SPRINGFIELD – Minimum wage workers in Illinois will see a boost in their hourly pay to $12 per hour starting Jan. 1, while tenants in affordable housing units will be allowed to keep pets.

Those are just some of the more than 300 new laws that take effect in the new year.

The minimum wage increase is actually the result of a 2019 law that phases in a state minimum wage to $15 an hour by 2025. This year, it will increase by one dollar to $12 an hour.

AURORA – A Texas-based company broke ground on a new data center in Aurora on Wednesday, the latest in a boom of data storage facility developments in northern Illinois.

Gov. JB Pritzker at the groundbreaking hailed the project as another victory for his administration’s economic development strategy and noted the project will bring with it hundreds of union construction jobs.

Data centers are large facilities used for housing computers that digitally store, process and distribute information. They can either be developed for a single client – like Microsoft or Facebook’s parent company Meta – or function as “colocation” centers like the one being developed in Aurora. Those rent out space and equipment to a variety of clients.

The move plays into the Pritzker administration’s broader economic development strategy. Business incentives, like those offered to CyrusOne, featured prominently in the Department of Commerce and Economic Opportunity’s five-year plan released in August.

The Data Centers Investment Program, which has provided tax incentives to CyrusOne, is one of several programs developed in recent years to attract business to Illinois.

Other programs include the Reimagining Energy and Vehicles program, which has granted around $1 billion of incentives since 2021, and programs focused on startups, quantum computing and film production.

But data centers in particular pose a unique challenge to the state due to the amount of electricity necessary to keep them running 24 hours a day.

Vehicle taxes: SB58 raises the private vehicle tax, which is a sales tax paid on the purchase of vehicles, by $75 for each model year where the purchase price is less than $15,000 and by $100 for vehicles priced above that amount. However, the registration fee for trailers weighing less than 3,000 pounds will drop to $36 instead of $118.

The development by CyrusOne – the company’s second in Aurora – is expected to be complete in two years, according to the governor’s office. It is set to receive a tax incentive package as part of the state’s “Data Centers Investment Program.”

That program provided more than $650 million of incentives to other data center projects between 2020 and 2023 – including $25 million for a different CyrusOne development in 2022.

Pritzker on Wednesday positioned Illinois’ grid as an asset to attract data center investment by saying electricity in Illinois is “readily available and reliable.”

But CMRE, the world’s largest real estate services and investment firm, noted in a June report on data center markets that procuring electricity in the Chicago region “poses a significant challenge” to data center development. Data centers – as well as other energy-intensive developments like electric vehicle battery manufacturing – often require months to years of work with utility companies to ensure that enough electricity can be delivered to new facilities.

College admissions: HB226, establishing the Higher Education Fair Admissions Act, prohibits public colleges and universities from requiring applicants to submit SAT, ACT or other standardized test scores as part of the admissions process, although prospective students may choose to submit them if they wish.

Those tax breaks, according to the Department of Commerce and Economic Opportunity, have resulted in $6.5 billion in required investments, $11 billion in total investments and 469 new permanent jobs.

“We have chased down every potential dollar of private investment we could find and leveraged every incentive and grant at our disposal to attract and build up existing and new industries,” Pritzker said.

Commonwealth Edison, the electric utility for most of northern Illinois, serves every single data center that’s received state backing since 2020.

ComEd CEO Gil Quiniones was at CyrusOne’s groundbreaking ceremony and noted an “explosion of data center investment” in northern Illinois.

The utility is currently in the process of requesting approval for a revised grid plan with state regulators at the Illinois Commerce Commission which details some of the costs of building new data centers.

FOID card changes: HB562 enacts several changes to the Firearm Owner Identification card law. Among other things, it provides for a streamlined renewal process for FOID cards and Concealed Carry Licenses for people who voluntarily submit fingerprint records. It also allows the Illinois State Police to issue a combined FOID card and Concealed Carry License to qualified applicants, and it establishes a new Violent Crime Intelligence Task Force to take enforcement action against people with revoked FOID cards.

The company’s proposed plan, filed earlier this year, includes $430 million of spending to support data centers – about 24% of their total “new business investments.” Under the plan, that spending would contribute to increased costs for electricity bills in ComEd’s service territory.

In that filing, the company noted a “steep increase in proposed large load projects.” These projects often require hundreds of times more electricity than big box stores like Wal-Mart.

Officials in the Illinois attorney general’s office and by the staff of the Illinois Commerce Commission criticized ComEd’s proposed allocation of funding toward data center developments in ICC filings made public in September.

DETROIT, PRNewswire -- Philander Smith University and Southern University students took top honors in the sixth annual Moguls in the Making entrepreneurial pitch competition, where 50 students from Historically Black Colleges and Universities (HBCUs) developed innovative and impactful solutions to address economic mobility challenges in Detroit.

The competition, held October 2-6, was hosted by Ally Financial (NYSE: ALLY) in collaboration with the Thurgood Marshall College Fund (TMCF), the largest organization exclusively representing the Black college community. This year’s event took place in Detroit at The Icon building, home to the state’s only HBCU, and the nation’s only design-focused HBCU, Pensole Lewis College.

On the final day, each team presented their business plan to a panel of judges who awarded prizes to the top four teams based on the pitch. Members of those top teams each received a scholarship for the 2025 school year, guaranteed offers of a paid internship at Ally for summer 2025, and other prizes to support their education.

Everything Collegiate, owned and operated by Terance Harmon for over 20 years, holds more than 85 brand licenses for colleges, societies, and fraternities. As a primary vendor to over 60 colleges, including 39 HBCUs, it provides thousands of custom collegiate products including apparel, shoes, and giveaway items.

“This partnership marks a significant milestone in our journey,” said Harmon. “Our goal has always been to support and uplift HBCUs, and working with DSU has been a fulfilling step in that direction. I am excited to work with DSU on this historic move.”

DSU initially partnered with Everything Collegiate on a launch of merchandise last year at the time of the University’s branding update.

“Thanks to our team, the designs were met with an overwhelmingly positive response,” said Dr. Dawn Mosley, Senior Associate Vice President of Marketing and Communications. “Our students, faculty, staff,

and alumni were thrilled with the new products and kept asking for more. The key difference was that we had control over the design process, working closely to ensure it resonated with our brand and audience. It made perfect sense, as we best know what our audience wants.”

The partnership will begin with a select choice of merchandise for which Everything Collegiate will manage the distribution while continuing to assist DSU in growing its private brand inventory in additional retail spaces and online. This will allow the University’s products to reach a wider audience

while maintaining high standards of quality and authenticity.

“We’re no longer restricted to buying premade or mass-produced products that follow a standard design with our logo incorporated within,” Dr. Mosley said. “That’s not true ownership. We must protect what has taken over a century to build.”

However, existing relationships with retailers will continue to be a valuable resource for students and the campus community to purchase everyday branded items.

“We are not competing with our campus stores or partners who sell merchandise with our brand. We value their contributions and the royalties they generate,” Dr. Mosley said. “It’s simply smart business to establish our own revenue stream from custom products. This also creates an exciting opportunity for our students and alumni to share their unique design ideas, which can further support scholarships for our students.”

Gov. Pritzker Announces First Electric Vehicle Chargers Installed at Illinois State Parks

EAST ST LOUIS -- Governor Pritzker joined the Illinois Department of Natural Resources and local leadership to announce a donation of multiple electronic vehicle chargers to the state from the electric mobility company EVBox. Visitors to Illinois state parks will be able to conveniently charge their electric vehicles while camping overnight or stopping for an afternoon hike thanks to the company’s 40 Level 2 electric vehicle (EV) chargers, which will be placed at Illinois state parks, historic sites, museums, beaches, and other widely used public areas.

“I am proud to announce that the Illinois Department of Natural Resources has installed the first set of electric vehicle charging stations at four Illinois state parks with the help of our partners at EVBox,” said Governor JB Pritzker. “This is a milestone that brings us closer to reaching our ambitious goals of encouraging a reduction in fossil fuel emissions, advancing further electric vehicle adoption by making charging more convenient, and making it easier for people to explore all that our incredible state parks have to offer.”

Three of the chargers have been installed in state parks that are within 60 miles driving distance of St. Louis: Frank Holten State Park in East St. Louis, Eldon Hazlet State Recreation Area near Carlyle, and Washington County State Recreation Area near Nashville. A fourth charger was installed at Jim Edgar Panther Creek State Fish and Wildlife Area in Cass County in central Illinois.

“We know the future is electric and we’re committed to making sustainable transportation more accessible, not just for Illinois residents, but visitors too,” said Lt. Governor Juliana Stratton. “By bringing EV chargers to these sites, we are supporting our clean energy goals so more and more people can enjoy Illinois!”

These are the first EV chargers made available for public use by the State of Illinois. The state will not charge a fee for drivers to use the chargers.

Additional EVBox chargers will be installed at IDNR sites around Illinois, including Starved Rock State Park in LaSalle County, Giant City State Park in Jackson County, Shabbona Lake State Recreation Area in Dekalb County, William Powers State Recreation Area in Cook County,

and more.

To help advance electric mobility in their home state, EVBox, based in Libertyville, teamed up with the Illinois Department of Commerce and Economic Opportunity (DCEO) and the Illinois Department of Natural Resources (IDNR). Together, they worked on a plan designed to significantly boost the availability of charging stations statewide.

However, it has been my experience that, even with the training, too often elders do not fully understand the terms of their reverse mortgage and how it affects their families.
