SPRINGFIELD – Minimum wage workers in Illinois will see a boost in their hourly pay to $12 per hour starting Jan. 1, while tenants in affordable housing units will be allowed to keep pets.
Those are just some of the more than 300 new laws that take effect in the new year.
The minimum wage increase is actually the result of a 2019 law that phases in a state minimum wage to $15 an hour by 2025. This year, it will increase by one dollar to $12 an hour.

It provides that tenants of multifamily housing units that are acquired, built or renovated with money from the Illinois Affordable Housing Trust Fund may keep up to two cats or one dog weighing less than 50 pounds. It applies to residents of housing units that are designated as affordable housing for low- and very-lowincome families. The bill passed both chambers in its final form on May 30 and Gov. JB Pritzker signed it into law Aug. 6.

Jeannie McDuffie was born on October 2nd, 1920, in Pine Bluff, Arkansas. She graduated from Philander Smith College in 1937 with a bachelor’s degree in education. She spent the better part of 35 years as a teacher in the Arkansas School system. Moreover, she made history by being one of the first African American teachers hired in the racially tense Fordyce Grammer School district in the early 1940s.

Vehicle taxes: SB58 raises the private vehicle tax, which is a sales tax paid on the purchase of vehicles, by $75 for each model year where the purchase price is less than $15,000 and by $100 for vehicles priced above that amount. However, the registration fee for trailers weighing less than 3,000 pounds will drop to $36 instead of $118.

FOID card changes: HB562 enacts several changes to the Firearm Owner Identification card law. Among other things, it provides for a streamlined renewal process for FOID cards and Concealed Carry Licenses for people who voluntarily submit fingerprint records. It also allows the Illinois State Police to issue a combined FOID card and Concealed Carry License to qualified applicants, and it establishes a new Violent Crime Intelligence Task Force to take enforcement action against people with revoked FOID cards.
Early in her marriage to her beloved husband, the late Isiah McDuffie, they allowed their eldest daughter Loriece to go off to college at the early age of 15. During her first semester away the McDuffie’s younger three teenaged children were instantly killed when the car they were in with an older relative was hit by an 18-wheeler that ran a traffic light. Unfortunately, Mother McDuffie has outlived her husband and three of her four children. Her only living child, Loriece McDuffie Carlton, also lives in Olympia Fields, Illinois. Mother McDuffie also has two grandchildren and six great grandchildren.

CHICAGO – The Finance Committee recently approved an ordinance granting the City of Chicago authorization to issue $1.5 billion in General Obligation (GO) bonds and for the Sales Tax Securitization Corporation (STSC) to issue STSC bonds to refinance or tender certain outstanding City GO bonds and STSC bonds. The combined refinancing and tender are expected to generate approximately $110 million in present value savings based on current market conditions. The STSC was created in 2017 and has higher bond ratings than the City’s GO bonds. The primary purpose of STSC bonds is to refinance GO bonds, and further lower the City’s debt service costs.
The $1.5 billion GO/STSC ordinance to be considered by the City Council on Wednesday, October 9, 2024, adheres to best practices of responsible debt management. The ordinance specifically stipulates that the entire $1.5 billion amount can only be used for cost-saving refinancing purposes. Any other use of bond proceeds would require an amendment passed by City Council. The bond proceeds cannot be used for operating costs. The authorization allows for up to $1.5 billion of bonds, but the City will not issue the full amount unless the transaction provides debt service savings.
“The City of Chicago is committed to finding innovative and responsible ways to meet our financial challenges while prioritizing the long-term stability of our
budget,” Mayor Brandon Johnson said. “This refinancing plan represents another important step in creating a stronger financial foundation for our city—one that benefits all Chicagoans.”
Much like a homeowner refinancing a mortgage, the City will issue new bonds at lower interest rates to replace higher-interest bonds that are currently outstanding in order to achieve cost savings. On January 1, 2025, $850 million of the City’s GO bonds will be callable (i.e.: eligible to be refinanced through a call action). In addition, the City plans to use a tender process to purchase approximately $500 million of GO and STSC bonds and refinance those bonds for savings. Under this plan of finance, outstanding debt that carries an average interest rate of 5.62 percent will be replaced with new debt with a much lower cost in the range of 3.75 percent.
The City has executed many refinancings in the past, including separate refinancings of Midway Airport, wastewater system, and water system debt earlier this year in order to achieve cost savings for those respective City enterprises.
The refinancing is pending City Council approval. The City and STSC anticipate issuing the bonds as early as late October 2024. The minority underwriter representation on the GO/STSC refinancing transaction is targeted to be over 40 percent, which is commensurate with previous transactions.

Everyone needs to consider having a power-of-attorney aka POA in place. Why? There may come a time in your life when you are not capable of making decisions for yourself. POA’s provide you with an opportunity, while you are of sound mind and body, to delegate a person to make medical and/or financial decisions on your behalf.
It cannot be stressed enough how important it is to get a POA in place if you are not married. If married, without an POA, your spouse can make decisions for you, should you become incapable of making decisions yourself. However, if you do not have a spouse and by accident or illness you become incapable of making decisions, what will be your fate? Too often singles in long-term relationships would want their partner to make decisions for them; however, without a POA this is unlikely.
It is said, “an ounce of prevention is worth a ton of cure.” I hope that you and your spouse or partner make the decision today to put POA’s in place. It’s always better to have it and not need it, than…you know the rest.

Seafood seasoning, to taste
1 bottle Mexican beer
2 Maine Lobsters (about 3 pounds)
black pepper, to taste
2/3 cup lard, vegetable shortening or olive oil
1/4 cup unsalted butter flour or corn tortillas
2 cups red rice
1 cup refried black or pinto beans
1 cup pico de gallo
1 cup salsa verde
6 lemon wedges
Bring large pot of water to boil. Season with seafood seasoning, to taste, and a few splashes of Mexican beer. Boil lobsters 3 minutes.
Remove and split lobsters in half down middle.
Thoroughly rinse shell and lobster meat, discarding green intestines and black vein running down center of tail.
Lightly season lobster halves with seafood seasoning and black pepper, to taste.
In deep-frying pan, heat lard. Fry each lobster half 5 minutes on each side. Set aside to drain on paper towel-lined plate.
To serve, scoop lobster meat onto tortilla with rice, beans, pico de gallo, salsa verde and squeeze of lemon.

1 Maine Lobster (about 1 1/2 pounds)
1 1/2 tablespoons fresh lime juice
1 small red or white onion, minced or sliced 2 tablespoons fresh cilantro, chopped 1 tablespoon jalapeno, seeded and minced 1-2 tablespoons extra-virgin olive oil or avocado oil flaky sea salt, to taste saltines, tortilla chips or plantain chips, for serving
Bring large pot of salted water to boil. In large bowl, prepare ice bath with 2 quarts water and lots of ice.
If using whole lobster, split lobster in half and use dish towel to twist off claws and tail. Discard body.
Boil tail and claws 1 1/2 minutes. Remove tail from water and place in ice bath. Allow claws to boil 1 1/2 minutes longer. Remove and place in ice bath.
On chopping board, shell lobster tail and claws. Discard shells. Roughly chop into pieces.
In medium bowl, toss lobster and lime juice. Refrigerate 1 hour. When ready to serve, add onion, cilantro and jalapeno to bowl with lobster; toss to combine. Arrange on plate or in serving glass. Drizzle with oil and top with flaky sea salt, to taste. Serve with saltines, tortilla chips or plantain chips.
