CHICAGO — The Chicago Architecture Center (CAC), a national leader in architecture and design education that offers tours, exhibitions and programs for all ages and levels of design expertise, announced that Dr. Daniel Lopez, president of Harold Washington College, has joined the CAC’s board of trustees.

Legislation Banning Junk Fees Passes out of the House
BILL NOW HEADS TO THE SENATE TO END DECEPTIVE JUNK FEES IN ILLINOIS
Springfield, IL – In a continued effort to push for stronger consumer protections and increased transparency around pricing, State Representative Bob Morgan (D-Deerfield) successfully passed HB 4629, out of the House. This bill was designed to eliminate so-called “junk fees” or hidden charges often found at the end of receipts or last point of sale. The bill marks a major step towards promoting transparent pricing and fair competition in the state.
State Representative Bob Morgan (D-Deerfield) emphasized the benefits for Illinois consumers: “This legislation will help every single consumer in Illinois. When this bill passes the Senate and becomes law, we will be ensuring consumers that the price they see is the price they pay, with no hidden fees, and no surprise charges at checkout. This is a win for consumers and a win for fair business competition.”
The Consumer Financial Protection Bureau reports that junk fees cost nearly $3,200 annually for an average family of four. This substantial impact on household budgets highlights the urgency of protecting consumers. HB 4629 will empower the Illinois Attorney General to crack down on junk fees using enforcement powers found in the Consumer Fraud and Deceptive Practices Act. The new law would help level the playing field for honest businesses that have been transparent with their customers.
Junk Fee Ban initiatives have gained nationwide support, with more people becoming acutely aware that an extra dollar here and a dollar there are adding up. According to a survey by the Consumer Financial Protection Bureau, over 85% of Americans support measures to ban junk fees to ensure transparent pricing across all industries. This strong public backing reflects the widespread frustration with deceptive fees that can obscure the true cost of goods and services.
As the focus now shifts to the Illinois Senate, the bill’s passage would signal a significant advancement in consumer protections and positions Illinois as a national leader in setting standards for pricing transparency and fair business practices.

From her work at a food bank, she knew there was a need for families who were experiencing food insecurity and knew there was also a hygiene insecurity. BAG Lady Outreach eventually evolved into blessing bags being given in handbags. During COVID, Liggins had to change how she distributed the bags. Instead of having large distribution, she moved to doing unisex bags and healthy hygiene habit bags with hygiene products that included masks and hand sanitizer.
BAG Lady Outreach gets donations from BOMBAS, which provides socks to shelters, schools, street outreach teams, overnight shelters, rehabilitation centers and medical service professionals. In addition to the socks, the blessing bags include hygiene items such as tissue, hand sanitizer, deodorant, a toothbrush and toothpaste. For women, the bags include jewelry, makeup and feminine hygiene products.
Liggins is happy that she is able to give people things they truly need but don’t have access to. She knows people’s hygiene is important to them, even when they might not be able to purchase the products themselves for whatever reason.

Liggins estimates that she has given away thousands of bags since she first started the organization. At one point, she was delivering thousands of bags to families. There also are BAG Lady Outreach Toiletry lockers in schools, libraries and in police departments. She placed the lockers in schools because she wanted to provide a safe space for students to be able to get the essential products they need.
“In talking to a lot of the teachers, they would say sometimes when kids had things going on at home, such as the water is cut off, electricity or gas is shut off, they will come to the school to take care of some of their hygiene stuff. If the student was in need, they could go to a teacher or a counselor who could direct them to go to the locker and get the things they need,” Liggins said.
“It always feels good, just to hear the feedback from the person. People who have access to the items, take advantage of having these things. When you bless people who don’t have these things, they are always grateful,” Liggins said.
One thing BAG Lady Outreach has started doing is adding a note with the blessing bags. Liggins works with different organizations and has heard the positive feedback from

She said she doesn’t do the work for the recognition, she does it because she loves the community and she is always grateful for the love and support of the community.

Governor Pritzker Launches $30 Million Grant Opportunity for Community Revitalization
CHICAGO – Governor JB Pritzker and the Illinois Department of Commerce and Economic Opportunity (DCEO) launched $30 million in funding for the Rebuild Illinois Downtowns and Main Streets Capital (RDMS, $20 million) and Research in Illinois to Spur Economic Recovery (RISE, $10 million) programs to revitalize commercial corridors and downtown areas throughout the state and accelerate local economic recovery initiatives. Grantees will be selected through a competitive Notice of Funding Opportunity (NOFO) process.
“Small businesses are the heart and soul of communities across Illinois,” said Governor JB Pritzker. “To boost job creation and improve local infrastructure and amenities, my administration is investing an additional $30 million to support downstate commercial corridors and downtown areas. I highly encourage all eligible organizations to apply for this transformational funding.”
The Rebuild Illinois Downtowns and Main Streets Capital program (RDMS) will provide grants for construction, repair and modernization of public infrastructure and amenities to boost jobs, improve quality of life and stimulate economic activity for communities that have experienced disinvestment. The goal of this program is to drive investment in infrastructure and public amenities that will invite more people back into Main Street districts and local city
centers. The second round of RDMS funding builds upon $106 million in RDMS grants provided in 2022 – the state’s largest Rebuild Illinois investment focused on community revitalization.
“We empower our communities by connecting people with the resources they need to make the changes they want to see,” said Lt. Governor Juliana Stratton. “Downtown spaces are hubs for connection; people want to spend time together in public spaces when those spaces are clean, functional, and vibrant. I strongly urge communities that have experienced generational disinvestment to apply.”
Projects eligible for RDMS grants must be located in a commercial center or downtown area and may include, but are not limited to roadways, parking and public way improvements, investments in parks and venues or plazas for public use, sustainability upgrades, structural repairs, and mixeduse or transit-oriented development.
“The State of Illinois continues to prioritize promoting economic growth in communities throughout every corner of the state,” said DCEO Director Kristin Richards. “Through the RDMS and RISE programs, qualified entities are encouraged to apply for grant funding to revitalize downtown areas and boost economic recovery in areas that need the most support.”

The Class of 2024 had to deal with a college admission process that was more stressful than usual because of problems with the rollout of a new FAFSA (Free Application for Federal Student Aid) form which delayed college financial aid offers, said Robert Lane, Southland’s director of college admissions.

But because of the problems with the rollout of the new form, which must be submitted if a student wants to qualify for certain loans, grants and scholarships, many students across the country do not know how much college will cost them next school year, making it difficult for high school seniors to decide where, or if, to enroll by the May 1 deadline of many schools.

Despite the FAFSA delays and challenges of navigating their high school years during a pandemic, members of the class of 2024, the school’s 11th graduating class since its founding in 2010, made remarkable achievements, according to school administrators.
“Our students faced unprecedented challenges and they addressed every one of them and more than met them,” said Dr. Blondean Y. Davis, Southland’s CEO.
Dr. Davis, who is also the superintendent of Matteson School District 162, said that when she founded the school in 2010 naysayers told her that “students from our area would not be able to access the Ivy League or top schools in the country.”
“In Cook County, our Medical Debt Relief Initiative (MDRI) has already assisted over 200,000 residents and eliminated nearly $350 million in debt. The stories of relief and gratitude we’ve received from participants underscore the impact the program is having on the lives of our residents,” said Cook County Board President Toni Preckwinkle. “We commend Governor JB Pritzker and the State of Illinois for launching their own program aimed at medical debt relief. Medical debt is a leading cause of bankruptcy and government has an obligation to tackle the financial barriers that affect our citizens’ health and well-being. Medical debt relief is a crucial step, and it is part of a broader, equitable strategy to enhance the financial stability and support the holistic well-being of Illinois residents.”

Lane said that admissions to the top schools are important, but equally important is that every class member finds a school that is right for them. For example, Lane said, several seniors were accepted to all of the top 25 Historically Black Colleges and Universities including Howard, Spelman, Morehouse, Xavier University of Louisiana, and Hampton and a record number of Southland students were admitted to one of the top universities in the country, Northwestern.
Families across the state have faced wrongful allegations of child abuse or neglect due to medical conditions, birth injuries and normal childhood accidents that result in findings that are misinterpreted as signs of abuse.
Lightford’s measure would set forth a number of protections that must be provided to a parent or guardian at the center of an abuse or neglect investigation. Under the measure, the Illinois Department of Children and Family Services would be required to notify the parent or guardian of an investigation and give them the opportunity to submit a second medical opinion to be considered in the investigation.
Further, if a medical professional examines a child for the purpose of providing an opinion to DCFS regarding whether the child’s injury or condition is suspicious for child maltreatment, they must identify that intent to the parent or guardian and alert them that they may be required to communicate with law enforcement and provide court testimony.
Of the 142,000 investigations of possible abuse or neglect investigated by DCFS, 98,000 were not substantiated.
“As a parent whose child is in the hospital for medical treatment, you have the right to know when the doctor’s role shifts from caring for your child and providing you with information to the dual capacity role of examining and diagnosing your child and sharing information with a government agency that could potentially take your child away,” said Lightford. “At the forefront, the measure is about transparency and humanity.”
Every year since its first graduating class in 2014, Southland, whose enrollment is not selective but chosen by an annual lottery, has had a 100 percent college acceptance rate.

In his FY25 Budget Address, Governor Pritzker introduced a four-year plan to eliminate an estimated $4 billion in medical debt for over one million Illinoisans. The proposal includes a partnership with Undue Medical Debt (formerly known as RIP Medical Debt), a national nonprofit focused on abolishing financially burdensome medical debt and promoting systemic change for patients across the country. By working with Undue Medical Debt, the State will pay one penny (on average) to buy back and eliminate every one dollar of medical debt.

Through the RISE Implementation Program, the State is allocating funding toward economic development projects or initiatives identified in plans produced with support from RISE Local and Regional Planning grants to accelerate economic recovery from the COVID-19 pandemic. Eligible projects may include capital and non-capital projects such as water, sewer, or broadband infrastructure, investment in affordable housing, local workforce development programming, retrofitting or renovating facilities and buildings, investment in site readiness for business development, and tourism promotion programming.

However, communities of color are disproportionately impacted, with nearly 20% of the Illinois population in communities of color having accumulated medical debt in collections. Those struggling with the weight of medical debt face unique challenges, including an increased risk of bankruptcy, difficulties affording basic needs, and even pressure to forgo needed medical care.

MARTWICK ADVANCES MEASURE TO PROTECT HOMEOWNERS FROM UNREGULATED FORECLOSURE SALES
SPRINGFIELD — To protect buyers, lenders and homeowners, State Senator Robert Marwick has advanced legislation that would lay out regulations for online foreclosure sales.
“Losing a home through foreclosure proceedings is one of the most difficult experiences a person can face,” said Martwick (D-Chicago). “This legislation both permits and sets regulations for online foreclosure sales, which can ensure the best possible outcomes for people facing this difficult financial stress.”
The measure would allow online foreclosure sales to be conducted online, in-person or both, and would require the method be included in the notice of sale. Further, the measure includes requirements for a proper online sale including allowable fees, registration and identification requirements, and the bidding procedure.
Undue Medical Debt acquires medical debts belonging to: individuals four times or below the federal poverty level or those whose medical debt is 5% or more of their annual income. Debt is acquired in large portfolios for a fraction of their face value and then recipients of debt relief are notified with a branded envelope letting them know the good news: some or all of their medical debt has been erased. Beginning in FY25 with a $10
Qualified entities for both programs include EDOs, local units of government and private for-profit and non-profit businesses. RDMS projects must be located in a commercial corridor or downtown area, and RISE projects must be aligned with a RISE Planning grant recovery plan. Appli-
cants must demonstrate consistency with applicable local or regional economic development plans and provide letters of support from elected officials and other community stakeholders. Successful applicants will demonstrate that their project will address barriers to economic growth and/or stimulate economic growth and recovery. Eligible entities are limited to one submission. Through a competitive Notice of Funding Opportunity (NOFO), qualified entities can apply for grants, with awards ranging from $250,000 to $2 million, with a minimum 25% match required for local units of government and 50% match for all other applicants. Applications will be accepted until July 22, 2024, at 5:00 p.m.
In July 2022, the Cook County board approved President Toni Preckwinkle’s proposal to begin partnering with Undue Medical Debt and provide relief to residents. By utilizing a portion of the county’s American Rescue Plan Act Funds, Cook County has abolished nearly $350 million in medical debt to date, benefitting more than 200,000 people. Undue Medical Debt collaborates with providers like hospitals and physicians’ groups to acquire qualifying medical debts for abolishment.

Historically, judicial foreclosure sales take place at the local courthouse, but over the past few years, there has been a rise in online sales and unregulated third-party entities offering this service. This lack of regulation can result in bad actors manipulating the auction process and can endanger user’s data security.
Online sales can offer a number of benefits over in-person courthouse sales. These sales provide flexibility and transparency, allowing interested buyers to bid on their own schedule and in a more accessible way for those unable to travel to the courthouse. It also provides information to potential bidders beyond what can be provided in a newspaper advertisement, allowing bidders to conduct due diligence on the property.
“Online foreclosure sales will increase the number of bidders, which will provide a higher sale price for the property and reduce the possibility of debt remaining for the homeowner,” Martwick said.
Senate Bill 2919 passed the Senate Wednesday. It now goes to the House for further consideration.

UrbanGeekz Inks Groundbreaking Content Syndication Deal with Black-Owned Ridesharing App Moovn
ATLANTA, PRNewswire -- Award-winning digital news brand UrbanGeekz has teamed up with Black-owned ride-hailing app Moovn to share its content with passengers on the move.
The wide-reaching syndication deal gives riders across the globe direct access to UrbanGeekz content right in the comfort of Moovn ridesharing cars. Embedded in the interface design, the Moovn mobile app empowers passengers to read, watch, and engage with UrbanGeekz during trips.

The Partnership Is History in The Making
The first-of-its-kind deal is way ahead of the curve. This is the first time a Black-owned news platform has inked a content partnership pact on a ridesharing mobile application. Moovn now offers a unique opportunity for its passengers that the big players haven’t adequately explored.

Governor Pritzker Announces $9 Million in Grant Funding for Community Development Block Grant (CDBG) Recipients Across Illinois
CHICAGO – Governor JB Pritzker and the Illinois Department of Commerce & Economic Opportunity (DCEO) announced the recipients for the Community Development Block Grant (CDBG) for Housing Rehabilitation. A total of $8.9 million has been awarded to 14 communities, which will support housing rehabilitation projects.
“No one should have to worry if their home is structurally safe or if their appliances will turn on,” said Governor JB Pritzker. “Thanks to this federal grant, 14 communities across the state will become stronger and more resilient by rehabilitating their vulnerable residents’ homes.”
“For half a century, the Community Development Block Grants Program has provided critical assistance to keep communities safe and healthy,” said DCEO Director Kristin Richards. “This grant funding will ensure communities and families across Illinois have the resources they need to rehabilitate homes in the areas that need it the most.”
April was National Community Development Month, and this year is the 50th Anniversary of the CDBG program. For half a century, CDBG has played a pivotal role in helping the most vulnerable citizens through
key investments in infrastructure, public facilities, economic development, and housing. Community Development Block Grant (CDBG) for Housing Rehabilitation Housing rehabilitation grants are designed to assist low-to-moderate income homeowners with improvements to ensure safe and sanitary living conditions. Eligible uses of funds include structural work, electrical, plumbing, new appliances, flooring, ADA, and accessibility accommodations, and more. Awards for local governments range from $539,000 to $650,000, with up to $60,000 available for each home. A list of recipients can be found below:

As we enter National Foster Care Awareness Month, it’s essential to shed light on the transformative power of fostering and adoption. Basic Steps for Sizzling Steak
(Culinary.net) A sizzling steak is a surefire sound of summer, and the flavors achieved from one that’s perfectly grilled are hard to match. Before you fire up your grill, consider these five basics for cooking a chef-worthy steak:
Prepare Your Cut
Taste preferences (and prices) may differ among sirloins, ribeyes, T-bones and more, but the way you prepare steaks likely won’t change much from cut to cut. You’ll want to trim the thickness down to 1/2-1 inch for proper cooking, and setting the meat out ahead of time allows it to warm to room temperature before hitting the grill. Placing a refrigerator-cool slab on hot grates works against you in two ways: first, the cold meat instantly chills your previously warm grill, and second, the inner portion of the steak will take longer to grill.
Add Some Salt
Feel free to add any spices that you prefer, but remember a good steak typically doesn’t
require fancy seasoning – a pinch of salt works just fine. Add your salt anywhere between 30 minutes to a few hours before grilling time to help retain moisture and improve flavor.
Aim for High Heat
Grilling a steak correctly actually isn’t just about maintaining a sweltering flame. A twozone fire is usually the way to go – one side of the grill should be hot (using direct heat) with the other side not quite as warm (indirect heat). This allows you to create a sear over direct heat before finishing cooking through –without burning – over indirect heat.
Sear and Slide
Speaking of searing: Cooking your steak over direct heat 1-2 minutes on each side is
normally about right for creating a proper sear. At this point, depending on the thickness of your steak, you’ll want to check for doneness. If it’s not quite to the temperature you’re looking to achieve, simply slide it over to the indirect heat for a finishing touch.
Keep in mind these general guidelines for doneness: 120-125 F is rare, 130-135 F is medium-rare, 140-145 F is medium, 150-155 F is medium-well and 160-175 F is well done.
Let Rest
Finally, as hungry as you may be at this point, resting steaks is an important last step before diving in. Giving your steaks 5-10 minutes (foil or no foil) allows flavors to redistribute and moisture to be retained in the meat. Find more cooking tips and recipes at Culinary.net.
