SPRINGFIELD – Minimum wage workers in Illinois will see a boost in their hourly pay to $12 per hour starting Jan. 1, while tenants in affordable housing units will be allowed to keep pets.

Those are just some of the more than 300 new laws that take effect in the new year.

The minimum wage increase is actually the result of a 2019 law that phases in a state minimum wage to $15 an hour by 2025. This year, it will increase by one dollar to $12 an hour.

Every new presidential administration comes with policy changes, but the incoming second administration of President-elect Donald Trump and his proposed secretary of Health and Human Services, Robert F. Kennedy, Jr., could dramatically reshape the public health landscape.

Kennedy, a former political rival of Trump, became a close ally of Trump over the final months of the 2024 campaign and was named to the HHS post shortly after the election. The department houses the National Institutes of Health, Food and Drug Administration, Centers for Disease Control and Prevention, and Centers for Medicare and Medicaid Services.

Kennedy’s views on health and his stated policy initiatives could have far reaching effects on public health, including on policies in Illinois. Kennedy has often encouraged healthier food consumption for Americans — a goal Illinois Democrats could support.

But Kennedy holds other views at odds with science. In a 2023 FOX News interview he said he believes a debunked theory that vaccines cause autism. He has also proposed discouraging fluoridating public water — a public health measure that supports dental health, according to the Illinois Department of Public Health.

Kennedy is not receiving a warm reception from Democratic U.S. Sen. Dick Durbin, of Illinois, who will vote on Kennedy’s nomination if it advances to the U.S. Senate floor.

The federal health department nominee has a history of spreading false information, but he could find a partner in Illinois on food regulations

Illinois’ school vaccine policy is set at the state level based on recommendations of a CDC advisory committee on vaccines, according to IDPH.

The state’s history of requiring vaccines in schools goes back more than a century. The Illinois State Board of Health first required children to get vaccines against smallpox to attend school in 1894. The World Health Organization eventually declared smallpox eradicated in 1977 after decades of vaccination against the virus.

Broader vaccine requirements that apply today were mandated by the General Assembly beginning in 1967.

The State Board of Health, a division of IDPH, is primarily responsible for any changes to Illinois’ vaccine requirements, even if recommendations change at the federal level. Any changes to the requirements would be recommended by the Board of Health following a public hearing, according to IDPH, and are based on recommendations issued by a CDC review panel. States bear the responsibility of setting specific requirements for vaccines, according to the CDC.

Some common vaccines such as Hepatitis A, flu and COVID-19 are not required for children to attend school in Illinois despite appearing on the CDC’s recommended vaccine schedule. Illinois law requires school districts to provide parents with information about flu shots, however.

Vehicle taxes: SB58 raises the private vehicle tax, which is a sales tax paid on the purchase of vehicles, by $75 for each model year where the purchase price is less than $15,000 and by $100 for vehicles priced above that amount. However, the registration fee for trailers weighing less than 3,000 pounds will drop to $36 instead of $118.

“This is one of the most important and sensitive appointments that a president can make,” Durbin said at an unrelated news conference in Chicago in November. “Robert F. Kennedy, Jr. may be qualified in some areas; he is totally unqualified for this job. He has engaged in quack science and crazy theories right and left and drawn a lot of attention because of it. I fear this man is going to bring the same ideas to the administration of this life and death agency and that would be a disaster.”

If Kennedy becomes the HHS secretary, his administration’s work could put Illinois health policy at odds with federal directives in some areas. But the state might also find a partner in Kennedy as the General Assembly considers food regulation.

State law also allows parents and guardians to skip vaccines for their children for religious or medical reasons.

Another of Kennedy’s priorities is establishing healthy diets to combat obesity and chronic diseases. He has called for more regulation of food ingredients in a pledge to crack down on ultra-processed foods and ingredients linked to health problems.

If Kennedy gets his way, the Trump administration’s Centers for Disease Control and Prevention would recommend public water systems stop putting fluoride in public drinking water on the very day Trump is sworn in on Jan. 20, according to a social media post Kennedy made days before the election.

“Fluoride is an industrial waste,” Kennedy said, claiming it causes bone and neurological issues as well as other problems.

“Given the current nominee’s interest, it’s likely something like this could be on the docket on the federal level,” University of Illinois Chicago School of Public Health Senior Associate Dean and Professor Jamie Chriqui told Capitol News Illinois. “Usually what we see is it gets tested first at the state and local level before it becomes a federal push, unless there is a champion at the federal level who is interested in making changes.”

Despite controversy around Kennedy, the Trump administration could have a partner with Illinois on ingredient restrictions. The state Senate took a bipartisan vote this spring to advance a bill that would ban brominated vegetable oil, red dye No. 3, propylparaben and potassium bromate — which are all used in food manufacturing — in food sold in Illinois beginning in 2028. The bill is currently stalled in the House.

Drug prices: SB1682 requires pharmacies to post a notice informing consumers that they may request current pharmacy retail prices at the point of sale.

As for Kennedy’s claim that it causes health problems, one National Toxicology Program study found a possible link between fluoride levels of 1.5 milligrams per liter or higher and lower IQs in children. However, researchers noted more studies are needed to draw specific conclusions. Illinois water systems keep fluoride levels at 0.7 parts per million and are required to notify customers when levels exceed 2 milligrams per liter, according to the Illinois Environmental Protection Agency.

FOID card changes: HB562 enacts several changes to the Firearm Owner Identification card law. Among other things, it provides for a streamlined renewal process for FOID cards and Concealed Carry Licenses for people who voluntarily submit fingerprint records. It also allows the Illinois State Police to issue a combined FOID card and Concealed Carry License to qualified applicants, and it establishes a new Violent Crime Intelligence Task Force to take enforcement action against people with revoked FOID cards.

Nearly every Illinois resident consumes fluoride in their drinking water, according to a 2023 CDC report. The annual report found 90% of state water systems had fluoride. Together, they serve 98% of the state’s population.

Fluoride is required in Illinois drinking water under a 1967 state law, which was amended in 2016 to lower the amount of fluoride water systems are required to use. However, the 2016 law says the levels “shall be in compliance with the recommendations on optimal fluoridation for community water levels as proposed and adopted by the U.S. Department of Health and Human Services and the Centers for Disease Control and Prevention.”

Additional rules established by the state’s Pollution Control Board also govern the level of fluoride in water. It’s not clear how Illinois’ fluoride use would change if federal recommendations change.

Kennedy is “problematic” on other issues, Preston said, but he said he believes on the issue of food additives, Kennedy’s appointment shows the country is moving toward further regulation to make food healthier.

The U.S. Food and Drug Administration, which Kennedy hopes to reduce in size and scope, has considered revoking authorization for brominated vegetable oil. These ingredients are all linked to health issues from cancer to nervous system issues, Chriqui said.

California has already cracked down on several artificial ingredients Illinois lawmakers are targeting, though food and business organizations have opposed such regulations, including in Illinois. Chriqui pointed to the FDA’s ban on artificial trans fats as evidence food manufacturers can make changes when prompted by the government.

“There was a similar push back, and ultimately when the FDA came out with federal regulations related to trans fats, manufacturers were able to comply,” Chriqui said.

Getty Invests an Additional $1.55 Million to Preserve Modern Architecture by Black Architects and Designers

(Black PR Wire) Recently, The Getty Foundation and the African American Cultural Heritage Action Fund (Action Fund), of the National Historic Trust for Preservation, announced a third $1.55 million round of funding in support of Conserving Black Modernism, bringing the total investment to $4.65 million for this program dedicated to preserving historic modernist buildings created by Black architects and designers. Getty’s latest investment will enable the Action Fund to support preservation planning, training, and storytelling for eight Conserving Black Modernism grantees in 2025, while continuing to diversify our nation’s architectural history.

Conserving Black Modernism is a Getty Foundation-funded initiative within the Action Fund’s National Grant Program, which to date has invested $27 million in 304 Black historic and cultural sites across the country. Applications for the Conserving Black Modernism program are managed by the Action Fund and will be accepted beginning January 10, 2025. Grantees will be announced in July 2025.

MUSEUM SHOWCASES SHANXI’S ancient heritage

A museum collecting and exhibiting cultural relics representing one of the greatest archaeological discoveries over the past decades in China opened in November in the Shanxi county of Xiangfen.

The Taosi site was discovered in 1958 and a large archaeological excavation began in 1978. Over the years, an urban settlement, a palace enclosure, a storage zone, cemeteries and an observatory altar have been excavated. Researchers believe the site was most likely the ruins of the capital city during the period of Yao — a sage emperor dating back to more than 4,100 years ago.

More than 5,500 pieces or sets of cultural relics have been unearthed at

the Taosi site, giving researchers adequate material evidence to understand how the earliest Chinese society and nation were formed.

Among the discovered cultural relics, a total of 230 pieces showing the culture and life of ancient inhabitants are on display at the museum, including items of pottery, jade, stone and copper. The museum also exhibits relics that some scholars speculate may be related to astronomical observation and timekeeping.

The museum is part of the Taosi Archaeological Site Park, which also includes an exhibition hall for ancient astronomy and a facility for the preservation of the bulk of the discovered relics. The museum now features such functions as the exhibition of relics,

Among the exhibits, a gnomon shadow measurement tool called guibiao, a colored pottery plate with a curled dragon pattern and a flat pottery kettle with red-inked inscriptions, are the most valuable assets of the museum and worth the attention from visitors, according to Gao Jiangtao, head of the archaeological team for the Taosi ruins.

He said the colored pottery plate with a

dragon pattern might point to the origin of the Chinese totem of dragon, and the red pictographic characters inscribed on the flat pottery kettle might be the earliest written language in China.

The guibiao gnomon shadow measurement tool is a part of an ancient observatory discovered at the Taosi ruins. Archaeologists believe this is the earliest observatory known in China.

What You Don’t Know Can Hurt Us

It has been my experience that ignorance is not bliss. In my life, what I did not know has caused many problems in my life. So, it has made me passionate about sharing information that I have gathered through almost 60 years of study and life experiences that has motivated me to become a financial educator. Thus, I have been given the privilege of using this column to bring attention to things that can be done to retain wealth in our Black community, one Black family at a time.

The expression, “If you knew better, you would do better.”, is something that motivates me to write this column. What you will read here are tactics that have been successfully used to obtain, maintain, sustain, and pass on wealth to future generations. Hopefully, some of you will be encouraged to employ a tactic learned here to develop or improve your family’s financial plan. Know that a family’s financial plan to pass assets on to the next generation will not only benefit an individual family, but it will also benefit the communities where the beneficiaries live. Bringing it full circle, some of the people that I have counseled now understand that financial planning is essential for their family to preserve their assets, no matter how meager. Well informed, non-wealthy families understand that they MUST have a plan in place to provide for their care and welfare as they age. Timely planning helps to prevent the possibility of outliving their money and losing hard earned assets. So, to you non-planners, what you don’t know can hurt us, not just you and your family.

What are you willing to RISK

Todays citizens recognize the fight for civil rights and liberties was a hard fought often violent battle of people against individuals and institutions of power. That recognition is often accompanied with veneration and respect. Rarely is it accompanied with a claiming of duty, action, or commitment to work towards the preservation, let alone the extension, of those rights.

Heading into 2025 with a new President in office the question at the top of mind must be, what are we willing to put on the line, what are we willing to risk? What are churches and institutions of faith willing to risk? Presently, the visible Christian movement on display in this country is that of Christian Nationalist. The “Church” that has emerged in recent years has lauded individuals and policies that run counter to Bible based teachings, chief among them the call to love thy neighbor.

Yet, this depiction is completely untethered from the lived reality of many practicing Christians, faithbased institution, and churches who work earnestly to care for one another, their neighbors, and the world around them. The disconnect between the very public face of US Christianity and the private community based Christian living is an indictment on all Christians. But also an opportunity.

This is an opportunity to restore the Church’s legitimacy, push for true liberation, and right the relationship to the larger community and country. In Titus 1:16 (NIV) it reads “They claim to know God, but by their actions they deny him. They are detestable, disobedient and unfit for doing anything good.” This is a warning for all Christians that the silent allowing of the paint brush of the loud few to wash over the entire body is to court the moniker of the unfit.

Getty’s latest investment will enable the Action Fund to support preservation planning, training, and storytelling for eight Conserving Black Modernism grantees in 2025, while continuing to diversify our nation’s architectural history.

Conserving Black Modernism is a Getty Foundation-funded initiative within the Action Fund’s National Grant Program, which to date has invested $27 million in 304 Black historic and cultural sites across the country. With more than $150 million in funding, the Action Fund is the largest U.S. resource dedicated to the preservation of African American historic places.

The Southern Black Girls and Women’s Consortium (Southern Black Girls) is a collective of Black women in philanthropy, activism and girls’ work, who hold deep roots in movement-building — LaTosha Brown (TruthSpeaks Innovation Foundation), Felecia Lucky (BlackBelt Community Foundation), and Alice Jenkins (Fund for Southern Communities). Established in 2017, Southern Black Girls has become a disruptor in grant-making and is positioned as a catalyst to fundraise and provide greater resources toward underfunded organizations that, intentionally, support and empower Black girls and women in the south. The collective leads alongside a diverse array of grassroots and advocacy partners who are dedicated to the mission and actively engaging in this work across the region. “African American architects and designers have been left out of the modern architecture movement for over a century. Because of this, many pioneers of the Black modernism movement remain unknown, despite the incredible work they have done to fuel innovation, experimentation and push the limits of how people interact with the built environment,” said Brent Leggs, Executive Director of the Action Fund and senior vice president of the National Trust. “With the support of the Getty Foundation, the Action Fund will continue to leverage historic preservation as a force that ensures the contributions of Black people and culture are protected and included in the narrative of our nation’s heritage.”

“By extending Conserving Black Modernism, we get closer to our shared goal of expanding the story of mid-century architecture to include the advances and innovations of African American architects,” said Joan Weinstein, Director of the Getty Foundation. “Important buildings continue to be threatened, and a third year of Conserving Black Modernism will deliver much needed project support and critical training in communities across the country to ensure a robust network of professionals are in place to care for this heritage into the future.”

In addition to directly funding critical preservation projects, the Getty Foundation grant will support convenings of project participants, consultants, and preservationists that foster peerto-peer learning and professional connections. It will also deepen lasting partnerships between the Action Fund, Getty, Black heritage networks, grantees, and national stakeholders preserving sites of Black-designed modern architecture.

This is the Getty Foundation’s 18th grant to the National Trust for Historic Preservation. Previous grants have supported annual conferences, conservation planning at individual sites, and major initiatives and partnerships such as Save America’s Treasures, the Fund for New Orleans, and the Neighborhood Mainstreet Initiative.

Applications for the Conserving Black Modernism program are managed by the Action Fund and will be accepted beginning January 10, 2025. Grantees will be announced in July 2025.

The African American Cultural Heritage Action Fund (Action Fund) is an initiative of the National Trust for Historic Preservation. Launched in 2017, its mission is to make an important and lasting contribution to the American landscape by preserving sites of Black activism, achievement, and resilience. The Action Fund’s work is guided by its Founding Executive Director Brent Leggs, and supported by the Ford Foundation, Getty Foundation, Lilly Endowment Inc., Mellon Foundation, and other philanthropic partners.
