NATIONAL BLACK CHILD DEVELOPMENT WEEK FOSTERS MORE EQUITY AROUND CRITICAL ISSUES FACING BLACK CHILDREN With one of the greatest civil rights issues of our time at the forefront – the preschool-to-prison pipeline among young Black students -- the NBCDI, Inc., recently hosted its annual National Black Child Development Week (NBCDW) from May 14 -18. Reaching communities across the nation, NBCDW 2018 raised national awareness, collective action and community mobilization against the most critical issues of the day for Black children. Delivering on the Promise, NBCDI’s national campaign sought to address the rising rates of suspensions and expulsions in early childhood education. “National Black Child Development Week is always an important time for us,” said Tobeka G. WOMENHEART PARTNERS WITH MONARCH MAGAZINE WomenHeart: The National Coalition for Women with Heart Disease recently announced its partnering with Monarch Magazine, to increase awareness about heart disease in women. Heart disease is the leading cause of death for women. With 1 in 4 women dying every year from heart disease, it is crucial to raise awareness and understand the differences between men and women when it comes to heart disease. “We’re thrilled to be partnering with Monarch Magazine to reach more women and educate about heart disease in women,” said WomenHeart CEO Mary McGowan. “About 45 percent of women do not know that heart disease is their number one killer, and it’s time to change that. Together with Monarch Magazine, we can educate women about symptoms, risk factors, lifestyle changes, and how to take charge of their heart health.”

BLACK LEADERS HIGHLIGHT POLICIES TO IMPROVE COMMUNITY-POLICE RELATIONS To improve community-police relations, police should get out of the regulation business, be given greater training in identifying and dealing with those with autism and other cognitive disabilities, build stronger bonds with the communities they serve by offering gun safety training and be given greater recognition for the good deeds they do. These policy proposals and more are being offered by the Project 21 black leadership network as part of its “Blueprint for a Better Deal for Black America.” Project 21, a leading voice of black conservatives for over 25 years, is sponsored by the National Center for Public Policy Research. Each Monday between now and July 7, Project 21 will release reform recommendations from its “Blueprint for a Better Deal for Black America” covering a specific subject area. ongresswoman Robin Kelly from Illinois second district recently hosted a panel discussion with Congressman Dan Kildee (MI-05) to discuss the communities in Chicago’s South Suburbs, and across the country, who are facing significant financial stress and who are looking for a way the federal government can help. Several government and community leaders from South Suburban Communities were present to give their thoughts on the matter. This forum was part of The Future of American Cities and Town, a federal initiative lead by Kildee to spark policy discussion around the unique challenges that many older, industrial communities are currently facing. Originally from Flint, MI, Kildee believes that there is room for the federal government to get more involved locally and realizes that it is in everyone’s best interest if these struggling communities survive.

“The federal government’s interest begins with the notion that the people who live in these regions are not just Homewood residents or Illinois residents, they are residents of the United States of America and they have a right to see the tools that the federal government has at its disposal used to maximize the potential of the community that they live in,” said Kildee. Congresswoman Kelly agreed with Kildee and reiterated the importance of having these conversations at the local level. “Federal and State policies set the stage and provide funding for many decisions on how best to deliver services, but strategic planning, economic growth, keeping our communities safe, protecting our health and environment, and educating our children all start at the local level and that’s why it’s so important to have these conversations and engage local leaders, both elected staff and community leaders, so federal policymakers can be better partners in your efforts especially when it comes to economic development,” said Kelly.

Many community leaders spoke at the forum and noted that they are not receiving the financial support they need from the state or the county. “In Illinois, not only do we have a situation where funding that we used to receive has been cut back, but they are also reaching into our pockets and taking our dollars,” said John Ostenburg, Mayor of Park Forest. The Mayor of Matteson, Sheila Chalmers-Currin also spoke about her own community that has recently experienced the closure of several bigbox stores and is trying to find new ways of generating income to support the middle-income community. “We need the services and the help to make sure that the community gets what it needs. We do not get the support that we need from our county or state and we are hoping that we can get more support from federal,” said Chalmers-Currin. “I can tell the residents firmly that I am working fulltime calling people every day to make sure that we can move the village forward, but If we don’t get the support, then we are not going to get anywhere.”

I

n 1995, a journalist I know was interviewing the First Lady of Virginia, Susan Brown Allen, wife of the new governor at the time, George Allen. As related to me, Susan Allen began talking about her research into her ancestry with the aim of joining the Daughters of the American Revolution. When the reporter asked if the first lady had done any research on the governor’s family, there was a hesitant response. “You see,” the first lady explained, “George’s mother was born in Tunisia.” “In Africa?” the reporter responded, surprised. “No, in Tunisia.” Mrs. Allen answered. “Yes, in Africa,” the reporter said. The reporter’s take away from the Oscar H. Blayton conversation was very clear. George Allen’s mother was born in Africa, which made her “African.” And if George Allen’s mother was African, didn’t that make him an “African American?” Racial pedigree for many “white” Americans is extremely problematic. In the 1990s, when I was appointed by the court in Hampton, Va. to take depositions in divorce proceedings and recommend to the court whether a divorce should be granted, racial pedigree was a sticky problem for some “white” people www.thechicagocitizen.com

who had to give sworn testimony before me. Even though in 1967, the U.S. Supreme Court ruled in the case of Loving v. Virginia that laws against interracial marriages were unconstitutional, many jurisdictions allowed parties to a divorce proceeding to swear that they were of the same race. This required under the old law to establish that the marriage had been legal in the first place. The logic was that if you had not been legally married, you could not be legally divorced and entitled to the rights that came with that. Keeping the assertion about race in the deposition testimony in the 1990s was legal nonsense because inter-racial marriages had been taking place legally in Virginia for more than three decades, but some die-hard white supremacist lawyers enjoyed having that language entered into the record for their white clients. My way of quashing this foolishness was to ask the person stating that both parties were members of the white race to prove that assertion. I would explain to the person claiming to be white that they had 32 great-great-great-grandparents, and I would require them to identify all 32 and provide proof of the racial identity of all each of them. I would also explain to them that they were required to swear that their testimony was true to the best of their knowledge. And if they could not prove that they had knowledge as to the truth of their testimony, they would be swearing falsely. Given the “one drop rule,” no “white” person in America Continued on page 5

Sexism Isn’t Just Unfair; It Makes Women Sick, Study Suggests BY CATHERINE HARNOIS AND JOAO LUIZ BASTOS

ecent social movements such as the Women’s March, #MeToo, #TimesUp, #BalanceTonPorc (#OutYourPig), and #SayHerName draw attention to the broad spectrum gender-related violence that is pervasive in the United States and around the world. Social science research takes a different form than protests, but paints a similar picture. A recent report by the Centers for Disease Control and Prevention estimates that 1 in 3 women and 1 in 6 men in the U.S. experience contact sexual violence in their lifetime. Contact sexual violence is defined as being made to have sexual intercourse with someone else, being sexually coerced, or having unwanted sexual contact. Other types of sexism, including gender discrimination and sexual harassment, are even more frequent. A 2016 report from the Equal Employment Opportunity Commission estimates that between 25 percent to 85 percent of women in the U.S. experience workplace sexual harassment in their lifetimes. We, a sociologist and a social epidemiologist, teamed up to find out the effects sexism has on people’s health.

as respondents’ experiences with workplace sexual harassment and other forms of harassment. A total of 3,724 out of 5,579 economically active respondents across the three survey years answered all of the questions we analyzed, and this group forms the basis of our research. We used weighting procedures (i.e., numerical adjustments applied to groups of respondents which were either under or overrepresented in the sample, relative to their actual size in the population) in all our analyses, so that the GSS data would be reflective of the broader U.S. population. As with other studies, our results showed that women report significantly worse mental and physical health compared to men. When asked, “Now thinking about your mental health, which includes stress, depression, and problems with emotions, for how many days during the past 30 days was your mental health not good?” women reported an average of 3.6 days of poor mental health in the past 30 days. Men, in comparison, reported significantly less: an average of 2.8 days. When asked about their days of poor physical health in the past 30 days, women reported an average of 2.7 days, with men reporting an average of 2.2 days.

THE BIG QUESTION: DOES SEXISM HURT HEALTH?

GENDER DISCRIMINATION FOUR TIMES MORE OFTEN

Our study, recently published in the Journal of Health and Social Behavior, examined patterns of workplace discrimination and harassment in the U.S. and the consequences for physical and mental health. We sought, first, to determine how pervasive these types of mistreatment were for women, as well as for men. Our second goal was to determine whether sexism, along with other forms of discrimination and harassment, contributed to health disparities between women and men. Numerous studies show that women tend to report worse health compared to men, and we wanted to see if workplace discrimination and harassment might be contributing to this disparity. We used statistical methods to analyze data from the U.S. General Social Survey, a national survey of English- and Spanish-speaking adults. The 2006, 2010 and 2014 surveys each contain a special section focusing on the quality of working life in the past year, including questions about discrimination in respondents’ current job, as well

Of the women surveyed, 8.4 percent reported experiencing gender discrimination in their current job, and 4.1 percent indicated they had experienced sexual harassment at work within the past 12 months. Some men reported workplace gender discrimination and sexual harassment too, but the percentage was significantly lower (2 percent and 1.3 percent respectively). In addition to gender discrimination and sexual harassment, we also examined other forms of mistreatment in the workplace. We found that nearly a quarter of women, or 23 percent, indicated that they had either experienced some form of discrimination, based on race, age, or gender, or a combination, in their current job or they had experienced some type of harassment in the past year. The rate of perceived workplace mistreatment among men was significantly lower at 16.5 percent.

We used a range of sophisticated statistical techniques to assess these relationships, including multivariate regression models which estimated the effect of various forms of mistreatment on health outcomes, while accounting for other potential causes for ill health (age, low socioeconomic background, etc.). We found that, among women, perceptions of gender discrimination are significantly associated with worse self-reported mental health. Women who perceived sexual harassment also reported worse physical health. We did not find a significant association between gender discrimination and sexual harassment with health outcomes among men, but this may be a result of the small number of men reporting these forms of mistreatment. We also examined the combined effects of reporting multiple forms of discrimination and harassment.

Among women, the combination of age and gender discrimination was particularly detrimental for mental health. Women who reported experiencing both age and gender discrimination had an average of 9 days of poor mental health in the past 30 days.

disparities in self-reported health. Our results suggest that gender discrimination is responsible for around 9 to 10 percent of the gender gap in self-reported health. In other words, if we were to reduce the frequency of gender discrimination, we’d likely see a significant reduction in gender-based health inequality. Overall, our results suggest that sexism takes a toll on women’s health and well-being. The high frequency with which women experience sexism – at work and elsewhere – underscores the importance of viewing it not only as a social justice issue, but also a public health issue.

Study: Retailers Seek Closer Connections to Chinese Consumers

O

ver 80% of surveyed U.S. and foreign retailers see China as a lucrative market, as affluent Chinese consumers seek quality products from overseas. However, only 20% of retailers feel confident in their capability to succeed in China’s e-commerce market, according to research report The Cross-border eCommerce (Haitao) Opportunity in China released recently by leading consulting firm Frost & Sullivan, in partnership with China retail strategy expert Azoya Consulting. The survey focused on mid-size and large retailers with annual revenue of over US$50 million; 36% of the retailers earn annual sales of more than US$1 billion. “This is the first report globally to review the Chinese cross-border e-commerce market from both consumer and retailer perspectives,” said Mark Dougan, Consulting Director, Asia-Pacific, Frost & Sullivan. “By understanding consumers’ behavior and needs, and retailers’ current situation, the report provides new insights and strategy guidance for international retailers who want to succeed in the online shopping market in China.” With 500 million online shoppers, China is on track to exceed US$1 trillion in online sales this year. In recent years, China has experienced a 40% annual growth rate in the value online shopping. The report’s key takeaways include: • Why Chinese shop cross-border: To access higher quality, trusted products (67% of online shoppers) and lower the risk of counterfeits (45%) • Top categories: Fashion (bought by 22% of online shoppers), beauty and cosmetics (20%) and mom and baby (15%) • Preferred country of origin: Chinese online shoppers prefer to buy from companies in Japan (72%), South Korea (60%), the US (55%), Australia (37%), France and Germany (both 26%) and the UK (23%) • Gender differences: Women spend US$976 on average per year, 20% more than men. Men seek fast delivery; women seek Chinese language customer support, and relevant content on the supplier’s website. Women are more likely to use an overseas supplier’s standalone direct-to-consumer website (21% vs. 18% of men). Factors influencing cross-border purchases include Chinese consumers’ expectations of a range of payment options and efficient website performance for a seamless customer experience. Among retailers, only 37% currently feel satisfied with their online sales in China using a global e-commerce vendor, 31% feel satisfied with their standalone online store and 21% feel satisfied with sales through online marketplaces, such as those owned by Chinese giants Alibaba and JD.com. price competition, margin-eroding commissions and high upfront costs have led more foreign retailers to create standalone Chinese websites to gain direct customer access, greater control and higher net margins. As a result, retailers are looking beyond marketplaces as their only approach to consider, especially if these companies have a long-term sales strategy in China. “To build a brand that Chinese consumers trust, which commands a healthy profit margin and repeat buyers, retailers need to approach customers through multiple touchpoints. critical labor shortages across the country and especially in the Midwest, a new report focuses on the tens of thousands of young people in Illinois, not just young Black and Hispanic males in the state’s inner cities metropolitan areas, but also white youths in the state’s rural western and southern areas, who are out of school and out of work, and who, with an adequate investment of public funds, have the potential to fill those vacant positions. The report, Industrial Restructuring and the Continuing Impact on Youth Employment in Illinois, which breaks down in detail out-of-work and out-of-school and out-of-work numbers for Illinois young people ages 16-24, was released at a May 14 news conference. Researched and written by the Great Cities Institute at the University of Illinois at Chicago (GCI), it is the latest in a series of studies commissioned by the Alternative Schools Network (ASN) and the first to drill down into the situation young people, not just those in metropolitan Chicago but across the state, are experiencing as they search for ways to support themselves. The report finds the tragic and continuing repression of African-American communities that leaves young black males worse off than all of their contemporaries, even though their employment situation in Chicago and Cook County has improved in the last couple of years. And, as roiling policy debates over immigration occur, the situation for Chicago’s young Hispanic or Latino youths, especially females, has gotten worse. “We have not had a comprehensive youth employment program at the federal level in nearly two decades,” said U.S. Rep. Danny Davis, D-IL-7. “With the economy booming and employers looking for more workers than they can find, now is the time to bring those programs back. It would be a key piece of the anti-violence puzzle in our communities and it would help the economy grow.” “Although racial disparities continue to be a profound factor, it is also the case that white residents of mid-size cities and rural areas in part of Illinois are severely affected,” the report’s authors say in the conclusion section. “Given the trends that we have described, we are likely to see exacerbated inequality and disparities in wealth, along with the associated social ills, that will extend far into the future if there are not interventions that reverse the trends.”

PASSING Continued from page 2 can prove he or she is not Black, or that he or she is white. Whiteness is a state of mind (and it could be argued that it is a mental disorder). But it has been used to justify the unjust enrichment of one selfidentified group of people over others. Race is ever present in the minds of Americans, whether in the minds of Black folks trying to survive in a racist society, or in the minds of white folk who self-identify as being normative in our culture. But racial classifications have no function as an element of physical science. Humans have intermingled too thoroughly and for too long. As an example of this, it can be pointed out that while America is focused on the marriage of Prince Harry of England and Meghan Markle, one fact is being overlooked. Both Meghan and Harry have African ancestry. In 1995, PBS posted a report on its “FRONTLINE” website that documented that Queen Charlotte, Prince Harry’s ancestor, who was married to King George, III, the King of England during the American Revolution, was directly descended from Margarita de Castro y Sousa, a member of the “black branch of the Portuguese Royal House.”

Admittedly there seven generations between Prince Harry and Queen Charlotte, but in America, we have the one drop rule, which makes all these royals Black. Queen Charlotte’s lineage should not be startling given the long history of people with African Ancestry living in England. It has been documented that as early as 1511 a black trumpeter was paid to participate in a procession commemorating the birth of King Henry VIII’s only son. Throughout our history in America, there have been great efforts by some whites to ensure that Black folk are identified as the “other,” meaning not like white folk. But the truth of the matter is that there is no “other.” We are all connected by our humanity and a common ancestry that confounds notions of racial purity. And because there are no “others,” contrary to what white supremacists would have us believe, we must push back against the notion that whiteness and race are anything other than social constructs, engineered to enrich one group of selfidentified individuals at the expense of those who are excluded from that group.
