SPRINGFIELD – Minimum wage workers in Illinois will see a boost in their hourly pay to $12 per hour starting Jan. 1, while tenants in affordable housing units will be allowed to keep pets.
Those are just some of the more than 300 new laws that take effect in the new year.
The minimum wage increase is actually the result of a 2019 law that phases in a state minimum wage to $15 an hour by 2025. This year, it will increase by one dollar to $12 an hour.

It provides that tenants of multifamily housing units that are acquired, built or renovated with money from the Illinois Affordable Housing Trust Fund may keep up to two cats or one dog weighing less than 50 pounds. It applies to residents of housing units that are designated as affordable housing for low- and very-lowincome families. The bill passed both chambers in its final form on May 30 and Gov. JB Pritzker signed it into law Aug. 6.

With nearly half a million dollars of state funding, a new electric vehicle charging station opened in Joliet on Monday. It is the first of hundreds of charging stations set to be installed over the next 18 months as part of a state-funded grant program.
That growth in chargers is important as Illinois aims to rapidly transition toward having more electric vehicle drivers. As of last week, there were about 120,000 EVs on Illinois roads, while the state’s goal is to have 1 million on the road by 2030.
So far, over $25 million in state infrastructure funding has been awarded to gas stations, hotels, governments and other organizations to fund new EV charging. Another funding round of up to $44 million is in the process of being awarded now, with more grants expected in the future.

This round of funding would add about 2,000 new ports – the electric equivalent of gas pumps. That would represent a roughly 47% increase in the number of charging ports around the state, according to data from the U.S. Department of Energy. Gov. JB Pritzker said Monday that there will be a charging station “along every highway, every 50 miles.”
Vehicle taxes: SB58 raises the private vehicle tax, which is a sales tax paid on the purchase of vehicles, by $75 for each model year where the purchase price is less than $15,000 and by $100 for vehicles priced above that amount. However, the registration fee for trailers weighing less than 3,000 pounds will drop to $36 instead of $118.
The Joliet chargers, built by Veterans Energy Team in partnership with the Joliet Park District, are the first chargers to open after being funded by as part of the state’s Rebuild Illinois capital funding and authorized by the 2021 Climate and Equitable Jobs Act.
The company also provided funds for the Joliet project through its rebate program for EV chargers. That program is part of the company’s “beneficial electrification plan” – a CEJA-mandated outline of how the utility will support the state’s clean energy goals.
While ComEd did not say how large the Joliet project’s rebate was, EV charging projects are eligible for up to $500,000 in rebates. Earlier this year, ComEd announced $90 million in available rebates related to electric vehicles through its beneficial electrification programs, according to ComEd spokesperson Lauren Huffman.
In addition to CEJA funding, there are other sources of grant money for charging stations that the state distributes, such as money from a legal settlement with Volkswagen over emission standards and federal grant programs.
While the state’s grants for chargers are only now yielding completed projects, tax rebates for individuals buying EVs have been on the books for several years. Those credits, alongside federal incentives dating back more than a decade and broader consumer trends, have resulted in a rapid growth of EV registrations in Illinois.

Drug prices: SB1682 requires pharmacies to post a notice informing consumers that they may request current pharmacy retail prices at the point of sale.

FOID card changes: HB562 enacts several changes to the Firearm Owner Identification card law. Among other things, it provides for a streamlined renewal process for FOID cards and Concealed Carry Licenses for people who voluntarily submit fingerprint records. It also allows the Illinois State Police to issue a combined FOID card and Concealed Carry License to qualified applicants, and it establishes a new Violent Crime Intelligence Task Force to take enforcement action against people with revoked FOID cards.
Veterans Energy Team received a $480,000 grant to install 12 charging ports across two locations in the city, with four more added using other funding.
Proponents of the EV charging grant program say it is not only a way to meet clean energy policy goals but also a route to create more jobs and opportunities.
“Illinois is full of what? Great union workers, great private sector workers who can install these things,” CEJA chief sponsor Rep. Marcus Evans, D-Chicago, said at a Monday news conference announcing the charging station. “We’re going to install these chargers all over, in every community, so that when you’re driving your electric car, you ain’t gotta get it towed.”
Student mental health: HB576 and SB1577 allow students in Illinois up to five excused absences to attend to their mental or behavioral health without providing a medical note. Those students will be given an opportunity to make up any work they missed during the first absence and, after using a second mental health day, may be referred

CEJA codified the state’s goal of transitioning away from fossil fuels entirely by 2050 and to boost the growth of the electric vehicle market, leading to a need to rapidly expand charging infrastructure.
Since November 2017, the number of EVs registered in Illinois has grown by about 1,400%, according to data from the secretary of state. Over that same time, however, the number of EV charging ports only grew by about 600%, according to U.S. Department of Energy data.
Globally, the average number of light-duty electric vehicles for every charging port is about 11, with the U.S. having a higher 26 cars-per-port ratio, mostly due to home charging being more popular in the country, according to a 2024 report from the International Energy Agency. In Illinois, a Capitol News Illinois analysis of federal and state data found that there are about 31 EVs per charging port, including both light duty and larger vehicles like buses. That’s higher than 2017, when there were 15 vehicles per port. This means that more vehicles are competing for charging spots, even as more stations have opened.
The number of charging stations has grown slightly slower than the number of ports as stations increasingly offer multiple ports, but both lag overall EV adoption.
While the state hurriedly works to keep up the pace of charging port installations, another trend has emerged in Illinois: The number of new EV registrations has slowed, mirroring a broader slowdown of the EV market across the country.

Black families that do not plan for these life events are more likely to lose, unnecessarily, valuable family assets. Untold wealth is lost by Black families, due to our lack of planning for the inevitable.
In this Holiday Season of Thanksgiving, give thanks for all your blessings and express your good stewardship as scripture advises in Proverbs 13:22, create generational wealth.

Achieving the goals outlined in Vision 2030 requires long-term sustainable funding with additional investment to support updated instructional resources and technology, keep pace with economic pressures on salaries and equipment, and maintain aging infrastructure. For example,

its promise of allocating a minimum of $350 million in annual Evidence-Based Funding to districts.
• Allowing critical investments in health and life safety projects to be exempt from limitation by property tax caps or ISBE approval. Rather, Vision 2030 suggests that we should reconsider the current levy structure to allow schools to address urgent needs, such as installing secure classroom doors, without impacting educational funding.
“Vision 2030 seeks to put systems and processes in place that support all school districts throughout the state in sharing what works for our kids and our communities, while also preserving local flexibility and leadership so that the best decisions are made closest to home,” said Kimberly A. These trends are leading researchers to conclude that the prevalence of cardiovascular disease (CVD) will continue to rise.
More than 60% of U.S. adults will have some type of CVD by 2050, according to forecasted projections from the American Heart Association, which is celebrating 100 years of lifesaving service as the world’s leading nonprofit organization focused on heart and brain health for all. The increase will be driven by an older, more diverse population, but these risk factors are rising even among children and adults.

tion’s “Life’s Essential 8.”
Eat better. Aim for an overall healthy eating pattern including whole foods, fruits and vegetables, lean protein, nuts, seeds and cooking with olive and canola oils.
Be active. Adults should get 2 1/2 hours of moderate or 75 minutes of vigorous physical activity per week. Kids should have 60 minutes every day, including play and structured activities. Quit tobacco. Use of inhaled nicotine delivery products, which includes traditional cigarettes, electronic cigarettes and vaping, is the leading cause of preventable death in the U.S.
Get healthy sleep. Most adults need 7-9 hours of sleep each night. Children require 1016 hours for ages 5 and younger, including naps; 9-12 hours for ages 6-12; and 8-10 hours for ages 13-18.

4 cups (about 1/2 bunch) Tuscan kale, cut into ribbons

2⁄3 cup (about 2 ounces) finely grated Grana Padano PDO cheese, divided 2/3 cup shredded mozzarella cheese
In large skillet over medium heat, heat oil. Add garlic; cook until golden and fragrant, about 3 minutes. Add kale; cook and stir until slightly wilted and dark green, 2-3 minutes. Season lightly with salt, to taste, and lemon juice. Remove to plate.
Wipe skillet clean. Spread butter on one side of each slice of bread, dividing evenly. Place two slices, buttered sides down, into skillet over medium-low heat. Onto each slice, divide half the Grana Padano; top with half the mozzarella. Cook until cheese is melted and bottom is golden, 6-7 minutes. Add half the kale to one slice and close sandwich.
