SPRINGFIELD – Minimum wage workers in Illinois will see a boost in their hourly pay to $12 per hour starting Jan. 1, while tenants in affordable housing units will be allowed to keep pets.
Those are just some of the more than 300 new laws that take effect in the new year.
The minimum wage increase is actually the result of a 2019 law that phases in a state minimum wage to $15 an hour by 2025. This year, it will increase by one dollar to $12 an hour.

SPRINGFIELD – Education officials from five statewide organizations are pushing for fundamental changes in the way student achievement is measured each year and how schools are held accountable for meeting the state’s academic standards.
In a new report entitled Vision 2030, organizations representing local school boards, superintendents, principals, district business officers, and regional superintendents argue that in the aftermath of the COVID-19 pandemic, the entire landscape of public education has been dramatically altered, presenting new challenges and heightened scrutiny of public schools.
The report is similar to one the same groups released about a decade ago, Vision 20/20, that pushed for reform of the state’s school funding system, eventually leading to the adoption of the Evidence-Based Funding formula that is used today to steer state funding to the neediest school districts.
Schools designated for comprehensive or intensive support and oversight represent those with overall scores in the bottom 5% of all schools.
But state and local school officials in Illinois have argued for years that those systems are flawed.
First, they argue, the dividing line between meeting and not meeting state standards – what is often referred to as the “cut score” – is set unreasonably high in Illinois, giving the false impression that Illinois students are significantly less accomplished than their peers in other states.
Gary Tipsord, executive director of the Illinois Association of Regional Superintendents of Schools, said it’s like setting different qualifying times in a track meet.

The new report makes recommendations on several aspects of public education, such as improving schools’ focus on college and career readiness, enhancing student safety and well-being, and attracting and retaining a diverse educator workforce – all subjects that are routinely at the center of most discussions about education policy.
Vehicle taxes: SB58 raises the private vehicle tax, which is a sales tax paid on the purchase of vehicles, by $75 for each model year where the purchase price is less than $15,000 and by $100 for vehicles priced above that amount. However, the registration fee for trailers weighing less than 3,000 pounds will drop to $36 instead of $118.
But the groups also argue in the new report that it’s time to take a new look at the whole system of outcomes-based accountability for schools, something that has been a central focus of public education since the 1990s.
They say the current system of grading schools based largely on standardized test scores fails to give an accurate picture of how well students are doing or what schools need to do to improve.
“If Indiana students are having to run the mile in in seven minutes, and the kids in Illinois are having to run at six, that’s not an equitable comparison. We don’t have parity there,” he said in an interview. “And as it stands, in Illinois today, our cut scores are higher than other states, and then we’re trying to compare what Illinois students are doing to the students in other states, which creates an unfair comparison.”
Officials also argue those designations do not accurately describe how well students are performing academically.
In 2021, for example, only about one-third of high school juniors taking the SAT met or exceeded state standards in English language arts, and slightly fewer did so in math. And yet, after those same students graduated the following year, nearly twothirds enrolled in college within 12 months of graduation.
The Vision 2030 report also questions the validity of the performance designation for schools, noting the categories are based largely on how schools compare with each other, rather than how they measure up to an objective standard.

College admissions: HB226, establishing the Higher Education Fair Admissions Act, prohibits public colleges and universities from requiring applicants to submit SAT, ACT or other standardized test scores as part of the admissions process, although prospective students may choose to submit them if they wish.
“This might seem counter intuitive, but educators do welcome accountability,” Jason Leahy, executive director of the Illinois Principals Association, said during a media briefing about the report. “But we just want to make sure that the accountability really talks about the comprehensive work that educators do, much more than just test scores.”
“Inevitably, you’re going to have a top 10%. You’re going to have a bottom 5%. Inevitably, you’re going to have that in the way it is structured currently,” Tipsord said. “What you don’t then get is a good system of communicating to communities around the state of Illinois about how their districts are actually performing. … Those designations don’t necessarily inform how your school districts are performing relative to grade-level equivalency, or relative to growth and improvement.”

In the 1990s, Illinois, along with most other states, began moving to an outcomes-based education model in which teachers, schools, and districts were graded based on how well their students were learning. That was measured by how students performed on standardized tests that were tied to the state’s official learning standards for each subject and grade level.
Drug prices: SB1682 requires pharmacies to post a notice informing consumers that they may request current pharmacy retail prices at the point of sale.
FOID card changes: HB562 enacts several changes to the Firearm Owner Identification card law. Among other things, it provides for a streamlined renewal process for FOID cards and Concealed Carry Licenses for people who voluntarily submit fingerprint records. It also allows the Illinois State Police to issue a combined FOID card and Concealed Carry License to qualified applicants, and it establishes a new Violent Crime Intelligence Task Force to take enforcement action against people with revoked FOID cards.
Such systems became a federal mandate in 2002 with passage of the No Child Left Behind Act – later replaced by the 2015 Every Student Succeeds Act – which required standardized testing as a condition of receiving federal education funding. NCLB also required states to adopt systems of holding schools and districts accountable – through things like focused remedial programs or administrative sanctions - for making continuous improvement toward the goal of having all students meet or exceed the state’s academic standards.
Today in Illinois, students are tested in English language arts and math in grades 3-8 by taking the Illinois Assessment of Readiness. And starting this year, high school students will be tested using the ACT set of exams, which are replacing the SAT exams that have been used in previous years.
Schools also administer the Illinois Science Assessment in grades 5 and 8.
The scores that students earn on those tests are divided into five categories, indicating they either exceeded, met, approached, partially met, or did not meet the state’s standards for proficiency in a particular subject.

The Vision 2030 report calls for making several changes to the state’s testing system, including recalibrating the benchmarks that define “proficiency” in a given subject. Those benchmarks, they argue, should be aligned to a national standard such as the one used for the National Assessment of Educational Progress, or NAEP exam, which shows Illinois students rank about average nationally across most subjects and grade levels.
The report also recommends the Illinois State Board of Education work with its State Assessment Review Committee to develop a new test that not only measures students’ proficiency at a particular grade level but also tracks their growth over time.
In addition, the report recommends releasing unofficial test results earlier, “in near real time,” so teachers can use the information to adapt their teaching methods. Currently, tests are given in the spring, but results are not reported until the following fall, long after instruction for the next set of students is already underway.
The authors also recommend overhauling the state’s system of ranking schools for accountability purposes so schools are measured against a fixed, objective standard, rather than comparing them to one another.

CHICAGO – Hope Chicago, the two-generation economic mobility and gap-closing scholarship program, convened more than 500 supporters Wednesday evening at The Salt Shed for its annual Hopecoming fundraiser to showcase a movement of growing public-private support behind the organization’s mission.

This month, Hope Chicago released its Year 3 Impact Report, highlighting significant progress in the implementation of its model:
Hope Scholar’s first cohort (Class of 2022) has produced a 66% increase in the number of students enrolled through two full academic years when comparing the Class of 2021.
The percentage of CPS students enrolling in postsecondary education pathways grew from 51% (prior to Hope Chicago) to 74% (after the first cohort). This figure rose to 78% in 2023 and 81% in 2024 with the subsequent cohorts.
Latino student enrollment in the program surged from 31% before Hope Chicago to 85% in 2024.
Black student enrollment increased from 55% to 70% in Hope’s first year, with 75% of Black CPS students at partner high schools now enrolled in postsecondary pathways.
In its inaugural year, the Parent Scholar program enrolled 135 parents, with 85% persisting in their program pathways and showing progress by the following year.
The economic implications of increasing postsecondary education access are profound. A recent Georgetown University study projects that by 2030, 72% of jobs in the U.S. will require postsecondary education or training. Yet, currently, only 54% of adults earn a credential after high school. In Chicago, the situation is even more alarming, with just 27% of graduates from neighborhood high schools expected to obtain a credential.
Grant funding is part of the State’s continued effort to boost international travel to Illinois
CHICAGO – Governor JB Pritzker and the Illinois Department of Commerce and Economic Opportunity (DCEO) announced $857,000 in grant funding was awarded to 11 certified local tourism and convention bureaus across the state. This funding was awarded through the International Tourism Grant Program as part of efforts to grow Illinois’ tourism industry.

The State of Illinois continues to prioritize its tourism industry as millions of visitors spend billions of dollars annually across Illinois, boosting economic development and supporting jobs in the industry. Illinois welcomed 2.16 million international visitors in 2023, reflecting a substantial 39% increase from the previous year, according to data provided by Tourism Economics. This surge in international visitation showcases Illinois as an increasingly sought-after global destination. Additionally, international visitors injected nearly $2.7 billion into Illinois’ economy in 2023, representing a 47% increase in spending compared to the previous year.

Mexico contributed to the upward trend, with visitation numbers climbing from 164,000 to 183,000, reflecting a notable 12% rise.

Sigma Gamma Rho Sorority, Inc. was founded on November 12, 1922, on the campus of Butler University in Indianapolis by Seven African American Women Educators. Sigma Gamma Rho Sorority, Incorporated has welcomed more than 100,000 collegiate and professional women from every profession. The sorority has more than 500 chapters in the United States, Bahamas, Bermuda, Canada, Ghana, Germany, South Korea, U.S. Virgin Islands, the United Arab Emirates and most recently Japan. The organization also has active affiliate groups devoted to empowering women at different stages in life.
The Rhoer Club Affiliates (teenage girls) and Philos Affiliates (friends of the sorority) also assist alumnae chapters with various service efforts and programs.

CHICAGO, PRNewswire -- Meridian Health Plan of Illinois, Inc. (Meridian), a provider of government-sponsored managed care services to families, children, seniors, and individuals with complex medical needs and a Centene Corporation company, is announcing the expansion of an innovative program with Blueberry Pediatrics (Blueberry) to provide fast, virtual, pediatric care for YouthCare HealthChoice Illinois (YouthCare) members. Meridian manages the care of YouthCare members who are current and former youth in the care of the Illinois Department for Children and Family Services (DCFS) aged birth through 21. Initially started as a pilot program in March 2024, Meridian is now expanding the Blueberry program to all YouthCare members.

After enrollment with the telehealth provider, each member is shipped an at-home medical kit that includes a pulse oximeter, thermometer, and a “smart” otoscope (wi-fi ear scope that sends images and videos back to the physician). With these tools, Blueberry pediatricians can effectively diagnose non-urgent illnesses remotely.
“Often we see families bring their children to an emergency room for care for a variety of ailments, including colds and flus that can easily be treated with a diagnosis by a pediatrician via telemedicine,” said Rutu
Of the 36,000 dependents covered by YouthCare, approximately 30% of members are young children ages 5 or under, who are historically more prone to emergency room visits for common illnesses like colds, flu and earaches. Rather than going to an ER, Blueberry provides urgent care when a patient may need diagnosis and care and cannot access their primary care physician. More than 2,400 YouthCare members have enrolled in the program since March and the expansion to all members means the state’s most vulnerable children have another resource for fast, effective care leading into cold and flu season.
