IPSY Joins Forces With Gabrielle Union to Celebrate Black History Month

A collaboration between Nicor Gas and ComEd is giving individuals, local businesses and entrepreneurs an opportunity to obtain skills and certifications necessary for them to implement energy efficiency projects in their communities. GUZZARDI PASSES BILL TO RETURN STATE LAND TO PRAIRIE BAND POTAWATOMI PEOPLE

SPRINGFIELD, Ill. – A state park recognized as the land and ancestral home of indigenous people will be returned to the Prairie Band Potawatomi Nation under legislation backed by state Rep. Will Guzzardi, D-Chicago, transferring the Shabbona Lake State Park to its rightful owners 175 years after it was taken.

“We are correcting a nearly 200-year-old injustice today by returning this land to the Prairie Band Potawatomi Nation,” Guzzardi said. “Forcibly ejecting the indigenous population from the state began generations of trauma still felt today. I am proud to join indigenous advocates and members of the Prairie Band Potawatomi Nation in committee and on the House floor to pass this bill. We’ve got a lot more work to do to correct the egregious wrongs of past generations, but sending this land back to its rightful inhabitants is one step closer to honoring and supporting the fight for indigenous rights and protections.”

Since 1829, treaties between the United States government and indigenous people have recognized nearly 1,300 acres of land surrounding Lake Shabbona in DeKalb County as the land of Chief Shab-eh-nay and his people, now known as the Prairie Band Potawatomi Nation. In 1849, the federal government sold the land in violation of the treaty, after members of the Band temporarily left to visit the reservation of other Potawatomi who had been forcibly relocated to Kansas. In 1969, the land became a state park.

The Guzzardi-backed Senate Bill 867 will return the park to the Prairie Band Potawatomi Nation, who have worked for decades to reclaim their land. Under agreement with the Prairie Band, the lake will remain open for public recreation.

Last year’s budget included vital cost-saving measures that allowed us to get serious about property tax relief, return more dollars to people’s pockets and local governments. Energy Efficiency Program Looks To Diversify Workforce

The program has two main objectives: to increase contracting opportunities for diverse enterprises and community-based organizations and to improve the diversity and inclusiveness of ComEd’s energy efficiency department supplier network and its supplier’s workforce.

Through the program, ComEd is assisting participants in developing the necessary capabilities to participate in the delivery of energy efficiency. The program offers different types of training, which includes a newcomer cohort, which is a full-time, eight-week training that offers people who are new to energy efficiency the opportunity to earn the certifications they would need to do implementation of energy efficiency programs. Those participants are offered a wage and provided meals, stipends for childcare and funds for transportation.

Quentin Ward wanted to participate in the Market Development Initiative program because he enjoys working in the energy efficiency field and putting smiles on people’s faces when his work is done. He knew it would be an excellent way to jumpstart his career in the field.

Ward completed the Nicor Gas Workforce, Training, and Employment program for newcomers in 2023. In 2024, he completed his training in the ComEd Market Development Initiative program in 2024. Through both programs, he has earned his Building Analyst-Technician certification and his Business Analyst-Professional training.

“We have tried to eliminate all obstacles that would get in the way of a newcomer coming to training and being able to participate in the training,” said Susan Buck, a ComEd Energy Efficiency Program manager who oversees ComEd’s MDI.

The field cohort is for those who are not new to energy efficiency. Those participants receive additional training so they can do more within the energy efficiency space. It is a five-week training course where those participants are in class part time and work the other half of the time.

ComEd recently hosted a graduation for the program where 17 newcomers completed the program.

The advance training course Ward participated in is for those who participated in the training cohorts for newcomer or skilled so that they could receive additional certification. It enabled him to further his career and get a higher paying role. He said once he got into the field, he picked up quickly and wanted to go as far as he could in the energy efficiency field. He is a lead field technician, and he does weatherization and installation. Prior to that, he was an assessor.

“I would tell other people to give it a chance and it might work out for you. The work is not easy, but it’s not incredibly hard.

Apply what you learned through the courses, and it’ll take you far,” Ward said.

New analysis finds commercial property appeals often underestimate market value

Cook County — A new analysis from the Cook County Assessor’s Office (CCAO) finds that evidence submitted in commercial property appeals often underestimates sale prices, suggesting that the estimates of some appraisal firms do not match market conditions.

The primary duty of the CCAO is to assess the fair market value of property in Cook County. Each year, property owners can appeal these values with the CCAO. As part of this process, commercial property owners frequently contract with third-party firms to perform appraisals that serve as appeals evidence.

The CCAO does not take these appraisals as the final word on value, but may consider them during the appeal process.

To measure the efficacy of appraisals received, the CCAO conducted a sales ratio analysis. This type

of analysis examines the relationship between a valuation estimate, such as an appraisal or assessment, and a sale price that best captures market value.

The CCAO compared 60 appraisals submitted as part of commercial property appeals to sales that took place up to three years after the appraisal was performed.

The analysis found that commercial appeal appraisals underestimated market value by 38%. (The median ratio of appraisal to sale price was 62%.) If substandard commercial appeal appraisals are accepted routinely by appeals bodies, the result can be an increase in the tax burden for other property owners, including homeowners.

Furthermore, for each of the three firms that performed the most appraisals in this sample, at least half of these appraisals suggested a value below 60%

Giannoulias Announces IDs in Apple Wallet Will Be Coming to Illinois

Bringing mobile driver’s licenses and state IDs to Illinois will ensure even more privacy and security for residents

The Illinois Secretary of State‘s office is working to bring IDs in Apple Wallet to Illinois residents in the future with the goal of launching by the end of the year, Secretary Alexi Giannoulias announced today.

This capability will enable residents to seamlessly and securely add and present their driver’s licenses and state IDs in person and in apps using their iPhone or Apple Watch. The news follows legislation that took effect at the beginning of the year, which enabled the Secretary of State’s office to begin this work. The plan includes robust testing requirements to ensure the office delivers the most secure and private product for Illinois residents, Giannoulias said.

Presenting an ID in Apple Wallet will allow for more security and privacy than presenting a physical card. Using Apple Wallet, only the information needed for the transaction is presented, and the user has the opportunity to review and authorize the information being requested with Face ID or Touch ID before it is shared. This means that a mobile driver’s license or ID holder can provide proof of their age when legally purchasing alcohol or renting a car, without sharing other personal information – like their address.

Illinois joins ten states and territories that have adopted IDs in Apple Wallet, including Arizona, Colorado, California, Georgia, Hawaii, Iowa, Maryland, New Mexico, Ohio and Puerto Rico.

Giannoulias also expects to bring mobile driver’s licenses and IDs to additional digital wallets, such as Google Wallet for Android users, in the future.

Ammons Shares Policy Accomplishments, Priorities Ahead

Navigating Changes as a Family

(Family Features) Every family experiences changes. Some are planned, others are unexpected. Some are joyful, others are marked by pain or uncertainty.

Whether it’s divorce, the death of a loved one, welcoming a new sibling or moving to a new home, these events impact every member of the family. For young children, even small changes can feel monumental, and how adults talk with them affects how they respond and cope.

Dr. Lauren Loquasto, senior vice president and chief academic officer at The Goddard School, shares this guidance to help families navigate change.

Why Transitions Matter to Young Children

To understand why transitions affect children so deeply, it’s important to remember children see the world differently than adults. Their routines, relationships and surroundings establish a sense of security and safety. Their families and role within them form their initial identities. Any disruption, big or small, can shake their foundation. Children can handle change, but adults must help

them process it.

Children are naturally perceptive. When something changes, they notice. When they lack the language or understanding to ask questions, they express their feelings through behavior. It’s how young children express, “I’m feeling something, but I don’t have the words for it.”

When children become clingier after a new sibling is born or struggle with meltdowns in a

new classroom, they’re trying to process the changes in their lives. These behaviors signal, “I’m not sure what to do with all these feelings.”

View Changes Through Children’s Eyes

Everyone experiences changes differently. Even within the same family, adults and children may perceive and respond to the same event in unique ways. An adult may see moving to a new home as an exciting fresh start while children may see it as leaving behind the only bedroom they’ve ever known.

Approaching changes through a child’s lens helps reframe what’s happening. Instead of minimizing feelings, adults can acknowledge the shift children are experiencing and guide them with care.

Proactively Communicate

When families face big changes, one of the most common questions is, “What do we tell the kids?” There’s often a struggle between wanting to protect children from overwhelming emotions and offering them enough information to make sense of what’s going on.

Cook County Board President Toni Preckwinkle, the full Cook County Board of Commissioners, and Cook Countywide elected officials officially welcomed Dr. Kisha McCaskill to the Cook County Board as she was sworned into office by the honorable Appellate Court Justice Cynthia Cobb.

Many State of Illinois elected officials, Chicago Alderman, Suburban Mayors, Clergy, and residents packed the Cook County Board room to celebrate Commissioner McCaskill.

On January 10th, 2025 State Senator and Thornton Township Committeeman Napoleon Harris III was joined by ten other Chicago and south suburban Democratic Committeemen as they met to select a person to occupy the 5th District Cook County Commissioner’s seat left vacant by the current Cook County Clerk Monica Gordon. The gathering took place last evening (1/10) at South Suburban College in South Holland, Illinois.

TCA Health Takes Steps to Create Jobs During Construction

of Nutrition and Wellness Center

Health center sponsors upcoming informational and hiring event

TCA Health knows that contributing to the community's health does not stop with the construction of a new Nutrition and Wellness Center in the Altgeld Gardens/Riverdale area, but extends to providing job opportunities to residents to take part in the project. The nearly 10,000 square foot Nutrition and Wellness Center will be connected to TCA's main health facility at 1029 East 130th Street.

The official groundbreaking took place in Nov. and construction is expected to end this summer. During the construction phase, TCA Health is focusing on ensuring community residents apply for the available jobs during and after the project is complete.

"We will be working with Milhouse Construction, Metropolitan Family Services, City Colleges of Chicago, the Illinois Tollway and major employers to connect residents to jobs directly," says Veronica Clarke, CEO of TCA Health.

After hearing presentations from five candidates, the group decided overwhelmingly to appoint well-known democratic organizer, former school teacher, and Harvey Park District Executive Director Dr. Kisha E. McCaskill as the new Cook County Commissioner of the 5th District. Commissioner McCaskill will serve out the remaining term of the now former Commissioner, Monica Gordon.

TCA Health Employment and Training Program is sponsoring the first informational and hiring event Tuesday, Jan. 28 from 3 p.m. - 6 p.m. at its main office, 1029 W. 130th Street. As part of its Digital Divide Program, the health center will provide laptops and tablets together with tech support for community residents to complete applications on the spot. Prospective workers should be SNAP and TANF eligible.

So far, the following employers are confirmed and have available positions: Rush Solutions Security Firm, Olive Harvey Workforce and Apprenticeship Programs and Metropolitan Family Services. Additional companies also are expected.

Once the center is complete, it will help to address the longstanding food desert that was created when the area lost its only full-service grocery store in 2018. The facility will have a Client Choice Food Pantry, teaching kitchen, a grab and go cafe, yoga and meditation space and community meeting areas.

City of Harvey Reports Third Consecutive Year of Crime Reduction

Mayor Clark and Chief Biddings Highlight Strategic Partnerships, Technological Advancements, and Community Engagement

(HARVEY, IL) — January 14, 2025 — The City of Harvey proudly announces its third consecutive year of declining crime rates (down 23%), a testament to the leadership of Mayor Christopher J. Clark, Chief of Police Cameron Biddings, and the continued dedication of the Harvey Police Department. The year’s successes highlight the impact of innovative strategies, strategic partnerships, and technological advancements in ensuring public safety. This year’s reduction in crime is attributed to several transformative initiatives:

•Policy and Procedure Review: In collaboration with the Illinois State Police, the City conducted a comprehensive review of its policies and procedures. This effort identified areas for improvement while reinforcing effective practices. The resulting updates enhanced the efficiency and effectiveness of investigations, leading to higher case closure rates.

• South Suburban Safety Initiative: Partnering with the Cook County Sheriff’s Office, Harvey launched the South Suburban Safety Initiative. Rolled out during the summer, this collaborative effort bolstered safety measures and significantly contributed to achieving the City’s crime reduction goals.

• Technical Assistance with CRI–TAC: Harvey initiated a work plan with the Collaborative Reform Initiative Technical

• Operation Street Sweep: The auxiliary police division played a pivotal role in revising the City’s approach to local ordinance violations. Operation Street Sweep emphasized stringent enforcement of citations and tickets, promoting behavioral corrections and fostering a cleaner, safer environment. “This year has been a progressive step forward for Harvey,” said Mayor Christopher J. Clark. “Our partnerships, investments in technology, and community-focused initiatives have not only reduced crime but also created a safer, more vibrant city for residents and visitors alike.”

Chief Cameron Biddings echoed the Mayor’s sentiments, emphasizing the importance of collaboration. “Our success is built on the hard work of our officers, the support of our partner agencies, and the trust of our community,” said Chief Biddings.

“With these combined efforts, we have been able to implement lasting changes that improve safety and quality of life in Harvey.”

The City’s commitment to safety was further demonstrated on December 31, when Harvey Police officers arrested Coleman Franklin in connection with a double homicide. Franklin faces two counts of first-degree murder for the tragic deaths of Lillian Brown and Sabrina McCain. He was apprehended at the Harvey Metra Station without incident and transferred to the Park Forest Police Department for further investigation.

“This arrest exemplifies the effectiveness of our strategies and the professionalism of our officers,” Chief Biddings noted. “By addressing violent crime with urgency and precision, we continue to uphold our promise to protect and serve.”

With homicides decreasing from 31 in 2021 to 10 in 2024 and burglaries declining by 78% since 2020, the City of Harvey is setting a new standard for safety in the region. “These results reflect what’s possible when leadership, accountability, and innovation converge,” added Mayor Clark. “We’re proud of what we’ve accomplished and remain committed to building on this momentum.”

Top Scams to Watch Out for This Tax Season

based scam, where the criminal poses as an IRS official threatening some punitive action, claiming the victim committed a violation and needs to contact them to resolve the situation.

Filing support scams. Similar to tech support scams, criminals offer to help create IRS accounts to assist with the online filing process. Frequently posing as tax preparers, scammers will go through the motions of gathering the victim’s personal information for tax forms they never intend to file.

Social media scams. Social media serves as a great place for criminals to find potential victims and carry out tax scams, fraudulently claiming to offer different types of services or possessing unique knowledge or access.

Recovery scams. Once a victim is scammed, criminals will try to strike again –believing the victim is gullible. Exploiting a time of vulnerability, they’ll contact the victim with promises of helping them recover their losses and will leverage this as an opening to commit additional crimes.

While it is not always easy to pick out a scam, here are indicators to watch for:

• Promise of a big pay-out. If it sounds too good to be true, it probably is. Request for your account information. The IRS will never ask for your credit or debit account information over the phone.

• Random contact. The IRS contacts taxpayers by mail first and will never contact via random phone calls or digital means. The IRS will not leave prerecorded, urgent, or threatening voicemails.

• Demands or threats. The IRS can’t revoke your driver’s license, business licenses or immigration status and cannot threaten to immediately bring in local law enforcement. Taxpayers are allowed an appeals process, so any message of “now or else” won’t come from an official channel.

• Request for you to click a weblink. Odd or misspelled web links can take you to harmful sites instead of IRS.gov.

The IRS recommends these best practices to protect against tax fraud:

• Get an early start. File early so criminals have less time to impersonate you.

• Set up a verified account. Set up your own IRS account before someone else can and use an Identity Protection PIN – a six-digit number known only to you and the IRS.

• Wait for written notice. Do not respond to any supposed communications from the IRS if you haven’t first received official notification through U.S. mail. If you get a call from someone claiming to be the IRS, hang up and call the official number on the website before engaging. Further, never click a link sent digitally as initial contact. Apply good cyber hygiene. Do not use public Wi-Fi when filing your tax returns. Do use strong passwords, secured network connections and multi-factor authentication. Run all software updates and keep systems current.

One wrong click can cause tremendous damage that ends up earning bad guys a windfall. However, a little caution can go a long way in helping you avoid a costly tax scam.
