FEMA DEADLINE FOR JULY DAMAGES IS DECEMBER 13

Homeowners and renters with disasterrelated damage or loss from the July 13-16 severe storms, tornadoes, straight-line winds, and flooding in Cook, Fulton, Henry, St. Clair, Washington, Will, and Winnebago counties have until Friday, December 13, 2024 to apply for assistance from FEMA.

FEMA assistance may include grants for temporary housing, basic home repair or replacement and other disaster-related expenses, such as moving and storage costs, primary vehicle repair or replacement, essential furniture and appliances, medical and dental costs, and childcare costs. Some homeowners may also be eligible for mitigation funds to help prevent storm-related loss in the future such as roof repairs to withstand higher winds or elevating a water heater, furnace or electrical panel to prevent flood damage.

Applicants with disabilities may be eligible for funds towards specific repairs or additions to make their home accessible, such as an exterior ramp, grab bars, and paved path to the home entrance. Improvements can be made even if these features were not present prior to the disaster, and they are needed due to a preexisting disability or a disability caused by the disaster.

Remember, you must apply to be considered for FEMA assistance. The fastest way to apply is by going online to DisasterAssistance.gov, downloading the FEMA mobile app or calling the FEMA Helpline at 800-621-3362. Multilingual operators are available to take your call; press option 2 for Spanish and 3 for all other languages. If you use a relay service, such as video relay service (VRS), captioned telephone service or others, give FEMA the number for that service.

To apply with FEMA, you must have a Social Security number and be a U.S. citizen, non-citizen national or qualified non-citizen. At least one member in the impacted residence must meet this eligibility criteria to apply for assistance for the household. A parent or guardian, who doesn’t meet citizenship criteria, can apply on behalf of a minor child under age 18 who has a Social Security number and lives in the same household with them. FEMA does not share individuals’ personal information with other federal or local agencies.

Couple’s Book Covers Relationships

The Scotts recently released a book, “Manifest A Joy-filled Relationship.” They decided to write the book as a place for their wealth of knowledge and experience, research and resources. It seemed like the next logical step for them, after becoming certified life and relationship coaches, serving as the head of their church’s married couple ministry and their podcast.

The book talks about relationships, using Universal Laws, to help people understand how to manifest the type of relationship they want. The book helps people see they have the power to create whatever they want.

The Scotts became life and relationship coaches because they were counseling people and participating in the married couple ministry at their church. Then, they started participating and facilitating classes, workshops and retreats. They decided to lean into becoming certified, start their website and launched their podcast.

“It was sort of organic. Once we were asked to lead the married couples ministry, it was just like doors started opening in that direction,” Tina Marie said. She said she believes God was moving them in the direction of being life and relationship coaches all along.

Tina Marie said the book started off as 100 pages and ended up being 300. There are also 12 more chapters on the computer

ready to be released. Jason said that everything is relational, so the book isn’t just about intimate relationships. The book is about the relationships parents have with their children, siblings have with each other, people have with their co-workers and relationships people have with themselves. The book is for anyone who might not understand how relationships work, married, single, young or old.

Jason said he wants the readers to take away from the book that it starts and ends with the individual.

“If you can manifest the person you need to become, all your relationships will be better. We can’t be better if we’re not better as ourselves,” he said. The first chapter in the book is the law of oneness and how their energy shows up in relationships.

Jason said that when people manifest themselves first, they can have joy-filled relationships throughout their experience. Tina Marie said they want people who read the book to takeaway that everything is a mindset, it’s not what happens to a person but to look at what the experience is trying to teach and how to move forward differently. It is a mindset shift of looking within instead of looking without.

Tina Marie said that everything in the Universe is connected, and it starts with people understanding who they are and what they bring to the table.

“We have to really be aware of what we’re bringing and stop looking for everyone else to complete us and just come to the table complete and full, ready to elevate each other in a way that maybe you’ve never experienced before,” she said. She said people should look for people who elevate them.

Evaluation Finds Unique Public/Private Collaboration in Chicago and Cook County Fosters Housing Stability for Residents Facing Eviction and Improves Access to Justice

A new report from the consulting firm Stout found the City of Chicago Right to Counsel pilot (“RTC”), which works hand-inhand with the Early Resolution Program (ERP) in the Circuit Court of Cook County, forms a unique and innovative model designed to ensure all unrepresented tenants can access high-quality legal assistance in eviction cases tailored to the tenant’s circumstances, and is making a real impact in promoting housing stability and improving access to justice.

“This evaluation shows how access to legal representation helps protect vulnerable tenants and keeps Chicagoans stably housed,” said Mayor Brandon Johnson. “Thank you to our legal aid organizations, Cook County, the Circuit Court, The Chicago Bar Foundation, and all partners behind the RTC and ERP programs. Together, these initiatives are a groundbreaking approach to preventing homelessness and investing in Chicago’s future.”

Among the key findings in Stout’s report is that the combined ERP + RTC model is unique nationally because it matches the level of service – from brief advice and information to extensive legal representation – to each client’s needs. The report further found that the ERP+RTC model, with sufficient funding, could be a cost-effective approach to promoting housing stability by tailoring services to the clients’ needs.

Other important findings include:

• More than 70% of tenants said they were confident that they would be able to or were able to achieve their housing goals with the help of ERP and RTC.

• For RTC clients with a goal of avoiding eviction, more than 92% of those tenants were able to achieve this goal.

• The number of default court-ordered judgments against tenants (where a tenant did not appear for court) dropped to about 20% compared to an estimated 40-50% default rate prior to the pandemic.

• More than 76% of tenants in ERP reported that the court system was fair to both parties based on their experience, more than twice the rate of low and moderate income people who believed that in a recent national study (justicegap.lsc.gov/)

• 96% of tenants receiving services in the ERP program reported they were satisfied or very satisfied with the services in the program.

“Cook County takes immense pride in the Early Resolution Program, a groundbreaking model within the Cook County Legal Aid for Housing and Debt (CCLAHD) initiative that reflects my administration’s commitment to collaboration and justice,” said Cook County Board President Toni Preckwinkle. “This partnership would not be possible without the leadership and dedication of Chief Judge Evans and our partners, including The Chicago Bar Foundation, the City of Chicago and our community-based service organizations. Together, through programs like ERP and RTC, we are ensuring that residents facing eviction have the support they need to maintain stability. This partnership-driven approach is a testament to how we can achieve meaningful outcomes that strengthen both our communities and the individuals within them.”

For the RTC pilot specifically, Stout found that the program has assisted clients in achieving their housing stability goals, asserting their rights, and resolving complex housing disputes, while also likely generating significant fiscal benefits for the City of Chicago by avoiding disruptive displacement when possible. For every $1 spent on RTC, Chicago likely realized between at least $2.75 and $3.35 in fiscal benefits between February 2022 and March 2024, primarily by reducing the amount of otherwise necessary social safety net costs related to homelessness. According to Stout’s findings, when interviewed in ERP, 46% of tenants said they would be unsheltered, or homeless, if evicted from their apartments.

Stout is working with jurisdictions across the country that are developing, implementing, and/or evaluating eviction diversion, access to counsel or right to counsel programs. In its report, Stout emphasized that ERP+RTC stands out among similar programs nationwide due to its flexible service model, matching each client’s needs with the appropriate level of support—from brief advice to comprehensive legal representation. Stout noted that these unique features position ERP+RTC as a scalable, comprehensive model for delivering legal aid in high-volume cases, such as evictions.

“The Early Resolution Program fosters fairness and equity during the court process of eviction to create fair

solutions and promote housing stability for landlords and tenants,” said Chief Judge Timothy C. Evans. “ERP is a unique collaboration that allowed the court to modify the eviction process to connect unrepresented landlords and tenants to key resources, including legal aid. When one side is unrepresented, ERP helps correct the inherent power imbalance and helps ensure that each litigant receives fair and equitable justice in each case. Without the support of the Cook County Board, the City of Chicago, and all the ERP partners, the court would not be able to provide such crucial resources during the court process.”

One common financial mistake is not having a budget at all. Remaining in the dark about your spending can limit your ability to save for important goals like a car, a home or your retirement. If you don’t know what you’re spending, there’s a good chance you may be spending too much.

Using guesswork when trying to allocate your monthly budget can lead to overestimating or underestimating how much to allot toward each budgeting category. This may set you up for failure. Taking a month to assess and identify your spending patterns may help to establish a baseline as you’re setting your budget.

Get to know your spending by creating a monthly budget tracker. You can then review your spending and track it in a monthly budget worksheet. Over time, you can adjust which budgeting categories to cut back spending on. Expenses can fluctuate month to month, so be prepared to shift gears whenever necessary.

The idea of listing every single expenditure for a month might seem daunting, but you don’t have to go that far. It can be helpful to create a budget that works for you, which includes making it manageable enough to take on in the first place. If you’re just starting out, create just a handful of budgeting categories to help keep things simple.

6DON’T skip the emergency fund

Life is unpredictable and having an emergency fund to pay for unplanned expenses may help you during that time. Without it, you may have to dip into long-

term savings or use a credit card if the unexpected arises. Creating an emergency fund doesn’t have to be intimidating. When you’re making your budget, include a monthly line item for emergency fund contributions. This can help build up your reserves over time. Many bank accounts even let you automate these emergency fund deposits.

What You Don’t Know Can Hurt Us

It has been my experience that ignorance is not bliss. In my life, what I did not know has caused many problems in my life. So, it has made me passionate about sharing information that I have gathered through almost 60 years of study and life experiences that has motivated me to become a financial educator. Thus, I have been given the privilege of using this column to bring attention to things that can be done to retain wealth in our Black community, one Black family at a time.

The expression, “If you knew better, you would do better.”, is something that motivates me to write this column. What you will read here are tactics that have been successfully used to obtain, maintain, sustain, and pass on wealth to future generations. Hopefully, some of you will be encouraged to employ a tactic learned here to develop or improve your family’s financial plan. Know that a family’s financial plan to pass assets on to the next generation will not only benefit an individual family, but it will also benefit the communities where the beneficiaries live. Bringing it full circle, some of the people that I have counseled now understand that financial planning is essential for their family to preserve their assets, no matter how meager. Well informed, non-wealthy families understand that they MUST have a plan in place to provide for their care and welfare as they age. Timely planning helps to prevent the possibility of outliving their money and losing hard earned assets. So, to you non-planners, what you don’t know can hurt us, not just you and your family.

What are you willing to RISK

Todays citizens recognize the fight for civil rights and liberties was a hard fought often violent battle of people against individuals and institutions of power. That recognition is often accompanied with veneration and respect. Rarely is it accompanied with a claiming of duty, action, or commitment to work towards the preservation, let alone the extension, of those rights.

Heading into 2025 with a new President in office the question at the top of mind must be, what are we willing to put on the line, what are we willing to risk? What are churches and institutions of faith willing to risk? Presently, the visible Christian movement on display in this country is that of Christian Nationalist. The “Church” that has emerged in recent years has lauded individuals and policies that run counter to Bible based teachings, chief among them the call to love thy neighbor.

Yet, this depiction is completely untethered from the lived reality of many practicing Christians, faithbased institution, and churches who work earnestly to care for one another, their neighbors, and the world around them. The disconnect between the very public face of US Christianity and the private community based Christian living is an indictment on all Christians. But also an opportunity.

This is an opportunity to restore the Church’s legitimacy, push for true liberation, and right the relationship to the larger community and country. In Titus 1:16 (NIV) it reads “They claim to know God, but by their actions they deny him. They are detestable, disobedient and unfit for doing anything good.” This is a warning for all Christians that the silent allowing of the paint brush of the loud few to wash over the entire body is to court the moniker of the unfit.
