ATTORNEY GENERAL RAOUL CALLS ON CONGRESS TO REQUIRE SURGEON GENERAL WARNING ON SOCIAL MEDIA PLATFORMS

Chicago – Attorney General Kwame Raoul, as part of a bipartisan coalition of 42 attorneys general, is calling on lawmakers to pass legislation requiring a U.S. surgeon general warning on all algorithm-driven social media platforms. Raoul and the coalition issued a letter to Congress amid growing scrutiny of social media companies for their role in generational harm to young people’s mental health.

In the letter, Raoul and the coalition highlight growing bodies of research that link young people’s use of social media platforms to psychological harm, including depression, anxiety and even suicidal thoughts in children and teens. The attorneys general also note how platforms feature irresistible algorithm recommendations, infinite scrolling and a constant stream of notifications that are designed to keep kids relentlessly engaged on the platforms, even at the expense of taking breaks, engaging in other activities or sleeping.

This is Raoul’s latest action to hold social media platforms accountable for the harm they have caused young people. In 2023, Raoul joined a lawsuit against Meta Platforms Inc. (Meta), the company that owns and operates Facebook and Instagram, for its harmful business practices targeting children. Earlier this year, Raoul led a bipartisan coalition calling on the Federal Trade Commission (FTC) to update and strengthen the rules technology companies must follow under the federal Children’s Online Privacy Protection Act (COPPA).

Despite these efforts to address the harms caused by social media platforms, Raoul and the attorneys general say the need for federal action is clear. The coalition said in the letter that more action is necessary because, “social media platforms have demonstrated an unwillingness to fix the problem on their own.”

Joining Raoul in submitting the letter are attorneys general of Alabama, American Samoa, Arkansas, Connecticut, Delaware, the District of Columbia, Florida, Georgia, Hawaii, Idaho, Indiana, Maine, Maryland, Massachusetts, Michigan, Minnesota, Nevada, New Hampshire, New Mexico, North Carolina, North Dakota, Oklahoma, Oregon, Pennsylvania, Rhode Island, South Carolina, South Dakota, Utah, Vermont, the U.S. Virgin Islands, Virginia, Washington, Wisconsin and Wyoming.

Black Harvest Film Festival Celebrates 30 Years

The Black Harvest Film Festival was founded in 1994. Sergio Mims was one of the festival’s co-founders. Mims passed in 2022 and to celebrate his dedication to the festival, the Sergio Mims Fund for Black Excellence in Filmmaking was established as a way to give a platform to a new generation of Black filmmakers.

The Black Harvest Film Festival will take place from Nov. 8th21st at the Gene Siskel Film Center, which is located at 164 N. State St.

This is the second year that Jada-Amina Harvey is taking on the role of lead curator and Nick Leffal is the festival coordinator.

Jada-Amina said the first year went really well and she is really excited to serve as curator for this year’s film festival. In the second year, she doesn’t have the same jitters she had last year.

Harvest Film Festival Prize is given to the best short film and the best feature film. Best short film will receive $1,000 and best feature film will receive $2,500. The winner of the Sergio Mims Award for Black Excellence in Filmmaking will receive $5,000. That award will go to a local filmmaker whose work is featured in the film festival. The judges for the film festival are Filmmaker Julie Dash, Film Critic Robert Daniels and Filmmaker Raven Jackson.

“This year is our 30th, its going to be bigger than ever. There’s a lot of excitement around the 30th year and a lot of excitement around our programming,” Jada-Amina said.

Jada-Amina said they are thinking about the Black Harvest Film Festival as a living, breathing entity that is entering a new decade. There will be programming that speaks to millennial living and the experience of people who are heading into their 30s or are well into their 30s.

For this year’s film festival, Jada-Amina is taking in the feedback from previous years into consideration. One thing they did hear was that people wanted more. While in previous years, the film festival only showed on one screen at the center, the film festival will be shown on both screens at the center. That way, if people are coming to the film center during the Black Harvest Film Festival, they are coming to see films that are in the festival.

“We’re very blessed to have such wonderful luminaries at our disposal,” Jada-Amina said.

For Jada-Amina when it comes to curating the film festival, form matters, but feeling matters even more. She looks at how a film makes a person feel, how is the person bearing witness to the stories that are on the screen. She is looking for images that exalt the Black experience as one where Black folks deserve and are owed freedom.

“I’m looking for films and images that do just that; really unpack some of the images that have been imposed upon us and really speak to the unique stories and characters that are being told,” Jada-Amina said.

Jada-Amina and the team at the Black Film Festival are really excited about films that are narrative and have a documentary quality, that are experimental and the reparatory films. They are also excited to platform local filmmakers and all filmmakers from across the African Diaspora.

Jada-Amina said platforming Chicago talent at the film festival gives them a sense of pride in being able to say Chicago filmmakers showed at Black Harvest first.

“We love being a hometown staple, with global resonance. I think that was Sergio’s vision and it continues to be our compass as we continue to do the work,” Jada-Amina said.

Pace Bus is Hiring at South Suburban College

South Holland, IL – South Suburban College (SSC) and Pace Bus are pleased to announce another pre-hiring event to provide a free Class B Commercial Driver’s License (CDL) permit course for the next generation of professional bus operators in the Chicago Southland region. The college and transportation agency will offer a customized two-week course to assist qualified applicants in obtaining their CDL permit. To remove financial barriers for students to pursue and complete the program actively, Pace will cover the costs of tuition, training, books, fees, and other expenses associated with the program. In addition, SSC, in partnership with the Workforce Equity Initiative Grant, will provide a completion incentive for participants who complete the two-week course.

On Monday, September 23, 2024, from 5:00 p.m. – 8:00 p.m. in the MB Financial Room, SSC will

host a pre-hiring event for job seekers to meet with Pace staff. During the 3-hour event, applicants will complete a screening process in the MB Financial Bank Room on SSC’s Main Campus, including application completion, an assessment questionnaire, and a background check. All candidates must bring a valid Illinois driver’s license and a DMV or Secretary of State Motor Vehicle Report (MVR) (also called Driving Record Abstracts in Illinois) with no more than two infractions or tickets in the last five years. Candidates are responsible for the cost of the MVR, which is $20.

Giannoulias Launches Teen Organ Donation Initiative

Illinois Teens to Serve as Organ and Tissue Donation Ambassadors

Illinois Secretary of State Alexi Giannoulias announced the launch of the Lifesaving Education and Awareness on Donation (LEAD) program, enabling high school students to serve as “ambassadors” for the Illinois Organ and Tissue Donor Program.

As part of the program, the office is partnering with the Illinois State Board of Education (ISBE) to give students the opportunity to gain community service hours by participating.

The program comes amid a disturbing decline among young people – ages 16 to 21 years old – signing up to become organ and tissue donors when they receive their first driver’s license.

Illinois has experienced a 38 percent decrease in the number of new organ donor registrants ages 16 to 21 during the past 10 years, marking a decade-low 32,032 new registrants in 2023. This decrease also follows legislation passed in 2018 that allowed for 16- and 17-year-olds to register, increasing the pool of potential donors.

“Our young people play an essential role in guiding us toward a better future and this program will empower them to spread the message of the importance of registering to become organ and tissue donors and save lives,” Giannoulias said. “This program will generate interest and an urgency that will have an indelible impact on generations to come.”

Beginning this fall, schools can offer the LEAD program to students. Each participating school is required to designate a faculty member to serve as a program adviser and to work with the office’s regional program coordinator, who will provide virtual training materials, answer any questions and give guidance on successful implementation of training and events.

Students who complete at least 20 hours of approved service activities will earn a certificate from the Illinois Secretary of State’s office to commemorate their achievement and service to the lifesaving program.

Mortgage rates are dropping: what it means for Chicago homeowners and homebuyers

Homeownership is more than just a lofty American dream—it’s how many can build generational wealth. For the Black community, 90% of wealth gains come from homeownership, meaning that owning a home continues to be a crucial method for Black households to build and accumulate wealth.

And while the Chicago housing market has been competitive, home buyers who have been waiting on the sidelines for prices to become more affordable might see some relief soon. The Federal Reserve (the Fed), the U.S.’ central bank that dictates interest rates, continues to indicate that a potential rate cut is on the horizon. Not only can this impact affordability for prospective buyers, but it could be advantageous for current homeowners that are locked into higher interest rates.

But, what does this all mean? JPMorganChase answers some of your questions as it relates to prospective homebuyers and homeowners:

What role do interest rates play in buying a home?

Mortgages respond to market conditions, including the Fed’s monetary policy. As interest rates climb, so do the interest on new mortgages and mortgage payments. Conversely, if rates fall, so does the interest on mortgages. So, buying at a lower rate can save you money in mortgage payments.

Should I wait to buy a home once interest rates fall?

Timing the market perfectly is not only challenging, but near impossible to do. While we hope the Fed will cut rates this year, it’s never guaranteed. Lower interest rates can save you money, but they’re not the only factor affecting affordability. So, instead of focusing on perfectly timing the market, we recommend leaning into what you can control: being financially prepared to buy a home.

Outside of readying your finances for homeownership, you can look for options that can lower costs and promote savings such as low down payment mortgages, down payment assistance programs and grants. And don’t forget you always can buy a home now and refinance in the future once rates drop.

How do I prepare myself to buy a home in this current environment?

We not only want consumers to attain homeownership but to sustain it. That’s why it’s important to understand what exactly you can afford before getting into the market. There are a variety of resources to help you prepare financially for buying a home to see how much you can afford in the areas you’re looking to buy, compare loan options and obtain a free credit score. You’ll also want to start compiling all of your necessary documents for pre-approval, such as W2s, bank statements, income documentation, etc.

What about the down payment? Do I need to have 20% of the home cost saved up?

Most first-time home buyers are singularly focused on saving for a down payment. However, long gone are the days of putting down 20% of the purchase price – low down payment loan options are available with some requiring as low as 3% down. Plus, there are a variety of incentives and grants that can lower your costs. For instance, Chase offers a homebuyer grant of up to $7,500, where eligible, to help with the interest rate, closing costs, and the down payment. These grants are offered in low- to moderate-income communities and neighborhoods that are designated by the U.S. Census as majority-Black, Hispanic and/or Latino.

I’m an existing homebuyer. How does a rate cut impact my situation?

It can be a good time to refinance when interest rates are going down, especially for those with rates above or at 7%. For current homeowners looking to refinance, we advise them to keep their end goal in mind as they consider whether refinancing makes sense for their personal situation. Work with your local advisor or using a Refinance Savings Calculator to understand when it makes sense for your specific situation to refinance.

Why should I refinance when rates are lower?

When interest rates are lower, you may be able to refinance your loan for a shorter term without seeing much of a change in your monthly payment. Even if your payments are higher, you may see significant savings over the life of your loan by making fewer interest payments. For example, you may decide to refinance a 30-year loan into a 15-year loan. While it has higher monthly payments, you’ll pay the loan down faster and pay less in interest.

Should I only work with one lender for my mortgage?

Studies show that 45% of borrowers who shopped around for mortgages received lower offers. Make lenders compete for your business – many have varying fees and closing costs that can add up. Also, interest rates can fluctuate daily, so lock in your rate with your lender if they offer that option for extra peace of mind.

3,000+ Attend 124th National Black Business Conference as Liberian President Joseph Nyumah Boakai Delivers Keynote Address

ATLANTA, PRNewswire -- More than 3,000 attendees gathered at The National Business League’s 124th National Black Business Conference in Atlanta to hear a powerful keynote address by President Joseph Nyumah Boakai, the 26th President of the Republic of Liberia. The husband-and-wife team fully restored the former flour mill built in the 1860s into a unique destination along the highly traveled Shawnee Hills Wine Trail in Southern Illinois.

Montgomery’s Place, Carterville Award for Rehabilitation

For her fourth major preservation project in her hometown, Carterville native Jennifer Spence imaginatively renovated the long-neglected Montgomery’s Place building to create a welcoming restaurant, event space, bar and coffee shop. Spence transformed what was once an eyesore in the Southern Illinois city’s downtown into a bustling local business and unique community gathering space that celebrates the building’s century-old original features and Carterville’s history.

Historic Lawson House, Chicago Award for Rehabilitation & Richard H. Driehaus Legacy Award

Holsten Real Estate Development Corporation and Holsten Human Capital Development, NFP, led a massive rehabilitation of the former Lawson House, a 24-story Art-Deco skyscraper in downtown Chicago originally built as a single-room occupancy facility for the YMCA. Today, the Lawson House provides more than 400 apartment units and social services for low-income residents, many of whom have previously experienced homelessness.

Ramova Theatre, Chicago Award for Adaptive Use

After sitting empty for nearly 40 years, the Ramova Theatre in Chicago’s Bridgeport neighborhood has reopened following an extensive rehabilitation led by husband-and-wife team Tyler and Emily Nevius. The historic former movie theater, built in 1929, has been adaptively reused as a concert hall, craft brewery, taproom and grill to host live performances as well as educational programs for the community.

Salt Shed, Chicago Award for Adaptive Use

The City of Woodstock completed an extensive rehabilitation of the historic Old McHenry County Courthouse and Sheriff’s House, returning the deteriorating local landmark to a lively downtown attraction. Old Courthouse Center is now a multi-use, fully accessible development that includes a restaurant, retail spaces and events venue. Once again, it serves as a hub of economic activity in the heart of the Woodstock Square National Historic District.

The 2024 Landmarks Illinois Richard H. Driehaus Foundation Preservation Awards Ceremony will take place from 6 to 9 p.m. on Friday, October 18, 2024, at Apollo’s 2000, 2875 W. Cermak Road in Chicago. The event will feature a sit-down awards ceremony and cocktail reception.

The exhibition, titled “Reverence,” calls on viewers to cherish our planet with the respect and sacredness it deserves. Governor Pritzker Awards $15 Million in Funding for the Job Training and Economic Development Program

CHICAGO – Governor JB Pritzker and the Illinois Department of Commerce and Economic Opportunity (DCEO) announced $15 million in funding for 33 organizations across Illinois for the Job Training and Economic Development Program (JTED). JTED provides workforce training and wrap-around services to help bolster equitable workforce recovery for Illinoisans struggling to gain meaningful employment. “The continued success of the JTED program is a testament to the importance of intentional investments in Illinois’ world-class workforce,” said DCEO Director Kristin Richards. “This funding will support services to underemployed, unemployed and underrepresented communities and provide individuals access to good paying job opportunities.”

JTED funding will continue to focus on hard hit sectors which have seen a labor shortage since the onset of the pandemic – such as manufacturing, agriculture, information technology, transportation distribution and logistics, architecture and construction, health care, and hospitality and tourism.

“All Illinoisans deserve the opportunity to succeed,” said House Majority Leader Robyn Gabel (D-Evanston). “The JTED program has helped thousands of people across the state and this funding will only build on its vast impact, supporting the individuals who need it most.”

“The JTED program is essential to helping grow Illinois’ outstanding workforce,” said Senator Mike Halpin (D- Rock Island). “When we give folks the tools they need to succeed, it not only creates a path of success for them and their families, it helps improve our state’s economy.”

The State’s JTED model boosts access to education, training and support services needed for vulnerable residents to successfully re-enter the labor force. Additionally, JTED offers flexible funding through Barrier Reduction services for individuals that have emergency costs for basic needs.

Through the first round of the JTED program, the State of Illinois invested $20 million in 44 community-based organizations that are currently serving 2,466 unemployed, underemployed, or underrepresented Illinoisans, with a special training focus on industries hardest-hit by the pandemic.
