NESS-BACKED REFORMS MAKE HEALTHCARE MORE AFFORDABLE, EXPANDS ACCESS TO CARE

CRYSTAL LAKE, Ill. – Illinois families will have access to better and more affordable health care coverage under new laws backed by state Rep. Suzanne Ness, D-Crystal Lake, aiming to reduce costs and hold big insurance companies accountable.

“The Healthcare Protection Act is a game changer for the health and well-being of residents across the state. Getting rid of junk insurance, streamlining mental health care access, and lowering insurance premiums will cut through red tape and lower costs. This means better, more affordable healthcare for everyone,” said Ness. “Signing the Healthcare Protection Act into law is a big win for Illinois, and I look forward to carrying this new standard of care into future legislation to improve access to high-quality, comprehensive care.”

The Ness-backed House Bill 5395 and House Bill 2499 were signed into law Wednesday, delivering a series of major reforms to make health care coverage better and more affordable. The new Health Care Protection Act would create a rate review process requiring insurance companies to justify premium increases, and empowering state watchdogs to reject unwarranted hikes that simply pad profits.

Additionally, the measure curbs gimmicks insurance companies use to deny access to medically necessary treatments, procedures, and prescription medications, including step therapy — where insurance companies require a patient to ‘try and fail’ with cheap, ineffective treatments before covering the prescribed treatment or medication. Under the Healthcare Protection Act, doctors and patients will now be empowered to make important medical decisions — not insurance companies.

THESE MEASURES ALSO STOP INSURANCE COMPANIES FROM SELLING INADEQUATE SHORT-TERM HEALTHCARE PLANS THAT PROVIDE LITTLE OR NO COVERAGE.

IDOT, UIUC reach agreement on research partnership

SPRINGFIELD – The Illinois Department of Transportation announced today it has signed a six-year, $48 million agreement with the University of Illinois Urbana-Champaign’s Illinois Center for Transportation at The Grainger College of Engineering to continue a longtime joint research program.

“We are excited about our progressing partnership with the Illinois Center for Transportation,” said Illinois Transportation Secretary Omer Osman. “Together, we will continue to lead the way in innovative new technologies and practices to prepare our multimodal system for the future and better serve the public.”

Effective July 1, the agreement will explore the latest transportation needs in the state and extend a longstanding partnership with the University of Illinois. The partnership ensures Illinois stays at the forefront of solving key transportation challenges, such as creating safer and more sustainable infrastructure, reducing congestion, achieving more equitable transit systems, preparing for autonomous vehicles and more.

At the top of the list of priorities is developing and implementing next-generation mobility technologies, while ensuring a safe, resilient and net-zero emission transportation system by 2050.

“This agreement is a testimony of the long and sustainable relationship between IDOT and the University of Illinois,” said UIUC Chancellor Robert J. Jones. “We are pleased that the Illinois Center for Transportation continues to be at the forefront of developing transportation technologies that benefit the state, nation and world at large.”

The agreement marks a new milestone in the partnership between IDOT and UIUC. The two have worked together since the 1940s, with IDOT’s partnership with the Illinois Center for Transportation beginning in 2005. Through the program, industry members, academic professionals and government agencies have collaborated to complete almost 320 projects, with more than 40 scheduled to be in progress by this fall.

“This is our 26th year,” said Mr. Huggins and we want to take this game to another level. We are bringing storied Morehouse back to Chicago, along with Kentucky State.

The Chicago Football Classic has been around since 1997. The goal of the event is to encourage Black students to pursue post-secondary education, with the hope they will choose to matriculate to a Historically Black Colleges and University (HBCU). This is the second year the Chicago Football Classic will take place since taking a hiatus during the COVID-19 pandemic.

In addition to the game, a Golf Outing and Luncheon will take place on Sept. 19th at the Flossmoor Golf Club; a Pep Rally will take place on Sept. 20th at Daley Plaza; and a College & Career Fair will take place on Sept. 21st at Soldier Field. The Battle of the High School Bands also will take place on Game Day.

Lamont Robinson, 4th Ward Alderman, said that the Chicago Football Classic empowers students to complete high school and attend HBCUs, where they are known to graduate from in higher rates than other colleges and universities.

“I am an example of why HBCUs are important. I’m a small business owner, educator, former nonprofit director, former State rep and now a member of the Chicago City Council,” said Robinson who graduated from Clark Atlanta University.

Robinson said the Chicago Football Classic showcases the talents, potential and accomplishments of its scholar-

ship recipients, as well as being a benefit to HBCUs. It also encourages African American students and their families to strive for excellence and achievement, which lifts all communities. He said it is important for communities to support young people and HBCUs and continue to make history.

“I want to thank the Rands and the Huggins for their continued support of our young people and all they do for the city of Chicago 365 days a year,” he said.

During the press conference, Huggins talked about Reverend Jesse L. Jackson and his legacy in the civil rights movement and said he wanted to honor him during the Sept. 21st Chicago Football Classic.

“He is truly a civil rights icon and just happens to live here in Chicago. When you look at what Rev. Jackson has meant to this country, and to the world, I think it’s truly something that we have to do,” he said.

Huggins added it is significant that there are more African American students that are attending HBCUs from Chicago and from Illinois. He said it is important to continue to expose young people to opportunities for higher education and encourage them to seek higher education. It is his goal to make the Chicago Football Classic an institution in Chicago.

“Whether myself, Tim and Everett are still here, this game should go on forever,” Huggins said.

Governor Pritzker Signs Healthcare Protection Act Into Law

CHICAGO — Governor JB Pritzker signed the package of bills comprising the Healthcare Protection Act (HPA) into law, a series of reforms initially proposed by the Governor in his 2024 State of the State address. The HPA works to improve healthcare consumer experiences by banning step therapy and prior authorization for crisis mental healthcare, banning junk insurance plans, and ending unchecked rate increases for large group insurance companies.

“With the signing of these bills, we’re putting power back into the hands of patients and their doctors and out of the grasps of predatory insurance companies who prioritize profits over patient outcomes,” said Governor JB Pritzker. “Accessing care shouldn’t require endless bureaucracy and navigation, especially when someone is at their most vulnerable, and this legislation will make care more affordable and accessible for millions of Illinoisans.”

“The Healthcare Protection Act unequivocally takes power out of the hands of insurance companies and places it squarely where it belongs – in the palms of the people,” said Lt. The HPA was designed and proposed by Governor Pritzker

to make healthcare more affordable and accessible for Illinois consumers and return a sense of autonomy and control to patients and doctors. The legislation was drafted based on feedback from medical professionals on what barriers to care they and their patients faced regularly.

A main target of the HPA is step therapy, the practice of insurance providers requiring patients to try and fail on often less effective treatment options and medications first before getting the care recommended by their doctor. The legislation also eliminates prior authorization requirements for in-patient mental health care, recognizing that patients in need of urgent mental health care are often not able to navigate and wait out a prior authorization process.

The HPA also requires insurance companies be transparent about prior authorization requirements when advertising coverage. Since in-network availability is often the only way patients can access care, the HPA also sets standards for appointment time availability and number of in-network doctors, ensuring that patients can actually locate care in their area and have a transparent view of their in-network providers.

In addition to utilization management regulation, the HPA also pans the sale of junk insurance plans that fail to meet Affordable Care Act standards. In 2023, the General Assembly

MAYOR BRANDON JOHNSON ANNOUNCES EXPANSION

OF ONE SUMMER CHICAGO PROGRAM FOR SECOND CONSECUTIVE SUMMER

CHICAGO — Mayor Brandon Johnson and the Chicago Department of Family and Support Services (DFSS) announced the expansion of One Summer Chicago (OSC) to more than 27,000 jobs through partnerships with the business community, City departments, sister agencies, philanthropic partners, and labor unions.

“Our commitment to youth jobs is not just about giving our young people a paycheck; it’s about giving them a purpose,” said Mayor Brandon Johnson. “We know that youth employment compliments our community safety strategy, and we are proud that we were able to successfully expand the program again this summer. We are committed to continuing to invest in our young people so that every teenager in Chicago has the opportunity to earn money, develop their skills, and build meaningful careers in our city.”

Last year, Mayor Johnson success-

fully expanded the program by roughly 4,000 jobs, representing a 20% increase from the previous summer. Thanks to the allocation of an additional $11M in Mayor Johnson’s FY2024 budget, the administration has expanded the program by another 2,400+ jobs this summer. In total, 27,140 young people are employed through OSC this summer and the administration continues to seek partnerships to further increase the number of jobs available.

“Summer jobs are critical to helping shape a young person’s trajectory and allows them to gain perspective of how they see themselves contributing to their communities,” said DFSS Commissioner Brandie Knazze. “The opportunity for young people to explore various careers while getting paid is putting more young people on a path of lifelong learning while building our future workforce.”

Youth employment is a proven method to reduce community violence and combat poverty. As part of Mayor Johnson’s People’s Plan for Community Safety, the administration is making significant investments in data-driven strategies to prevent violence. Earlier this week, Mayor Johnson launched the ARPA-funded ‘Cycle Breakers’ campaign to disrupt cycles of violence by providing young people with mentorship, mental health support, and resources through partnerships with over 50 community-based organizations. Mayor Johnson announced the OSC numbers during a site visit to Dyett High School, a partner in the OSC program. CPS is one of the sister agencies that partners with the City to employ young people, along with the Chicago Housing Authority, Chicago Park District, After School Matters, Forest Preserve District of Cook County, Lincoln Park Zoo, Chicago Transit Authority, City Colleges of Chicago, and Aldermanic Offices.

An exciting piece of this year’s expansion is the “Peacekeepers” pilot program, a partnership with the community-based organization GoodKidsMadCity, along with the Alternative Schools Network, and Wards 3, 4, 5, and 20. The Peacekeepers program trains young people to de-escalate conflicts in their communities through communication skills, conflict resolution, event planning, deep canvassing, and relationship building. At the announcement event, Mayor Johnson participated in a peace circle with young people from the program and spoke with them about their experiences.

The One Summer Chicago program is made up of three components: Chicagobility, Chicago Youth Service Corps (CSYC), and the Summer Youth Employment Program (SYEP). More than 50 percent of the participants identify with one or more of the programs’ target population groups. Chicagobility is the first step in career exploration and summer work opportunities for young people between 14 and 15 years old who receive a stipend of $450 for project-based activities and career exploration over six weeks. CYSC is a year-long civic leadership program for 16- to 24-year-olds focusing on leadership development, life skills and a career in public service. Community development, mental health and food insecurity are some issue areas the 880 participants tackle while earning $15.80 per hour for up to 460 hours a year. SYEP is a six-week program for 16- to 24-year-olds that launched in 2011. The program provides job placement and specialized training at local businesses, government agencies and community organizations to provide valuable work experience and career pathways.

Loretto Hospital Hosts Vital Blood Drive and Health Screenings to Support Chicago’s African American Community

CHICAGO —Loretto Hospital announces its 4th free Summer Screening Series event to be held on Saturday, July 27, from 11 a.m. until 3 p.m. The day’s main events will revolve around a blood donation campaign and kidney health checks. These activities are being presented in collaboration with Omega Psi Phi Fraternity, Inc. (Nu Pi Chapter), Versiti Blood Center of Illinois, the National Kidney Foundation of Illinois and Senator Kimberly A. Lightford. Additional supporters of the Summer Screening Series event include Black Men United, Fathers Who Care, Gift of Hope Organ & Tissue Donor Network and Habilitative Systems, Inc.

The free July 27th blood drive and kidney screenings will be held on the 6th floor of thehospital. The brothers of Nu Pi Chapter will support the blood drive, which provides critical opportunities for blood donations within the African American community. Concurrently, the National Kidney Foundation of Illinois will offer health screenings for kidney disease, high blood pressure and diabetes.

Gov. Pritzker Celebrates Metro East Rebuild Illinois Investments

Gov. gave remarks at openings of public safety center and SWIC Manufacturing Training Academy

EAST ST. LOUIS—Governor JB Pritzker joined local officials and stakeholders to celebrate two major openings in the Metro East area. The Governor attended the opening of a new public safety center in Emerson Park Transit Center in East St. Louis, combining public safety with transit operations to better meet the needs of the surrounding area. The Governor also attended a ribbon cutting at the new Southwestern Illinois College (SWIC) Manufacturing Training Apprenticeship Building.

Rebuild Illinois and many other state programs, we’re making the crucial investments that communities like Metro East need to stay safe and build a stronger, more educated community,” said Governor JB Pritzker. “Providing young people with the skills for a 21st century career and giving our first responders and Metro East residents a safe landing place are both examples of the best of what government can do when it truly works for the people it serves.”

The 16,000 square foot public safety center includes a 911 Emergency Dispatch Center, office space for St. Clair County MetroLink Sheriff’s Deputies, and public restrooms and a water fountain for transit riders and operators. It will soon also be home to the Metro Transit Operations Control Center. Nearly $10 million of the $15 million project came through a Rebuild Illinois grant initially awarded in January 2022.

The $10 million provided by the state is part of

more than $200 million made available via Rebuild Illinois to downstate transit agencies through competitive grants administered by IDOT. Other awards have included the purchase of new vehicles as well as the construction of bus shelters, stations and maintenance facilities to expand and improve service, provide more transportation options in communities across the state, and promote an enhanced quality of life. Rebuild Illinois also is providing $98 million to extend MetroLink from near Scott Air Force Base to MidAmerica St. Louis Airport.

The building will also feature an expansive dispatch floor with state-of-the-art technology, a conference room, office space, a training area, holding cells, a break room, call center, server room and more. The project expands on efforts to address safety through early intervention, with Chestnut Health Systems launching a program in partnership with the St. Clair County Transit District to help address mental health needs. Care teams already have been deployed to assist riders with mental health and homelessness issues as well as providing recommendations for food and other assistance.

The SWIC Manufacturing Training Academy, first announced by Governor Pritzker in 2021, will offer training in industrial electricity, robotic and automated welding, precision machining concentrations, and EV technologies, among other pro -

grams. $7.5 million of the $15 million facility was funded by the State of Illinois through Rebuild Illinois.

The addition of this facility allows SWIC to double potential enrollment numbers, with goals set for 40% of students identifying as people of color and 25% identifying as women – including efforts to recruit and retain diverse faculty and staff. Alongside that, this academy will shape a new curriculum built for a new age of manufacturing, focused on sustainability and emerging industries.

Heartland Community College in Normal also opened a state-of-the-art manufacturing facility this year, providing central Illinois with opportunities for training and education. Illinois was recently ranked #1 in the Midwest for workforce development infrastructure, in part thanks to initiatives like the manufacturing training academies.

“Governor Pritzker has created the transit trifecta at Emerson Park,” said St. Clair County Board Chairman Mark Kern. “This project benefits public safety, supports employment opportunities and modernizes our MetroLink facilities – and for that we are very grateful.”
