Tour to Highlight and Celebrate Illinois Artists and Their Works SPRINGFIELD – The Illinois Governor’s Mansion is hosting art tours for all Illinoisans to learn more about the Illinois based art in the Governor’s Mansion and the Illinoisans behind the works.

The art in the mansion was carefully curated

by First Lady MK Pritzker, the Illinois State Museum, and the Abraham Lincoln Presidential Museum and Library to represent Illinois’ people and history. The Illinois artists guests will get to view on the tour include Harold Gregor, Gertrude Abercrombie, and Theaster Gates. Through February, the tour will also include “Noir 3,” an exhibit on loan from the Illinois State Museum that celebrates Black culture and creativity and through eight different award-winning artists.

The Illinois Governor’s Mansion is the third-oldest state governor’s residence in the United States and the oldest gubernatorial residence in the Midwest. CHICAGO PUBLIC SCHOOLS AWARDED WITH 23 AP COMPUTER SCIENCE FEMALE DIVERSITY AWARDS

CHICAGO – Nearly two dozen Chicago Public Schools (CPS) high schools earned the 2023 College Board AP® Computer Science Female Diversity Award for achieving high female representation in Advanced Placement computer science courses. The 2022-23 School Year also marked the fourth consecutive year that female and non-binary students comprised the majority of AP Computer Science Principles exam takers throughout the District. Schools honored with the AP Computer Science Female Diversity Award maximized their commitment to computer science education by expanding girls’ access to AP computer science courses, specifically in AP Computer Science A (CSA) and AP Computer Science Principles (CSP).

CPS was an early adopter of the AP computer science program, serving as a pilot district in 2014.

Since the AP CPS exam became available in 2017, 10,158 CPS students have taken the AP CSP exam, with 50 percent of 2023 test-takers identifying as female or non-binary, well above the national average of 34 percent. Overall, participation of female and non-binary students increased by 71 percent in the AP CSP exam since 2017 and by 17 percent in the AP CSA exam over the same period.

Hope Chicago Expands College And Workforce Opportunities

At the time, it had 23 institutional partners working to provide access to the five South and West side of Chicago high schools that are part of the initiative. Now, it has expanded partnerships to include six new University partners to its network, as well as one new partnership for its Parent Scholars.

Hope Chicago is a two- generation model that provides college access to Student scholars, as well as workforce and college access to the Parent Scholars, free of charge.

The new partner institutions are Elmhurst University, Lake Forest College, Lewis University, Roosevelt University, Trinity Christian College and Dominican University. The new Parent Scholars partnership program is Rivet School, which is a one-on-one support program that enables participants to earn a bachelor’s degree.

Michele Howard, Chief Program Officer at Hope Chicago, said the expansion underscores that Hope Chicago wants Illinois talent to stay in Illinois. It provides more opportunities and different types of institutions for the scholars to choose from.

“It’s really putting us in a position where we’re giving students and families more options right here, some in their backyard, some a little farther, but in this great state of Illinois,” Howard said.

Howard said Hope Chicago wants to ensure that families and students know they can get a high-quality education in Illinois.

Hope Chicago is trying to expand students’ ability to choose. It is the organization’s goal to give them as many options as possible.

Howard hopes the expansion of more Illinois institutional partners shows that Illinois is invested in the Hope Chicago scholars and their families. The new institutions reflect a variety of private and

liberal arts education.

Hope Chicago has an open invitation for institutional partners to join. It is looking for schools that can come to the table with what’s necessary to support the Hope Chicago families and have the proven resources to do that.

“This is not just about giving families funding to go into college, or to have these options. This is really about putting them on a trajectory that is going to sustain their success. These institutions have come to the table, they know what we’re looking for,” Howard said.

Some of those resources include support for first generation students, wraparound services for students that are coming in after the pandemic. Hope Chicago is also looking for partner institutions that have a commitment to supporting Black and Latinx students and families. Howard said the institutions went through a process and met the criteria, which includes a focus on student success. Hope Chicago now has 29 partner institutions to help the scholars and their families.

Howard acknowledged that with the Parent Scholars, it was important to bring in partners that are non-traditional. The Rivet School focuses on workforce and education.

Hope Chicago is looking for unique partners to support the Parent Scholars, as well as traditional partners for the student scholars.

The goal is sustainability for the scholars for the long haul.

“Poverty is often generational. Our two-generation approach aims to break cycles of poverty in Chicago and really lift up the entire family and community. Everything that we do is really focused around the two-generation family model,” she said, adding that the goal is for the families to lift as they climb.

CHICAGO— Governor JB Pritzker joined the Illinois Department of Human Services (DHS) and Google Public Sector on Monday, Jan. 29, to announce the creation of BEACON (Behavioral Health Care and Ongoing Navigation): A Service Access Portal for Illinois Youth. Powered by Google Cloud’s secure, scalable, and advanced artificial intelligence (AI) and cloud computing technology, the new state-of-the-art online portal will provide a user-friendly experience for Illinois families to access behavioral and mental health resources for children. The Division of Mental Health (DMH) at DHS is collaborating with Google Public Sector to deliver this ongoing statewide transformation.

“We are doing away with decentralized, difficult-to-navigate behavioral health resources scattered across different agencies, providers, and websites,” said Governor JB Pritzker. “Instead, families will have a modern, easy to use online system to guide them through the behavioral health universe. This is another example of Illinois is leading the way — to mobilize public-private partnerships and couple ingenuity with empathy.”

On February 15, 2023, the Pritzker Administration published this groundbreaking transformation plan, entitled “Blueprint for Transformation: A Vision for Improved Behavioral Healthcare for Illinois Children.” A team of experts, led by Dr. Dana Weiner, Director of the Children’s Behavioral Health Transformation Initiative, will work closely with various Illinois agencies to create a comprehensive approach to expanding resource availability.

The centralized point of access will improve the experience of families engaged with the Department of Human Services (DHS), the Department of Healthcare and Family Services (HFS), the Department of Children and Family Services (DCFS), the Department of Juvenile Justice (DJJ), the Department of Public Health (DPH), and the Illinois State Board of Education (ISBE). This distinct support service will eliminate any further frustration for parents and caretakers

who are already challenged by their child’s distress.

The development of the BEACON portal moves the State closer to accomplishing the five goals recommended by the Children’s Behavioral Health Transformation Initiative: Streamlining processes to make it easier for youth and families to access services, Adjusting capacity to ensure the right resources are available to youth in need, Intervening earlier to prevent crises from developing, Increasing accountability to ensure the State has a transparent system, and Developing agility so that the system can adjust to meet the evolving needs of youth.

“The new online care portal is an innovative example of using the latest technology to improve the public health of Illinois’s residents,” said DPH Director Dr. Sameer Vohra. “Under Governor Pritzker’s leadership, Illinois continues to prioritize the mental and behavioral health of children and families. This health equity initiative will reduce barriers to care and provide children and families easier access to the services they need.”

FRIENDS OF THE PARKS ANNOUNCES INTERIM EXECUTIVE DIRECTOR Friends of the Parks’ interim executive director is a bicycle activist, transportation planner, educator, mental health advocate and proud product of the Chicago Public Schools. Chicago’s parks also have played important roles in all chapters of Gin Kilgore’s life—from cutting through Nichols Park on the way to high school, to getting married in Humboldt Park, to building sandcastles with her child at North Avenue Beach and training for the marathon by running along Daniel Burnham’s “emerald necklace” of boulevards. All of the assets Kilgore believes will serve her well as she steps into this new position at the venerable organization known for protecting Chicago’s lakefront, advocating for equity across the Chicago Park District and fighting for environmental justice.

Kilgore was hired at FOTP in 2022 as deputy director.

Since being at the organization, the former Hyde Park resident says she has learned a lot about “grass tops” advocacy.

She came to the position thinking she would draw most heavily on her grassroots and policy backgrounds, but quickly discovered that the listening and facilitation skills gained from her time in classrooms have been equally valuable.

“We can’t do ground level work in each of the over 600 parks across Chicago. Instead, we support and amplify the efforts of local “parktivists”—Park Advisory Councils and other stakeholders. The trends we see from across the city then guide our advocacy work at the policy level.

Kilgore also appreciates the way FOTP holds space for complex, often messy conversations “When I first read about our Parks as Democracy? conferences, the English teacher in me raised an eyebrow. I now think our public discourse would greatly benefit if people used more question marks than exclamation points.”

Before working at FOTP, Kilgore was a bicycle/pedestrian planner at the Chicago Metropolitan Agency for Planning and program director at Ride Illinois. She co-founded Bike Winter to show that cycling is a year-round form of transportation and was instrumental in the development of the Bloomingdale Trail, which was renamed the 606 Trail. She also served on the board of Break the Gridlock, an organization that was dedicated to reducing automobile dependence.

When wearing her educator hat, Kilgore was a lead literacy teacher at a Chicago public elementary school, where she served on the Local School Counsel during a principal transition, served as LSC president at her child’s elementary school, and taught composition at Malcolm X College.

BELT ANNOUNCES AVAILABLE FUNDING FOR GROCERY STORE EQUIPMENT UPGRADES

State Senator Christopher Belt is encouraging local grocers to apply for funding through the Illinois Grocery Initiative for the purchase of updated energy-efficient equipment.

“There are many factors that play a part in operating a successful grocery store,” said Belt (D-Swansea). “Through the Equipment Upgrades Grant Program, our local grocery stores have the opportunity to receive funding to aid in purchasing necessary, updated equipment.”

Rising energy costs lead to outdated equipment, which presents a major expense for small community grocers.

Under the Equipment Upgrades Program, eligible grocers can apply for grants to upgrade heating, ventilation and air conditioning equipment; refrigeration units and freezers; lighting systems; and other systems providing significant energy savings.

Eligible grocers should apply online by March 25. In order to support the businesses most in-need, grocers must be independently-owned with fewer than 500 employees and no more than four grocery stores. Grocery stores located in food deserts as defined by the USDA map will be given priority.

The Equipment Upgrades Program is the first program to be rolled out as a part of the Illinois Grocery Initiative’s efforts to address food insecurity by supporting local grocers and reducing food deserts.

“We need to consider all that goes into functioning grocers and provide them with help in any way we can,” said Belt. “Upgrading store equipment is a step in the right direction to ensuring we have accessible grocers to help combat food insecurity.”

The foundation has an approximately $17 million grantmaking budget for 2024 and will offer three new types of grants: Venture Grants: (up to $100K): These grants are shortterm and designed to provide expedited support to social entrepreneurs with breakthrough and innovative solutions.

Advancement Grants: (up to $250K) These grants are designed to provide two-year support to project-based work and/or help scale organizations and promising solutions.

Enterprise Grants: ($250k+) These grants are designed to provide multi-year, unrestricted funding to partners that have deep alignment across our REEJ focus areas and offer the most opportunity to use all our financial and nonfinancial resources to support their solutions.

The PRI initiative is backed by the board’s recent decision to dedicate five percent ($22 million) of the foundation’s endowment in the coming years to provide low-interest loans and other forms of low-cost financing to organizations focused on REEJ. The foundations budget for the initiative’s first year is targeted at approximately $3 million.

Honor Rosa Parks, Not Through Words, but Action

ebruary 4 is Rosa Parks’ birthday. It is also Transit Equity Day. These days are tied together because Rosa Parks is an iconic figure among many of the civil rights era who chose the tactic of refusing to give up her seat on the bus. And transit advocates, like myself, want to make the connection to this act of resistance to highlight the rights of all people to high-quality public transportation powered by clean and renewable energy and organized labor.

But for far too long, policymakers BAKARI HEIGHT in Washington have prioritized highways and cars over public transit. This has devastating impacts not only for the climate crisis but on the budgets of local transit agencies and communities across the nation.

A new piece of legislation introduced last month by Congressman Hank Johnson from the Atlanta area would change that. The bill titled, “Stronger Communities through Better Transit Act” will provide high-quality transit to communities across the country.

The fact of the matter is the COVID pandemic and recovery forever changed how our communities function, work, socialize, and commute. It also dramatically showed that public transit is essential to our communities, local economies, and the lives of millions of people across the country. Essential workers depend on and operate transit, small businesses depend on transit, and historically marginalized communities depend on transit. Transit is a key component of economic recovery and a more environmentally sustainable society, and it’s a road to equity for disconnected communities—rural, urban, and suburban.

The recently introduced legislation would create a new formula grant program available to all transit agencies to increase service frequency and dependability so that people don’t have to wait so long for the bus, to provide additional hours of service so that those who don’t work white-collar hours can still get to their jobs; and to add new, frequent service to underserved communities.

For decades, the federal government has supported the cost of operating aviation through air traffic control and the cost of shipping through investment in ports and the management of locks and dams in the inland waterways. These are essential services for the movement of goods and people. Operating high-quality transit is just as essential to get people to employment and to give businesses access to talent and customers. And it is time for Washington to treat it as such.

While Congress has taken vital steps in recent years to fund transit capital projects like the Infrastructure Investment and Jobs Act, the fact of the matter is that the lack of congressional action on operations funding, which this latest bill would provide, has led to critical funding shortfalls at numerous transit agencies and has left many in fiscal trouble.

This new legislation will help fix that.

The truth of the matter is that in communities throughout the country transit is a driver of economic growth, jobs, and opportunity for many residents. Nationally, tens of millions of people in the U.S.—from small rural towns to major urban centers—rely on public transit to get to work every day, generating trillions of dollars in economic activity. Every dollar

invested in transit offers a 5-to-1 return, and every $1 billion invested in public transit produces 50,000 jobs. Transit agencies are often among the largest employers in their cities.

We also know the climate crisis is not coming; it is here now. And it’s getting worse by the day. We’ve seen it all around us on a near daily basis.

It is impacting our economy and nearly every aspect of our daily lives.

Investing in public transit is one of the top ways we can help address the climate crisis on the scale that is needed.

In other words, an investment in transit by policymakers would be a win-win. A win economically and a win in our efforts to address the climate crisis.

And it is far past time for Washington to ensure that public transit does not just recover from COVID but expands to create more-sustainable and -prosperous communities.

We need to honor Rosa Parks not just through words, but through action. And that is what this bill will do.

Great Lakes Credit Union and Encurage Financial Network Credit Union Jointly Announce Intent to Merge Chicago, Ill. – Great Lakes Credit Union (GLCU) and encurage financial network credit union (encurage) are excited to announce their plans to merge pending regulatory approval and an encurage membership vote.
