ASSESSOR’S OFFICE HONORED WITH NATIONAL ASSOCIATION OF COUNTIES ACHIEVEMENT AWARD

Cook County – The Cook County Assessor’s Office (CCAO) received a National Association of Counties Achievement Award for the creation of a tool called the Property Tax Simulator, also known as PTAXSIM. This is a software code package implemented in the coding language R and is designed to recalculate changes to Cook County property tax bills. It uses real assessment, exemption, TIF, and levy data to generate historic, line-by-line tax bills for properties in Cook County from tax years 2006 to 2020. Why is this important? Policy makers, researchers, and journalists can now create historical counterfactual scenarios to determine how policy changes could impact the property tax system.

“This award is a testament to our continued commitment to using modern tools to build transparency, trust, and educate stakeholders throughout the County,” said Assessor Fritz Kaegi. “Researchers and policymakers can use PTAXSIM to analyze the whole system of appeals, exemptions, and tax levies – an unprecedented resource for academics, journalists, and policymakers.”Since its publication, PTAXSIM has been featured in a recorded talk for civic tech enthusiasts, received public suggestions for added data, used to produce five counterfactual analyses, and is currently in use by external policy researchers. Actress talks about her career and being vegan

She started out in the entertainment industry as a professional dancer. She grew up doing a lot of musical theater and eventually booked “The Color Purple” while it was on its National Tour. During her time with “The Color Purple,” she received the opportunity to understudy for the role of Squeak. It was the first time she even had the idea of stepping out of the background and into the foreground.

“It was thrilling. It was a wonderful experience. I felt really good about my preparation for that moment, not knowing that I was ever going to get to utilize that preparation,” she said. That experience let Daniels know that she was destined and more capable of more than she ever thought she could be. From that moment on, she started taking acting classes and getting acting training for film and television.

After three years on tour with “The Color Purple,” Daniels returned to Los Angeles and took a deep dive into acting. Daniels describes her role on “That Girl Lay Lay” as a really fun role. It allows her to utilize not just her acting skills, but also her dancing and singing skills.

Living in Los Angeles, there’s always an opportunity to expand your skillset. Daniels was recruited by a spin cycling fitness company. It wasn’t something she thought she wanted to do, but it ended up being a really great fit for her. It gave her the freedom to teach fitness classes while giving her time to go to acting auditions and dance and acting classes.

Even though she has taken breaks from teaching cycling classes because of her acting schedule, it is something she really loves to do. She moved over to Trufusion because they reached out to her, knowing she had experience. It ended up being a really great fit for her and she teaches a couple of classes a week. “It keeps me in the fitness world, it keeps my body moving and it gets me back into the fitness community as much as I can,” she said.

Daniels became a vegetarian in 2007 and switched to vegan and plant-based in 2013. It started off as an experiment. She heard about it and wanted to see if it was something she could do.

Daniels also saw the benefits of a vegetarian diet. People she saw who were vegan and vegetarian had less physical ailments and had a much healthier appearance. There were also benefits for Daniels in creating longevity in her career as an actress.

“I want to continue doing what I’m doing for a very long time. I have been told for many many years that I don’t look my age. The longer I can keep a more youthful look, it will buy me a little more opportunity in the industry, because of the choices that I’ve made,” she said.

Daniels’ transition from vegetarian to veganism was a matter of finding substitutions that worked and tasted good to her. Her two weaknesses were Greek yogurt and cheese. She found a couple of options that didn’t make her food feel like she was missing everything.

Her advice to staying consistent is about finding a community of accountability. She has friends in the plant-based community that are her accountability buddies. It also is a mindset. Once she made the decision, she didn’t go back.

Illinois Treasurer Michael Frerichs Provides New Loan Option for College Students

SPRINGFIELD – A new, low-cost loan program to bridge the gap between college savings and financial aid will make it easier for thousands of Illinois residents to graduate with a university degree, Illinois State Treasurer Michael Frerichs said.

The state treasurer’s office is partnering with the non-profit ISL Education Lending to offer transparent and affordable private student loans to qualifying Illinois students and families when the student will attend a nonprofit college or university in Illinois.

“We firmly believe the best way to pay for college is investing early in a college savings plan,” Frerichs said. “We also know that many families need to rely upon borrowing to pay for some costs associated with college or trade school. That is why we are pleased to partner with ISL Education Lending, a nonprofit organization that has been in this market for 40 years.”

“We appreciate the efforts of Trea-

surer Frerichs in enabling us to leverage their financing authority to make low-cost loans to Illinois students and families,” said Steve McCullough, president and CEO of ISL Education Lending. “We also look forward to the Treasurer’s guidance and support as we develop this product to help students and families throughout Illinois.”

The Illinois Partnership Loan Program is designed to supplement, not replace, other sources to pay for college. ISL Education Lending encourages students to work with financial aid professionals at their respective colleges and universities to explore and exhaust all sources of student financial aid before seeking a private student loan.

During the past 40 years, ISL Education Lending has helped nearly 400,000 students and families pay for college. It entered the private student-loan space in 1992.

ISL Education Lending provides details and rate information before the student or family begins the application. The loan applicant can choose an immediate repayment plan, interest only payments, or deferred payment while the student is in school. HUNTER INVITES PUBLIC TO OUTREACH EVENT TARGETING OPIOID ADDICTION

State Senator Mattie Hunter, convener of the South Side Heroin/Opioid Task Force, is inviting the community to the task force’s inaugural street outreach event, which will provide information and support to those affected by substance use.

“We want to make sure that everyone has access to the tools and information they need to stay safe,” said Hunter (D-Chicago). “This event is a great opportunity for those struggling with substance abuse to learn about the resources available to them and will help equip our community with the knowledge and supplies they need to save lives.”

The event will be held Thursday, July 20 from 10 a.m. to 2 p.m. at the corner of 112th Street and Michigan Avenue. Hunter and members of the task force will be distributing Narcan, fentanyl test strips, opioid addiction resources and other harm reduction materials. Naloxone, commonly known as Narcan, is used to reverse the effects of an opioid overdose, whereas fentanyl test strips can detect the presence of fentanyl in other drugs.

The South Side Heroin/Opioid Task Force is comprised of community-based agencies, health care providers and governmental agencies to address the opioid epidemic facing those who reside on the city’s South Side. While the new Novae product may sound too good to be true, it’s based on longstanding practices within the debt resolution industry. Creditors often agree to accept less than the original amount of a debt in hopes of getting some payment rather than no payment from financially strapped consumers.

These agreements often involve creditors selling debt to a debt collection agency for a fraction of the amount the consumer originally owed. Novae is now seeking to

provide similar negotiations on behalf of consumers, rather than debt collectors.

If the customer has qualifying debts, Novae will tell them how much their monthly payments can be reduced, and the program can be initiated after this 30-minute phone call. The goal is a 40-50% reduction in monthly unsecured debt payments for those who enter the program.

U.S. Department of Education to Launch Application Process to Expand Federal

Pell Grant Access for Individuals Who Are Confined or Incarcerated

The U.S. Department of Education (Department) has launched a new process through which institutions of higher education can apply to offer postsecondary programs to confined or incarcerated individuals. For the first time in nearly 30 years, as a result of statutory changes enacted through the FAFSA Simplification Act, individuals enrolled in approved prison education programs (PEPs) will be eligible for Federal Pell Grants outside a limited pilot program known as the Second Chance Pell Experiment. The Department will begin accepting applications on July 3, 2023, and will approve applications on a rolling basis.

While the Second Chance Pell Experiment was a limited program, it has expanded opportunity for incarcerated individuals. According to the Vera Institute, more than 40,000 students received Pell Grants under the experiment through the 2021-22 award year. Based on current participation rates in Second Chance Pell Experiment, the Department estimates that full reinstatement of Pell could allow an estimated 760,000 additional individuals to become eligible for a Pell Grant through prison education programs once institutions have fully developed their prison programs.

Improvements to Prison Education Programs

Last fall, the Department finalized regulatory requirements for PEPs that build on the efforts of institutions and correctional facilities that have been working together to increase the number of individuals who are confined or incarcerated with access to a quality postsecondary education. Starting July 1, 2023, eligible institutions (i.e., public and private non-profit institutions) must adhere to the standards for implementing effective PEPs established under the Department’s final regulations, which:

Establish the definition of a PEP as defined in the Higher Education Act of 1965 (HEA),

Outline application requirements for approval of PEPs, and Clarify the requirements and obligations of institutions, accrediting agencies, and oversight entities.

Prison Education Program Application Process

Starting July 3, 2023, institutions can apply to offer a PEP through the Federal Student Aid E-App. To be considered, institutions must include their completed PEP Application Form in the E-App submission. Instructions and other information—including specific certifications and signatures that institutions provide for the Department to evaluate a PEP—are posted in an Electronic Announcement on the Federal Student Aid Partner Connect Portal. Institutions can access the PEP Application Form on the Prison Education Program topics page on the Knowledge Center.

Nearly 200 postsecondary institutions currently participate in the Second Chance Pell Experiment. Under this experiment, institutions provide Federal Pell Grant funding to thousands of students who are confined or incarcerated and previously could not access Federal need-based financial aid so that they can access, afford, and engage in higher education. Earlier this month, the Department approved more than 160 of those institutions to transition into a revised version of the experiment that allows institutions to continue serving their students who are confined or incarcerated after July 1, 2023. Institutions in the revised experiment will have up to three years to seek Department approval of the PEPs they wish to offer under the Department’s new regulations.

Benefits of PEPs

The changes announced today are part of the Department’s ongoing efforts to champion access to Federal student aid and higher education for underserved populations. Prison education programs transform the culture, climate, and safety of correctional facilities, and can provide purpose and dignity for people with long-term and life sentences, who then are the culture-bearers for those with shorter sentences.

Data shows that postsecondary programs offered in correctional facilities have also positively impacted students’ skills, future employment outcomes, and recidivism rates. For example, research on prison education programs conducted by the RAND Corporation and funded by the Department of Justice showed that prison education program participants were 43 percent less likely to recidivate and had employment rates 13 percent higher than those who do not participate, supporting their successful reentry and strengthening public safety.

High-quality prison education programs are also good for correctional facilities and their employees as jails and prisons with college programs have fewer violent incidents, creating a safer living and work environment. Prison education programs also benefit taxpayers. The RAND Corporation also found that every dollar invested in prison education programs saves taxpayers up to five dollars. Additionally, prison education programs have a powerful inter-generational effect that can transform outcomes for both learners who are incarcerated and their children and other relatives.

In today’s global economy, employment depends on 21st century skills and credentials for everyone in our workforce. Equipping learners who are confined or incarcerated with foundational skills and technical competencies will help them to earn postsecondary credentials, help them succeed and thrive during reentry, reduce incarceration costs, and maximize public safety in our communities.

STEM NOLA, a leading nonprofit organization focused on promoting Science, Technology, Engineering, and Mathematics (STEM) education, recently hosted its annual Rocket Day event. The U.S. Department of Defense (DoD STEM) and The Boeing Company sponsored the event last Saturday at the UNO Lakefront Arena. The free three-hour event engaged over 450 K-12 students and caregivers, college and professional volunteers, and elected officials.

STEM NOLA is the flagship affiliate of STEM Global Action (SGA). Together with other affiliates around the U.S. and in five countries SGA has engaged more than 125,000 students, 20,000 families, and 5,000 schools.

The Rocket Day event provides an opportunity for students to engage in a range of exhilarating activities that showcase the principles of rocketry and aerospace engineering. Student participants were able to assemble pop rockets, straw rockets, paper cup rockets, and rolled rockets, learn about rocket propulsion, trajectory, and thrust from professionals and college interns and even build and

launch their very own model rockets. More than 100 volunteers from Boeing participated in the event.

The stateof-the-art facility will be built in New Orleans East.

Las Vegas Sands and the Thurgood Marshall College Fund Announce the Inaugural Sands Hospitality Immersion Program

LAS VEGAS, PRNewswire -- Las Vegas Sands (NYSE: LVS) and the Thurgood Marshall College Fund (TMCF) today announced 12 college students will participate in the inaugural Sands Hospitality Immersion Program, July 2428 in Las Vegas. The intensive experience is designed to encourage interest in travel, tourism and leisure by exposing students to the inner workings of the Las Vegas hospitality industry.

Sands and TMCF, the only national organization exclusively representing the Black college community, established the Sands Hospitality Immersion Program to provide students at Historically Black Colleges and Universities (HBCUs) with a deep introduction to the travel, tourism and leisure industry and its wide range of professional positions, aiming to inspire them to consider one of the world’s fastest-growing and largest employment fields.

The 12 students selected for the exclusive summer program are all rising junior and senior college students at TMCF member schools and were chosen from a pool of candidates who applied through TMCF and were reviewed by Sands. Participants include Ta’Niyah Harris, Bowie State University; Erin Williams, Howard University; Jaida Robinson-Clark, Howard University; Jasmyn Love, Howard University; Joshua Williamson, Howard University; Nathanael Edwards, Langston University; Zay’Kori Jones, Norfolk State University; Brandon Smith, North Carolina A&T State University; Derrick Jacobs, North Carolina A&T State University; Joleen Buchanan, University of the Virgin Islands; Kayla Smith, Virginia State University; and Marquis Bell, Virginia State University.

“As a first-generation college student, my career has always been the light at the end of the tunnel while at Howard University,” said Jaida Robinson-Clark, a rising junior at

Howard University. “My participation in the Sands Hospitality Immersion is a glimpse into a promising industry where I could pursue my interest and learn about the many opportunities that may lie ahead. Considering how many applied to attend, this excites me, and I am grateful to have been selected.”

The multi-day experience curated by the William F. Harrah College of Hospitality at the University of Nevada,

opportunities in finance, marketing, sales, human resources, information technology, legal and other professional service fields.

Las Vegas will feature in-depth seminars, tours of integrated resorts with back-of-house access, visits to other types of hospitality venues, presentations by experts in various disciplines and interactive events such as a cooking competition with professional chefs.

The Sands Hospitality Immersion Program was established through the Sands Cares global community engagement program and is one of the company’s many education and workforce development initiatives, which include contributions to and partnerships with higher education institutions, funding for scholarship programs, on-property and industry-supported training opportunities for students and hospitality professionals, and mentorship and instruction from company leaders and experts.

Youth of Color Grapple with Online Bullying and Lack of Representation: The AAKOMA Project Sheds Light
