BLACK-OWNED MARKET 96 OPEN FOR BUSINESS

Since January 1st of 2020, cannabis has been legal in the state of Illinois. Once it became legal, Fred Spencer wanted to be part of the cannabis industry. He was given that opportunity when he connected with Blounts & Moore. Now, Spencer is the CEO of Market 96.

CSU ANNOUNCES FEIST-PRICE AS NEW PROVOST

Chicago, Ill. -- Chicago State University (CSU) is pleased to announce the appointment of Sonja Feist-Price, Ph.D., Rh.D., as Provost and Senior Vice President of Academic and Student Affairs.

Provost Feist-Price will lead the university’s eight academic areas, which consist of the College of Arts and Sciences, College of Business, College of Education, College of Health Sciences and Pharmacy, Honors College, School of Pharmacy, First Year Experience, and Nontraditional Programs, offering nearly 60 degree and certificate programs.

As a distinguished scholar and practitioner in psychology and public health, Provost Feist-Price has an extensive background in teaching, research, and administrative leadership. She joins CSU from the University of Michigan-Flint, where she served as Professor in the Department of Education and previously held the position of Provost and Vice Chancellor for Academic Affairs from 2020 to 2023.

Dr. Feist-Price earned a Bachelor of Science in Psychology from McNeese State University, a Master of Science in Rehabilitation Counseling Psychology from Southern University, a Doctorate in Rehabilitation Research & Education from Southern Illinois University-Carbondale, and a Ph.D. in Counseling Psychology from the University of Kentucky. Chicago State University, founded in 1867, is the oldest public university in the Chicago Metropolitan area. The University’s four colleges offer nearly 60 undergraduate and graduate degree-granting and non-degree programs. Illinois Secretary Will Utilize Role to Share Knowledge Regarding the Office’s Modernization Initiatives

Illinois Secretary of State Alexi Giannoulias has been appointed to serve as co-chair of the National Association of Secretaries of State’s (NASS) Securities Committee.

“It’s an honor to collaborate and serve alongside others representing Secretary of State’s offices throughout the country,” said Giannoulias. “This is a great opportunity to learn from each other to ensure that we protect ordinary investors from scams and fraudulent activity while holding those accountable for their actions.”

The Illinois Secretary of State’s Securities Department regulates the securities and investment advisory industries in Illinois and pursues an enforcement program designed to protect Illinois investors from those engaged in unlawful investment-related activities.

The department is responsible for regulating the state’s securities industry and protecting investors by ensuring compliance with the law and investigating any complaints of fraud or improper practices. It is working to modernize and streamline registration and enforcement operations while bolstering investor education.

Giannoulias will serve alongside New Hampshire Secretary of State David Scanlan. The pair will serve until the conclusion of the NASS 2025 Summer Conference.

Black-owned Market 96 Open for Business

Market 96, which is located at 529 S. Wells, in the South Loop is the second location. The first location is in Oswego. Market 96 was founded in September of 2023 by Blounts & Moore, a collaborative of nine women who are socially conscience entrepreneurs. Sherri Blount started a cannabis business in Washington, DC and approached eight friends with the idea of starting a cannabis dispensary business. They really wanted to come into the Illinois market. Spencer, along with Blounts & Moore submitted applications for six dispensary licenses, two craft grow licenses and one transportation license. Locations are also set for Belleville and Cairo.

According to the Cannabis Regulation Oversight Office, Illinois has the most diverse cannabis industry in the nation. In the recently released Disparity and Availability Study, it showed that 59% of the dispensary licenses were issued to minority- or women-owned businesses. The study also showed that minority- or women-owned businesses held 63% of craft grower, 61% of infuser and 74% of transporter licenses in the state.

When people walk into the dispensaries, Spencer said they are treated like family. The tagline for Market 96 is “Your Neighborhood Market” and the goal is for people to be treated like a neighbor. Spencer said since Market 96 opened on July 13th, business has been consistent.

During the grand opening, they exceeded their sales expectations and on the pre-opening.

Spencer has heard that it looks like high end grocery stores and athletic wear stores, and even that it looks like a spa. It does feel different than a regular cannabis dispensary, with open shelving and the ability for people to pick up the packaging and read the labels. The goal there is for people to understand the products. There aren’t cases like there are in other dispensaries.

“You feel like you’re walking into a market when you come in,” Spencer said.

Market 96 has also partnered with local artisans who sell their clothing and items inside the store. The hope is those local artisans can use the store to grow their businesses. As Market 96 grows, they want to help other minority owned businesses grow, too. A big component of Market 96 is to feature a local artist. In the Oswego location, there is an interactive mural on the wall. In the South Loop location, there is a mural of Ida B. Wells. Market 96 wants to support the arts, so it will have local art in each of its locations.

Market 96 has flowers, edibles, cartridges, lotions and creams, like most dispensaries in the state. What sets it apart is their customer service and that it is 100% minority owned.

“We believe that’s going to be a leading cause for us to be successful in this industry,” Spencer said. “It’s because our founders are nine Southern women and the focus for them is on customer service, to bring that Southern Hospitality to our dispensaries.”

“We as a 100% Black owned business, are looking to grow in the Illinois market, we know that the opportunity for success is there and we just need the doors to open for us to do so, it’s just for us to execute,” Spencer said. “We believe we have the right product, the right structure and the right team … We know that all it takes for us is time and we’ll be one of the top dispensaries within the state.”

MAYOR BRANDON JOHNSON AND THE CITY OF CHICAGO SELECT ORGANIZATION FOR THE CHICAGO SUPPLIER DEVELOPMENT PROGRAM

CHICAGO -- Mayor Brandon Johnson and the Chicago Department of Business Affairs and Consumer Protection (BACP) announced Women’s Business Development Center (WBDC) as the organization to oversee the Chicago Supplier Development Program, formerly known as the EDGE: Supplier Development Program. WBDC will work with the City to design, organize and execute capacity building programs and provide community-based outreach to small businesses interested in contracting with the City of Chicago. The program will also provide targeted support and resources to assist firms who are generally selected as subcontractors on how to become prime contractors on City-funded projects. Gov. Pritzker Announces Major Federal Partnership in Quantum Research

CHICAGO -- Governor JB Pritzker joined representatives from the Defense Advanced Research Projects Agency (DARPA), legislative leaders, and representatives from Illinois’ congressional delegation to announce a major ongoing partnership called Quantum Proving Ground to explore the potential of quantum computing in Illinois. This partnership is the result of investments made during the Pritzker administration in quantum research and infrastructure, in addition to the state’s strong local workforce, research, and university partners.

“The future of quantum is here, and it’s in Illinois,” said Governor JB Pritzker. “With the support of our federal partners, Illinois’ quantum campus will generate the sort of competitive research that has driven our most important American innovations, all while injecting billions of dollars into our state’s economy and creating hundreds

of local jobs.”

The Memorandum of Agreement signed with DARPA will establish Illinois’ quantum campus as the site for a new Quantum Proving Ground program, where quantum computing prototypes will be tested and evaluated as part of DARPA’s new Quantum Benchmarking Initiative, which was also announced at today’s event. Governor Pritzker’s FY25 budget allocated $500 million in state investment to help fund quantum research and build a campus. Illinois will commit $140 million in matching funds for the Quantum Proving Ground. DARPA’s level of investment in the Quantum Benchmarking Initiative will be determined by the quality of proposals, evaluation results, and availability of federal funding with the goal of matching up to $140 million for this critical research.

Talking to Kids about Alzheimer’s and Dementia

Alzheimer’s is a disease that impacts the entire family, including children and teens. When a loved one is diagnosed, young people might have questions about what is happening. It’s essential to address these questions openly and honestly and share with them the changes the disease might bring, both now and in the future.

For parents, knowing when and how to talk to children about a loved one’s diagnosis of Alzheimer’s or dementia can be challenging. To help navigate these conversations, the Alzheimer’s Association offers tips and resources on how to talk to children about Alzheimer’s and dementia, including:

Surge Angels Program Awards $100,000 to Three Ventures Founded by Education Leaders of Color

CHICAGO, PRNewswire -- Surge Institute, a trailblazing organization that empowers leaders of color in education, recently awarded $100,000 in funding through its Surge Angels program to three early-stage ventures run by Black, Latinx, Asian and Pacific Islander education leaders. The awards were determined and announced on Friday, June 28, in Chicago during a special Pitch Night event, culminating in the intensive six-month Surge Angels entrepreneurial development program.

This year’s event celebrated the hard work, dedication and visions of 10 Surge Institute Alumni, culminating in a grand showcase where three founders were honored with substantial prize money. The event started with an introduction from Tiara Wheatley, Surge Institute’s Vice President of Alumni Impact. Chief External Affairs Officer Will Collins welcomed guests, founders and investors who were there in person and watching via livestream.

Participants received intensive training in business fundamentals, strategic planning, financial management and marketing, preparing them to secure funding and incubate their innovative entrepreneurial ventures grounded in service to their communities. Additionally, each participant was paired with an executive coach experienced in entrepreneurship, ensuring tailored guidance and support.

The program culminates in Pitch Night, where each participant can present their venture plans to Angel investors in hopes of securing funding. On June 28, after considering pitches from the 10 founders in this year’s Surge Angels cohort, the panel of Angel investors funded the growth and development of the top three ventures.

The Village Network, based in Washington, D.C., is a collection of programming initiatives supporting youth and educational leaders’ diverse needs and interests. The organization believes in the inherent power of community and seeks to empower its communities through relationship, resource and capacity building. Wilson said he was overcome with emotion when he heard his name called and added that he must pour into Black and Brown youth the way people poured into him.

“I’ve been so fortunate throughout my life to be surrounded by genuine love, whether it’s family, friends, teachers, mentors or co-workers,” said Wilson, who went full-time with his venture in May. “The Surge Angels fellowship has allowed me to think about a business plan, a budget, marketing—all of these different things that will help not only the programming aspect but the administrative side of running an organization.”

Inspired Aesthetics envisions a community where young Black and Brown people who want to learn more about art, cooking or engineering have places within reach to do so—and can learn from people who look like them.

That Art Party combines Fierro Peña’s love of art and play with her professional skills to curate artistic experiences for BIPOC adults to nourish their inner child and play as a tool for liberation.

ISP has added 530 new troopers since 2019

“The Illinois State Police continues to build its

Kelly. “ISP troopers receive extensive training and are held to the highest standards to serve the public with respect. I welcome our newest troopers to one of the greatest law enforcement agencies in the country.”

SPRINGFIELD – The Illinois State Police (ISP) welcomed 18 new troopers from Cadet Class 147 at a graduation ceremony at the Illinois State Police Academy in Springfield. The new troopers reported to seven different Troops throughout the state on Sunday, July 21. Cadet Class 147 marks the 19th cadet class graduation under Governor JB Pritzker and ISP Director Brendan F. Kelly. Since 2019, 530 troopers have joined ISP.

“On behalf of the State of Illinois, I would like to congratulate Cadet Class 147 on their graduation from the Illinois State Police Academy,” said Governor JB Pritzker. “My administration has prioritized recruitment over the last five years, leading to 530 new troopers, and I am honored to welcome these 18 troopers as they start the next chapter of their career in law enforcement.”

The Fast Track program consist of physical and classroom instruction, which includes training in Cultural Diversity, Procedural Justice, Domestic Violence, Critical Incident Response, De-escalation Tactics, Firearms, First Responder Certification, Control and Arrest Tactics, Illinois Vehicle Code, Criminal Law, Motor Carrier Safety, Juvenile Law, and more.

In addition to the 11-week academy training, troopers are required to participate in one-onone mentoring with Field Training

Officers as part of a 14-week field training program, expanding their total training to 25 weeks. Troopers who successfully complete the field training program advance to solo-patrol status.

Olickal-Backed Reform Offers Pathway to Opportunity for Rehabilitated Probation Participants

SPRINGFIELD, Ill. – State Rep. Kevin Olickal, D-Skokie, is working to make the justice system smarter and fairer with a new law that will help rehabilitate individuals after first-time and low-level offenses by allowing those who successfully complete probation to avoid the mark of a serious criminal record.

“This piece of legislation is crucial to allow Illinoisians participating in special probation programs to obtain and keep a steady job, afford housing for themselves and their family members, and have access to other opportunities that make our state safer and more equitable,” said Olickal. “The current law is contradictory and unclear, which leads to many of these folks being denied employment and affordable housing. We’re fixing this issue by making it crystal clear that those who participate in these second-chance programs are not misinterpreted as convicted felons.”

Olickal introduced House Bill 5285 during the spring session to ensure that system-involved individuals who successfully complete the terms of court-ordered probation programs for certain non-violent drug and gun possession cases are not branded as convicted criminals. This change will expand access to employment and housing opportunities that may have otherwise been denied to them, while also encouraging people with eligible cases to participate in diversion and treatment programs.

Governor JB Pritzker signed Olickal’s House Bill 5285 into law on Friday, July 19.

“People who participate in these second-chance programs are showing their desire to build better lives, but their background checks misinterpret them as convicted felons and isolate them from equal opportunities,” said Olickal. “I’m pleased to see the governor sign this bill into law so we can turn this on its head, right our wrongs, so that more people can benefit from special probation programs.”

American Should Know About

(StatePoint) Amid technology advances enabling scammers to commit fraud, elders and their loved ones need to stay informed.

Typically, elder scams involve the transfer of money to a stranger or imposter for a promised benefit or good. In 2023, banks reported more than $27 billion in suspicious activity related to elder scams, according to the Financial Crimes Enforcement Network, and reports filed by the public to the Federal Bureau of Investigation indicated an average loss of more than $33,000 per case. And these numbers may be conservative, as elder fraud cases may be underreported.

Most scams targeting elders generally follow one or two main strategies: 1) elicit strong feelings and apply a sense of urgency to get someone to act quickly before thinking, and/or 2) entice someone with an offer that seems too good to be true, yet too alluring to pass up. Here are some of the more common types of elder scams:

Scams That Apply a Sense of Urgency:

• Tech Support. Someone will claim they need to remotely access the victim’s computer to fix a software problem, then use that access to steal personal or financial information.

• Government Imposter. The fraudster may tell the victim they owe a debt that must be paid immediately or face arrest, asset seizure or termination of benefits.

• Grandparent. An elaborate story is given by phone and sometimes involves a voice print of an actual grandchild, claiming a loved one is in trouble and needs money to be protected.

Scams That Offer Something Too Good to Be True:

• Investment. The scammer makes claims of a high-return investment to trick the victim into giving them money, often asking to be paid in an unconventional way, like cryptocurrency, where there’s little to no chance of recovering the funds.

• Romance. The scammer develops a fake identity and creates the illusion of a romantic relationship to manipulate or steal from the victim.
