Chicago — Common Cause, the nonpartisan watchdog, released its 2024 “Democracy Scorecard,” recording every member of Congress’ support for voting rights, Supreme Court ethics, and other reforms.
Since 2016, Common Cause has tracked support and co-sponsorship of democracy related legislation. This year’s scorecard includes ten legislative items in the U.S. Senate and 13 in U.S. House, including the Freedom to Vote Act, John R. Lewis Voting Rights Advancement Act, Supreme Court Ethics, Recusal, and Transparency Act, and more.

ATTORNEY GENERAL RAOUL CALLS ON CONGRESS TO REQUIRE SURGEON GENERAL WARNING ON SOCIAL MEDIA PLATFORMS
Chicago – Attorney General Kwame Raoul, as part of a bipartisan coalition of 42 attorneys general, is calling on lawmakers to pass legislation requiring a U.S. surgeon general warning on all algorithm-driven social media platforms. Raoul and the coalition issued a letter to Congress amid growing scrutiny of social media companies for their role in generational harm to young people’s mental health.
In the letter, Raoul and the coalition highlight growing bodies of research that link young people’s use of social media platforms to psychological harm, including depression, anxiety and even suicidal thoughts in children and teens. The attorneys general also note how platforms feature irresistible algorithm recommendations, infinite scrolling and a constant stream of notifications that are designed to keep kids relentlessly engaged on the platforms, even at the expense of taking breaks, engaging in other activities or sleeping.
This is Raoul’s latest action to hold social media platforms accountable for the harm they have caused young people. In 2023, Raoul joined a lawsuit against Meta Platforms Inc. (Meta), the company that owns and operates Facebook and Instagram, for its harmful business practices targeting children. Earlier this year, Raoul led a bipartisan coalition calling on the Federal Trade Commission (FTC) to update and strengthen the rules technology companies must follow under the federal Children’s Online Privacy Protection Act (COPPA).
Despite these efforts to address the harms caused by social media platforms, Raoul and the attorneys general say the need for federal action is clear. The coalition said in the letter that more action is necessary because, “social media platforms have demonstrated an unwillingness to fix the problem on their own.”

Hope Center Foundation Aims To Build 100 Affordable Homes In Roseland

The Hope Center Foundation, in partnership with United Power for Action and Justice and Chicago Neighborhood Initiatives (CNI), is providing financial education, coaching and homeownership counseling. The hope is that with these resources, people will be home loan ready.
Affordable Housing is just one part of United Power’s focus. In Lake County, United Power is focused on gun violence prevention. In Cook County, the focus is on affordable housing, with Reclaiming Communities. This campaign includes the initiative to build homes on the South side and homes on the West side.

Muse said the goal is to build equity and generational wealth for people who have historically been left out of those opportunities because of systemic racism. Muse said this initiative fits into the Hope Center Foundations’ mission and vision to transition people out of poverty into a career pathway and to generational wealth. In addition to its affordable housing initiative, Hope Center Foundation also provides programs for workforce development and financial literacy.

The initiative also benefits the communities where the houses are being built because it places new homes on blocks where there once were vacant lots. Repopulating these neighborhoods helps people in those communities build wealth and equity through homeownership.
Currently, on the South side Hope Center Foundation and Chicago Neighborhood Initiatives have 100 lots. There are 10 modular homes, with one more waiting to be delivered. There will also be stick-built, wood frame homes that will be built. The United Power member institutions have raised about $25 million from public and private sources to write down the cost of construction for the homes and to provide down payment assistance
A Chicago Community Trust study, Color of Wealth in Chicago, showed that white Chicagoans net worth far outpaced Black, Mexican and Puerto Rican households. The study also found that Black families have the lowest rate of homeownership. Muse called those statistics startling.
“It underscores the need for us to focus more on African American’s not to be displaced, but actually, have the opportunity to own a home, if that is one of their goals,” Muse said.
Muse said the goal is that potential homebuyers’ mortgage payment matches what they might pay in rent. For example, a two-story, three-bedroom, two-bathroom home, with appliances and a two-car garage is affordable through their program, because they wrote down the cost of construction and they offer down payment assistance.

CHICAGO — The Chicago Architecture Center (CAC) announced the sites for this year’s Open House Chicago (OHC), a free festival that instills civic pride by providing behind-thescenes access to places of architectural, historical and cultural significance and highlights businesses, organizations and creative leaders making a positive impact in Chicago’s diverse neighborhoods. This year, OHC will highlight 170+ locations across 20+ Chicago neighborhoods, including 25 new sites, on October 19 and 20.
“With all the new developments happening or proposed in Chicago, it’s more important than ever that people see how architecture and design shape our city,” said Eleanor Gorski, CEO & President, Chicago Architecture Center. “Open House Chicago is easily accessible and free to all. We hope the event fosters dialogue about architecture and inspires people to become more actively engaged in shaping and improving our built environment.”
OHC, now in its 14th year, allows attendees to visit significant sites across the city, many of which are normally closed to the public. The event is one of the largest architecture and urban exploration festivals in the world, attracting more than 25,000 people annually.
This year, new sites include the Ramova Theatre in Bridgeport, which opened as a movie theater in 1929 and shut its doors in 1985, sitting vacant for nearly 30 years before being redeveloped and reopened this year as a restaurant, brewery and concert and events venue. The Ramova Theatre will also host CAC’s Designing Futures Gala on Oct. 1 to raise funds for OHC and other CAC programming.
Participants will also get an inside peek at the historic Chess Studio at Willie Dixon’s Blues Heaven Foundation, where
legendary artists who shaped the sound of Chicago blues performed over the years. Also new to OHC is Bronzeville’s Al-Sadiq mosque, one of the oldest mosques in the United States and the former headquarters of the Ahmadiyya Muslim Community USA. OHC participants will also have access to The Driehaus Museum’s Murphy Auditorium for the first time, an architectural marvel designed by noted Chicago architects Benjamin Marshall and Charles E. Fox. The building features a pair of cast bronze doors produced by Tiffany Studios and an iconic limestone exterior was built to mimic the façade and flanking entry staircase of the Chapelle Notre-Dame-de-Consolation in Paris.
Also new this year is the OHC photo competition. Festival attendees can showcase their photography skills by submitting photos taken at OHC sites in one of four categories: interior, exterior, black & white, and detail. Submissions can be made through the competition webpage at architecture.org. Selected entrants will have their photography printed and displayed at the CAC over the holiday season as part of the Center’s “Framed Views: OHC Photography” exhibition that opens on Nov. 23. Winners of the competition, which will be judged by local photographers, will receive complimentary memberships to the CAC.
By making learning about architecture accessible to all, OHC is a key part of the Chicago Architecture Center’s mission to inspire people to discover why design matters. It was developed based on a similar festival in the United Kingdom that was founded in 1992 to allow people to explore buildings in London. This year’s OHC event includes partnerships with local small businesses like Starshaped Press in Ravenswood, which is creating official OHC merchandise.

Last November, the CDA hosted more than 550 attendees at the O’Hare Airport Concessions Symposium at the UIC Forum in an effort to educate local entrepreneurs about upcoming opportunities at the airport, teach them how to achieve ACDBE certification and prepare them for the process of bidding for contracts.
The department hosted a second O’Hare Airport Concessions Symposium in February at the O’Hare Hilton, focused on the process of financing concessions businesses. Business owners had the chance to meet banks looking to work with small businesses and learn the insand-outs of the concessions industry.
In 2022, the Chicago City Council approved the largest set of concessions agreements at O’Hare in over a decade, including several local offerings in the renovated and expanded Terminal 5.

What role do interest rates play in buying a home?
Mortgages respond to market conditions, including the Fed’s monetary policy. As interest rates climb, so do the interest on new mortgages and mortgage payments. Conversely, if rates fall, so does the interest on mortgages. So, buying at a lower rate can save you money in mortgage payments.
Should I wait to buy a home once interest rates fall?
Timing the market perfectly is not only challenging, but near impossible to do. While we hope the Fed will cut rates this year, it’s never guaranteed. Lower interest rates can save you money, but they’re not the only factor affecting affordability. So, instead of focusing on perfectly timing the market, we recommend leaning into what you can control: being financially prepared to buy a home.
Outside of readying your finances for homeownership, you can look for options that can lower costs and promote savings such as low down payment mortgages, down payment assistance programs and grants. And don’t forget you always can buy a home now and refinance in the future
once rates drop.
How do I prepare myself to buy a home in this current environment?
We not only want consumers to attain homeownership but to sustain it. That’s why it’s important to understand what exactly you can afford before getting into the market. There are a variety of resources to help you prepare financially for buying a home to see how much you can afford in the areas you’re looking to buy, compare loan options and obtain a free credit score. You’ll also want to start compiling all of your necessary documents for pre-approval, such as W2s, bank statements, income documentation, etc.
What about the down payment? Do I need to have 20% of the home cost saved up?
Most first-time home buyers are singularly focused on saving for a down payment. However, long gone are the days of putting down 20% of the purchase price – low down payment loan options are available with some requiring as low as 3% down. Plus, there are a variety of incentives and grants that can lower your costs. For instance, Chase offers a homebuyer grant of up to $7,500, where eligible, to help with the interest rate, closing costs, and the down payment. These grants are offered in low- to moderate-income communities and neighborhoods that are designated by the U.S. Census as majority-Black, Hispanic and/or Latino.

It can be a good time to refinance when interest rates are going down, especially for those with rates above or at 7%. For current homeowners looking to refinance, we advise them to keep their end goal in mind as they consider whether refinancing makes sense for their personal situation. Work with your local advisor or using a Refinance Savings Calculator to understand when it makes sense for your specific situation to refinance. Why should I refinance when rates are lower?
When interest rates are lower, you may be able to refinance your loan for a shorter term without seeing much of a change in your monthly payment. Even if your payments are higher, you may see significant savings over the life of your loan by making fewer interest payments. For example, you may decide to refinance a 30-year loan into a 15-year loan. While it has higher monthly payments, you’ll pay the loan down faster and pay less in interest.
Should I only work with one lender for my mortgage?

Historic Lawson House, Chicago Award for Rehabilitation & Richard H. Driehaus Legacy Award
Holsten Real Estate Development Corporation and Holsten Human Capital Development, NFP, led a massive rehabilitation of the former Lawson House, a 24-story Art-Deco skyscraper in downtown Chicago originally built as a single-room occupancy facility for the YMCA. Today, the Lawson House provides more than 400 apartment units and social services for low-income residents, many of whom have previously experienced homelessness.
Ramova Theatre, Chicago Award for Adaptive Use
After sitting empty for nearly 40 years, the Ramova Theatre in Chicago’s Bridgeport neighborhood has reopened following an extensive rehabilitation led by husband-and-wife team Tyler and Emily Nevius. The historic former movie theater, built in 1929, has been adaptively reused as a concert hall, craft brewery, taproom and grill to host live performances as well as educational programs for the community.
Salt Shed, Chicago Award for Adaptive Use
16 on Center, Blue Star Properties, R2 Companies and Sky Deck combined forces to lead the transformative reimagining of the former Morton Salt processing and distribution factory into a thriving music and events venue. The project brought back to life an iconic landmark along the Chicago River, sparking economic development, creating jobs and attracting people to a new part of the city long home to primarily industrial activity.
The Terminal, Chicago Award for Adaptive Use
A sprawling former manufacturing campus in Chicago’s Humboldt Park is once again a hub of innovation thanks to a creative reuse of the historic buildings led by IBT Group. After sitting empty for decades, The Terminal has been reimagined into a state-of-the-art research facility providing office and lab space for Chicago’s scientists, researchers and technicians.
1212 Larkin, Elgin Award for Rehabilitation
The historic Larkin Center, built in 1912 and vacant since 2013, has been reactivated as the centerpiece of the affordable housing development, 1212 Larkin. The thoughtfully designed adaptive reuse project, led by Full Circle Communities, created 48 quality housing units that resemble Elgin’s characteristic historic architecture.
Midtown FAUST Company, Rockford Award for Rehabilitation
Brad and Sue Roos bought and renovated Rockford’s Midtown FAUST Building to bring economic development and energy to their historic neighborhood, which has long experienced disinvestment and low commercial occupancy. The couple led the complete rehabilitation of the 3,500-square-foot building constructed in 1920, focusing on quality craftsmanship and sustainability. Today, it houses a pottery studio, office space for a local nonprofit and Roos’ woodshop.
Old Courthouse Center, Woodstock Award
for Adaptive Use
The City of Woodstock completed an extensive
rehabilitation of the historic Old McHenry County Courthouse and Sheriff’s House, returning the deteriorating local landmark to a lively downtown attraction. Old Courthouse Center is now a multiuse, fully accessible development that includes a restaurant, retail spaces and events venue. Once again, it serves as a hub of economic activity in the heart of the Woodstock Square National Historic District.
The 2024 Landmarks Illinois Richard H. Driehaus Foundation Preservation Awards Ceremony will take place from 6 to 9 p.m. on Friday, October 18, 2024, at Apollo’s 2000, 2875 W. Cermak Road in Chicago. The event will feature a sit-down awards ceremony and cocktail reception.
The event is open to the public. Tickets are $60 for Landmarks Illinois members and $75 for non-members. A student rate of $25 is also available with proof of a student ID. Governor Pritzker Awards $15 Million in Funding for the Job Training and Economic Development Program
CHICAGO – Governor JB Pritzker and the Illinois Department of Commerce and Economic Opportunity (DCEO) announced $15 million in funding for 33 organizations across Illinois for the Job Training and Economic Development Program (JTED). JTED provides workforce training and wrap-around services to help bolster equitable workforce recovery for Illinoisans struggling to gain meaningful employment. As part of Illinois’ workforce recovery efforts, JTED grants focus on helping increase employment among workers and industries hardest hit by COVID-19.
“As we continue to bounce back from the pandemic, my administration remains committed to an equitable workforce recovery that uplifts every worker and industry,” said Governor JB Pritzker. “With an additional $15 million in funding for the Job Training and Economic Development Program, we’re providing even more Illinoisans with the skills and support they need to succeed. From revitalizing our healthcare and tourism industries to strengthening manufacturing and agriculture, we’re building a workforce that’s ready to power Illinois’ continued growth – leaving no one behind as we move forward.”
This second round of funding will address the economic impacts experienced by employers and individuals who are underemployed, unemployed, or underrepresented, who have one or more barriers to employment which are identified as risk factors. “The continued success of the JTED program is a testament to the importance of intentional investments in Illinois’ world-class workforce,” said DCEO Director Kristin Richards. “This funding will support services to underemployed, unemployed and underrepresented communities and provide individuals access to good paying job opportunities.”
JTED funding will continue to focus on hard hit sectors which have seen a labor shortage since the onset of the pandemic – such as manufacturing, agriculture, information technology, transportation distribution and logistics, architecture and construction, health care, and hospitality and tourism.
“All Illinoisans deserve the opportunity to succeed,” said House Majority Leader Robyn Gabel (D-Evanston). “The JTED program has helped thousands of people across the state and this funding will only build on its vast impact, supporting the individuals who need it most.”
“The JTED program is essential to helping grow Illinois’ outstanding workforce,” said Senator Mike Halpin (D- Rock Island). “When we give folks the tools they need to succeed, it not only creates a path of success for them and their families, it helps improve our state’s economy.”
The State’s JTED model boosts access to education, training and support services needed for vulnerable residents to successfully re-enter the labor force. Additionally, JTED offers flexible funding through Barrier Reduction services for individuals that have emergency costs for basic needs.
Through the first round of the JTED program, the State of Illinois invested $20 million in 44 community-based organizations that are currently serving 2,466 unemployed, underemployed, or underrepresented Illinoisans, with a special training focus on industries hardest-hit by the pandemic.
