening Oct. 23-24 this year at ESPN Wide World of Sports Complex, which last hosted the event in 2022.
The event will feature a reception along with a college fair that’s expected to draw nearly 8,000 high school students from across the Southeast and beyond, making it one of the foundation’s largest-ever. And there will be lots of Disney magic sprinkled throughout the event, including appearances by beloved Disney characters, entertainment, music and some special surprise moments that can only happen at The Most Magical Place on Earth.
The 2022 event at Walt Disney World featured more than 8,000 attendees and over $11 million in scholarships, which were both event records at that time.

Just in the past year, we changed the way that we looked at our underwriting. We got smart about how we looked at student loan debt and making if someone who is becoming a homeowner for the first time, the only thing they have to show is how they’ve paid their rent.”

Over four days, NAREB hosted a series of comprehensive panels, sessions, and workshops providing its members, known as Realtists, with data, counsel, and information that will better prepare them to assist consumers, particularly Black families, and individuals, with selling and buying homes, and building Black wealth, for instance.
NAREB is committed to increasing Black homeownership, the leading driver of Black wealth. The BlackWhite wealth gap is so expansive in the United States that the 400 wealthiest Americans control the same wealth as all 48 million Blacks living in the country. The wealth imbalances perpetuate the racial disparities in housing, education, employment, income, and health that create inequitable environments nationwide.
Last fall, NAREB launched a Building Black Wealth Tour that has hosted events in more than 100 cities around the country, where NAREB and its partners host classes, workshops, and one-on-one counseling on homebuying, investing, credit, and careers in real estate. There are two million African Americans who are mortgage-ready but are not homeowners.

US Rep. Kelly Tours New Electric School Bus for Hoover-Schrum Memorial School District 157
The School District received $1.72M in federal funding to purchase five electric buses
Calumet City, Ill. – Congresswoman Robin Kelly (IL-02) presented HooverSchrum Memorial School District with $1,725,000 in federal funding to purchase five new electric school buses. Rep. Kelly toured a model of the bus from Illinois manufacturer Lion Electric, along with Calumet City Mayor Thaddeus Jones, Hoover-Schrum Memorial Superintendent Dr. Dwayne Evans, US EPA Region Chief of Staff Alfred Saucedo, and Lion Electric Director of Government Relations Brian Robb.
“These funds go directly into our children’s future: for their education, health, and environment. I can think of no better investment,” said Rep. Kelly. “Our children deserve to breathe clean air. By replacing old buses with electric ones that produce zero tailpipe emissions, our children will be healthier and happier.”
The Biden-Harris Administration’s Bipartisan Infrastructure Law provided an unprecedented $5 billion nationwide to upgrade school buses. Rep. Kelly also helped bring $2,760,000 to Lansing School District 158 for eight electric buses.
“Today’s announcement marks a significant investment from EPA and the Biden-Harris Administration in the transition to clean, zero-emission school transportation,” said Saucedo, US EPA Region Chief of Staff. “Getting diesel buses off the road will go a long way to helping students breathe a little easier on their way to school and help to address the generational challenge of climate change.”
Diesel-fueled vehicles have been linked to asthma and other conditions that harm children’s health.
“By shifting to electric buses, we are taking steps toward a more sustainable future and creating a clean and healthy environment in which our students can thrive,” Superintendent Dwayne Evans said.
The buses are produced in Joliet, Illinois, by Lion Electric.

AMA Joint Report Studies Impact of Obstetric and Gynecological Facility
Closures on Maternal, Infant Health in Chicago
CHICAGO—Obstetric and Gynecological (OB/GYN) facility closures have significantly negatively affected maternal and infant health on Chicago’s south and west sides, according to a joint report by the American Medical Association (AMA) and Sinai Urban Health Institute, with support from March of Dimes.
The report, titled “From Facilities to Outcomes: A Neighborhood-Level Examination of Maternal and Infant Care Access in Chicago,” highlights the potential impacts of maternity care deserts and measures maternal health care access at a zip code level within the City of Chicago based on three categories: low access, medium access, and full access.
these communities. This has created a cycle of disjointed, disconnected care for patients in these neighborhoods, a higher level of burnout for physicians and physicians leaving the profession altogether.”
According to the report, low, moderate, and full maternal care access is distributed unequally across the City of Chicago. Most low-access zip codes are located on the south and west sides of the city, while most of the full-access zip codes are located downtown and on the north side of the city.
The report found that since 2018, three OB/GYN facilities that were more convenient for residents of the south and west sides have closed. The number of OB/GYN physicians available to childbearing female residents in those areas ranged from zero to 43, with many of the zip codes on the south and west sides having access to none. These closures require expectant mothers to travel outside of their neighborhoods to receive routine or specialty OB/GYN care.
“The health of medically disenfranchised patients and the health of their babies suffer when pregnant patients don’t have access to care in their communities,” said AMA President-elect Bobby Mukkamala, M.D. “With closures of health care facilities compelling patients to travel for necessary care, patients experience worse health outcomes. Accompanying ramifications include a decrease in recruiting new physicians into particular specialties such as emergency medicine, family medicine and obstetrics in

Families in more than onethird of counties in the US have no access to maternity care, putting moms and babies at risk for negative birth outcomes,” said Chicago March of Dimes Senior Executive Director, Ashley Thies. “Steps need to be taken now to ensure all moms receive the care they need to have healthy pregnancies and strong babies.”
“Our research underscores the unique challenges of maternal health care access in urban areas like Chicago, where social determinants of health play a crucial role,” said Melissa Gutierrez-Kapheim, Director of Health Equity & Assessment Research at Sinai Urban Health Institute. “The use of neighborhood-level data is essential for effectively targeting our limited resources and measuring impact, allowing us to address maternal health disparities.”
A maternal health care access measure was created for the report by combining three variables at the zip code level: 1) the ratio of OB/GYN physicians to number of women of childbearing age (ages 15 to 44) within a zip code 2) severe maternal morbidity and 3) hardship index—a measure of hardship on a community made up of six indicators: crowded housing, poverty rate, unemployment rate, adults with a high school diploma or equivalent, age dependency ratio and per capita income.
The report found that maternal health care access across Chicago coincides with the distribution of race and ethnicity. Most zip codes with low access to maternal health
care are not only located on the south and west sides of the city but are also in zip codes with a population of mostly Black residents. The next highest proportion of zip codes with low maternal care access overlapped with zip codes where the majority of residents are Hispanic/Latino.
Additional findings in the report state that:
The number of obstetric and gynecological beds in Cook County ranges from 12 to 134, and neonatal intensive care units (NICUs) bed capacity in Cook County ranged from eight to 86 with most located downtown, in the medical district. Of the 14 NICU units in Cook County, only one facility on the south side and two on the west side (all outside of the city) specialize in high-risk pregnancies.
The Chicago maternal morbidity rate is 74.1 per 10,000 deliveries and ranges from 15.6 to 172.8 per 10,000 by zip code and concentrated some of the highest rates occurring in zip codes without hospitals and in zip codes with lower numbers of practicing OB/GYN physicians.
Areas with high rates of inadequate pre-natal care—care that begins after four months of gestation— coincided with areas (highly concentrated on the city’s south and west side) with few or no registered OB/ GYN providers and areas that are farther away from hospitals with a high capacity for maternal and infant care.
Living on the south and west sides was also correlated with higher rates of infant deaths, higher rates of preterm births (before 37 weeks), and higher rates of low (less than 2,500 grams) and very low (less than 1,500 grams) birthweights.
Facility closures appeared to have had the greatest impact on those who scored highest on the hardship index. Areas with high maternal morbidity and high infant mortality were also found to be areas facing high social and economic stress.
The joint report makes recommendations to support mothers and their babies including the use of virtual care to bridge in-person appointments, support from foundations and community programs, diversifying the maternal health care workforce and education funding to expand the maternal health workforce.

Generation X and Millennials in U.S. Have Higher Risk of Developing 17 Cancers
Compared to Older Generations, New Study Suggests
CHICAGO — A new large study led by researchers at the American Cancer Society (ACS) suggests incidence rates continued to rise in successively younger generations in 17 of the 34 cancer types, including breast, pancreatic, and gastric cancers. Mortality trends also increased in conjunction with the incidence of liver (female only), uterine corpus, gallbladder, testicular, and colorectal cancers. The report was published on July 31 in the journal The Lancet Public Health.
“These findings add to growing evidence of increased cancer risk in post-Baby Boomer generations, expanding on previous findings of early-onset colorectal cancer and a few obesity-associated cancers to encompass a broader range of cancer types,” said Dr. Hyuna Sung, lead author of the study and a senior principal scientist of surveillance and health equity science at the American Cancer Society. “Birth cohorts, groups of people classified by their birth year, share unique social, economic, political, and climate environments, which affect their exposure to cancer risk factors during their crucial developmental years. Although we have identified cancer trends associated with birth years, we don’t yet have a clear explanation for why these rates are rising.”
In this analysis, researchers obtained incidence data from 23,654,000 patients diagnosed with 34 types of cancer and mortality data from 7,348,137 deaths for 25 types of cancer for individuals aged 25–84 years for the period Jan 1, 2000, to Dec 31, 2019, from the North American Association of Central Cancer Registries and the U.S. National Center for Health Statistics, respectively. To compare cancer rates across generations, they calculated birth cohort-specific incidence rate ratios and mortality rate ratios, adjusted for age effect and period effect, by birth years, separated by five-year intervals, from 1920 to 1990.
Researchers found that incidence rates increased with each successive birth cohort born since approximately 1920 for eight of 34 cancers. In particular, the incidence rate was approximately two-to-three times higher in the 1990 birth cohort than in the 1955 birth cohort for pancreatic, Kidney, and small intestinal cancers in both male and female individuals; and for liver cancer in female individuals. Additionally, incidence rates increased in younger cohorts, after a decline in older birth cohorts, for nine of the remaining cancers including breast cancer (estrogen-receptor positive only), uterine corpus cancer, colorectal cancer, non-cardia gastric cancer, gallbladder cancer, ovarian can-
cer, testicular cancer, anal cancer in male individuals, and Kaposi sarcoma in male individuals. Across cancer types, the incidence rate in the 1990 birth cohort ranged from 12% for ovarian cancer to 169% for uterine corpus cancer higher than the rate in the birth cohort with the lowest incidence rate. Notably, mortality rates increased in successively younger birth cohorts alongside incidence rates for liver cancer (female only), uterine corpus, gallbladder, testicular, and colorectal cancers.
“The increase in cancer rates among this younger group of people indicate generational shifts in cancer risk and often serve as an early indicator of future cancer burden in the country. Without effective population-level interventions, and as the elevated risk in younger generations is carried over as individuals age, an overall increase in cancer burden could occur in the future, halting or reversing decades of progress against the disease,” added Dr. Ahmedin Jemal, senior vice president, surveillance and health equity science at the American Cancer Society and senior author of the study. “The data highlights the critical need to identify and address underlying risk factors in Gen X and Millennial populations to inform prevention strategies.”
