More than 53,000 property owners who overpaid their First Installment taxes last year will automatically get back more than $47 million in refunds starting this week.
“If you have a refund coming, we’ll find you and return your money,” Pappas said. “By putting refunds on automatic pilot, we’re eliminating a lot of unnecessary paperwork and applications.”
More than 58 percent of the refunds will be deposited directly into property owners’ accounts over the next three months. See if you’re due an automatic refund by visiting cookcountytreasurer. com. Select the purple box labeled “Your Property Tax Overview” and enter your address or 14-digit Property Index Number (PIN).
Here’s a breakdown of some refunds:
16,629 homeowners who paid their property taxes online will see a total of $14.8 million electronically deposited to their bank or credit card accounts
22,241 homeowners who paid their taxes through a bank/mortgage escrow account will be mailed refund checks totaling $14.8 million
14,137 homeowners who paid taxes totaling $17.4 million in cash or by check will receive an electronic refund or will be mailed a refund application to ensure the proper party receives the refund
Most of the refunds will go to homeowners receiving property tax exemptions, which are applied to the Second Installment tax bill and reduce the total taxes due. The exemptions include: Homeowner, Senior Citizen, Senior Freeze and Disabled Persons. Second Installment 2021 property tax bills were due on December 30, 2022.
Pappas launched the automatic refund program in July 2018. Since then, more than 174,000 property owners have received about $129 million in refunds without having to fill out an application.
TILLMAN: DOLTON 149 GETS $150,000 STATE GRANT; SEN. SIMS THANKED
Calumet City, Ill. – South suburban Dolton School District 149 will receive a $150,000 grant from the state of Illinois in a supplemental budget recently approved by Illinois lawmakers, and its top elected official is offering a public “thank you” to a key state legislator who secured the funding.
Board of Education President Wilbur Tillman expressed his “deepest gratitude” to State Senator Elgie Sims (D-Chicago), the chair of the Illinois Senate Appropriations Committee, who sponsored the grant for the district.
“On behalf of the entire Board of Education, I want express my deepest gratitude to Senator Sims for championing the $150,000 grant for Dolton 149,” said Tillman. “The district appreciates Senator Sims support for and invest in local schools.”
The grant, which was part of a supplemental budget, HB 969, approved by lawmakers on January 10, 2023 during the legislature’s lame duck session, seeks to help the district with “violence interruption” and “community development,” according to the legislation.
“The safety of our students is a top priority for the district,” said Tillman. “And a thriving community contributes to the safety and well-being of children, and this money will help our efforts to strengthen our schools in the community.”
Tillman pledges to continue advocacy on behalf of the district.
“As Board President and a member of the board of education, I will remain a fierce advocate for securing additional money from Springfield to help our schools,” Tillman said. “I will fight for every dollar to improve our children’s education.”
Candidate for Trustee of Flossmoor wants to help move Village forward

Al-Amin has been working in and around the community of Flossmoor for the last 16 years. She currently serves as a Commissioner of Community Relations for the Village of Flossmoor. In that role, she serves as a liaison between the residents and the Village to relay the residents’ concerns.
“Becoming a Trustee, you gain voting power to help push Flossmoor forward. Becoming a Trustee will help me take all the experience that I have gotten all these years and put it to work for our great Village of Flossmoor,” Al-Amin said.
As the Clerk of Rich Township, which consists of 10 municipalities, Al-Amin has been able to talk to people throughout the Township. Those conversations enable her to bring ideas that will help all the municipalities within the Township grow and learn together.
Al-Amin conducted a listening tour of Flossmoor, and residents expressed their desire for more economic development, which includes bringing in a five-star restaurant or community activities that will generate revenue for Flossmoor. With Al-Amin’s outside experience, she wants to push for opportunities that will enhance economic development for Flossmoor.

According to the U.S. Census Bureau, the Village of Flossmoor’s population is 9,461 and the median income is $126,085. When it comes to the specific needs of the community, Al-Amin
believes it is essential to have people in office who have a good relationship with law enforcement. She has a very close relationship with law enforcement and she wants to continue that relationship so the Village can practice healthy enforcement of the laws. Al-Amin also is a Certified Youth Mental Health First Aid Counselor.
“There’s no better candidate for this particular office than Sugar Al-Amin. She possesses the skillset and quality that truly defines the prototype government official. I am honored to support her in this endeavor, but moreover, the residents of Flossmoor will benefit greatly with her being a Village Trustee,” Illinois State Representative Debbie Meyers-Martin said in a release.
Al-Amin wants to continue the relationship she has established with the Village of Flossmoor President Michelle Nelson. It is a relationship Al-Amin established by being heavily involved in the community. She believes the relationship will grow once she is elected as Trustee.

It would be a solid balance of how she sees things in our community, what we’ve sustained and the growth we need to have, along with my vision. I think it would bring a really good balance working with her,” she said.
Al-Amin is ready to help Flossmoor continue to grow as it becomes more diversified with young homeowners and retirees. She is excited and enthusiastic to be a voice for the community and work with the board, which she believes is great, as well as the Village President.

Gov. Pritzker Signs Sweeping Reproductive Rights Protections Into Law
Chicago — On Friday, Jan. 13, Governor JB Pritzker signed HB4664, a reproductive rights and gender affirming care omnibus bill that protects health care providers and their patients from legal attacks by neighboring states and expands health care access and options across the state. The bill takes historic action to protect Illinois providers and their patients, thousands of whom have travelled to Illinois to access essential reproductive health care now banned in their home states.
“Here in Illinois, we hold certain ideals: abortion is health care. A medical decision should be made between a patient and their doctor — no one else,” said Governor JB Pritzker. “Last summer, when Roe v. Wade was overturned, I made a promise that Illinois would remain a beacon of hope and an island for reproductive justice for all who seek it. This bill fulfills that promise.”
As patients come to Illinois from surrounding states to seek reproductive health care in the wake of the overturning of Roe v. Wade, many providers fear legal action from reactionary state governments for providing essential care. Illinois sees over 10,000 patients a year from other states for abortion care, and that number has increased dramatically since June of 2022. The bill shields individuals from civil and criminal discovery from other states, and extraditions related to providing reproductive health care.
The act also expands access to reproductive health care by broadening the scope of care certain health care
professionals can provide and ensuring insurance coverage for necessary care. Under the act, Advanced Practice Registered Nurses and Physicians Assistants can provide scope-appropriate abortion care. It also allows birth centers to provide broad-spectrum reproductive health care in addition to their current offerings to pregnant people and new parents. The act takes major steps to expand access by guaranteeing that abortion medications, PEP/ PrEP, and gender-affirming care be covered by insurers at no extra cost to consumers and requires local government employers to offer insurance plans that provide coverage for these treatments, as well as for birth control.
Among other provisions, the act also strengthens protections for families using assisted reproductive treatments like IVF or surrogacy. The act adds “assisted reproduction” to the definition of reproductive health care protected under this act and under the Reproductive Health Act (RHA) Governor Pritzker signed into law in 2019. The RHA guaranteed private insurance coverage for abortion services and reaffirmed Illinoisans right to essential reproductive care.

– A budding artist, an aspiring neurosurgeon and a creative storyteller are among the 100 talented high school students selected for this year’s Disney Dreamers Academy, an educational mentoring program hosted by Walt Disney World Resort in Florida.
Students from around the country, including four from the Chicago area, will descend on Walt Disney World Resort March 23-26, for the 16th annual event, aimed at broadening career awareness and creating exclusive opportunities for Black students and teens from underrepresented communities across America.

After an election year where House members saw the most contested races in history, Democrats for the Illinois House and re-elected House Speaker Emanuel “Chris” Welch have closed strong with 14 newly elected members and $1.7 million total.
During the quarter, the Speaker’s caucus reported raising over $14 million. The House Democratic Caucus raised over $12 million. Speaker Welch’s total for the year was over $45 million. The result– the House’s historic supermajority and a unanimous demand for a second term of leadership for Speaker Welch.
“We raised funds, we worked together, and we really dug into the fight for the people of Illinois,” said Speaker Welch. “I am extremely thankful to each of our supporters and every single member of our caucus. With 14 newly elected members of the Illinois House, Democrats are the most diverse in their representation of the people. In addition to re-electing the first African-American Speaker of the House, the general assembly welcomed the first Vietnamese American, two of the first Muslim Americans, and the first Korean American to serve and represent downstate. The diversity of heritage, race, gender, age, and ideology further solidifies the House Dems as the caucus that looks like Illinois.
HUNTER SUPPORTS THE RIGHT TO CHOOSE, ACCESS TO ABORTION
Following the Supreme Court’s overturning of Roe v. Wade, State Senator Mattie Hunter proudly voted to protect abortion rights in Illinois through a measure that passed out of the Senate Wednesday.
“Abortion is a health care issue, and a medical service that could potentially save someone’s life, especially in regards to combatting maternal mortality,” said Hunter (D-Chicago). “There are so many reasons abortions are needed, none of which is the government’s business. What is the government’s business, is protecting the right to have one.”
Researchers at the University of Colorado Boulder found that under a nationwide total abortion ban, there could be a 24% increase in expected maternal deaths nationwide, with Black women projected to see a 39% increase.
If signed, House Bill 4664 will enshrine legal access to abortion care in the state of Illinois and provide protections for health care professionals from restrictive laws from other states.
Illinois could become a safe haven for those who need abortion within the state, and in surrounding states in the Midwest.
Hunter has championed various health care issues over her two decades in the senate, including measures to reduce maternal mortality.
“Everyone deserves the right to choose what they do with their own body,” said Hunter (D-Chicago). “I voted to ensure that here in Illinois, that right will remain for anyone who needs access to an abortion.”

1 tablespoon olive oil
2 garlic cloves, chopped
1/2 cup onion, chopped
1 cup mushrooms, sliced
4 cups baby spinach leaves
3 cups tomato sauce
2 cups ricotta cheese
1 egg, lightly beaten
1/2 cup grated Parmesan cheese, divided 1 tablespoon Italian seasoning
1 1/2 cups shredded mozzarella cheese, divided
Prepare quinoa according to package directions.
Preheat oven to 375 F.
Prepare rice according to package directions; add collard greens and corn to water during last 5 minutes.
Preheat oven to 450 F. Drain rice and vegetables; transfer to saucepan. Stir in black beans, pumpkin puree and taco seasoning.
Spoon 1/3 cup rice mixture into center of one tortilla; sprinkle with 2 tablespoons Monterey Jack cheese. Roll up tightly. Place seam side down on parchment paper-lined baking sheet. Repeat with remaining tortillas, filling and cheese. Brush taquitos with olive oil; sprinkle with remaining cheese.
Bake 10-15 minutes, or until tortillas are crisp and cheese is melted.
Serve taquitos with sour cream, salsa and guacamole for dipping. Garnish with fresh cilantro.

In large skillet, heat oil over medium heat. Add garlic and onions; saute 1 minute. Add mushrooms and cook 5 minutes, stirring occasionally. Add spinach and stir until wilted, about 2 minutes. Stir in tomato sauce and keep warm.
