SPRINGFIELD – Minimum wage workers in Illinois will see a boost in their hourly pay to $12 per hour starting Jan. 1, while tenants in affordable housing units will be allowed to keep pets.

Those are just some of the more than 300 new laws that take effect in the new year.

SPRINGFIELD – Public schools in Illinois have enjoyed several consecutive years of substantial increases in state funding, thanks largely to steady growth in state revenues and a new funding formula that lawmakers approved in 2018.

But whether that can continue into the upcoming fiscal year is an open question that state lawmakers will have to face when they return to the Statehouse in January.

With budget forecasters predicting flat revenue growth over the next year and continued demands for increased spending in other areas of the budget such as pension costs and health care, members of the Illinois State Board of Education were told Wednesday that they are now in a different fiscal environment.

“I do not envy anybody involved in that process because it won’t be a fun time,” Eric Noggle, revenue manager of the legislature’s Commission on Government Forecasting and Accountability, or COGFA, told the board.

But some advocates argue the state needs to increase its evidence-based funding by more than the minimum $350 million each year.

“One thing that we know is that three out of four children in Illinois are still in underfunded districts. That’s more than 1 million students,” Jelani Saadiq, director of government relations for the advocacy group Advance Illinois, told the board during the public comment portion of its meeting Wednesday. “The latest school report card shows continued challenges with chronic absenteeism and lagging recovery in math. We need to set our schools up for success in addressing these challenges in the absence of federal stimulus funds by doubling down on our EBF investment moving forward.”

The other factor driving increases in public school spending is known as “mandatory categorical” spending, or MCAT, which includes such things as transportation costs, the state’s free breakfast and lunch program and the cost of educating children in foster care.

Vehicle taxes: SB58 raises the private vehicle tax, which is a sales tax paid on the purchase of vehicles, by $75 for each model year where the purchase price is less than $15,000 and by $100 for vehicles priced above that amount. However, the registration fee for trailers weighing less than 3,000 pounds will drop to $36 instead of $118.

COGFA is a nonpartisan agency that provides economic and budgetary analysis to the General Assembly. It operates independently of the Governor’s Office of Management and Budget, or GOMB, although the two agencies are often in agreement in their general findings and analysis.

In November, GOMB issued a report projecting a $3.2 billion deficit in the fiscal year that begins July 1, 2025. That was based on projections of essentially flat revenue growth of about $53.4 billion, and a 6% increase in spending due to statutorily required increases in things like pension contributions, Medicaid and state employee health care costs, and PreK-12 education.

Andy Krupin, ISBE’s director of funding and disbursements, explained that the state often does not fully fund MCAT expenses and thus “prorates” the amount it reimburses districts for those expenses. The level of proration varies depending on how much the General Assembly appropriates in each category.

Based on the agency’s estimate of next year’s costs, Krupin said, the General Assembly would need to add another $142.2 million to its PreK-12 budget just to maintain the same level of proration as this year.

Combined with the $350 million increase called for under the EBF formula, that would be a total increase in PreK-12 spending of $492.2 million next year.

College admissions: HB226, establishing the Higher Education Fair Admissions Act, prohibits public colleges and universities from requiring applicants to submit SAT, ACT or other standardized test scores as part of the admissions process, although prospective students may choose to submit them if they wish.

In the current fiscal year, state spending on public schools totals just under $11 billion, or about 20% of the state’s $53 billion General Revenue Fund Budget.

Two factors are primarily responsible for the demand for increased state spending on schools. One is the 2018 funding formula, known as the Evidence-Based Funding model, that calls for annual increases of at least $350 million.

But ISBE has received requests for even more funding increases than that. During a series of public hearings on the budget in October, officials said, the agency heard numerous proposals adding up to about $2.2 billion in funding increase requests. Those included proposals for a $550 million increase in EBF funding and a $10 million increase in career and technical education funding, among other requests.

GOMB’s projection of a $3.2 billion deficit assumed a $444 million increase in school spending, as well as a $1.1 billion increase in health care expenses and a $437 million increase in pension contributions, among other increases.

That law sets out a formula for determining what would be an “adequate” level of funding for each district based on factors such as total student enrollment, poverty rates, and the number of English language learners in the district. The adequacy target includes both state aid and money the district is able to raise on its own through local property taxes.

FOID card changes: HB562 enacts several changes to the Firearm Owner Identification card law. It also allows the Illinois State Police to issue a combined FOID card and Concealed Carry License to qualified applicants, and it establishes a new Violent Crime Intelligence Task Force to take enforcement action against people with revoked FOID cards.

Tanzanite, From Maasai Legends to Tiffany’s Spotlight

One of December’s celebrated birthstones, tanzanite, stands out as one of the most precious semi-precious gemstones, and was a relatively recent discovery in 1967. Before Tanzania’s government nationalized the mines in 1971, an estimated two million carats of tanzanite had already been mined.

The Discovery of Tanzanite

Tanzanite’s story began when Manuel de Souza, a tailor and occasional prospector, was introduced to the stone while searching for ruby deposits. Maasai tribesman Ali Juuyawatu brought the intriguing blue stones to de Souza, who initially believed them to be sapphires. Upon closer examination, however, he realized they were something quite different. De Souza then shared the stones with Nairobi-based gemologist John Saul, who sent samples to his father, Hyman Saul, Vice President of Saks Fifth Avenue in New York. Hyman took them to the Gemological Institute of America (GIA), which identified the stones as a unique variety of the mineral zoisite. Credit for the first correct identification, however, goes to Ian McCloud, a geologist for Tanzania’s government.

Tiffany & Co. Brings Tanzanite to the World

The gemstone’s remarkable color caught the attention of Henry B. Platt, heir to Tiffany & Co. in New York. Enthralled by the vibrant hues, he coined the name “tanzanite” in 1968, after its country of origin, and launched a significant campaign, promoting the gemstone with the tagline, “Tanzanite can be found in two places: in Tanzania and at Tiffany’s.”

Tanzanite’s popularity surged, and by 2001, it was ranked as the second most sought-after colored gemstone, following sapphire.

Local Legends and Traditions Around Tanzanite

After its discovery, the Maasai people embraced tanzanite, weaving stories about its origin. According to Maasai legend, a lightning bolt ignited a fire that transformed crystals on the ground into radiant violet gemstones. When the herders returned with their livestock, they discovered the ground adorned with these unique stones.

In Tanzanian tradition, women who have recently given birth wear tanzanite beads and blue fabric to symbolize and bestow health upon their newborns.

Fun Facts About Tanzanite

Tanzanite’s blue tones are more prominent in fluorescent light, while violet hues are more visible in natural light.

In its natural form, tanzanite is reddish-brown and requires heat treatment to bring out the vibrant blue-violet hues. Although the heat treatment cannot be tested, it’s generally assumed that all gem-quality stones undergo this process.

In 2002, the American Gem Trade Association designated tanzanite as an official birthstone for December—the first addition to the birthstone list since 1912.

The largest rough tanzanite crystal ever discovered weighed 16,839 carats (7.46 pounds) and was mined in 2005, measuring 22 cm x 8 cm x 7 cm.

Cook time: 20 minutes

1 clove garlic, minced

1 teaspoon lemon juice

2 teaspoons chopped, fresh rosemary

1/2 teaspoon honey

1/4 teaspoon salt

3 tablespoons panko breadcrumbs

3 tablespoons finely chopped walnuts

1 teaspoon olive oil

2 salmon fillets

nonstick cooking spray

Heat oven to 425 F. Line sheet pan with parchment paper.

In small bowl, combine garlic, lemon juice, rosemary, honey and salt. In another small bowl, combine breadcrumbs, walnuts and olive oil.

Place salmon on prepared sheet pan. Spread mustard mixture over fish; sprinkle with panko mixture, pressing to adhere. Lightly coat with nonstick cooking spray. Bake 12-15 minutes, or until fish flakes easily with fork.

Place greens from salad kit in large bowl. Drizzle with dressing; mix well. Evenly divide salad among two plates. Top with salmon. Serve each with lemon wedge, if desired.

Alleviating the Burden in Treating Type 1 Diabetes and Chronic Kidney Disease

Diabetes management aims to reduce the risks of cardiovascular disease, kidney failure, retinopathy, neuropathy and other complications, in part by improving glycemic control while minimizing the risk of hypoglycemia.

Currently, Americans with T1D have limited therapeutic

options, relying almost exclusively on insulin. There are no oral agents to improve glycemia in adults with T1D. Despite advances in insulin therapy and glucose monitoring, most people with T1D do not meet glycemic control target levels with insulin alone. One measure of glycemic control is a number known as A1C, which is a measure of glucose control over the past 2-3 months.

The goal is to help patients achieve the guideline-recommended target of an A1C below 7% and improve their time-in-range, which represents an established metric that

translates into clinically meaningful benefits for patients.

Reaching Glycemic Goals Are Key to Reducing Risk of Further Complications By achieving glycemic control, kidney function can be stabilized, long-term disease progression mitigated and the morbidity and mortality that the cardiorenal burden puts on patients with T1D and CKD reduced.

Today, it is estimated only 23% of people with T1D achieve an A1C of less than 7%, according to research from the American Diabetes Association, and about 50% have an A1C greater than 8%. Patients who do not achieve A1C targets remain at significantly greater risk of complications associated with their condition.

“Relying solely on insulin can negatively affect a patient’s glucose control and quality of life,” said Dr. Edelman. “Doctors and patients need an oral agent to improve glycemic control in people with T1D and CKD. Therefore, we need therapeutic options that improve glycemic control and reduce their risk of kidney disease progression and cardiovascular comorbidities.”

Christmas Price Index 2024 Reflects Wage Growth and Rising Service Prices

each holiday season, the PNC’s Christmas Price Index tabulates the price to gift all the items in the song “The Twelve Days of Christmas,” and this year, that figure amounts to $49,263.47, a 5.4% increase from 2023.

PNC’s Christmas Price Index mimics the Bureau of Labor Statistics’ (BLS) Consumer Price Index, which measures the average change in prices consumers pay for goods and services over time. Notably higher in 2024 than the BLS’ CPI, which increased 2.4% year over year, PNC’s index reflects wage growth in the service industry as the pri-

mary driver of the overall higher price tag.

“Believe it or not, we’re still seeing the cause and effect of the pandemic-inflation hangover, even nearly five years later,” says Amanda Agati, chief investment officer of PNC’s Asset Management Group. “With years of steep price increases, we’d think inflation has nowhere to go, but we’d be wrong.”

Services Over Goods

The service-based economy is represented by the last four gifts in the index – the Ladies Dancing, Lords-a-Leaping, Pipers Piping and Drummers Drumming. They’re traditionally priced based on the cost to hire various performers and musicians. The Ten-Lords-A-Leaping, at $14,539.20, is the highest priced gift in the index for the third straight year. Overall, the service-sector gifts rose in price by 7.9% in 2024.

This rise of service-sector prices reflects a long-term evolution away from a focus on manufacturing in the U.S. economy since PNC’s index launched in 1984. At that time, goods comprised 70% of the Consumer Price Index, while today that number stands at just 35%.

Many of the gifts in the index representing goods remained unchanged in price in 2024 – the Turtle Doves, Calling Birds, Gold Rings and Swans all stayed flat, though still expensive year over year. The French Hens and Geese were the avian exceptions, with the latter representing one of the most volatile gifts in this year’s index, growing by more than 15%.

Housing Still High

The most volatile gift in the 2024 index is the first one – the Partridge in a Pear Tree - which rose in price by 17.1%. The least volatile gift, the Eight-Maids-a-Milking, has remained unchanged since 2009.

The Christmas Price Index also calculates the “True Cost of Christmas,” which is the cost of purchasing all of the gifts as they repeat in the verses of the song. That cost increased by 3.6% to $209,272 in 2024, crossing the $200K threshold for the second year in a row.

If you prefer to shop online, you’ll pay nearly $5K more for the convenience, and of course the packaging and shipping that gifts of birds require. PNC’s online Christmas Price Index cost rose by 3.9% in 2024 to a total of $54,073.69. Most of the gifts commanded an increase for internet shopping, but if you’re looking for bargain buys based on last year’s budget, the price of the Calling Birds, Gold Rings and Swans remained flat online in 2024.
