SPRINGFIELD – Minimum wage workers in Illinois will see a boost in their hourly pay to $12 per hour starting Jan. 1, while tenants in affordable housing units will be allowed to keep pets.
Those are just some of the more than 300 new laws that take effect in the new year.
The minimum wage increase is actually the result of a 2019 law that phases in a state minimum wage to $15 an hour by 2025. This year, it will increase by one dollar to $12 an hour.

“Afterward, a pediatrician observed that the children ‘had been pulverized by bullets fired at them, decapitated,’ their ‘flesh had been ripped apart’ to such an extent ‘that the only clue as to their identities was blood-spattered cartoon clothes still clinging to them,’” the county’s brief states.
Cook County’s brief also includes a list of 17 mass shootings in the United States involving assault weapons between 1984 and 2022, as well as the July 13, 2024, attempted assassination of former President Donald Trump.
The state’s brief begins with a description of the Highland Park mass shooting, noting that “(i)n less than 60 seconds, the shooter fired approximately 83 shots into the families and community members gathered to celebrate the nation’s birthday. Seven people died, and an additional 48 people were wounded.”

Foxx’s office made its argument in briefs filed with the 7th Circuit Court of Appeals, where a three-judge panel will hear oral arguments Nov. 12 in a challenge to the county’s assault weapons ban.
First adopted in 1993, that law was strengthened in 2006, and again in 2013. It is now known as the Blair Holt Assault Weapons Ban, named after a Chicago teen who was killed in a 2007 shooting while protecting a high school classmate.
Both the state and county argue the military origins of assault weapons, combined with their lethal impact when used in mass shootings, place them in the category of “dangerous and unusual” weapons which, under the Heller decision, are outside the scope of Second Amendment protection.

College admissions: HB226, establishing the Higher Education Fair Admissions Act, prohibits public colleges and universities from requiring applicants to submit SAT, ACT or other standardized test scores as part of the admissions process, although prospective students may choose to submit them if they wish.
Both cases are among the numerous challenges to assault weapons bans that have been filed in recent years in Illinois and elsewhere. Those cases come as state and local governments look for ways to control the proliferation of increasingly deadly weapons on their streets while a conservative majority on the U.S. Supreme Court takes an increasingly expansive view of the Second Amendment’s protection of gun rights.
Both the state and the county also argue there is a long, historical tradition of regulating weapons that posed particular threats to public safety. They both cite laws from the first half of the 19th century banning Bowie knives, as well as later laws regulating pistols, revolvers, and “Tommy guns.”
Plaintiffs in both cases, however, argue there is a fundamental difference between the assault weapons banned under the state and county laws and the type of weapons used in the military – namely, that the laws ban “semiautomatic” weapons, which fire only one round with each pull of the trigger, while the military uses weapons that can fire in either semiautomatic or fully automatic mode, meaning they fire continuously with a single pull of the trigger until the trigger is released or the ammunition is depleted.

The court’s current standards for judging Second Amendment cases are spelled out in the 2008 decision District of Columbia v. Heller, and the 2022 decision in New York State Rifle & Pistol Association v. Bruen.
FOID card changes: HB562 enacts several changes to the Firearm Owner Identification card law. Among other things, it provides for a streamlined renewal process for FOID cards and Concealed Carry Licenses for people who voluntarily submit fingerprint records. It also allows the Illinois State Police to issue a combined FOID card and Concealed Carry License to qualified applicants, and it establishes a new Violent Crime Intelligence Task Force to take enforcement action against people with revoked FOID cards.
The Heller case held the right to bear arms is an individual right, not a collective right, and that the Second Amendment protects an individual’s right to own and carry weapons such as handguns that are commonly used for self-defense and other lawful purposes.
In the Bruen decision, the court went further to say that for a gun control law to pass constitutional muster, the government must show that the law is consistent with the nation’s “historical tradition of firearms regulations.”

In earlier proceedings, Judge Stephen P. McGlynn, who is presiding over the case in the Southern District of Illinois, issued a preliminary injunction blocking enforcement of the Protect Illinois Communities Act, saying the plaintiffs were likely to win on the merits of the case.
But the 7th Circuit Court of Appeals reversed that decision and the U.S. Supreme Court declined to review the case at this juncture, opting instead to remand it back to district court for full proceedings. The trial in that case ended Sept. 19, and McGlynn is expected to issue his ruling soon.
In the case challenging the Cook County ordinance, U.S. District Judge Rebecca R. Pallmeyer ruled March 1 in favor of the county, noting the 7th Circuit has ruled several times that assault weapons bans are constitutional, including an earlier challenge to the Cook County law. The plaintiffs are now appealing that decision. The appellate court will not release the names of the three judges assigned to hear the case until the morning of oral arguments Nov. 12.

Inspired by Monica L. The history of Black dandyism illustrates how Black people have transformed from being enslaved and stylized as luxury items, acquired like any other signifier of wealth and status, to autonomous, self-fashioning individuals who are global trendsetters. This exhibition will explore concepts that define Black dandyism specifically and uncover elements of productive tension that appear when considering the figure—such as ownership, authority and self-possession, ease, exaggeration, freedom, transgression, dissonance, and spectacularity. It will also highlight the aesthetic playfulness that the dandy engenders and the ways in which sartorial experimentation gestures at both assimilation and distinction—all while telling a story about self and society.”

Through the stories of stylish Black individuals across art, literature, music, and society, the exhibition will be organized around a series of characteristics that portray Black dandyism as an evolving sartorial mode—a group of concepts that describe a Black dandy but are not definitive. These characteristics—such as ownership, presence, ease, and cosmopolitan-ism—will also tell the Black dandy’s story over time. Representations of Black dandyism as both an aesthetic and a political construct will be exemplified through a range of media, such as garments and accessories, drawings and prints, and paintings, photographs, film excerpts, and more. These representations will explore the importance of sartorial style to the formation of Black identities in the Atlantic diaspora. Taken together, these narratives offer a history and description of Black dandyism as a discrete phenomenon that reflects broader issues of power and race relations in the Black diaspora.
Superfine: Tailoring Black Style will feature historical garments and accessories as well as contemporary garments by designers working in both the United States and Europe. The exhibition will also present drawings and prints, decorative arts, ephemera, paintings, photographs, and film excerpts by individuals whose work has been instrumental to the formation and understanding of Black identities and experiences from the 18th century to to-day.
The exhibition will be organized by Monica L. Miller, Guest Curator, Professor and Chair of Africana Studies, Barnard College, Columbia University, with Andrew Bolton, Curator in Charge; William DeGregorio, Associate Curator; and Amanda Garfinkel, Associate Curator, all in The Costume Institute; and with help from Kai Marcel, Research Assistant, The Costume Institute.
Miller and The Costume Institute’s curatorial team will consult with an advisory committee of scholars who will provide feedback on the exhibition. The committee members are Dr. Christine Checinska, Jason Cyrus, Thelma Golden, Deborah Tulani Salahu-Din, Jonathan Michael Square, and, from The Met, Dr. Denise Murrell, Merryl H. and James S. Stuffing:
1 small box biscuit mix
1 stick butter
2-3 stalks finely diced celery
1 finely diced onion
1 teaspoon poultry seasoning
1-2 cups chicken broth
1 bag cornbread stuffing mix
2 eggs, beaten salt, to taste pepper, to taste
6 Coleman Natural bone-in or boneless pork chops oil
1 teaspoon minced garlic
1 teaspoon minced sage
1 teaspoon minced thyme
1 teaspoon minced rosemary
To make stuffing: Bake biscuits according to package directions 1 day ahead. Dry biscuits will absorb more broth.
Preheat oven to 350 F.
In skillet, melt butter then add celery and onions. Saute until onions are translucent then add poultry seasoning and half the broth. Set aside to cool.
In bowl, combine stuffing mix, crumbled biscuits and eggs.
Add onion mix to bowl and mix well. Add leftover broth if mixture is too dry. Set aside.
Slit each chop on rounded side, cutting almost through to bone, to create deep pockets for stuffing.
Season chops with garlic, sage, thyme and rosemary. Fill each chop with stuffing mixture. Use toothpicks to keep chops closed.
Preheat skillet with oil over medium-high heat and sear each chop 2-3 minutes on each side.
Once chops are seared, add remaining stuffing to pan, cover with foil and bake 30-45 minutes until chops reach 140 F in center. Remove foil for last 10 minutes to brown top of stuffing, if desired.

1 Coleman Pork Loin (4 pounds) salt, to taste pepper, to taste
1 tablespoon olive oil
Glaze:
1 cup apple cider vinegar glaze
6 tablespoons whole grain mustard
4 teaspoons balsamic vinegar
1 teaspoon minced rosemary
1 teaspoon minced sage
1 teaspoon minced thyme
2 teaspoons minced garlic salt, to taste pepper, to taste
2 tablespoons olive oil
4-6 sliced apples
Preheat oven to 350 F and line sheet pan with parchment paper.
Set aside.
Remove pork from packaging and pat dry with paper towel. Season all sides with salt and pepper, to taste.
To make glaze: In bowl, whisk apple cider vinegar glaze, mustard, balsamic vinegar, rosemary, sage, thyme and garlic. Add salt and pepper, to taste. In steady stream, slowly add olive oil to emulsify while whisking.
In large skillet, heat oil over medium-high heat. Sear pork loin 2-3 minutes on each side.
Move pork to lined baking sheet and brush on about half the glaze. Roast 30 minutes.
Remove pork from oven and spread sliced apples around pork loin. Brush remaining glaze over pork and apples. Bake 20-30 minutes, or until internal temperature reaches 150 F. Let pork loin rest at least 10 minutes before slicing.

We have reached the final leg of the Presidential Campaign, with only six days before decision day. On Tuesday, November 5th we must show up at the polls and save what is left of our democracy. All too often we hear get out and vote, take someone with you and that each election is important. But now we are here, facing the most momentous election of all time. We now have an opportunity to be a part of history by electing the first woman President.
The road to the White House has not been easy, it’s been a fight and a real battle. The mudslinging, lies, name calling, two assassination attempts, one televised debate, numerous allegations, court trials … and if that’s not enough, having to persuade voters that there is a better choice for our future. Trump is not fit to return to the White House as President, then what is.
Trumps plan, if allowed to return to the White House will destroy our Democracy and the rights of Americans. His “Project 2025” plan is a death trap for Americans. It will not only kill women rights it will kill human rights. Our rights to life’s necessities like food and healthcare will be un-obtainable. The only Americans to win under his administration are those who are rich and agree to all his antics.
Under Presidential candidate Kamala Harris administration, there is hope for survival and growth for a brighter future. We can look forward to tax reductions, startup funds for entrepreneurs, safer communities, better housing opportunities, more jobs, quality healthcare and accessibility to quality food.
America, ‘The Country’, under another Trump administration means non-civilization. If the lingering residue from his past presidency doesn’t
prove that the same mistakes cannot be made twice then we are in for a rude awakening. We must decide on a future that includes all. Woman’s right must be returned as the first line of duty under a new President. We have come so far with much further to go but we must avoid going back in time.
There is a new sense of urgency in the air to do something. This new movement that is on the rise called Freedom is a fundamental right. A Black woman over 50 years ago ignited a flame of women leadership only to be used as a foundation to what we are witnessing today. It proved that women are qualified to be leaders on a national level. The late Congresswoman, Shirley Chisholm ran for President solidifying and shattering the ceiling on the limitation for women in politics.
We have all visited a city or lived in one where women made crucial decisions. It was at that point the future of a woman as president in the USA could and one day would become what we are seeing now during the Harris campaign. It is proof that yes, when we rally together behind a candidate who will focus on all people no matter the income level or status, or your zip code you still count.
Reports have shown over the past few weeks that some are still undecided voters. It’s time to embrace the coming of a new regime.

This Breast Cancer Awareness Month, TOUCH, The Black Breast Cancer Alliance (TOUCHBBCA) and Unite for HER are honored to announce Care for HER—a new campaign that seeks to educate about breast cancer health disparities and the impact of integrative care and culturally tailored nurse navigation while directly providing these services for free to Black Breast Cancer patients in the United States. Launching in October, Care for HER is on a mission to navigate a better future for Black Breast Cancer patients by providing 24/7 personal nurse navigational support and integrative therapies and services at no personal cost.
According to the American Cancer Society, Black women are 41% more likely to die of breast cancer than white women and have the lowest 5-year survival rate of any race or ethnicity. Black Breast Cancer is a unique disease and through this campaign, Care for Her will be one resource for our community to receive specialized care.
“Awareness is not enough. The current state of Black Breast Cancer demands action,” says Ricki Fairley, CEO and Co-Founder of TOUCHBBCA. “So this October, we are offering nurse navigation—led by a 24-year Black breast cancer survivor and nurse— in tandem with Unite for HER’s incredible suite of integrative services, all for free. The Care for HER program is presented by Daiichi-Sankyo and AstraZeneca. Additional funds received during October will provide enrolled patients with free integrative therapies, services, and personal 24/7 nurse navigational support at no personal cost.
