CRYSTAL LAKE, Ill. – Illinois families will have access to better and more affordable health care coverage under new laws backed by state Rep. Suzanne Ness, D-Crystal Lake, aiming to reduce costs and hold big insurance companies accountable.

“The Healthcare Protection Act is a game changer for the health and well-being of residents across the state. Getting rid of junk insurance, streamlining mental health care access, and lowering insurance premiums will cut through red tape and lower costs. This means better, more affordable healthcare for everyone,” said Ness.

“Signing the Healthcare Protection Act into law is a big win for Illinois, and I look forward to carrying this new standard of care into future legislation to improve access to high-quality, comprehensive care.”

The Ness-backed House Bill 5395 and House Bill 2499 were signed into law Wednesday, delivering a series of major reforms to make health care coverage better and more affordable. The new Health Care Protection Act would create a rate review process requiring insurance companies to justify premium increases, and empowering state watchdogs to reject unwarranted hikes that simply pad profits.

Additionally, the measure curbs gimmicks insurance companies use to deny access to medically necessary treatments, procedures, and prescription medications, including step therapy — where insurance companies require a patient to ‘try and fail’ with cheap, ineffective treatments before covering the prescribed treatment or medication. Under the Healthcare Protection Act, doctors and patients will now be empowered to make important medical decisions — not insurance companies.

IDOT, UIUC reach agreement on research partnership

SPRINGFIELD – The Illinois Department of Transportation announced today it has signed a six-year, $48 million agreement with the University of Illinois Urbana-Champaign’s Illinois Center for Transportation at The Grainger College of Engineering to continue a longtime joint research program.

“We are excited about our progressing partnership with the Illinois Center for Transportation,” said Illinois Transportation Secretary Omer Osman. “Together, we will continue to lead the way in innovative new technologies and practices to prepare our multimodal system for the future and better serve the public.”

Effective July 1, the agreement will explore the latest transportation needs in the state and extend a longstanding partnership with the University of Illinois. The partnership ensures Illinois stays at the forefront of solving key transportation challenges, such as creating safer and more sustainable infrastructure, reducing congestion, achieving more equitable transit systems, preparing for autonomous vehicles and more.

At the top of the list of priorities is developing and implementing next-generation mobility technologies, while ensuring a safe, resilient and net-zero emission transportation system by 2050.

“This agreement is a testimony of the long and sustainable relationship between IDOT and the University of Illinois,” said UIUC Chancellor Robert J. Jones. “We are pleased that the Illinois Center for Transportation continues to be at the forefront of developing transportation technologies that benefit the state, nation and world at large.”

The agreement marks a new milestone in the partnership between IDOT and UIUC. The two have worked together since the 1940s, with IDOT’s partnership with the Illinois Center for Transportation beginning in 2005. Through the program, industry members, academic professionals and government agencies have collaborated to complete almost 320 projects, with more than 40 scheduled to be in progress by this fall.

Chef Pursues His Passion Despite Challenges

Chapman who is known as Chef Quincy, grew up cooking with his family. After graduating from college and business school, he decided to use those cooking skills he cultivated with his family. He attended culinary school and worked in different kitchens. During that time, he learned different tools, he learned to scale up, how to work for high-end people, how to sign up for events and how to feed large numbers of people with diverse dietary needs.

“If I eat something I’m allergic to, I can taste it perfectly for one second and after I try to taste it again, I’m not going to get the same levels of taste. For a chef, that creates blind spots,” he said. He had to start to rely on his other senses, how food smells, how it looks and how food feels.

Running his own business, Q’s To Go Unit, he is overcoming the challenges that come with being a manager, not just a cook. He has a complete staff, which includes a team of people from therapist to publicist to a cook/chef.

“It has allowed me to take myself out of the chef and cooking mindset and get myself a little bit more into being able to see the bigger picture,” he said. Chapman started his business in 2011 and relaunched in June of 2024. He also had to deal with food allergies, which as a chef, can be a challenge when tasting the dishes he creates for the customers. His food allergies make it so that he tastes food differently and creates blind spots on his tongue. He started to experience symptoms that he wasn’t sure were the result of stress while trying to grow his business. It turned out he was allergic to almost all foods. It is something he has been dealing with for

With his food trailer, Chapman has a food kitchen on wheels. As a private chef, if gives him the ability to execute a variety of menus for his customers. Oftentimes, as a chef going into different kitchens can be a challenge when there aren’t the correct tools to execute the dishes. Chapman doesn’t have to worry about that because all of the tools he needs are at his disposal in his food trailer on wheels.

“Even with my truck, my most important thing is to enhance catering orders and performance by being able to utilize the kitchen to keep producing fresh replenishment of the food line so that people don’t have food sitting around for hours,” Chapman said.

Q’s To Go Unit has been providing food at Smitty’s Lounge, which is located in Phoenix, Ill. There, he does a pop out menu with items that are his staples, which includes lobster mac and cheese, as well as alfredo and grits, with different proteins that people can choose from. The goal is to provide customers with options.

Gov. Pritzker Announces Federal Grant Awards to Illinois Internship Programs

CHICAGO — Governor JB Pritzker announced that the U.S. Department of Labor (DOL) has awarded three Illinois organizations nearly $19 million total for apprenticeship training programs through the Apprenticeship Building America Grant Round 2 (ABA2). The Board of Trustees at University of Illinois in Chicago, the Inter-Industry Conference on Auto Collision Repair in Hoffman Estates, and the Illinois Foundation of SkillsUSA VICA in Pekin were all awarded grants.

“I’m thrilled that Acting Secretary Su and the DOL recognize the hard work Illinois has put into our workforce development programs over recent years—work that recently ranked us #1 in the Midwest for workforce development infrastructure,” said Governor JB Pritzker. “These deserving organizations will now have further support in their essential mission of uplifting Illinoisans seeking high quality training to prepare them for successful careers.”

These competitive grant awards are among the nearly $195 million that will come through the second round of grant funding under the Apprenticeship Building America initiative, which supports public-private partnerships designed to serve a range of industries and individuals. Together, these investments will reach communities across the country through 52 grantees located in 32 states.

The program is targeted to expand the use of Registered Apprenticeships across in-demand fields, such as K-12 education, clean energy, IT and cybersecurity, advanced manufacturing, supply chain, hospitality, care economy and public-sector occupations. The grant criteria includes a focus on ensuring all Americans, including those from historically disadvantaged communities, are included in workforce development opportunities.

The DOL also announced $49 million through the second round of the competitive portion of the State Apprenticeship Expansion Formula grants to 9 states, of which the Illinois Department of Commerce and Economic Opportunity will receive nearly $1.7 million of additional funding. State Apprenticeship Expansion Formula advance the Biden-Harris administration’s goals to expand, modernize and diversify Registered Apprenticeship for all American workers, including women, people of color, individuals with disabilities and other underserved communities in training opportunities for high demand fields, especially those seeing growth under the CHIPS and Inflation Reduction Acts.

Independent Disparity Study Finds Illinois Has Most Diverse Cannabis Business Ownership in

CHICAGO – The Cannabis Regulation Oversight Office (CROO) published the Disparity and Availability Study for adult use cannabis licenses in Illinois finding that Illinois currently has the most diverse cannabis industry in the nation. The study, as required by the Cannabis Regulation and Tax Act (CRTA), examined 559 adult use cannabis licenses issued by the State to more than 400 businesses during the study period, which spanned from the start of adult use cannabis sales, January 1, 2020, through January 31, 2023.

The disparity study found the CRTA successfully resulted in license ownership diversity for each license type with new licenses over the study period. Over the study period, 59% of dispensary licenses were issued to

minority- or women-owned businesses (compared to 21% for the medical cannabis market). For all licenses issued by the State, that number jumps to 60%. Additionally, minority- or women-owned businesses held 63% of craft grower, 61% of infuser, and 74% of transporter licenses. Additionally, the study found nearly 84% of the State’s Direct Forgivable Loans went to minority- or women-owned businesses. According to this independent review, these demographics make Illinois the most diverse cannabis industry in the nation. Since 2023, IDFPR has conducted another Social Equity Criteria Lottery and issued 55 more conditional licenses, all going to social equity designated businesses.

The Nerevu Group gathered extensive quantitative data — from applications, federal data sources, and national datasets — and spoke to over 200 stakeholders. They analyzed all five adult use cannabis license types (dispensing organizations, craft growers, infusing organizations, transporting organizations, and cultivation centers) across all licensing rounds within the study period. New licenses were issued for all license types except cultivation centers during this time.

Governor Juliana Stratton. “Numbers alone don’t tell the whole story, though — each license represents an opportunity for communities long left behind. The CROO commissioned the Nerevu Group, a 100% minority- and women-owned group of contractors and subcontractors, to evaluate whether discrimination exists in the State’s cannabis industry and, if so, evaluate the impact of such discrimination and make recommendations for reducing or eliminating any identified barriers to entry in the cannabis market.

Nerevu also conducted a brief review of 2023 data and noted significant growth in operational licenses and continued increased sales since the end of the study period. It should be noted that the Illinois Department of Financial and Professional Regulation (IDFPR) conducted Social Equity Criteria Lottery for 55 additional adult use dispensing organization licenses after the disparity study, so those conditional licensees are not included in the final study.

Additionally, Nerevu examined the nearly $22 million in forgivable loans made available to businesses by the Department of Commerce and Economic Opportunity (DCEO) and, at CROO’s request, additional sales data for 2023 when more new businesses were open.

In the disparity study, Nerevu recommends further steps strengthen the CRTA’s race- and gender-neutral social equity provisions by (1) increasing access to capital, (2) simplifying cannabis management and administration, (3) unifying State agency policies and practices, and (4) expanding economic opportunities for new businesses. Nerevu also recommended commissioning another disparity study in 3-5 more years to assess progress for the new businesses.

None of the recommendations were race- or gender-based and will instead target all cannabis businesses, including the new diverse licenses entering the adult use market. Additional information on the status of the disparity study will be available on the CROO website.

CHICAGO – The Northeastern Illinois University Board of Trustees announces the selection of Dr. Katrina E. Bell-Jordan as the University’s eighth president.

For the past year, Dr. Bell-Jordan has served as Interim President at NEIU, a public university that stands out in Chicago’s higher education landscape for its inclusion of fulltime, transfer, non-traditional, graduate, and international students.

Her journey at Northeastern Illinois University began in 1997 when she joined as an Assistant Professor in the Department of Communication, Media and Theatre (CMT). She has since held various leadership roles, including serving as CMT Department Chair, Associate Dean in NEIU’s College of Arts and Sciences, and Interim Dean. She was appointed Dean of the College of Arts and Sciences in March 2020 and took on the role of Interim President on July 1, 2023.

Dr. Bell-Jordan earned a Ph.D. in Rhetorical Studies and Media Studies and a M.A. in Rhetorical Studies at the Ohio University School of Interpersonal Communication. She earned a B.S.J. in News Editorial Journalism from the Ohio University E.W. Scripps School of Journalism. Her teaching background includes media literacy and media theory, rhetorical theory and criticism, and news writing/journalism. Her research has focused on critical media studies, including the politics of gender, race, and representation in the media, the rhetoric of popular culture, and news culture.

Dr. Bell-Jordan has served in leadership roles on various advisory, curriculum, and hiring committees at NEIU, including serving on the Higher Learning Commission (HLC) Team for NEIU’s 2017 accreditation visit, the NEIU Baccalaureate Goals Working Group, and NEIU’s first Writing Intensive Faculty Advisory Committee (WI-FAC) as Co-Chair. She also co-led the two-year (20152017) NEIU Economic Inequality Initiative, a partnership between the College of Arts and Sciences and the NEIU Division of Student Affairs.

Governor Pritzker Announces $334 Million Domestic Manufacturing Conversion Grant from the US Department of Energy

CHICAGO — Governor JB Pritzker announced Stellantis’ Belvidere plant as the recipient of $334 million in federal funding through the United States Department of Energy’s Domestic Manufacturing Conversion Grant Program. This marks a major milestone in the mission to reopen the Belvidere assembly plant.

“For nearly two years we have been intensely focused on creating an environment in the state for the successful return of the Stellantis plant in Belvidere,” said Governor JB Pritzker. “Because of this funding and the work we’ve done to make Illinois an EV manufacturing hub, this facility will make our state’s clean energy economy stronger than ever before. I am deeply thankful to our partners in the federal government for recognizing our work, awarding us this critical funding, and joining us in our mission to create 21st century jobs in our state.”

“The restarting of the Belvidere Assembly Plant is a win for our state, our economy, and union workers. This funding follows years of efforts by Governor Pritzker and the Biden administration to bring this facility back online and is a key part of our commitment to a continued widespread adoption of zero emission vehicles.

In addition to the reopening of the Belvidere assembly plant, Governor Pritzker has secured agreements from Gotion to build electric vehicle (EV) battery gigafactory in Manteno – which represents the largest manufacturing investment in decades and the largest EV battery investment to date, as well as REV agreements with Manner Polymers in Mt. Vernon, who is building a first-of-its kind solar-powered PVC compounding plant using clean energy generated on-site; Prysmian Group in Du Quoin, whose $64 million expansion will manufacture cables for the renewable energy and electric vehicle sector; and Rivian, which has invested over $2 billion in Normal and produced over 100,000 vehicles since production began in 2021.

So far, the state has set aggressive goals of 1 million EVs on Illinois roads by 2030, invested in charging infrastructure, offered unique incentives for manufacturers to build facilities, train workers, and create thousands of 21st century jobs. Gov. Pritzker Celebrates Metro East Rebuild Illinois Investments

Gov. gave remarks at openings of public safety center and SWIC Manufacturing Training Academy

EAST ST. LOUIS—Governor JB Pritzker joined local officials and stakeholders to celebrate two major openings in the Metro East area. The Governor attended the opening of a new public safety center in Emerson Park Transit Center in East St. Louis, combining public safety with transit operations to better meet the needs of the surrounding area. The Governor also attended a ribbon cutting at the new Southwestern Illinois College (SWIC) Manufacturing Training Apprenticeship Building.

Rebuild Illinois and many other state programs, we’re making the crucial investments that communities like Metro East need to stay safe and build a stronger, more educated community,” said Governor JB Pritzker. “Providing young people with the skills for a 21st century career and giving our first responders and Metro East residents a safe landing place are both examples of the best of what government can do when it truly works for the people it serves.”

The 16,000 square foot public safety center includes a 911 Emergency Dispatch Center, office space for St. Clair County MetroLink Sheriff’s Deputies, and public restrooms and a water fountain for transit riders and operators. It will soon also be home to the Metro Transit Operations Control Center. Nearly $10 million of the $15 million project came through a Rebuild Illinois grant initially awarded in January 2022.

The $10 million provided by the state is part of

more than $200 million made available via Rebuild Illinois to downstate transit agencies through competitive grants administered by IDOT. Other awards have included the purchase of new vehicles as well as the construction of bus shelters, stations and maintenance facilities to expand and improve service, provide more transportation options in communities across the state, and promote an enhanced quality of life. Rebuild Illinois also is providing $98 million to extend MetroLink from near Scott Air Force Base to MidAmerica St. Louis Airport.

The building will also feature an expansive dispatch floor with state-of-the-art technology, a conference room, office space, a training area, holding cells, a break room, call center, server room and more. The project expands on efforts to address safety through early intervention, with Chestnut Health Systems launching a program in partnership with the St. Clair County Transit District to help address mental health needs. Care teams already have been deployed to assist riders with mental health and homelessness issues as well as providing recommendations for food and other assistance.

The SWIC Manufacturing Training Academy, first announced by Governor Pritzker in 2021, will offer training in industrial electricity, robotic and automated welding, precision machining concentrations, and EV technologies, among other pro -

grams. $7.5 million of the $15 million facility was funded by the State of Illinois through Rebuild Illinois.

The addition of this facility allows SWIC to double potential enrollment numbers, with goals set for 40% of students identifying as people of color and 25% identifying as women – including efforts to recruit and retain diverse faculty and staff. Alongside that, this academy will shape a new curriculum built for a new age of manufacturing, focused on sustainability and emerging industries.

Heartland Community College in Normal also opened a state-of-the-art manufacturing facility this year, providing central Illinois with opportunities for training and education. Illinois was recently ranked #1 in the Midwest for workforce development infrastructure, in part thanks to initiatives like the manufacturing training academies.
