High school students who are interested in health sciences, computer sciences and IT services who live on the South Side of Chicago are encouraged to apply for the University of Chicago’s Youth Internship Program.

JONES ADVANCES BILL EXPANDING COVERAGE FOR CARJACKING VICTIMS
SPRINGFIELD, Ill. State Rep. Thaddeus Jones, D-South Holland, is working to ensure drivers have more comprehensive coverage protecting them from auto theft by introducing new legislation requiring insurance companies to cover stolen vehicles regardless of the context of the incident.
“Insurance companies finding loopholes to deny coverage for their customers is just wrong and unfair,” Jones said. “If your car got stolen, you’d be pretty upset, so I introduced legislation to provide insured car owners some security and accountability to insurers”.
Jones’s House Bill 2842 extends the policies given by auto insurance providers to cover vehicle theft even if there was no evidence of forced break in, if the key was left inside the automobile, or if the vehicle was unlocked. The previous law raised insurance premiums for those affected by vehicle theft that resided in higher auto theft geographic areas.
Jones’s bill broadens the resources and security from auto thefts by coinciding with House Bill 2245, passed into law last year. House Bill 2245 provides a car theft hotline to the manufacturer as well as the local sheriff’s department to ensure proper claims and remedies are put into motion.
The bill passed out of the Insurance Committee on Wednesday, March 20, and awaits consideration on the House floor.
MUSSMAN TO ADDRESS TEACHER VACANCIES IN NEW WORKING GROUP
SCHAUMBURG, Ill. – State Rep. Michelle Mussman, D-Schaumburg, will join a newly formed Teacher Shortage Working Group to address the longstanding issue of vacancies in Illinois schools by exploring new ways to attract and retain qualified educators.
“Research shows that educator quality is among the most significant factors influencing student achievement,” said Mussman. “As chairperson of the Elementary and Secondary Education committee, I’ve witnessed firsthand the obstacles more and more school districts face regarding staff vacancies. Forming this working group demonstrates the state’s commitment to addressing a national issue in education and can lead to positive outcomes for schools, teachers, and students alike.”
According to the Illinois State Board of Education, as of 2023, there were over 7,000 unfilled educator positions across the state. The Teacher Shortage Working Group will meet regularly to work on sustainable solutions that will help mitigate teacher shortages in the long term, ensuring a stable and qualified workforce for schools and students.
“We strive to deliver a world-class education, but these vacancies can undermine the quality of a child’s education, hinder student success, and weaken the overall effectiveness of our education system,” said Mussman. “I’m eager to brainstorm with the members of this group. Collaboration is key to coordinating efforts to tackle this issue and set our students up for future success.”
JIMÉNEZ ADVANCES LEGISLATION
GUARANTEEING HEALTH BENEFITS FOR MENTAL HEALTH EMERGENCY RESPONDERS
SPRINGFIELD, Ill. – Emergency mental health professionals would be guaranteed disability coverage and line of duty compensation under new legislation advanced by state Rep. Lilian Jimenez, D-Chicago.
“As our approach to emergency response and 911 operations includes the invaluable expertise of mental health professionals, these first responders deserve the same health and line of duty coverage as their police, firefighter or paramedic counterparts. While moving this legislation out of committee is only the beginning, I am confident that our efforts to bring equity and a justice-oriented approach to emergency response will prevail.”
Jiménez’s House Bill 5083 amends current legislation creating employee disability, line of duty compensation and public safety benefits to include mental health professionals as employees eligible for benefits. Current law does not include these responders who regularly report to the scene of emergency situations in which their expertise would be most valuable.
House Bill 5083 passed out of the Personnel & Pensions Committee.
Applications Are Open For The University of Chicago Youth Internship
Continued from page 1
BY TIA CAROL JONESThe internship program has partnered with One Summer Chicago, the Department of Family & Support Services’ Summer Youth Employment Program initiative. It was launched in 2021. It was created as a result of a recommendation that the University of Chicago received from the Community Development Working Group about having a youth internship opportunity. During the pilot year, there were 10 interns. This year, there will be 75 interns.
Ann Merrell, Director of College and Career Readiness Programs at the University of Chicago, said it was important to expand the program from 10 to 75 because there was so much interest and enthusiasm for the internship program. The goal is to provide youth with employment and enrichment opportunities during the summer months.
gain both that broad exposure to different post-secondary pathways as well as more specific hands-on training and preparation in that second summer internship,” Merrell said.
This year, there is more of a focus on health careers, STEM sciences and IT sciences. The reason for this, Merrell said, is because there are a lot of career opportunities in that industry and also based on students’ feedback from previous years of the program.
The internship program is a two-summer model, with the first year providing the participants broad exposure to college and career options. The students attend workshops and participate in activities and a guest speaker series, as well as attend networking events and workplace tours. In the second summer, students are eligible to re-apply for the program for a direct internship in departments at the University, which includes the Psychology department, Chicago Center for HIV Elimination, Gastroenterology, Computer Science Instructional Lab and Information Technology Tech Bar. Students can indicate their preference for which placement they are most interested in when they apply for the second year.
“Between the first and the second summers, students
“There are a lot of students who aspire to have future careers in computer programming or medicine. I think it was just a good fit in career areas where there is a lot of growth and aligning with student interests,” she said.
Student feedback from past participants included positive responses about how the program helped increase their confidence, helped them to gain new valuable skills, as well as helping them learn about their own strengths and found a sense of purpose and meaning in what they did during their internships. The feedback also resulted in more group projects, interactive activities and opportunities to interact with different professionals from a variety of fields.
The University of Chicago is also focusing on inclusive innovation for local residents and youth, so it wants to prepare local students and residents for careers in STEM fields. Some initial short-term data finds that students who participated in the internship program have gone on to attend University of Illinois At Chicago, University of Illinois Champaign-Urbana and Loyola University.
The internship program begins June 24th and ends August 1st. The deadline for applications is Friday, April 19th. For more information about the Youth Internship Program, visit https://ccreadiness.uchicago.edu/pages/ uchicago-youth-internship-program. Students can apply through One Summer Chicago at onesummerchicago.org.
Women in Finance Recap
As part of Women’s History Month, Metropolitan Water Reclamation District Commissioner Eira Corral Sepúlveda celebrated the accomplishments of Women Who Lead by moderating a discussion with women in finance. Commissioner Corral Sepúlveda asked two accomplished leaders to share their career trajectories and advice for the next generation.
First Women’s Bank CEO Marianne Markowitz and Garcia Hamilton & Associates’ Partner and Marketing & Client Services Director Ruby Muñoz Dang detailed their personal histories. Markowitz’s career started in finance and took a detour into politics with the Obama campaign and administration. She was briefly an interim Cabinet member but then returned to the world of finance. She was approached by a group of women who wanted to start First Women’s Bank and heeded the call. She raised money quickly and kicked off the regulatory process–needing at least $28 million dollars. Markowitz and the team raised nearly $40 million in the middle of the pandemic. They also recruited investors. Among their early backers: tennis legend Billie Jean King. Muñoz Dang told her story as the daughter of immigrants whose parents invested in her. She had a penchant for numbers, and a professor steered her toward a career in finance.
Both Markowitz and Muñoz Dang agree: diversity
matters in all facets of life–especially in finance. They point out investors need a diversified portfolio to achieve financial success. And a diverse workforce is necessary to bring an array of perspectives. Both leaders head organizations with finances in the billions. Their success is clear.
In addition, Muñoz Dang urges young investors to take risks. “Of the 40 employees we have here, 75% are women, 70% are minorities. We are 100% employee owned. We have 18 partners, of those 18 partners, almost 90% is held by women and minority partners, which is very rare in this industry…It was an incredible honor to be a part of this firm.” She says they just needed a chance. Today, she recognizes it’s necessary to guide the next generation. But she cautions entrepreneurs that projects usually take more money and more time than they expect. Muñoz Dang emphasizes the importance of believing in oneself and being surrounded by people who have the right skills to help fulfill your goals. “The number one thing, make sure your family knows this is going to be a tough journey.”
Meanwhile, Markowitz acknowledges there are other women-owned banks. But First Women’s Bank has a specific mission: to close the gender lending gap on a national level, grow the economy, and elevate the role

Illinois State Treasurer Michael Frerichs Pushes for Law Allowing Leftover College Savings Funds to Be Used for Retirement
Change Would Allow 529 Rollover into Roth IRAs
CHICAGO – Illinois Treasurer
Michael Frerichs urged state lawmakers to approve a bill that would allow parents who don’t use all the money in their Illinois 529 College Savings Accounts (Bright Start and Bright Directions) to roll over the funds into a Roth IRA.
“One of the most common questions we get is what can you do with the Bright Start money you have saved if your child ends up not going to college, gets a scholarship, or you have leftover money,” Frerichs said. “This will give parents another option when deciding what to do with the money they’ve saved for their children if they don’t use all of it.”
The new option is possible be-
cause Congress approved a measure in December 2022 changing Section 529 of the Internal Revenue Code to authorize tax- and penalty-free rollovers from college savings plans to Roth IRAs, with some limitations. The measure took effect on January 1, 2024.
For the option to take effect in Illinois, lawmakers must change state law to allow the Roth IRA rollover option for Bright Start and Bright Directions 529 college savings account owners.
State Treasurer Frerichs was joined by bill sponsors and supporters of allowing the Roth IRA rollovers at a news conference at the state government building at 555 W. Monroe St. in Chicago.
including a $35,000 lifetime limit on transfers, which also are subject to annual Roth IRA contribution limits (this year they are $7,000 for people under 50). In addition, rollovers must be made to the college savings account beneficiary and not the owner. And rollovers only can be made from 529 accounts that have been active for 15 years and no contributions or investment earnings in the last five years are eligible for rollover.
Second Annual African American Conference: Releasing The Silence and RACEing into Action Against Alzheimer’s and Dementia
The Alzheimer’s Association Illinois Chapter Release The Silence Conference, scheduled for Saturday, April 27, 2024. This event will educate our community, future caregivers, and healthcare professionals about Alzheimer’s disease and all other dementias.
Designed for caregivers, individuals seeking knowledge about the disease, and professionals aiming to understand health disparities affecting the African American community, the conference promises to be an enlightening and empowering experience.
Delia Jervier, Executive Director of the Alzheimer’s Association Illinois Chapter, will provide invaluable insights into the organization’s efforts to enhance outreach to underserved and disproportionately affected communities. Emphasizing the critical need for resources and support to address the Alzheimer’s.
The event will be from 9:30 a.m. to 2:30 p.m. With doors opening at 8:30 a.m., the event will feature a diverse array of speakers covering topics such as the latest treatment options, debunking myths and misconceptions about Alzheimer’s disease, and recognizing signs and symptoms.
“This is a common-sense change that will help parents and grandparents who open college savings accounts for their children and grandchildren,” said sponsoring Sen. Steve Stadelman, whose district includes Rockford.
“Saving for your child’s future education is responsible, and allowing leftover money to be used to help your child’s retirement is a welcome change,” said sponsoring Rep. Diane Blair-Sherlock of Villa Park.
State law currently allows parents to leave leftover money in a Bright Start account for future use by another family member going to college or roll over the money into an Illinois ABLE account. The money also can be taken out as a nonqualified withdrawal, but there are tax implications, and people are encouraged to consult with a tax professional.
The federal law set some limitations on college savings rollovers,
The Illinois State Treasurer’s Office is a powerful economic engine that invests in people to drive prosperity, development and growth throughout the state. As State Treasurer, Michael Frerichs (FRAIR’- iks) is the state’s Chief Investment and Banking Officer and actively manages approximately $55 billion. The investments help families pay for college and trade school; workers save for a dignified retirement; and local governments process bill payments more efficiently so they can pass along the savings to taxpayers. The office provides financial institutions money to loan to farmers, small business owners, and qualified individuals at below-market rates because better jobs create stronger communities.
The office operates the state’s largest consumer-protection initiative, the missing money I-Cash program, which has returned a record-breaking $1.9 billion since Frerichs was elected.

of women in it. Today, major global corporations and stakeholders are investing in First Women’s Bank. Their strategic advisers include King, Sophia Bush, and Allyson Felix. Now she urges all women to use their money to make an impact. “The women’s economy employs 12 million people, and it produces $2.7 trillion in revenue every year. It’s an important part of our economy. Women have been leading an economic revolution for decades, and as a result, women own 42% of the women’s economy, almost half…with all that growth and power, they’re only capturing 5% of the dollars being lent…Just imagine if
we closed that gap.”
Commissioner Eira Corral Sepúlveda details the differences between sponsors, mentors, and coaches. As Commissioner Corral Sepúlveda states, sponsors highlight opportunities for you and are willing to speak out for you. Mentors share their experiences. Coaches talk with you and walk you through different options. They’re all valuable. “I started using the ‘women who lead’ hashtag, and it became kind of a thing.” It helps showcase women’s talents, skills, and achievements. All three say women supporting women leads to everyone’s success.
Alzheimer’s disease poses a significant challenge to our community, particularly concerning the growing number of African Americans affected by the condition and the support required for their unpaid family caregivers. Statistics reveal that while Alzheimer’s affects all races and ethnicities, African Americans are disproportionately impacted, being twice as likely to develop the disease compared to Caucasians.
In partnership with Chi Eta Phi, Alpha Eta Chapter, Greenwood Oasis, Scottish Rite Prince Hall Masons, and Chicago Citizen Weekly, the Alzheimer’s Association reaffirms its commitment to providing access to vital resources and information, especially to communities most in need.
Key findings from the 2024 Alzheimer’s Association Facts and Figures report underscore the pressing need for action:
Figures report include:
w Black caregivers provide more hours of care per week compared to White caregivers.
w Black male caregivers are 3.3 times more likely to experience financial burdens when compared to Black female and White male and female dementia caregivers.
w Black, Hispanic and Asian American dementia caregivers indicate greater care demands, less outside help/formal service use and greater depression compared with White caregivers
w Black and Hispanic caregivers noted poorer health prior to becoming a caregiver for a spouse with dementia than those of similar race/background who did not become caregivers.
w Discrimination is also linked with depressive symptoms among Black American dementia caregivers.
In light of these challenges, the Release The Silence Conference stands as a beacon of hope, unity, and empowerment. By fostering dialogue, disseminating knowledge, and advocating for change, together, we can confront Alzheimer’s and dementia head-on.

AUTHOR/ATTORNEY RON RICHARDSON SHARES THE START OF HIS INSPIRATIONAL RELATIONSHIP WITH GOD IN A REMARKABLE RADIO INTERVIEW
BALTIMORE, Md. - Linking personal, contemporary situations and Bible readings, acclaimed Oneness With God author Ronald E. Richardson shares emotional stories about his connection with God and how it dramatically transformed him from the thralls of anguish and depression.
In an impassioned interview with WTKO radio host and President Carol Henry, Richardson describes his state after he and his girlfriend agreed that she should have an abortion and how the aftermath transformed him, propelling him forward as a steadfast devote of God.
“In the early 1980s, I met this young lady. She was also a fellow law student at night,” Richardson recalls in the interview. “She got pregnant, and we both agreed to have an abortion. I did not think much of it at the time, but almost immediately after the abortion, I had this overwhelming conviction. This brought about depression because I felt more and more that I took a life. I had agreed to the taking of a life, an innocent life, and there was no getting that life back.”
Richardson, a Baltimore attorney who recently released an updated version of his 2006 book, Oneness With God, shares more about his theological exploration of the mysteries of God in the interview and why he has faithfully followed this path.
“I felt horrible,” he says of the period after the abortion. “I felt as if my spiritual future was doomed. I no longer desired to complete law school, go to work, or do any of the basic daily functions because, in the end, all was lost. I did not know any way to rectify the situation until I remembered my spiritual upbringing. And I knew that there was this God, and there was Jesus. Eventually, I found myself on my knees in my apartment in desperation. And I pleaded with Jesus that if indeed he does exist, and there is, indeed, the ability to save souls like mine, that I embrace it wholeheartedly.”
Richardson said, “I give him everything, every
breath, every thought. I give up my life to him in return for this saving, this so doomed for eternal damnation. When I got off my knees, and I don’t know how long I was down there, but when I finally got up, I actually felt - I can’t explain it any other way - I felt the guilt fall off of me, praise God. From that moment forward, I felt redeemed. I was even more committed to giving everything to him. And so I had this tremendous thirst to know the word of God.”
Reviewers of Richardson’s book call his writings “captivating” and “enriching” with biblical information that will educationally heighten followers of the Christian faith.
“Not only is its content filled with detailed information, but Mr. Ronald Richardson’s testimony was enlightening. It is obvious he put concentrated study into critical issues affecting Christian culture.,” says Retired Senior Pastor Lyman Isaac Doster, of The Greater Providence Missionary Baptist Church, Los Angeles, California. “His presentation comes across as honest and straightforward.”
Richardson was asked during the interview about a statement in the Bible where Jesus says you must be the least to be the greatest. What is meant by it?
“This was another area that I prayed about and researched. One possible interpretation of what Jesus meant by that is that if I served everyone else before I even thought about serving myself, and I am the least,” Richardson says.
“If everyone in the Kingdom of God had that same servant mentality and served everyone before thinking of themselves, then by definition, I would be served by everyone in the Kingdom because they all have the same servant mentality that I have serving everyone before themselves. So I would be the greatest in the Kingdom of God because I’m served by everyone, but at the same time, I would be the least in the Kingdom of God because I’m serving every-
body before I serve myself.”

New Data Model Sheds Light on the Depth of America’s Arrest and Conviction Records Crisis
The Clean Slate Initiative’s Data Dashboard Allows Lawmakers to Scale the Impact of Second Chance Legislation
ORLANDO, Fla. -- In a breakthrough for public policy creation, a new data model unveiled by The Clean Slate Initiative (CSI) offers detailed insights into the crisis of arrest and conviction records in America. The data model powers The CSI Data Dashboard, which presents data visualizations and population estimates for people in the U.S. impacted by arrest and conviction records, with data further broken down by race, ethnicity, sex, and type of record within each state and over time. The CSI Data Dashboard is available at cleanslateinitiative.org/data.
“In the 30 years since Congress passed the 1994 Crime Bill, millions of people have been caught in the ever-widening net of the criminal legal system,” said Sheena Meade, CEO of The Clean Slate Initiative. “As a result, one in three adults in our country are held back from reaching their full potential because of some kind of record. The CSI Data Dashboard empowers policymakers to craft impactful automatic record clearance legislation, paving the way for data-driven solutions to create transformational change in millions of people’s lives and address racial inequities created by decades of overcriminalization.”
Since 2018, twelve (12) states have passed legislation that meets The Clean Slate Initiative’s policy minimums. These laws replace burdensome and expensive petition-based record clearance processes with a streamlined system that auto -
matically clears eligible records after people complete their sentences and remain crime-free for a specified period of time. Around 14 million people are in line to receive full record clearance in the 12 states that have passed Clean Slate laws.
Estimating how many people would benefit from Clean Slate legislation presents multiple challenges for lawmakers, such as incomplete or erroneous administrative data, variances in race and ethnicity, and dynamic factors, including re-arrest, reconviction, and peoples’ movement between states.
“It’s essential for public policy to be founded on good data,” said Dr. Laura Chavez, director of research and data at The Clean Slate Initiative. “The CSI Data Dashboard shows how many people will benefit from a second chance if certain types and numbers of records are eligible for clearance under legislative proposals. As a result, lawmakers can appropriately craft policies, ensuring everyone who has earned a second chance can receive it.”
Samuel Sinyangwe, data scientist for The Clean Slate Initiative, led the creation of The CSI Data Dashboard and the data model that powers it. The model’s Methodology Document is available here.
Earlier this year, The Clean Slate Initiative released fact sheets demonstrating proposed legislation’s impact in four states - Kentucky, Illinois,
Maryland, and Missouri. The fact sheets use CSI’s data model to quantify the impact of the specific legislation put forward to each state’s legislature. The CSI Data Dashboard offers even greater detail about who would benefit from record clearance policies with varying eligibility criteria.
“Everyone can likely think of someone close to them with some kind of record. It may be a family member, a friend, or a neighbor, but it’s likely someone they care deeply for,” said Sheena Meade. “We want the people we care for to have the opportunity to create a better life for themselves and those who depend, not be held back long after having paid their debt to society. We want them to have a fair shot at redemption. We look forward to working with lawmakers throughout the country and using The CSI Data Dashboard to ensure automatic record clearance reaches the millions of people who have earned a meaningful second chance.”
The Clean Slate Initiative is a non-profit organization that engages bipartisan support to pass and implement laws that automatically clear eligible records for people who have completed their sentence and remained crime-free and expand who is eligible for clearance. The organization works to build a future where people will no longer be defined by their records and have a fair opportunity to work, get an education, and achieve their full potential.

(StatePoint) When it comes to planning their retirement, most people will rely upon their savings, 401(k)s and other forms of income to provide the security they will need for that phase of life.
However, many don’t consider a crucial need for their later years: long-term care insurance.
In fact, a recent Forbes study revealed only about one-quarter of adults nearing retirement have seriously considered getting longterm care insurance or a savings account dedicated to long-term care expenses.
Further, many consumers mistakenly think their health insurance or Medicaid will cover various aspects of long-term care services when that might not be the case. In a LIMRA study, 29% of respondents said they believe they own some form of stand-alone long-term care insurance coverage or combination life/long-term care insurance coverage. The data shows longterm care ownership is closer to 3.1%.
So why are Americans neglecting this aspect of financial planning? For many, common misconceptions are preventing them from being prepared. Here are six myths about longterm care and the truth you might not know from Bankers Life, a national life and health insurance brand.
Myth #1: I won’t need long-term care.
Reality: Needing help with such daily activities as eating, bathing, dressing, toileting and continence, among others, may seem like an unlikely scenario. However, about 70% of people aged 65 and older will need some type of longterm care during their lifetime, according to the Department of Health and Human Services.
Myth #2: My family will take care of me.
Reality: Physical, financial and geographical limitations prevent many people from caring for their aging relatives, even if they intended to. That’s why it’s important to be prepared to pay for the long-term care you may need some day.
Myth #3: Medicare will cover my long-term care.
Reality: Medicare is designed to cover acute care, or the care you need when you’re sick and will eventually recover from an illness. It doesn’t cover ongoing Activities of Daily Living services when those are the only care you need.
Long-term care insurance is designed to help cover ongoing custodial care services, which includes assistance with dressing,
bathing, eating or other Activities of Daily Living.
Myth #4: I’ll use my Social Security benefits to pay for long-term care.
Reality: Long-term care is expensive, with homemaker services costing $163 per day on average and a semi-private room in a nursing home costing $260 per day on average, according to SeniorLiving.org. Even the maximum monthly Social Security benefit of $3,6275 won’t cover these amounts. Myth #5: Nursing homes are the only option
Reality: When you hear “long-term care,” you may immediately think “nursing home,”
Who adopted who?
Adopt a teen.
You can’t imagine the reward.
