COOK COUNTY BOARD OF COMMISSIONERS PASSES COMMISSIONER MILLER’S RESOLUTION RECOGNIZING SEPTEMBER AS BLOOD CANCER AND SICKLE CELL AWARENESS MONTH
Sickle Cell is the most common inherited blood disorder in the US, disproportionately affecting people of color Cook County, Ill. -- The Cook County Board of Commissioners unanimously approved Cook County Commissioner Donna Miller’s resolution to recognize September as Blood Cancer and Sickle Cell Awareness Month in Cook County. The resolution is part of a national effort to raise awareness of Sickle Cell Disease (SCD) and blood cancers, which are the third leading cause of cancer death in the U.S., and to reinforce continued research and education efforts, including the Cure Sickle Cell Initiative. Ahead of the vote on the resolution, the Board heard public testimony from Cook County residents impacted by the diseases.
SCD is the most common inherited blood disorder in the United States. It causes red blood cells to become sickle-shaped and harden, and leads to complications including chronic severe and unpredictable pain, anemia, frequent infections, swelling in extremities, fatigue, delayed growth and more. Sickle cell disease is not contagious, and there is no universal cure. However, doctors have found a new genetic treatment that cured hallmark symptoms of SCD in 88% of people, and is starting to be used outside the clinical trial setting. Previously, the only options for people with sickle cell were treatments to manage symptoms or donor stem cell transplants that carry serious risks.
Throughout her time in office, Commissioner Miller has made it a priority to use her background in the healthcare industry to advocate for efforts to reduce health care disparities, with additional focuses on cardiovascular disease and maternal mortality rates. As Commissioner, she has sponsored resolutions to draw attention to American Heart Month, National Minority Health Month and Black Maternal Health Week, and convened important hearings to examine morbidity and mortality rates in Cook County. Additionally, each year Commissioner Miller sponsors blood drives to get more people to give blood, specifically conducting outreach to the County’s Black community. Sickle cell patients benefit most from blood transfusions from people of the same race or similar ethnicity, but only 5% of blood donors currently are of African ancestry.

ROMEOVILLE, Ill. – Illinois State Rep. Natalie Manley, D-Joliet, celebrated Joliet Public Schools’ new Hufford Junior High School at a groundbreaking ceremony. The Hufford groundbreaking was accompanied by another ceremony celebrating the groundbreaking of Gompers Junior High School that same day.
“The public voted overwhelmingly in a referendum that the two schools, over 66 years old, should be replaced. The average citizen recognizes the value of having great educational institutions,” said Manley. “District 86 is making good on their decision by starting construction on two state-of-the-art educational facilities for Joliet’s growing community.”
According to Joliet Public Schools D86, “the new 171,000-square-foot Hufford Junior High School will be built off Ingalls Avenue west of Larkin Avenue. The new school will be approximately 33% larger than the current Hufford Junior High. Gompers Junior High School will be a 142,700-square-foot facility roughly the same size as the current school.”

With the help of grants from the Local Initiatives Support Coalition (LISC) Chicago, the Hammonds were able to build a pergola and fencing along the side of the lot and have artists create murals on the lot. Hammond, who also owns a day care, uses the lot as a safe and clean place for the children to play. She used her own money to buy flowers and create a garden, with benches and paving stones.
“I’m not a designer, but I knew what I wanted, so I would draw it. My husband was able to bring it to fruition,” she said.
Hammond is one of six women throughout the city who receive support from the LISC and Mars Wrigley Foundation’s Community Connection Grant. These funds help them address their community’s needs and make an impact, which will ensure growth for future generations that will be long lasting and sustainable.
Hammond sees herself and her husband as caretakers of the block. They are engaged in the community, attending meetings with the Alderman and cleaning up spaces when needed. Their desire is to hold the block together. While Hammond’s Promise Land has been a refuge for seniors and a place for the community to hold events, Hammond has been mindful of who can use the space.
“The space to us is sacred, because we know what we put into it,” she said.
The work the Hammonds have done on Hammond’s Promise Land keeps them busy. They have received compliments and won awards for the space. It also costs money for the upkeep. It is worth it for them because she cares about the community, it is where she works and lives. She wants to see it change for the better. She said what is needed is more resources and more funding.
Hammond wants to see the system to purchase the vacant lots in the community change. She believes that people who live in the community should be able to purchase the vacant lots and turn them into places that benefit the community. Hammond has used her space to host Mother’s Day and Senior Appreciation
events.
“It makes me feel good that we have a space that we can use. We don’t have to go downtown or somewhere far,” she said. While some people have said the space doesn’t look like it belongs in Englewood, she wants people to know that beautiful things can exist in Englewood and every community deserves to have beautiful spaces.
Hammond’s Promise Land also acknowledges the story of Hammond’s husband, who was raised in Mississippi and grew up picking cotton. Hammond wants people to know there are people in the community who have knowledge and have gone through things and have been able to persevere. There is a quote in the space that says, “the same little boy that picked cotton in Mississippi used those same hands to build Promise Land,” as a tribute to her husband and his dedication and hard work.
City Colleges of Chicago and Northwestern University School of Professional Studies Sign Early Admissions Agreement to Support Transfer Students
CHICAGO — Northwestern University School of Professional Studies(SPS) and City Colleges of Chicago (CCC) are partnering to increase access to higher learning by offering early admissions to transfer students from City Colleges of Chicago to the world-renowned university.

To qualify for early admission, City Colleges of Chicago students must meet with SPS advisors and City Colleges transfer advisors while they are studying at City Colleges in pursuit of their associate degree. In addition, students must have a minimum of 24 transferable semester credit hours and maintain a 3.0. cumulative grade point average. The CCC-SPS transfer agreement includes the following requirements: No more than 22.5 units (equivalent to 60 semester hours) may be accepted as transfer credits at the School of Professional Studies for its bachelor degrees, except for the Bachelor of Philosophy in Communication degree for which the maximum is 21 units (equivalent

Giannoulias Announces Shift in DMV Facility Hours to Better Serve Residents
Data-Driven Decision Will Better Accommodate Customer Demand for Services
Illinois Secretary of State Alexi Giannoulias announced a change in DMV facility operating hours across the state next week to align with higher customer demand in the morning.
Illinois DMV locations will be open to customers Monday through Friday from 7:30 a.m.-5 p.m., a half an hour earlier than the previous hours of 8 a.m.-5:30 p.m. Facilities that offer services on Saturday will also change hours from 8 a.m.-12:30 p.m. to 7:30 a.m.-Noon on Saturdays.
Senior facilities located in Addison, Bridgeview, Calumet Park, Evanston and Westchester will remain the same 7:30 a.m.-4 p.m. Monday-Friday. The Roscoe Express DMV will stay open 9 a.m-4 p.m. Wednesday-Friday
and the Orland Township DMV hours will remain 8 a.m.-4 p.m. Monday-Friday.
“Since Day One, our priority has been to provide the best possible DMV experience and service to our customers,” Giannoulias said. “We listened to feedback and analyzed the data to determine when our customers need us most. As a result, we’re adjusting our hours to align our operations with their busy schedules so they can conveniently access services without

A data-driven analysis revealed customer demand is generally higher in the morning than in the early evening. By opening facilities earlier, the office aims to enhance service accessibility while reducing wait times.

Mild Cognitive Impairment (MCI)
Mild cognitive impairment causes cognitive changes that are serious enough to be noticed by the person affected and by family members and friends but do not affect the individual’s ability to carry out everyday activities.
MCI can develop for multiple reasons, and individuals living with MCI may go on to develop dementia; others will not. For neurodegenerative diseases, MCI can be an early stage of the disease continuum including for Alzheimer’s if the hallmark changes in the brain are present.
In some individuals, MCI reverts to normal cognition or remains stable. In other cases, such as when a medication causes cognitive impairment, MCI is mistakenly diagnosed. It is important that people experiencing cognitive changes seek help as soon as possible for diagnosis and possible treatment.
Symptoms
Experts classify mild cognitive impairment based on the thinking skills affected:
• Amnestic MCI: MCI that primarily affects memory. A person may start to forget important information that he or she would previously have recalled easily, such as appointments, conversations or recent events.
• Nonamnestic MCI: MCI that affects thinking skills other than memory, including the ability to make sound decisions, judge the time or sequence of steps needed to complete a complex task, or visual perception.
Mild cognitive impairment is a clinical diagnosis representing a doctor’s best professional judgment about the reason for a person’s symptoms. Individuals living with MCI who have an abnormal brain positron emission tomography (PET) scan or spinal fluid test for amyloid beta protein, which is the protein in amyloid plaques (one of the two hallmarks of Alzheimer’s), are considered to have a diagnosis of MCI due to Alzheimer’s disease.
The Alzheimer’s Association partnered with the National Institute on Aging (NIA) to convene expert workgroups to update the diagnostic guidelines for MCI due to Alzheimer’s disease, suggesting that, in some cases, MCI is an early stage of Alzheimer’s or another dementia.
The guidelines recommend finding a biomarker (a measurable biological factor, such as levels of a protein, that indicates the presence or absence of a disease) for people with MCI to learn whether they have brain changes that put them at high risk of developing Alzheimer’s and other dementias.
If it can be shown that changes in the brain, cerebrospinal fluid and/or blood are caused by physiologic processes associated with Alzheimer’s, the revised guidelines recommend a diagnosis of MCI due to Alzheimer’s disease.
A medical workup for MCI includes the following core elements:
• Thorough medical history, where the physician documents current symptoms, previous illnesses and medical conditions, and any family history of significant memory problems or dementia.
• Assessment of independent function and daily activities, which focuses on any changes from a person’s usual level of function.

If the workup doesn’t create a clear clinical picture, the doctor may recommend neuropsychological testing, which involves a series of written or computerized tests to evaluate specific thinking skills.
Causes and risks
The causes of MCI are not yet completely understood. Experts believe that many cases — but not all — result from brain changes occurring in the very early stages of Alzheimer’s or other neurodegenerative diseases that cause dementia.
The risk factors most strongly linked to MCI when the underlying cause is neurodegenerative disease and not another cause are advancing age, family history of Alzheimer’s or another dementia, and conditions that raise risk for cardiovascular disease.

NAREB ANNOUNCES 2024 BLACK WEALTH SUMMIT AT CLARK ATLANTA UNIVERSITY ON NOV. 15
ATLANTA, GA – With an unwavering commitment to increasing Black homeownership and building Black wealth, the National Association of Real Estate Brokers (NAREB) will hold its 2024 Black Wealth Summit at Clark Atlanta University on November 15 and a Building Black Wealth community event the next day, November 16.
“NAREB is the leading voice of Black real estate professionals, and we are unyielding in our pursuit of advancing Black homeownership and wealth in America,” said Dr. Courtney Johnson Rose, NAREB’s President. “Our annual summits provide data and information that bolster these causes while urging stakeholders, from mortgage lenders to government policymakers, to support efforts to bring equity to all communities.”
At the Black Summit, NAREB will provide a platform for national leaders, including forums on several comprehensive studies commissioned by NAREB. These studies, addressing critical areas to increase Black homeownership and wealth in America, will provide valuable information and insights. One study examines appraisal bias and the impact of recent government and private sector efforts to curtail it. The second study targets an issue that has been quietly plaguing Black communities for decades: the dispersal of heir property and how to curb its devastating impact.
In addition, the 2024 State of Housing in Black America (SHIBA) study will provide an extensive analysis of Black homeownership and the historical barriers Blacks have faced when seeking to purchase a home. Its 11th edition, this pivotal resource will be instrumental in influ-
encing public policies and practices that will shape the homebuying environment for African Americans.
Working with the African American Mayors Association, the National Bar Association, The Church Of God In Christ, Delta Sigma Theta Sorority, Alpha Phi Alpha Fraternity, and Phi Beta Sigma Fraternity, NAREB will host a Building Black Wealth Tour event at New Birth Missionary Baptist Church on November 16 with Senior Pastor Dr. Jamal Bryant.
Over the past year, the NAREB Building Black Wealth Tour has organized more than 100 events that provide local communities with classes, workshops, and one-on-one counseling to advise families on homebuying, investing, and careers in real estate. There is also a course on heir’s property, educating families on how to keep real estate in their families and protect their communities from gentrification.
NAREB has organized the tour to counter the inequities in American society. NAREB’s 2023 State of Housing in Black America study found that the Black-White wealth gap is so expansive that the 400 wealthiest Americans control the same amount of wealth as all 48 million Blacks living in the United States.
Dr. Rose said data shows two million mortgage-ready Black Americans don’t own homes. “These families and individuals have the credit and income to qualify for a home mortgage,” she said. “The NAREB Building Black Wealth Tour goes into communities nationwide to find these consumers, educate them, and inspire them to build wealth.”

MAYOR JOHNSON AWARDS MORE THAN $4M IN DCASE GRANTS TO CHICAGO NONPROFIT ARTS ORGANIZATIONS
CHICAGO—Mayor Brandon Johnson and the Department of Cultural Affairs and Special Events (DCASE) today announced grants newly awarded to 185 Chicago nonprofit arts organizations as part of the City of Chicago’s 2024 CityArts Program.
Dedicated to investing in Chicago’s arts and culture sector, the longstanding CityArts Program provides general operating support to local arts organizations of all sizes and across all artistic disciplines. Grantees include arts service organizations, arts education groups, museums and heritage centers, and entities that directly present or produce performing, visual, or media arts. Grant amounts per organization range from $10,000 –$50,000, based on the organization’s average annual revenue.
“Chicago’s diverse arts and culture community is one of the reasons that we’re the greatest freakin’ city in the world,” shared Mayor Brandon Johnson. “Investing in our creative economy is essential to our city’s growth and success.”
“The annual CityArts Grant program is a core example of DCASE’s mission in action,” shared DCASE Commissioner Clinée Hedspeth. “Our arts organizations transform the landscape of Chicago through their artistry and invention, and receiving direct governmental support is a crucial part of their sustainability.”
DCASE’s annual CityArts Program continually strives toward an equitable distribution of funds across the city. This year, 48% of newly awarded CityArts
grantees are located on the South and West sides, compared to 35% in 2021. Grantees include community arts anchors such as Kehrein Center for the Arts in Austin; groups serving at the intersection of arts and justice, such as the Prison + Neighborhood Arts/Education Project; established organizations presenting cultural work such as International Latino Cultural Center of Chicago and the American Indian Center, and first-time CityArts recipients such as Hearing in Color, dedicated to sharing the music and stories of communities that have been historically excluded from musical spaces.

Representation of Women and People of Color in Clinical Trials is

As researchers work to find new treatments that have the potential to benefit patients, they say that more diversity is needed among participants in clinical trials to advance understanding of these conditions.
“Clinical trials are a cornerstone of medical research and healthcare innovation. They are essential to advancing medical science and ensuring patient safety, and often lead to the development of effective new treatment options. However, it is crucial that they include participants from diverse backgrounds, encompassing a wide
range of lived experiences and living conditions, and representing diverse races, ethnicities, ages, genders, and sexual orientations, so that all communities can benefit from scientific advancements,” says Roxana Mehran, MD, FACC, FACP, FCCP, FESC, FAHA, MSCAI, Professor of Medicine in Cardiology and Population Health Science and Policy Professor in Cardiovascular Clinical Research and Outcomes Director of Interventional Cardiovascular Research and Clinical Trials Mount Sinai Health System.
According to research published in JAMA Network Open, women with atrial fibrillation, which is an
irregular heart rhythm, face a higher risk of complications, like stroke, compared to men. The American Heart Association reports that cardiovascular disease prevalence remains highest among non-Hispanic Black females and nonHispanic Black males. Experts believe such gaps in care are partially due to representation in clinical trials. Historically, women and people of color have been underrepresented in cardiovascular research, which has in recent decades, relied primarily on white male study participants.
One program in particular is helping to address gaps in heart disease treatment as the first clinical program to enroll nearly 50,000 patients across three trials. It’s actively recruiting women and members from diverse populations in an effort to ensure its results are inclusive, equitable and relevant for all patients.
The Librexia program is a phase 3 clinical trial investigating a potential new treatment for patients with blood clotting diseases, including acute coronary syndrome (i.e. heart attack), atrial fibrillation and prevention of repeated strokes. The program is designed to find treatment options that can potentially help improve outcomes in a wide range of patients, including underserved populations like women and people of color. To ensure that trial enrollment represents the individuals likely to take the medication, all who meet the criteria are encouraged to explore if the trials are a fit for them.
