Phoenix Tyler started the Unique and Phenomenal (UP) Program because she wanted students with special needs and diverse learners to gain skills in the performing and creative arts that would turn into careers. As someone who has taught students with special needs, Tyler interacted and engaged with those students on a regular basis and knew their capabilities and potential to do great things.
CSU ANNOUNCES FEIST-PRICE AS NEW PROVOST
Chicago, Ill. -- Chicago State University (CSU) is pleased to announce the appointment of Sonja Feist-Price, Ph.D., Rh.D., as Provost and Senior Vice President of Academic and Student Affairs.
Provost Feist-Price will lead the university’s eight academic areas, which consist of the College of Arts and Sciences, College of Business, College of Education, College of Health Sciences and Pharmacy, Honors College, School of Pharmacy, First Year Experience, and Nontraditional Programs, offering nearly 60 degree and certificate programs.

As a distinguished scholar and practitioner in psychology and public health, Provost Feist-Price has an extensive background in teaching, research, and administrative leadership. She joins CSU from the University of Michigan-Flint, where she served as Professor in the Department of Education and previously held the position of Provost and Vice Chancellor for Academic Affairs from 2020 to 2023.
Dr. Feist-Price earned a Bachelor of Science in Psychology from McNeese State University, a Master of Science in Rehabilitation Counseling Psychology from Southern University, a Doctorate in Rehabilitation Research & Education from Southern Illinois University-Carbondale, and a Ph.D. in Counseling Psychology from the University of Kentucky.

Illinois Secretary Will Utilize Role to Share Knowledge Regarding the Office’s Modernization Initiatives
Illinois Secretary of State Alexi Giannoulias has been appointed to serve as co-chair of the National Association of Secretaries of State’s (NASS) Securities Committee.

The department is responsible for regulating the state’s securities industry and protecting investors by ensuring compliance with the law and investigating any complaints of fraud or improper practices. It is working to modernize and streamline registration and enforcement operations while bolstering investor education.
Giannoulias will serve alongside New Hampshire Secretary of State David Scanlan. The pair will serve until the conclusion of the NASS 2025 Summer Conference.

Through the UP Program, students are immersed in learning how to act, how to deejay, how to sing and how to make film. The UP Program was launched in 2023, but Phoenix has been teaching acting to students with special needs for quite some time. Overtime, she added filmmaking, singing and deejaying to the program offerings.
Students in the UP Program are between the ages of eight years old and sixty years old. One success story is DJ Charlie Brown, UP’s resident deejay, who is visually impaired. He deejays gigs all across the Chicagoland area.
make film, act, sing and deejay shows people they can do it and allows them to share their gifts with the world. To celebrate the accomplishments of the students in the program, recently the UP Program hosted their first UP Awards, which is like a version of the Oscars and Grammy awards. The students competed with their colleagues from their areas of expertise. There was also a red carpet where the students wore their best outfits, giving them an opportunity to truly shine.
Phoenix said the UP Program really gives these students a sense of pride and it has been great to see how their students in the program’s confidence has gone up from them being able to participate.
Schools and parks can request the program. The program is currently at Bessemer Park, Columbus Park and Gage Park. Phoenix likes to keep the program small, no more than 17 students, at the different parks and schools where she holds the classes. The goal is to give the students the teams full attention.
“You don’t see students with special needs in the performing arts like that. You don’t see them filmmaking, you don’t see them deejaying, you’ll see other students, but you don’t see diverse learners doing those things,” Phoenix said. “Because people generally count them out, they think it’s too hard for them, and it’s not, you just have to put in the time and figure out what they’re best at and reach them and go in that zone and just do it.”

“I wish everyone could come to a class and see the excitement when we ask the students to do lights today. It’s really mind blowing to see the excitement when we tell them, ‘you’re on camera today.’ It’s so touching to see the excitement, the camaraderie and the way they help each other,” she said.
Phoenix said there is nothing like seeing the students with their communication skills, critical thinking skills, collaboration and creativity. She said it has been a really phenomenal journey to watch their students grow while they’ve been in the program. Phoenix said the parents have also really been excited seeing their students in the program. Phoenix wants to take the UP Program globally because she sees a space for people from all over the world who have special needs to participate and showcase their talents. Pritzker Announces Illinois Has Been Awarded Over $430 Million Climate Pollution Reduction Grant
CHICAGO- The U.S. Environmental Protection Agency (U.S. EPA) announced that Illinois has secured $430,251,378 million in federal funding from the Climate Pollution Reduction Grant (CPRG) program. The CPRG program is providing funding to implement projects aimed at reducing greenhouse gas (GHG) emissions. Nearly 300 applications were submitted by entities nationwide for the project implementation grants totaling nearly $33 billion in funding requests. U.S. EPA awarded just 25 grants totaling $4.3 billion, with Illinois being the third largest award.
“When I signed the Climate and Equitable Jobs Act, I did it knowing that we could not move into a clean energy future without ensuring that no one was left behind—and with this grant award, the Biden-Harris administration has made it clear that their priorities are the same,” said Governor JB Pritzker. “This grant will fund clean buildings, agriculture, and transport, and further position Illinois as the hub for smart, clean development that we have strived to become.”
Under the planning phase of the CPRG program, U.S. EPA provided funding to interested states to design climate action plans. These plans were to focus on six major sectors responsible for GHG emissions: electricity generation, industry, transportation, buildings, agriculture/natural and working lands, and waste management. Illinois’ Priority Climate Action Plan was submitted to U.S. EPA on March 1, 2024. Under the implementation phase of the CPRG program, U.S. EPA encouraged applicants to seek funds for projects that will significantly reduce cumulative GHG emissions by 2030 and beyond, while accelerating decarbonization across one or more of the six identified sectors. Applications were scored with an emphasis
on the magnitude of near-term GHG reductions to be achieved. The structure of the programs in Illinois’ CPRG application builds on the progress already achieved as a result of the Climate and Equitable Jobs Act (CEJA), signed into law in 2021, which committed Illinois to 100% carbon-free power by 2045. The projects outlined in Illinois’ CPRG application apply similar power sector decarbonization strategies to other sectors – including transportation, buildings, agriculture, and industry. Equity and workforce development were priorities throughout Illinois’ application. In addition to being a significant opportunity for Illinois to preserve our climate, it was deliberately structured to help lower Illinoisans’ energy bills, support disadvantaged communities, create jobs, and build our economy. It is also structured to benefit all of Illinois, sharing benefits across the state.
Other highlights from Illinois’ CPRG Application: Transportation: Transportation is the state’s largest source of greenhouse gas emissions, and Illinois’ application includes $115 million for heavy-duty vehicle electrification, reflecting Illinois’/Chicago’s status as a freight hub and burgeoning electric vehicle (EV) manufacturing hub, as well as the disproportionate environmental justice impacts of heavy-duty vehicle pollution.
Buildings: The largest section of Illinois’ application, $172 million, focuses on buildings, with an emphasis on improving access and affordability for clean building technologies in disadvantaged communities, as well as market development and contractor training. CHICAGO EXPANDS GLOCK LAWSUIT
Chicago moves forward with lawsuit, announces expansion to hold Glock accountable for manufacturing and selling pistols that can easily be turned into machine guns using ‘Glock switches’
CHICAGO – The City of Chicago announced the expansion of the City’s first-of-its-kind lawsuit against Glock, the manufacturer of the most popular handguns in the United States. Three additional defendants were named in the complaint submitted yesterday in Cook County Circuit Court - Glock Ges.m.b.H, the Austrian Glock entity and part owner of the U.S. Glock subsidiary, and two Chicago-area gun stores on Glock’s roster of preferred dealers, Eagle Sports Range in Oak Forest, Illinois and Midwest Sporting Goods in Lyons, Illinois.
First filed in March, the lawsuit alleges that Glock endangers the health and safety of Chicago residents by manufacturing and selling into Chicago pistols that can easily be converted to fully automatic fire with an auto sear–a cheap, small device commonly
known as a “Glock switch.” Yesterday’s submission reports that Chicago law enforcement continues to find converted Glocks in connection with a wide variety of crimes. From the beginning of 2021 through May 2024, over 1,300 converted Glocks were recovered – this amounts to one modified Glock recovered on average every day.
The expanded lawsuit further alleges that Glock deceptively marketed the safeness of Glock pistols and its commitment to making communities safer. Due in part to how easily they can be turned into illegal machine guns capable of military-grade firepower, Glock pistols are frequently diverted into criminal channels and have increased gun violence in Chicago’s communities.
“The City of Chicago will do everything in its power to end gun violence and counter the increase of fully automatic Glocks on our streets,” said Mayor Brandon Johnson, a member of Mayors Against Illegal Guns. “We are expanding this lawsuit to ensure that other irresponsible actors who have contributed to the proliferation of easily modified Glocks in our City are held accountable for their role in this deadly new frontier plaguing Chicago’s residents and communities.”

Eagle Sports Range, as alleged in the complaint, markets a Glock handgun clearly equipped with an auto sear on the store’s social media and at its indoor range. Video posted to Eagle Sports Range’s social media accounts features a store employee demonstrating the fully automatic firing capability of a Modified Glock, with a caption reading, “It doesn’t get any better than this.”
Talking to Kids about Alzheimer’s and Dementia
Alzheimer’s is a disease that impacts the entire family, including children and teens. When a loved one is diagnosed, young people might have questions about what is happening. It’s essential to address these questions openly and honestly and share with them the changes the disease might bring, both now and in the future.
For parents, knowing when and how to talk to children about a loved one’s diagnosis of Alzheimer’s or dementia can be challenging. To help navigate these conversations, the Alzheimer’s Association offers tips and resources on how to talk to children about Alzheimer’s and dementia, including:
1. Be open and honest. When a friend or family member has Alzheimer’s, children may feel upset, confused, or scared. It’s crucial to be honest and clear with them about what’s happening. According to the expanded complaint, Glock not only continues to sell and market easily modified pistols but has sold its pistols for years through some of the most notorious gun stores in the nation. Glock’s dealers in the Chicago area include stores known to be major sources of guns linked to crimes in Chicago. Two such dealers, the lawsuit alleges, are defendants Midwest Sporting Goods, which has consistently ranked in the top two of dealer sources of crime guns recovered in Chicago and Eagle Sports Range, which soared to be a major supplier of crime guns into Chicago after opening in 2016. Eagle Sports Range’s business practices were so dangerous that the ATF revoked its license in 2022, but, according to the lawsuit, the owner immediately transferred the business to a close relative, and remained involved in the business, which continued its same dangerous sales practices.

The lawsuit also names Glock Ges.m.b.H, the Austria-based parent company of Glock, Inc., the U.S. subsidiary. The complaint alleges that Gaston Glock, the founder and long-time former owner of Glock Ges.m.b.H, has known that Glock pistols can be easily converted to machine guns since the 1980s, but chose to continue profiting off the easily modifiable design. According to the lawsuit, the Austrian parent company works hand-in-hand with its U.S. subsidiary and plays a significant role in every aspect of the design, manufacture, and promotion of Glocks in the U.S., and also uses its U.S. subsidiary to distribute its easily modified pistols.
The City seeks a court order requiring Defendants to cease sales and marketing of easily converted Glock pistols to Chicago civilians and an order requiring Eagle Sports Range to stop marketing Glocks modified with an auto sear at its location and online. The City also seeks penalties for these actions. The City first filed its lawsuit against Glock in March of this year, and Glock removed the case to federal district court. The City is now filing its expanded lawsuit after voluntarily dismissing the federal court action.

Surge Angels Program Awards $100,000 to Three Ventures Founded by Education Leaders of Color

Participants received intensive training in business fundamentals, strategic planning, financial management and marketing, preparing them to secure funding and incubate their innovative entrepreneurial ventures grounded in service to their communities. Additionally, each participant was paired with an executive coach experienced in entrepreneurship, ensuring tailored guidance and support.
The program culminates in Pitch Night, where each participant can present their venture plans to Angel investors in hopes of securing funding. On June 28, after considering pitches from the 10 founders in this year’s Surge Angels cohort, the panel of Angel investors funded the growth and development of the top three ventures.
The Village Network, based in Washington, D.C., is a collection of programming initiatives supporting youth and educational leaders’ diverse needs and interests. The organization believes in the inherent power of community and seeks to empower its communities through relationship, resource and capacity building. Wilson said he was overcome with emotion when he heard his name called and added that he must pour into Black and Brown youth the way people poured into him.

Inspired Aesthetics envisions a community where young Black and Brown people who want to learn more about art, cooking or engineering have places within reach to do so—and can learn from people who look like them.
That Art Party combines Fierro Peña’s love of art and play with her professional skills to curate artistic experiences for BIPOC adults to nourish their inner child and play as a tool for liberation.

Created in 2020, the Jordan Black Community Commitment — a joint and equal 10-year, $100 million initiative of Michael Jordan and Jordan Brand — is focused on leading sustainable change to impact the fight against systemic racism and create more equitable futures for Black Americans.
Aligned across the BCC’s four key pillars (education, economic justice, narrative change and social justice), the most recent grants were distributed to 14 nonprofit institutional grantees and 23 grassroots organizations across the country leading solutions in their cities through the open-call Community Grants Program, which is inspired by the power of local decisions to create systemic change.

6 Scams Every Older
American Should Know About
(StatePoint) Amid technology advances enabling scammers to commit fraud, elders and their loved ones need to stay informed. Typically, elder scams involve the transfer of money to a stranger or imposter for a promised benefit or good. In 2023, banks reported more than $27 billion in suspicious activity related to elder scams, according to the Financial Crimes Enforcement Network, and reports filed by the public to the Federal Bureau of Investigation indicated an average loss of more than $33,000 per case. And these numbers may be conservative, as elder fraud cases may be underreported.
One technology behind these staggering figures is artificial intelligence (AI). Advanced methods of masking one’s identity using AI make it difficult to detect fakes. Voice print – or voice clone – scamming is becoming more of an issue when it comes to impersonation fraud. Using voice clips from social media or by calling and having a brief conversation with someone, criminals can generate an imitation to be used as part of their ruse. “Older adults are often easier prey for these types of fakes, because a recognized voice when applied to certain scam strategies is often enough to elicit action,” says Mark Kwapiszeski, head of Enterprise Fraud at PNC.
Two Scam Strategies to Watch For
Most scams targeting elders generally follow one or two main strategies: 1) elicit strong feelings and apply a sense of urgency to get someone to act quickly before thinking, and/or 2) entice someone with an offer that seems too good to be true, yet too alluring to pass up. Here are some of the more common types of elder scams:
Scams That Apply a Sense of Urgency:
• Tech Support. Someone will claim they need to remotely access the victim’s computer to fix a software problem, then use that access to steal personal or financial information.
• Government Imposter. The fraudster may tell the victim they owe a debt that must be paid immediately or face arrest, asset seizure or termination of benefits.
• Grandparent. An elaborate story is given by phone and sometimes involves a voice print of an actual grandchild, claiming a loved one is in trouble and needs money to be protected.
Scams That Offer Something Too Good to Be True:
• Investment. The scammer makes claims of a high-return investment to trick the victim into giving them money, often asking to be paid in an unconventional way, like cryptocurrency, where there’s little to no chance of recovering the funds.
• Romance. The scammer develops a fake identity and creates the illusion of a romantic relationship to manipulate or steal from the victim.
• Lottery/Sweepstakes. Scammers make contact by phone or mail to tell the victim they’ve won the lottery or a sweepstakes but claim the elder has to remit a processing fee before they can get their prize.
Take Protective Measures and Stay Alert The most effective way of preventing fraud is to pause when being rushed and take time to verify the legitimacy of both the person making contact and their claims. To reduce the odds of your voice being cloned, experts suggest exercising caution when speaking on the phone with strangers. If someone unfamiliar contacts you, disconnect from the original communication channel, verify their identity, then attempt to make contact through a different channel. For instance, hang up the phone, get a number for the company, government agency or family member from a trusted source (such as a company’s official website) and use that to call back and verify. When it comes to scammers that establish a relationship over time, verify legitimacy using third-party resources before investing. Be leery of anyone asking for nontraditional payment forms, and when logic may be clouded by romantic feelings, confide in someone you trust for an objective opinion.

(StatePoint) College-related costs are at an all-time high, and while many parents harbor concerns about the expense, they value the education their child is receiving.
That’s according to the April 2024 College Ave survey. The survey found that while 89% of parents of four-year college students believe a college degree is important for their child’s future, 78% agree that paying for college is stressful.
“Families today are relying on a mix of sources to fund college, including scholarships, federal aid and grants, income and savings, and in some
cases, private student loans,” says Angela Colatriano, chief marketing officer, College Ave.
According to Colatriano, it’s critical to understand the ins and outs of borrowing for college before taking out a loan. If you believe your family will take this path, here’s everything you need to know:
1. Exhaust other options. Many experts agree that private loans only make sense once other financial aid options are exhausted. After filing the FAFSA (Free Application for Federal Student Aid), you’ll receive a financial aid package from each school,
which may include scholarships, grants and federal student loans. If your selected school is one of the 400 institutions that requires the CSS profile, submit that application, too to qualify for institutional aid. And of course, don’t forget to apply to private scholarships to access funds that don’t need to be repaid.
2. Do the math. Federal student loans in the student’s name offer unique benefits, so if you do need to borrow, start there. If you decide that a private student loan or private parent loan is also right for your family, borrow only the minimum amount needed to save over the life of the loan. This is a good time to explore additional avenues for reducing your financing needs, such as renting textbooks, and buying groceries versus paying into the school meal plan.
3. Understand loan costs. Unlike federal loans, which have fixed interest rates for all borrowers, private student loans offer a choice of fixed or variable interest rates. Shop around for a lender that doesn’t charge origination fees, and learn the difference between fixed and variable interest rates. Use CollegeAve.com’s student loan calculator to get a sense of the overall cost of a given loan and its monthly loan payments.
4. Compare lender repayment options. Another factor to consider when shopping for a lender is repayment terms. Some lenders, like College Ave, let borrowers choose how long they want to repay their loan, and whether to start making payments immediately or defer until after graduation. The important thing is to select a loan with budget-friendly terms and a monthly payment you can live with.
5. Apply with a cosigner. Private student loan lenders look at income and credit history to determine a student’s ability to repay the loan. If approved, their credit history also impacts the interest rate they’re offered. Many college students don’t have an established credit history or sufficient income and may not get approved for a private loan on their own. Your student can improve their chances of getting approved and securing a lower interest rate by adding a cosigner to their loan application. The cosigner should understand that they share equal responsibility for repayment if the student falls behind on payments.
