CHICAGO – In honor of Juneteenth, (June 19, 1865), the day more than 200,000 enslaved African Americans in Confederate states were declared free, The DuSable Black History Museum and Education Center will present a day-long Juneteenth Celebration on Monday, June 19, 2023, from 10:00 AM until 8:00 PM. including activities, performances, and discussions suitable for the entire family. As part of the festivity line up, the museum will host “Hip Hop Communiversity: A Conversation Celebrating 50 Years of Hip Hop.” This panel discussion scheduled for 2:00 PM will feature Hip Hop legend, Kool Moe Dee; author and culture critic Robert “Scoop” Jackson, Dr. Louis “Pancho” McFarland, Professor of Sociology at Chicago State University, and music industry legend George Daniels. Kool Moe Dee will also take the stage to perform many of his hits during a special “tribute” for the 50th anniversary of hip hop later that afternoon.

The DuSable’s 2023 Juneteenth Celebration is free and open to the public, and the day will also include: a family-friendly games station; African Marketplace; musical performances by the Ragged Blade Band, Angel Bat Dawid , Patch of Blues, SOL, Kendre and more. Additional performances will include the Drum Village, and a set by 13-year-old DJ Air One. Alegrete’s husband, 40 Tons COO and Co-Founder, and their friend, were indicted for selling marijuana without a license. When the sentences were given, Alegrete’s husband received less time than his counterpart . The other Co-Founder received a Life sentence, without possibility of parole, for his involvement.

“The actual newspaper article headline read: African-American Man Sentenced to Life for 40 Tons of Weed. This infuriated me. Just to see that someone Black was having this unjust thing happen to them,” Alegrete said.

Behind the scenes, for about a decade, Alegrete amplified his story. In the time since the sentences were handed down, marijuana is legal in 20 states and Washington, DC. He recently received clemency. His release and clemency is what started Alegrete’s advocacy work and the founding of 40 Tons.

40 Tons represents the 40,000 Black and Brown people who are currently incarcerated for non-violent cannabis offenses. The goal of the social impact organization is to help stop recidivism, create opportunities and educate the community, all while giving back to the community.

The Give Back Prisoner Program advocates for about a dozen people who are serving time for non-violent cannabis offenses. 40 Tons also has advocated and secured the release of someone who was sentenced to 22 years for operating a dispensary without a license. He served 15 years before his release.

Also, part of the Prisoner Give Back Program is the sale of

t-shirts with the prisoners faces on them, along with their story. The purchase of a t-shirt goes back to that incarcerated person’s commissary. It is a way of giving relief to the families, as it takes away some of the worry of providing additional funds for their loved ones to eat or toiletries.

In 2020, Alegrete founded the 40 Tons Foundation, which is geared toward families who are system impacted. The foundation provides Christmas gifts to children whose parents are incarcerated for a non-violent cannabis offense. It is something that is near and dear to Alegrete’s heart, because when her husband went to prison, she had to take care of her family.

“It wasn’t that long ago when I was just in those women’s shoes. I didn’t know if I could keep the lights on, let alone provide Christmas gifts for the children and my husband had to go and do his time,” she said.

Alegrete said every part of the family is system impacted when someone is incarcerated, whether it is the person who is incarcerated or the family supporting someone who is incarcerated. For Alegrete, this work is infused in every aspect of her life. Alegrete wants people to know that her and the 40 Tons Team is there for people who are incarcerated and their families. 40 Tons has a letter writing campaign so that people in jail can receive positive letters. Gov. Pritzker Announces Appointment of Sanjay Gupta as Secretary of the Illinois Department of Innovation and Technology

SPRINGFIELD – Governor JB Pritzker announced today that he has named Sanjay Gupta, a national IT leader with private and public sector experience, to serve as the new Secretary of the Department of Innovation and Technology (DoIT), pending Senate confirmation. Gupta has served in major roles across the public and private sectors, including running the federal government’s pandemic aid portals for small businesses and serving as a board member of the federal Technology Modernization Fund.

“Sanjay Gupta brings invaluable expertise in public and private sector information technology to DoIT,” said Governor JB Pritzker. “His previous work and vision for enterprise architecture, digital transformation, and user experience make him a vital addition to the agency. I am confident that this team will lead the nation in cybersecurity, service delivery, and user experience.”

Previously, Gupta was the Chief Information Officer for the Justice Department’s Executive Office for Immigration Review. He also served for more than four years as Chief Technology Officer of the U.S. Small Business Administration, where his efforts to modernize the agency allowed it to process more than $1 trillion in loans for the nation’s largest economic recovery effort.

Prior to his career in public service, he spent nearly 20 years in management and as a consultant and analyst in leading global technology organizations, including several companies based in Illinois.

fifth balanced budget includes historic investments in higher education and early childhood

CARBONDALE — Governor JB Pritzker visited Carbondale and Fairfield, Illinois to continue his statewide tour highlighting investments in the FY24 budget. This budget builds on four years of historic fiscal progress including eight credit rating upgrades, a “rainy day fund” set to surpass $2 billion, the elimination of the bill backlog, and $1 trillion in GDP.

During his visit to Southern Illinois University Carbondale (SIUC), the Governor was joined by Lt. Governor Juliana Stratton, along with state and local officials to amplify the budget’s transformative investments in higher education. The FY24 budget includes a $100 million increase for public universities ($80.5 million) and community colleges ($19.4 million), marking the highest increase in more than two decades.

NEW HUNTER LAW PREVENTS UTILITY SHUTOFFS IN EXTREME HEAT

Residents struggling to pay their gas or electric bills will not face life-threatening utility shutoffs on hot days thanks to an initiative sponsored by State Senator Mattie Hunter that was signed into law Friday.

“This is a major victory for public health and the people of Illinois,” said Hunter (D-Chicago). “Heat is extremely dangerous, and families should not be put in harm’s way due to their financial circumstances.”

The legislation amends the Public Utilities Act to prohibit a utility company from terminating gas or electric service due to nonpayment of bills on days when the forecasted temperature is 90 degrees Fahrenheit or above, or when the National Weather Service issues a heat watch, advisory or warning for the location of the residence. Previously, disconnections were prohibited during temperatures 95 degrees or hotter and did not take into account humidity or heat index.

Older adults, young children and people with chronic medical conditions are at high risk of heat-related illness and death. According to the Centers for Disease Control and Prevention, more than 700 people in the U.S. die from extreme heat each year. Heat exhaustion and heat stroke occur when the body is unable to properly cool itself and can happen even if a person is sitting or lying in a hot room.

“This law recognizes the inherent threat of extreme heat and the disproportionate impact it has on our most vulnerable communities,” Hunter said. “I am pleased to have worked with Attorney General Raoul on putting these protections in place as heat waves become more frequent and fatal.” House Bill 1541 will go into effect Jan. 1, 2024.

During the visit, he highlighted investments in early childhood education and care including the Smart Start Illinois plan, which invests $250 million to eliminate preschool deserts, stabilize the childcare workforce, expand early intervention and home visiting programs, and provides funding to begin the overhaul of the childcare payment management system.

“I’m proud to say that our latest balanced budget focuses on setting our kids up for success from their earliest moments,” said Governor JB Pritzker. “Working with the General Assembly, my administration has overseen the largest early childhood investments in the history of our state, starting with $1 billion to childcare providers to stabilize and grow capacity for quality childcare.”

Along with the Smart Start Illinois Plan, the FY24 budget includes $1.6 million to launch Dolly Parton’s Imagination Library statewide. This initiative includes a book gifting program that mails free, high-quality books to children from birth to age five, no matter a family’s income.

“The number of traffic stops that have occurred just because of a small personal item hanging on their rearview mirror has been excessive,” said Belt (D-Swansea). “It’s time we eliminate this reasoning for being pulled over, as it has disproportionately affected specific communities.”

Previously, drivers could be pulled over for any objects hanging from the rearview mirror of their car such as decorations, disability placards, rosaries and car fresheners. House Bill 2389 clarifies that vehicles cannot be stopped or searched by a law enforcement officer solely on the basis of this violation.

“This law sends a powerful message that we will not tolerate racial profiling or other forms of discrimination in our state,” said Belt. “All drivers have rights and now, not being pulled over for displaying a personal item is one of them.”

House Bill 2389 was signed by the governor Friday and takes effect Jan. 1, 2024.

PETERS’ MEASURE ENSURING REPRESENTATION OF THOSE IMPACTED BY THE JUSTICE SYSTEM SIGNED INTO LAW

The Department of Corrections and the Department of Juvenile Justice’s master record file will now contain essential demographic information, thanks to a new law sponsored by State Senator Robert Peters.

“Important demographic markers such as a person’s address before incarceration will help us gain a better understanding of ways to ensure the long term success of people with justice system involvement,” said Peters (D-Chicago). “An accurate record of the last known addresses of those with justice system involvement will support the No Representation Without Population Act in ending prison gerrymandering.”

According to the redistricting hub, prison gerrymandering is the practice of altering democratic representation by counting individuals with justice system involvement at the correctional facility instead of their last known place of residence before incarceration. The No Representation Without Population Act requires incarcerated individuals be counted at their home address for redistricting purposes.

In addition to ensuring the Department of Corrections and the Department of Juvenile Justice’s master record file contain demographic information, the legislation requires the clerk of court transmit demographic information to both departments from sentencing court.

“Everyone, regardless of their background, has a right to be fairly represented,” Peters said. “This new law strengthens the policies we have in place to end prison gerrymandering.”

House Bill 1496 was signed into law on Friday.

“Vulnerable communities often bear the impact of subtle loopholes,” said Peters. “Closing this loophole protects our vulnerable communities and reinforces Illinois as a state that can handle their own court proceedings.”

House Bill 2223 was signed into law Friday and goes into effect on Jan. 1, 2024.

U.S. Department of Education Announces Additional Project SERV Grants to HBCUs

The U.S. Department of Education (Department) today announced Project School Emergency Response to Violence (Project SERV) grants to four Historically Black Colleges and Universities (HBCUs) that were disrupted by bomb threats last year: Texas Southern University in Houston, Texas was awarded $191,962; Delaware State University in Dover, Delaware was awarded $217,000; Claflin University in Orangeburg, South Carolina was awarded $440,000 and Howard University in Washington, D.C. was awarded $203,000.

Project SERV provides short-term funding for local educational agencies and institutions of higher education that have experienced a violent or traumatic incident to assist in restoring a safe environment conducive to learning. The Department expects additional grants to be awarded in the coming weeks and continues to work with additional impacted HBCUs to support them in the grant application process and expedite the processing of applications once received.

“The bomb threats last year that targeted several Historically Black Colleges and Universities traumatized their campus communities, disrupted learning, and drained resources by prompting costly campus lockdowns, class cancellations, and law enforcement activities,” said U.S. Secretary of Education Miguel Cardona. “The Biden-Harris administration will always stand by HBCUs and unequivocally condemn racist efforts to terrorize Black students and educators and deprive them of their right to safe, welcoming, and nurturing environments for teaching and learning. The Project SERV grants announced today will help four HBCUs directly impacted by these bomb threats to better serve students, faculty, and staff by increasing access to mental health and wellness services and improving other vital supports.”

Texas Southern University (TSU) will use its Project SERV funds to provide access to in-person and tele-mental health services for one year, including through access to behavioral health providers. TSU will also use funds for a project coordinator to manage and oversee the project.

Delaware State University (DSU) will use its Project SERV funds to develop a Mental Health First Aid Education Program. DSU will also pay for overtime expenses for counselors, social workers, and law enforcement officers to help address safety and health concerns, and to train employees to serve on the Campus Mobile Crisis Team.

Claflin University will use its Project SERV funds to hire a licensed clinical social worker, as well as to support trainings focused on stress reduction; provide workshops focused on identifying signs of distress in students and coworkers; and other programs to address stress, anxiety, and safety on campus.

Howard University will use its Project SERV funds to hire two case managers who will be responsible for conducting wellness visits and contacting families on an as-needed basis related to student wellness concerns, as well as a full-time field training specialist who will provide security trainings.

Additional HBCUs that have been previously awarded Project SERV grants are Tougaloo College, Fayetteville State University, Southern University Law Center, Fisk University, Coppin State University, North Carolina Central University, Philander Smith College, and Hampton University.

MedStar Health Teams up with Local Sports Figures to Teach CPR and AED with Video Campaign Launched for CPR & AED Awareness Week

COLUMBIA, Md., PRNewswire -- Emergency and critical care physicians from MedStar Health have teamed up with former and current players and staff from local sports teams to teach CPR and how to use an Automated External Defibrillator (AED) with a video campaign to address disparities in who is most likely to receive life-saving CPR from a bystander.

“Studies show women and Black and Hispanic adults are less likely to receive CPR should they have a cardiac arrest in public,” said Munish Goyal, MD, section director, critical care, MedStar Emergency Physicians. “In fact, a January 2022 study of CPR in the Washington, D.C. area shows the nation’s capital is below the national average for bystander CPR rates and zip codes with higher proportions of White people had higher rates of bystander CPR. The same goes for the Baltimore area. We know that bystander CPR saves lives, and we hope these videos will connect with people and help them overcome any fears or hesitations.”

Teams participating in the three-minute videos include the Washington Wizards, Washington Capitals, Washington Mystics, and Georgetown Women’s Soccer.

“We wanted to address known disparities and show people that virtually anyone can do CPR,” said Miriam Fischer, MD, an emergency physician for MedStar Health who appears in one of the videos with Harvey Grant, formerly from the Washington Bullets/Wizards. “After the on-field collapse of Buffalo Bills player Damar Hamlin earlier this year, there was a national conversation about CPR and AEDs and saving lives. We believe it was important to engage with athletes from different ethnic backgrounds

and specifically female athletes to be a part of that conversation and save lives by making CPR feel more accessible to everyone.”

“I was surprised to learn about the racial and gender disparities when it comes to using CPR to save the life of someone in need,” said Grant who played for the team when it was the Washington Bullets/Wizards from 1988-1993 and then again from 1996-1998. “I was more than happy to be part of this project to allay fears in the community. It’s like we said in the video, ‘anyone can do it.’”

Recent changes to the way CPR can be administered should also make the public feel more comfortable performing CPR, according to MedStar Health physicians.

“There is no need to perform mouth-to-mouth anymore, which is the way people used to learn CPR,” said Jennifer Thompson, MD, an emergency physician for MedStar Health who appears in a video

with retired Washington Capitals player Alan May. “We know that just getting hands on chests to massage the heart and get it beating again is enough to save a life. The other thing is that people should not feel they have to be certified in CPR to give it and be successful.”

Overall, about 92 in 100,000 Americans suffered a cardiac arrest out of the hospital in 2021, and fewer than 10-percent of those survived. Many survivors sustain serious neurological damage due to lack of oxygen to the brain. Currently, bystander CPR happens in about 40 percent of cases. “We would like to see that response rate much higher because providing bystander CPR and using an AED can dramatically increase the odds of survival. That’s a campaign we can all get behind,” concluded Dr. Goyal.

In instances of disaster, such as a fire, blizzard, tornado warning or hurricane flood, those living with paralysis have extenuating factors to consider to ensure their safety and liveli -

hood. These include power outages for those utilizing electricity-dependent medical equipment, caregiving interruptions, and even when, where, and how to evacuate. The Reeve Foundation sourced national safety leaders and people living with paralysis to share resources. Best practices featured include critical tips on how to prepare for an emergency, evaluate and plan for secondary health needs, how to secure funding and proper insurance if needed and more.

“Providing these solutions in advance of emergency situations will allow those in our community to adequately plan today for tomorrow’s challenges,” said Mark Bogosian, Director, Quality of Life Grants Program at the Reeve Foundation. “With this new addition, we aim to strengthen disaster response for people with

disabilities to ensure they get the information and resources, leading to an overall more effective and inclusive community emergency response.”

This booklet will serve as an educational resource for those living with a disability and their caretakers to properly understand what to do, before, during and after an emergency to help minimize disruptions and challenges that many people face.

Sherman Gillums, Jr., Director, Office of Disability Integration & Coordination of the Federal Emergency Management Agency (FEMA), stated, “How do we best prepare people for the worst? We do that by empowering people with the information they need to reduce as much uncertainty as possible.”

Wear Contacts? Here are 5 Tips to Elevate Your Routine

Unfortunately, one in five contact lens wearers find lenses to be less comfortable by the end of the day. Consider the following tips for all-day comfort:

1. Practice healthy tech habits: Long hours on screens can be a contributing factor to eye discomfort, mainly because of less blinking; however, making a few adjustments can help. The experts at Bausch + Lomb recommend following the 20-20-20 rule. For every 20 minutes of screen time, take a 20 second break to look at something 20 feet away. If you work with computers all day, you should also remember to blink regularly. It can be surprisingly easy to forget to blink when you’re focused on the next deadline! Finally, adjust the brightness and text size on your devices to reduce eye strain and optimize comfort.

2. Insert and remove contacts with care: The order of steps you follow as you insert and remove your contacts matters. In the morning or as you’re getting ready to go out, insert contact lenses with clean hands before applying makeup. Before bed, wash your hands, remove your contacts and clean your lenses before going to sleep. One-third of contact lens wearers have fallen asleep in their lenses, but doing so increases the risk of infection.

3. Follow lens care directions: According to the Centers for Disease Control and Prevention, 40-90% of contact lens wearers do not properly follow their contact lenses’ care instructions. It is recommended to follow the complete recommended lens rubbing and rinsing times in the product labeling to
