Davis Visits Superior Ambulance to Discuss Health Care Workforce Legislation, Receive Award for Advocacy on Behalf of Emergency Medical Services CHICAGO – U.S. Congressman Danny Davis (D-IL) visited Superior Ambulance Service to discuss H.R. 4783, the Pathways to Careers Act, and legislation to modernize health profession training programs. Davis also received an award from the American Ambulance Association for his efforts to strengthen and improve the emergency medical services (EMS) “Strengthening and modernizing the Health Profession Opportunity Grant program will connect a new generation of workers with career pathways to in-demand health care jobs while addressing barriers to employment that too often prevent the full potential of our workforce - especially women and people of color - from being realized,” said Rep. Danny K. Davis. “Paramedics and EMTs are on the front line of our health care system, and this legislation will help expand economic opportunity for working families across America, including in the EMS workforce.” “Representative Danny K. H.R. 4783, the Pathways to Careers Act, will allow low-income individuals to enter and follow a career pathway in the health professions. Nationally and in Illinois, the number of licensed emergency medical technicians (EMT) has dropped drastically since the pandemic. Legislation like H.R. 4783 will reauthorize and modernize the Health Profession Opportunity Grant (HPOG), which provides grant funding for education and training in careers like EMTs. The American Ambulance Association (AAA) is a national trade association for the EMS industry and has chosen Davis to receive their 2023 award for helping improve training and workforce opportunities in the EMS industry.

Violence Prevention Strategies highlighted in new book Continued from page 1 BY TIA CAROL JONES

Hardiman has written a book that looks at violence prevention strategies called “Interrupting Gun Violence: The Public Health Approach.” In the book, Hardiman details his life, how he grew up in the projects, then spent time in the Avalon Park neighborhood. Hardiman always wanted to write a book given his expertise in violence prevention. He believes that violence is a public health crisis, and in his book, he spells out how a public health model for violence prevention would look. He said violence spreads like an infectious disease. “I think a lot of people should put it in that context, otherwise, we would just look at it from a criminal justice point of view,” he said, adding that a lot of people across the country see him as the forefather of the violence prevention movement. “It’s important to have a book out there that can detail a lot of the work I’ve been doing since I’ve been in the field.” It took Hardiman about a year to write the book. For the last few years, he has been taking notes. With his work as a peacemaker, he didn’t have a lot of downtime to write the book. He also enlisted a ghost writer to ensure he included all the details and format. He said the book can be used as a training tool across the world for violence prevention. In the book Hardiman talks about structural trauma and how it led people to commit acts of violence. He also looks at the history of violence and how it has spread throughout the years. Hardiman said in the last 20 years since he has been doing violence prevention work, it has really evolved. There are now hospital response units, violence prevention teams, violence intervention teams, as well as trainings for staff for violence prevention

– violence de-escalation training and conflict resolution training. Looking at the root causes of violence and adverse impacts of trauma are also now a part of violence prevention. Relationships within the violence prevention space also have changed; faith-based leaders, hospitals, police, business leaders and community residents are also more involved in the work. There is an office of gun violence prevention in the White House, which Hardiman believes is a good thing. Hardiman said violence prevention training is working and there has been a reduction in violent crimes. He said there are two ways violence prevention works: Violence prevention organizations have hired ex-offenders to work as peacemakers and there are 400 violence prevention outreach workers in the city of Chicago working with high-risk individuals. Employment and education seem to be a deterrent to violent crime, with ex-offenders having access to employment opportunities and being enrolled in alternative education programs. Hardiman added that while employment and education are necessary, high-risk individuals also might need mental health services and behavioral health services. Hardiman also believes there needs to be a cultural shift. He wants to change the narrative from “kill or be killed” to one of positivity and seeing other people as human. He hopes that shift will lead to those who might participate in violent crime operating at a higher level. “You change the culture by having all hands-on deck. You’re going to need athletes, you’re going to need entertainers, everyday people in the community, unsung heroes that know a lot of people in the community that young people listen to,” he said. Gov. Pritzker Announces Increased Illinois Census Numbers Following State Request for Review Chicago—Governor JB Pritzker announced today that the United States Census Bureau has approved the state’s request to have nearly 47,000 Illinoisans included in future population estimates. The review, which was requested following findings of inaccurately low counts in certain areas, ensures the state will receive a proportionate share of the $675 billion in annual funds distributed to states each year. “I’m pleased that the Census Bureau has recognized the undercounting that I and many members of Illinois’ Congressional Delegation have worked to remedy since the 2020 census results were first released,” said Governor JB Pritzker. “This correction will bring in millions in additional federal funding for crucial programs and help to ensure future counts reflect the true number of Illinois residents. I’m grateful to the NORC at the University of Chicago for their work on this appeal and all who helped make this decision possible.” “The census is about resources and representation. Everyone deserves to be seen and heard and our communities deserve the resources they’re due,” said Lt. Governor Juliana Stratton. “From rural to urban communities, this correction will allow us to expand those services. Thank you to everyone who made this appeal possible.” Following the release of initial census results in 2020, a Census Bureau survey designed to estimate overcount and

undercount rates within states revealed that Illinois had in fact gained population in the prior decade contrary to reported population declines. Governor Pritzker, alongside members of the Illinois Congressional Delegation, called repeatedly for the U.S. Census Bureau to ensure that Illinois receives its fair share of federal funding reflective of the updated, accurate numbers that show Illinois is growing. In September of this year, the state requested an official Post-Census Group Quarters Review (PCGQR) to account for inaccuracies in census data, which was granted this month. The review found that 733 Group Quarters were missed or undercounted in the 2020 Census Group Quarters Operation, along with a corresponding population of 46,400 people. The PCGQR submitted by the state identified 40,512 people residing in group quarter facilities such as care homes or senior living facilities who were missed in initial counts. The state also identified 123 dormitory settings where the population was undercounted for an additional 5,888 people. Although the 46,400 identified people will not be added Illinois’s official 2020 census numbers, the adjustment is crucial for the state as annual population estimates are produced over the next six years before the 2030 census. The updated group quarters population is added to the Census Bureau’s Population Estimates Program where they will be included

Sims, Jr. donated Ring Video Doorbells – as well as installation and a lifetime subscription – to 300 seniors in the community in partnership with Amazon and Phalanx Family Services this past holiday season. “Providing local seniors with Ring doorbell cameras is an important safety initiative to provide our aging neighbors with the security they deserve,” said Sims (D-Chicago). “Many older adults live alone, are away from their family, or may have trouble making it to the door. Using a Ring camera will help give them information they need about who is visiting their homes.” Sims is giving away 300 Ring Video Doorbells to keep seniors safe. THANKS TO SENATOR BELT FOOD DESERTS IN ILLINOIS WILL BE A THING OF THE PAST A new law went into effect on Jan. 1st that is expected to eliminate the number of food deserts in Illinois’ communities, thanks to State Senator Christopher Belt. “There is no reason why individuals should struggle to find access to fresh food,” said Belt (D-Swansea). “We have communities all over the state that have this issue, and it’s time that is addressed.” In 2021, the Illinois Department of Public Health issued a study that found 807 census tracts are considered food deserts, meaning urban residents have to travel more than a half-mile and rural residents must travel more than 10 miles to get to the nearest grocery store. Under the new law, the Department of Commerce and Economic Opportunity is required to provide grants and other forms of financial assistance to grocery stores located in or to be located in a food desert. This aims to help mitigate the issue of food deserts across the state. “The Grocery Initiative Act is a crucial step toward ensuring equitable access to healthy food for all residents in Illinois,” said Belt. “This is a great stride toward a healthier, fairer future for all.” Senate Bill 850 takes effect Jan. 1, 2024.

And we don’t mean the part where you explain to your mother why you returned the sweater she gave you. Stores are not legally required to accept exchanges or give refunds unless the merchandise was defective or misrepresented. While most retailers do offer refund and exchange programs, policies vary greatly from one store to another. Be sure to double-check policies this holiday season, even if you are familiar with the brand, as stores can change their policies whenever they want. The following tips should help to make your holiday returns run more smoothly: Get to know store policies. Before you make a purchase, find out if the store has a return policy and, if so, how it works. Understand that many retailers change their policies for the holiday season. If the store allows returns or exchanges, find out if you need to pay a restocking fee. Ask the seller if they offer cash refunds, exchanges, or only store credit. Store policies are usually posted at the check-out counter or printed on the back of receipts.

Understand online store return policies. If you are shopping online, search for the seller’s return policy and read it through before clicking “buy.” Find out if they accept returns or exchanges and who pays for the shipping when an item is returned. In some cases, you can save on shipping fees by returning an online purchase to the local brick-andmortar store. Get the details on a product’s warranty. Most electronics and home appliances come with warranties that are to be fulfilled by the manufacturer, not the retailer. Find out how the store handles returns and repairs if an item stops working or needs replacement parts. Will the retailer ship the item to the manufacturer for you? Or will you need to deal with the manufacturer directly? Knowing the answers will leave you well-prepared for any future issues. Keep your receipt and packaging. Most stores will only accept returns and exchanges if you can present the item with its receipt and original packaging. Always include a gift receipt with items you give, and hold on to any gift receipts you receive. Bring your ID. Many stores ask to see your ID when you return an item to avoid holiday return scams. Sometimes

retailers require you to bring your ID and the original form of payment. If this is the policy of the store where your gift is from, you may need the assistance of the gift-giver in order to be reimbursed. Make returns in a timely fashion. Almost all return policies are valid during a specific time period. Some stores modify their return period during the holidays, so don’t risk missing your chance to make your return. State Treasurer Michael Frerichs Announces 10 Illinois Nonprofit Groups Selected for More Than $182,000 in Charitable Trust Grants SPRINGFIELD – Ten small Illinois nonprofits, including organizations in Chicago, central Illinois and northwestern Illinois, are sharing $182,241 in grant funds through the Charitable Trust Stabilization Program, which is managed by State Treasurer Michael Frerichs’ office. “Small nonprofit organizations perform an important service to individuals and communities by lending a hand to people in need,” Frerichs said. “I’m proud that my office can support the commendable work of these nonprofits through the Charitable Trust program.” Charitable Trust funds help nonprofits fulfill their missions to help people by providing food, housing, and workforce and economic development assistance. For this grant cycle, funds were awarded to nonprofits in two categories: organizations with food programs and organizations with workforce and economic development programs. The Charitable Trust Stabilization Fund assists small nonprofits with annual budgets of $1 million or less. The fund’s money comes from filing fees that nonprofits pay when incorporating in the state of Illinois – and not from personal or property tax dollars. Representatives of the latest Charitable Trust grant recipients said they appreciate being selected. “In our community, over 60% of children qualify for free and reduced lunch, and many of these kids also face food insecurity at home. Barb Food Mart provides weekly access to culturally and nutritionally diverse foods, and families can choose the foods that meet their individual needs,” said Barb Food Mart Director Joey Moore. “With this grant, we were able to purchase locally grown produce, meat, milk and eggs. Gov. Pritzker Announces Heidi Mueller as Next Director of Illinois Department of Children and Family Services Chicago — Governor JB Pritzker announced today that, following a national search, he is appointing youth justice and child welfare expert Heidi Mueller as the next Director of the Illinois Department of Children and Family Services (DCFS) pending Senate approval. Mueller currently serves as Director of the Illinois Department of Juvenile Justice (DJJ), where she has been recognized for her nation-leading reform work and advocacy on behalf of young people. Robert Vickery, currently Deputy Director of Programs at DJJ, will serve as interim director of the agency while a search is conducted for Mueller’s permanent replacement. “The work Director Mueller has done at the Department of Juvenile Justice over the last several years has been transformative for the juvenile justice system in Illinois, and I am thrilled that she will bring her unique experience and talents to DCFS,” said Governor JB Pritzker. “Heidi’s care and compassion for the most at-risk young people in our state and her exceptional leadership are hallmarks of her career, and I know that her passion and expertise will be a significant asset as we continue to improve our state’s child welfare system.” “As someone who has devoted my career to supporting children and families, I am honored and humbled to be entrusted by Governor Pritzker with the responsibility of leading DCFS,” said incoming DCFS Director Heidi Mueller. “In my role as Director of DJJ, I have witnessed firsthand the critical importance of a strong and supportive safety net for our state’s most vulnerable residents, and the tragedy that results when there are holes in that net. Marc D. Smith, the current Director of DCFS, will continue to serve in his role through January to ensure a smooth transition, at which time Mueller will assume the Director role on February 1. Smith announced his plans to depart DCFS in October of 2023 after serving as head of the agency since 2019. Mueller has served as Director of DJJ since 2016, overseeing the care, custody, and services provided to youth committed to the Department by Illinois Courts. In 2020, Mueller launched the 21st Century Illinois Transformation Plan to reshape the way DJJ cares for youth in its custody. She has worked diligently to fulfill its commitment to reduce the harm of incarceration by divesting from the adult prison model, creating a restorative close-to-home model, and building a continuum of care in the community. Prior to joining DJJ, Mueller served as the Director of the Illinois Juvenile Justice Commission, advising the Governor and General Assembly regarding juvenile justice policy and practice and administering the state’s federal grant funding under the Juvenile Justice and Delinquency Prevention Act. Her background includes development and management of community programs for vulnerable and justice-involved youth and families, legal practice, front-line youth services, and social science research. Mueller earned a bachelor’s degree cum laude in psychology and history at Macalester College, completed graduate studies in social psychology at Stony Brook University and holds a J.D. from the University of Chicago Law School. She serves on the Board of Directors for the Council of Juvenile Justice Administrators, as well as the Advisory Board for the Illinois Justice Project. She is co-chair of the Illinois Juvenile Justice Leadership Council and a member of the National Juvenile Justice Leadership

Network through the Georgetown University Center for Juvenile Justice Reform. In 2023, she was appointed to the Illinois Supreme Court Committee on Juvenile Justice.
