SPRINGFIELD – Minimum wage workers in Illinois will see a boost in their hourly pay to $12 per hour starting Jan. 1, while tenants in affordable housing units will be allowed to keep pets.
Those are just some of the more than 300 new laws that take effect in the new year.
The minimum wage increase is actually the result of a 2019 law that phases in a state minimum wage to $15 an hour by 2025. This year, it will increase by one dollar to $12 an hour.

The state’s Low Income Home Energy Assistance Program is accepting applications for all households beginning Friday, Nov. 1. The program offers financial assistance for utility bills to low-income families. Other discounts are also available, even if someone is not enrolled in LIHEAP.
Applications opened on Oct. 1 for adults age 60 and older, individuals with a disability, families with children under age 5, and households that are disconnected from their utilities or energy vendors, have a disconnect date within seven days or whose propane tanks are less than 25% full.
Beginning in October, natural gas utilities implemented a new set of bill discounts for low-income customers, after being required to do so by state regulators at the Illinois Commerce Commission.
These discounts are available for any household under three times the federal poverty level. Those who receive LIHEAP assistance are automatically eligible for the new discounts and will be enrolled automatically, but those making between two and three times the poverty level and those who are not enrolled in LIHEAP can apply for these new discounts directly with their utility.

Vehicle taxes: SB58 raises the private vehicle tax, which is a sales tax paid on the purchase of vehicles, by $75 for each model year where the purchase price is less than $15,000 and by $100 for vehicles priced above that amount. However, the registration fee for trailers weighing less than 3,000 pounds will drop to $36 instead of $118.
Community action agencies – the local organizations which administer LIHEAP – accept applications on a first-come, first-served basis through the middle of August, although applications will close earlier if funds run out, so those interested in applying should do so sooner rather than later.
Utility bills for those enrolled in the discount program will be lowered by 5% for those in the highest eligible income bracket to between 75% and 83% for those making less than half of the federal poverty level, depending on the utility company.
“Families shouldn’t have to decide between putting food on the table or heating their homes this winter,” ICC Chairman Doug Scott said in a news release. “The state’s new Low-Income Discount Rates will make it easier for low-income families to manage their gas bills.”
All households that meet the income requirements for these discounts can receive the new rates.

Drug prices: SB1682 requires pharmacies to post a notice informing consumers that they may request current pharmacy retail prices at the point of sale.
FOID card changes: HB562 enacts several changes to the Firearm Owner Identification card law. Among other things, it provides for a streamlined renewal process for FOID cards and Concealed Carry Licenses for people who voluntarily submit fingerprint records. It also allows the Illinois State Police to issue a combined FOID card and Concealed Carry License to qualified applicants, and it establishes a new Violent Crime Intelligence Task Force to take enforcement action against people with revoked FOID cards.
Households with incomes lower than double the federal poverty level are eligible for the program. That works out to $2,510 in a 30-day period for individuals, $3,407 for households with two members, $4,303 for households with three individuals and higher for larger households. Higher income thresholds are available at the state’s Department of Commerce and Economic Opportunity website.
Similar programs offering low-income discounts for water and electric utility bills are expected to be offered in 2025, according to the ICC.

The National Junior Honor Society of O.W. Huth Middle School in Matteson decorated pumpkins to donate to seniors at the Shirley J. Green Township Senior Center in Park Forest and delivered the pumpkins at the end of October. The students also participated in an exercise class with the seniors.
This is the third year that students have decorated pumpkins for seniors. National Pumpkin Day, a day to celebrate pumpkins, a beloved symbol of the fall, was Saturday, October 26. At Matteson School District 162, the six elementary schools celebrated Pumpkin Day with pumpkin patches at each school along with activities.

Homebuyer data indicates that Black men lag behind Black women in homeownership, education, entrepreneurship, and earnings. Black women are achieving higher levels of education which directly translates to workforce participation, hence the need for initiatives such as Black Men Buy Houses to address the disparities that exist for Black men.
What started in Houston as the Shelton’s’ goal to help 500 Black men purchase homes has expanded into a nationwide initiative focused on empowering Black Men to become homeowners, providing financial literacy through real estate, allowing Black Men to have a piece of the American Dream. The Atlanta event offered one-on-one
sessions with credit specialists and mortgage representatives and panel discussions designed to prepare participants with the tools needed to start the homeownership journey.
Black Men Buy Houses currently holds a National MOU with Operation HOPE which allows attendees to gain credit counseling beyond the event, directly tying into John Hope Bryant’s mission of advocating for financial literacy and empowerment within the Black community. During the event, John Hope Bryant shared his experience on overcoming financial barriers and the importance of economic equity.

Art Design Chicago’s partner exhibitions seek to showcase these contributions, offering diverse perspectives on Indigenous identity, tradition, and contemporary creative practices.
“Many artists want agency in the creation of their work, but we also want nuance in the interpretation of our works,” said artist Andrea Carlson (Ojibwe/ European descent), who is a co-founder of the Center for Native Futures and is exhibiting and contributing to several of these exhibitions. “If one listens to Native people talk about the content of our own work it becomes hard to paint us with the same brush, and that is a good thing. We are not monolithic, we are diverse, and complex.”
Each of these exhibitions was developed by and in close collaboration with Indigenous artists, historians, and community members, giving Indigenous artists decision-making authority for how their stories are told.
Much of the work in these exhibitions is reflective of the artists’ lived experiences and serves to imagine Indigenous futures free from colonial limitations.

ORLANDO, Fla. -- The Clean Slate Initiative (CSI) announced the results of a groundbreaking survey that provides the first comprehensive confirmation of the effectiveness of Clean Slate policies in Utah, Pennsylvania, and Michigan. Conducted by YouGov, the survey polled 800 individuals with arrest or conviction records to assess how Clean Slate laws are transforming lives by sealing eligible arrest and conviction records.
The survey gathered responses from people who have a past arrest or conviction — a group rarely asked about their experiences in research or surveys, and the results show that Clean Slate policies are delivering tangible benefits. Notably, the survey found that over 40% of respondents whose records were sealed automatically reported improvements in their employment, personal finances, and access to public assistance. Additionally, 35% of these respondents reported better family relationships, and 34% noted improved mental health and self-esteem.
“These findings are the first confirmation that Clean Slate laws are working as intended—empowering people to rebuild their
lives without being held back by past mistakes,” said Dr. Laura Chavez, Director of Research and Data at The Clean Slate Initiative. “People who have earned a second chance should have a fair opportunity to fully participate in society. We will continue to evaluate the effectiveness of Clean Slate policies, and it’s promising that people reported noticeable benefits after state-initiated record sealing. With further study, we are confident that we’ll continue to see that removing barriers helps individuals, families, and communities thrive.”
Key Survey Findings: Employment and Financial Stability: 42% of respondents with automatically sealed records reported improvements in employment and personal finances.
Family and Mental Health: 35% of respondents experienced improved family relationships, and 34% reported positive mental health and self-esteem changes.
Awareness Gap: Despite the success of Clean Slate laws, over half of eligible individuals in Utah, Pennsylvania, and Michigan were unaware of their state’s Clean Slate law—highlighting the need for broader outreach and education.
Widespread Support: 78% of the sample, all of whom are directly impacted by the legal system, support Clean Slate policies, with support exceptionally high among Black respondents (88%).
Since the passage of Clean Slate laws in Pennsylvania (2018), Utah (2019), and Michigan (2020), millions of eligible records have been sealed without people having to navigate burdensome and costly petition-based processes. Instead, Clean Slate laws shift the burden from individuals to the state, providing relief to people who often face obstacles like expensive legal fees and complex processes.
“The survey underscores the transformative potential of these laws, but it also highlights a critical need for ongoing education and outreach to ensure more people benefit from record sealing,” added Sheena Meade, Chief Executive Officer of The Clean Slate Initiative. “As Clean Slate policies continue to build momentum in states across the country, we hope this research can help lawmakers understand the need for investing in public notification and awareness to maximize the
benefits for individuals, families, and communities.”

The Clean Slate Initiative commissioned the survey, which YouGov conducted in collaboration with Dr. Nyron Crawford, Associate Professor of Political Science at Temple University, polled 800 individuals with arrest or conviction records in Utah, Pennsylvania, and Michigan. The respondents reflected diverse demographic backgrounds and were surveyed about their experiences with Clean Slate laws, employment, housing, mental health, and awareness of their eligibility for record sealing.
