NESS-BACKED REFORMS MAKE HEALTHCARE MORE AFFORDABLE, EXPANDS ACCESS TO CARE
CRYSTAL LAKE, Ill. – Illinois families will have access to better and more affordable health care coverage under new laws backed by state Rep. Suzanne Ness, D-Crystal Lake, aiming to reduce costs and hold big insurance companies accountable.
“The Healthcare Protection Act is a game changer for the health and well-being of residents across the state. Getting rid of junk insurance, streamlining mental health care access, and lowering insurance premiums will cut through red tape and lower costs. This means better, more affordable healthcare for everyone,” said Ness. “Signing the Healthcare Protection Act into law is a big win for Illinois, and I look forward to carrying this new standard of care into future legislation to improve access to high-quality, comprehensive care.”
The Ness-backed House Bill 5395 and House Bill 2499 were signed into law Wednesday, delivering a series of major reforms to make health care coverage better and more affordable. The new Health Care Protection Act would create a rate review process requiring insurance companies to justify premium increases, and empowering state watchdogs to reject unwarranted hikes that simply pad profits.
Additionally, the measure curbs gimmicks insurance companies use to deny access to medically necessary treatments, procedures, and prescription medications, including step therapy — where insurance companies require a patient to ‘try and fail’ with cheap, ineffective treatments before covering the prescribed treatment or medication. Under the Healthcare Protection Act, doctors and patients will now be empowered to make important medical decisions — not insurance companies.
THESE MEASURES ALSO STOP INSURANCE COMPANIES FROM SELLING INADEQUATE SHORT-TERM HEALTHCARE PLANS THAT PROVIDE LITTLE OR NO COVERAGE.
IDOT, UIUC reach agreement on research partnership
SPRINGFIELD – The Illinois Department of Transportation announced today it has signed a six-year, $48 million agreement with the University of Illinois Urbana-Champaign’s Illinois Center for Transportation at The Grainger College of Engineering to continue a longtime joint research program.
“We are excited about our progressing partnership with the Illinois Center for Transportation,” said Illinois Transportation Secretary Omer Osman. “Together, we will continue to lead the way in innovative new technologies and practices to prepare our multimodal system for the future and better serve the public.”
Effective July 1, the agreement will explore the latest transportation needs in the state and extend a longstanding partnership with the University of Illinois. The partnership ensures Illinois stays at the forefront of solving key transportation challenges, such as creating safer and more sustainable infrastructure, reducing congestion, achieving more equitable transit systems, preparing for autonomous vehicles and more.
At the top of the list of priorities is developing and implementing next-generation mobility technologies, while ensuring a safe, resilient and net-zero emission transportation system by 2050.
“This agreement is a testimony of the long and sustainable relationship between IDOT and the University of Illinois,” said UIUC Chancellor Robert J. Jones. “We are pleased that the Illinois Center for Transportation continues to be at the forefront of developing transportation technologies that benefit the state, nation and world at large.”
The agreement marks a new milestone in the partnership between IDOT and UIUC. The two have worked together since the 1940s, with IDOT’s partnership with the Illinois Center for Transportation beginning in 2005. Through the program, industry members, academic professionals and government agencies have collaborated to complete almost 320 projects, with more than 40 scheduled to be in progress by this fall.

STEM Academy Exposes Girls To Careers In STEM
Continued from page 1
BY TIA CAROL JONES
This was the seventh year for Exelon Foundation’s STEM Academy, which brought 60 girls on the campus of University of Illinois Chicago (UIUC) for a week. The program is free and is part of a commitment Exelon has to decrease the gender gap that exists in STEM. Through hands-on STEM activities and field trips, the students learn tools they need to complete the climate change challenge project. At the end of the event, the students graduate and become a part of STEM Academy’s alumnae. About 1,000 young women have come through the program since it began.
According to its website, the Exelon Foundation’s mission is to encourage respect for the environment and to strengthen the social and economic fabric of the community by supporting programs in three areas: Employee Engagement, through giving campaigns and matching gifts; 2c2i, which supports startups developed to help solve climate change challenges; and Energy Education & Workforce Development, which includes STEM Academy, STEM Academy Scholarships and HBCU Corporate Sponsors.
Smith also wanted to be able to explore her options in STEM. She plans to study mathematics and has aspirations to go into environmental law. During the week, the students visited the ComEd Facility and were exposed to different careers. Smith said it was nice to see all the different careers and fields that are included in STEM. For her group’s challenge project, they focused on flooding for Joliet. They figured out a plan that would help the community not flood as much as it does. At a luncheon, the students were able to network with professionals at ComEd and Exelon.
Maya Huggins Garcia is the Senior Manager of Corporate Relations at Exelon. Garcia said that while the numbers of women in STEM is increasing, there is still work to do.
“This is a way to provide these young women with a safe space to be able to dive into their interests in STEM, but not just that, but also to collaborate with like-minded individuals,” Huggins Garcia said.
Lailah Smith is a rising junior at the Chicago High School for Agricultural Sciences. She wanted to participate in STEM Academy because she felt it was a great opportunity to have young women get exposure to fields in STEM. Although people say that STEM is a male-dominated field, Smith believes that women are able to do anything men can do.
“I feel like this is a great way for young women to get hands-on opportunities in STEM,” she said. “This program is also a great way to network with other people in STEM.”
STEM Academy’s goal is to encourage young women to join STEM focused extracurricular activities at school and give them the confidence to take the initiative because they know they have a network of young women and women in STEM. Students learn about STEM careers they might not even know exist and see representation of women who look like them from communities like theirs.
In addition to STEM Academy, the Exelon Foundation has yearlong engagement, which includes a mentorship program and A STEM Ambassador program. Alumnae from STEM Academy who want to go into STEM fields are eligible for a full ride scholarship, as well as the opportunity to apply for internships at the company, which creates a pipeline.

The partnership evolved when Mr. Altman and Mr. Bryant joined together for a listening tour at Clark Atlanta University in the spring of 2024. They determined that they share concerns about bias and discrimination in AI, yet also believe that AI can overwhelmingly positively impact lives and create new economic opportunities for people of color. By working with HBCUs and civil rights leaders, who have a rich history as shapers and guardians of civil liberties—along with deep experience in understanding and guiding ethical decision-making during historical-critical junctures— the AI Ethics Council is designed to help ensure the inclusivity of marginalized populations and people of color during this economic revolution.
At the inaugural meeting, James Hairston, Open AI’s Head of International Policy and Partnerships, briefed members on the current state of AI, including its challenges and opportunities. Mr. Bryant shared that he will be convening a meeting of tech leaders to advance issues important to the council, and announced the Council website will go live July 1, 2024. “I see this website as our

I encourage all citizens, here and abroad, to get informed and educated around what AI really is and isn’t,” said Mr. Bryant. “As a council, we aim to focus our attention on the needle we can help move: expanding inclusive opportunity around our shared future, for everyone, as it relates to AI.”
Since 1992, Operation HOPE has been moving America from civil rights to “silver rights” with the mission of making free enterprise and capitalism work for the underserved – disrupting poverty for millions of low and moderate-income youth and adults across the nation. Through its community uplift model, HOPE Inside, which received the 2016 Innovator of the Year recognition by American Banker magazine, Operation HOPE has served more than 4 million individuals and directed more than $3.2 billion in economic activity into disenfranchised communities—turning check-cashing customers into banking customers, renters into homeowners, small business dreamers into small business owners, minimum wage workers into living wage consumers, and uncertain disaster victims into financially empowered disaster survivors. Governor Pritzker Announces $334 Million Domestic Manufacturing Conversion Grant from the US Department of Energy
Funding is a critical step toward reopening the Stellantis assembly plant in Belvidere
CHICAGO — Governor JB Pritzker announced Stellantis’ Belvidere plant as the recipient of $334 million in federal funding through the United States Department of Energy’s Domestic Manufacturing Conversion Grant Program. This marks a major milestone in the mission to reopen the Belvidere assembly plant.
“For nearly two years we have been intensely focused on creating an environment in the state for the successful return of the Stellantis plant in Belvidere,” said Governor JB Pritzker. “Because of this funding and the work we’ve done to make Illinois an EV manufacturing hub, this facility will make our state’s clean energy economy stronger than ever before. I am deeply thankful to our partners in the federal government for recognizing our work, awarding us this critical funding, and joining us in our mission to create 21st century jobs in our state.”
“The restarting of the Belvidere Assembly Plant is a win for our state, our economy, and union workers. With additional buy-in from the federal government in the form a $334 million award from the Inflation Reduction Act, Belvidere will play a critical role in Illinois’ electric vehicle revolution,” said Senator Dick Durbin. “I’ll continue to work with state partners to bring home federal dollars to support this important industry to Illinois.”
“It’s clear Illinois is a leader in manufacturing and EV technology, and I’m so pleased to see this federal support coming to our state to reimagine the Belvidere facility,” said Senator Tammy Duckworth. “The future of manufacturing doesn’t mean fewer workers, the
future of manufacturing depends on the power of our workforce. With this investment we’re making clear that we can grow jobs in our state while transitioning to a cleaner, greener future, and I’ll keep doing everything I can to bring more federal support back home to Illinois.”
“From the moment the Belvidere Assembly Plant was idled in early 2023, I’ve worked closely with Governor Pritzker and leaders from all levels of government to find a way to get the plant back online and get workers back on the job,” said Representative Bill Foster. “After the UAW secured a commitment from Stellantis to reopen the plant, one of my top priorities was ensuring the assembly plant qualified for all possible federal incentives to secure a bright economic future for Belvidere. In Congress, I was proud to help fund the Domestic Automotive Manufacturing Conversion Grant, which will create 1,500 good-paying UAW jobs, guarantee Illinois’ position as a leader in the clean energy economy and, most importantly, ensure the assembly plant remains the beating heart of the Belvidere community for generations to come.”
“Getting the Belvidere Stellantis plant up and running again has been a top priority of mine since coming to Congress,” said Representative Eric Sorenson. “This Domestic Auto Manufacturing Conversion Grant helps transition the plant to become an electric vehicle manufacturing facility so we can create good-paying, union jobs while we invest in a clean energy future. I am grateful to Governor Pritzker for helping us secure this important funding that will help strengthen
the local economy and make Northern Illinois a better place to live, work, and start and family.”
This funding follows years of efforts by Governor Pritzker and the Biden administration to bring this facility back online and is a key part of our commitment to a continued widespread adoption of zero emission vehicles.
In addition to the reopening of the Belvidere assembly plant, Governor Pritzker has secured agreements from Gotion to build electric vehicle (EV) battery gigafactory in Manteno – which represents the largest manufacturing investment in decades and the largest EV battery investment to date, as well as REV agreements with Manner Polymers in Mt. Vernon, who is building a first-of-its kind solar-powered PVC compounding plant using clean energy generated on-site; Prysmian Group in Du Quoin, whose $64 million expansion will manufacture cables for the renewable energy and electric vehicle sector; and Rivian, which has invested over $2 billion in Normal and produced over 100,000 vehicles since production began in 2021.
So far, the state has set aggressive goals of 1 million EVs on Illinois roads by 2030, invested in charging infrastructure, offered unique incentives for manufacturers to build facilities, train workers, and create thousands of 21st century jobs. Thanks to the Governor’s efforts, in partnership with federal partners in the Biden administration, Congress, and the Illinois General Assembly and a wide range of stakeholders, Illinois is securing its place as a leading manufacturing state for electric vehicles and suppliers.

Attendees can also enjoy a Community Resource Fair located in the parking lot at 645 North Central Avenue (enter on Harrison Street), offer -
ing music, fun activities, health education andcommunity resources.
“Decades ago, segregation in blood donations perpetuated mistrust and disparities. Today, Loretto Hospital is committed to inclusivity and actively addressing healthcare disparities by encouraging more donations from various communities, particularly African Americans,” said Loretto Hospital President Tesa Anewishki.
Statistics underscore the urgent need for blood donations within the African American community, as one in three African American blood donors is a match for patients with sicklecell disease—a profound statistic highlighting the critical role that African American blood donors play in saving lives. In addition, 51% of African Americans have Type O blood, higherthan the average 45% of Caucasians.
“We are proud to demonstrate our commitment to community health and unity through our active participation in the blood drive,” said Jabari Saunders, president of the Nu Pi Chapter of Omega Psi Phi Fraternity, Inc. “By donating blood, we honor the memory of Dr. Charles Drew, a fraternity member widely recognized as the pioneer of blood banking.”
By donating blood on July 27, people can directly impact lives in the Austin community, ensuring that patients—especially those with sickle cell disease—receive the life-saving blood they urgently need. As such, this blood drive is not just about donations, it is about community solidarity and healthcare equity, ensuring that every patient receives the compassionate care they deserve.

Gov. Pritzker Celebrates Metro East Rebuild Illinois Investments
Gov. gave remarks at openings of public safety center and SWIC Manufacturing Training Academy
EAST ST. LOUIS—Governor JB Pritzker joined local officials and stakeholders to celebrate two major openings in the Metro East area. The Governor attended the opening of a new public safety center in Emerson Park Transit Center in East St. Louis, combining public safety with transit operations to better meet the needs of the surrounding area. The Governor also attended a ribbon cutting at the new Southwestern Illinois College (SWIC) Manufacturing Training Apprenticeship Building.
Rebuild Illinois and many other state programs, we’re making the crucial investments that communities like Metro East need to stay safe and build a stronger, more educated community,” said Governor JB Pritzker. “Providing young people with the skills for a 21st century career and giving our first responders and Metro East residents a safe landing place are both examples of the best of what government can do when it truly works for the people it serves.”
The 16,000 square foot public safety center includes a 911 Emergency Dispatch Center, office space for St. Clair County MetroLink Sheriff’s Deputies, and public restrooms and a water fountain for transit riders and operators. It will soon also be home to the Metro Transit Operations Control Center. Nearly $10 million of the $15 million project came through a Rebuild Illinois grant initially awarded in January 2022.
The $10 million provided by the state is part of
more than $200 million made available via Rebuild Illinois to downstate transit agencies through competitive grants administered by IDOT. Other awards have included the purchase of new vehicles as well as the construction of bus shelters, stations and maintenance facilities to expand and improve service, provide more transportation options in communities across the state, and promote an enhanced quality of life. Rebuild Illinois also is providing $98 million to extend MetroLink from near Scott Air Force Base to MidAmerica St. Louis Airport.
The building will also feature an expansive dispatch floor with state-of-the-art technology, a conference room, office space, a training area, holding cells, a break room, call center, server room and more. The project expands on efforts to address safety through early intervention, with Chestnut Health Systems launching a program in partnership with the St. Clair County Transit District to help address mental health needs. Care teams already have been deployed to assist riders with mental health and homelessness issues as well as providing recommendations for food and other assistance.
The SWIC Manufacturing Training Academy, first announced by Governor Pritzker in 2021, will offer training in industrial electricity, robotic and automated welding, precision machining concentrations, and EV technologies, among other pro -
grams. $7.5 million of the $15 million facility was funded by the State of Illinois through Rebuild Illinois.
The addition of this facility allows SWIC to double potential enrollment numbers, with goals set for 40% of students identifying as people of color and 25% identifying as women – including efforts to recruit and retain diverse faculty and staff. Alongside that, this academy will shape a new curriculum built for a new age of manufacturing, focused on sustainability and emerging industries.
Heartland Community College in Normal also opened a state-of-the-art manufacturing facility this year, providing central Illinois with opportunities for training and education. Illinois was recently ranked #1 in the Midwest for workforce development infrastructure, in part thanks to initiatives like the manufacturing training academies.
“Governor Pritzker has created the transit trifecta at Emerson Park,” said St. Clair County Board Chairman Mark Kern. “This project benefits public safety, supports employment opportunities and modernizes our MetroLink facilities – and for that we are very grateful.”
“Under Gov. Pritzker, IDOT has advanced transit not just as a mobility option, but as a cornerstone for a community and a foundation to improve quality of life and safety,” said Illinois Transportation Secretary Omer Osman. “This new, innovative public safety facility will have a far-reaching, positive impact for transit riders and the region alike.”

(StatePoint) If you’re hesitant to buy a home right now due to high interest rates, you can use this time to learn how interest rates work, and to take steps to secure a lower interest rate when you are ready to buy.
Defining Mortgage Rates
A mortgage rate is the interest rate you pay on the money you borrow to buy your house, and a lower rate increases your purchasing power. Even a small difference in your interest rate can make a big difference in your payments over the life of your loan. That’s why it’s important to watch mortgage rates
closely when house hunting. Lenders set a mortgage rate for each individual based on several factors, including current market rates and individual credit history. You can determine how much your monthly payments would be at different rates using Freddie Mac’s Fixed-Rate Mortgage Calculator at myhome.freddiemac.com/resources/calculators/fixe d-rate-mortgages.
Improving Your Loan Application
Boosting your credit score is one of the best ways to improve your chances of qualifying for a loan and
lowering the interest rate you are offered. Some proactive steps you can take to build and maintain your credit include:
• Making payments on time.
• Using as little of your credit limit as possible.
• Paying the full amount due, or at least more than the minimum amount due, on your credit cards.
• Opening and maintaining credit accounts in your own name.
• Keeping only a few credit cards or credit accounts open.
• Paying down debts.
• Reviewing your credit reports annually.
• Disputing inaccuracies in your credit report.
• Trying to have credit inquiries made strategically within a limited time period when comparison shopping for mortgages and loans. Lenders will also look at your debt-toincome (DTI) ratio when making a decision about your loan application, as it is an important marker of your overall financial health. As a guideline, your monthly debt-to-income ratio should be 33% to 36% or less. Representing how much of your monthly income you are using to pay your debt, this handy calculator can help you determine your DTI: myhome.freddiemac.com/resources/calculators/debt -to-income-ratio-calculator.
To learn more about smart credit management, use Freddie Mac’s CreditSmart online courses found at creditsmart.freddiemac.com.
Shopping Around In addition to improving your credit and reducing your DTI, you can also potentially get a lower interest rate and avoid certain lender fees by shopping around. Freddie Mac research shows that similar borrowers may receive notably different rates based on the lender, and that homebuyers can potentially save $600 to $1,200 annually by applying for mortgages from multiple lenders. It’s generally a good idea to get three to five quotes. During this process, you can use this Mortgage Worksheet to identify the best lender and mortgage option for you: myhome.freddiemac.com/resources/mortgage-comparison. If you’re in the market to buy a home, watch mortgage rates carefully. And when you are ready to buy, don’t take the first mortgage offered. Be sure to shop around and ask about opportunities to secure a lower rate.
