briefly COLLINS PASSES BILL TO AID FINANCIALLY INSECURE STUDENTS Illinois State Rep. Lakesia Collins, D-Dist. 9, passed a bill that would allow the State Treasurer to make supplementary deposits into the seed funds of financially insecure students under the Illinois Higher Education Savings Program. “Higher education leads to increased economic opportunities, better jobs and better health outcomes,” said Collins. “This bill makes higher education more accessible for future students facing financial insecurity, so they can achieve regardless of the financial situation they come from.” Currently, the Illinois Higher Education Savings Program provides the Treasurer automatically deposits $50 into a college savings account for post-secondary education for every child born or adopted in Illinois after December 31, 2020. House Bill 4843 allows for the treasurer to make supplementary deposits into the accounts of children in financially insecure households if sufficient funds are available. The bill also provides the Treasurer report data on the racial, ethnic, socioeconomic and geographic data of the children who may receive these bonus deposits. “By further supporting the children who need financial assistance the most, we’re setting a generation of students up for success,” said Collins. “I’m proud to have passed this bill and I thank my colleagues on both sides of the aisle for their votes.” House Bill 4843 passed the House with bipartisan support, and now heads to the Senate for consideration. Her prayers were answered when Hope Chicago announced that it would provide free tuition to students at Al Raby High School where Malik is a senior. Al Raby High School is one of the five Chicago Public Schools where Hope Chicago awarded students in grades 9-12, along with their parents, debt-free, post-secondary education. The scholarships do not have grade point average requirements. The students can use the scholarships at one of the 20 partner universities, colleges, or educational programs throughout Illinois. Morgan Park High School, Benito Juarez Community Academy, Noble-Johnson College Prep and Farragut Career Academy also were part of the 4,000 students, parents and guardians Hope Chicago awarded. Hope Chicago is a non-profit organization that was founded in 2021, with the goal to create opportunities for higher education for students and their parents, by providing scholarships and free tuition to colleges and universities. It is part of a larger investment by Hope Chicago to invest $1 billion in students in Chicago and their parents during the next 10 years. Smith was overjoyed when she heard the news that Malik could attend college for free. Malik was in complete shock when he heard. Malik wants to study business and mortuary science. Smith will further her education with the opportunity from Hope Chicago to work with special education children. “Being a single parent, like myself, it was an absolute big help. I know there are a lot of other parents out here like myself, who don’t know how they’re going to make it happen for their children who desire, like my
son, to go to school to start their careers. With this program, I’m sure that every parent appreciates everything Hope Chicago is doing and is going to do for our children,” Smith said. Michelle Harrell, principal of Al Raby High School, felt like the school won the lottery when she was told Hope Chicago chose her school as one of the five. “It felt like what we had been praying for, and what I and my senior leadership team had really been hoping for, envisioning, manifesting. It just felt like, ‘OK. this is exactly what we asked for,’” Harrell said. Harrell acknowledges the monetary support was 100% needed, as well as the support on the university level, to keep the students in college and get them through college. Harrell has been seeing a big disconnect when it comes to the college retention rates. She believes having someone at the university that will serve as a support person for the students is a big step in retaining students at the college level. Harrell has been trying to increase the persistence rate of the students from Al Raby going into their second year of college. Harrell believes Hope Chicago is also providing the parents of the students with the opportunity to pursue post-secondary education opportunities is a game changer. It will give parents the opportunity to pursue dreams and endeavors they might not have known they could pursue. It also gives them support to help them figure out what the parents want to do. It can help battle generational poverty. “When you can get a profession or career that will pay a living wage, that allows you to not live in poverty, it just changes the dynamic and the trajectory for the entire family,” she said.

REP. DANNY K. DAVIS ANNOUNCES $241 MILLION IN GRANTS FOR COLLEGES AND UNIVERSITIES IN THE 7TH DISTRICT As our country marks the first anniversary of American Rescue Plan, U.S. Representative Danny K. Davis announced that the landmark law has delivered $241,214,184 to the 7th Congressional District’s colleges and universities in the midst of the COVID-19 pandemic. These investments are helping make institutions of higher education – especially community colleges – more affordable, while ensuring that 7th District of Illinois students stay on track to graduate. At least half of these funds are being used to provide direct financial relief to students. “By casting my vote for the American Rescue Plan, I was proud to help secure urgently-needed funding to strengthen colleges, universities, and students in my District. The City Colleges and universities will continue to use the funds to help students remain in college and thrive,” said Davis. Davis has served as one of the key Members of Congress promoting and securing funding for Predominantly Black Institutions – or PBIs. Across the country, the American Rescue Plan dedicated almost $1 billion to help PBIs and the low-income African American students they serve. PBIs located in and serving the 7th District are Malcolm X, Kennedy King, and East-West University. Chicago State University, while not physically-located in the 7th Congressional District, is a main enrollment center for 7th District students, is a PBI, and benefits from funding. Other local PBIs are Olive-Harvey, Prairie State College and South Suburban College. Illinois received over $1.3 billion for 207 colleges and universities. A few of these institutions in the 7th District are: • Columbia College Chicago, private institution; • Concordia College, private institution; • DePaul University, private institution; • Dominican University, private institution; • Harold Washington College, community college; • Illinois Institute of Technology, private institution; • Loyola University Chicago, private institution; • Moody Bible Institute, private institution; • Malcolm X College, community college and PBI; • National Louis University, private institution; • Roosevelt University, private institution; • School of the Art Institute of Chicago, private institution; • Spertus College of Judaica, private institution; • University of Illinois at Chicago, public institution and Minority Serving Institution; and • VanderCook College of Music, private institution. The American Rescue Plan delivered one of the largest one-time infusions of funding ever provided to America’s colleges and universities. Distributed by the U.S. Department of Education’s Higher Education Emergency Relief Fund (HEERF), these investments are already having a significant impact. A recent survey of college presidents by the American Council on Education found that HEERF enabled: • 93 percent of colleges to provide direct financial support to students at risk of dropping out • 81 percent of colleges to keep student net prices similar to pre-pandemic levels • 70 percent of colleges to continue to employ faculty, staff, and other employees otherwise at risk of unemployment • 63 percent of colleges to keep students and faculty safe by purchasing COVID-19 tests, health screenings, and health care. Belt supports measures to improve Illinois’ teacher shortage To address the teacher shortage, State Senator Christopher Belt (D-Swansea) supported the passage of a package of legislative measures to help recruit substitute teachers, teacher assistants and support educators in the classroom. According to the Illinois State Board of Education, there are more than 4,000 unfilled positions in schools. “As chair of the Senate Education Committee and a former school board member, I know how essential it is that we address the shortage head-on,” Belt said. “My colleagues and I have been working to combat the teacher shortage to ensure our children are getting the best educational experience and opportunities for their futures.” Belt supported the following legislative measures: Senate Bill 3915 – Would waive the application fee for short-term substitute teaching licensees when the governor has declared a disaster due to a public health emergency. Senate Bill 3988 – Would lower the age requirement for teacher assistants from 19 to 18 for those who work in pre-K to eighth grade classrooms. Senate Bill 3893 – Would extend the number of days substitute teachers can teach from 90 to 120 days for the next two years. Senate Bill 3914 – Would allow teachers to use two of their days off as mental health days, and that if a teacher needs three or more mental health days, the school district would require a note from a mental health professional. “The teacher shortage is a complex issue,” Belt said. “These measures are vital as we fight for the teachers who support and give our students every opportunity they deserve.” These legislative measures passed the Senate with bipartisan support and are in the House of Representatives for further consideration.

BERMUDA IS READY FOR VISITORS WITH NEW COVID TRAVEL PROTOCOLS & DIRECT FLIGHTS NEW YORK PRNewswire -- Bermuda has announced updated COVID-19 protocols, offering new travel guidelines that will streamline the process for vaccinated travellers visiting the island by air. The revised guidelines will continue to ensure the safety of all residents and visitors, while making it even more convenient for visitors. “News of Bermuda’s relaxed travel guidelines has been met with great enthusiasm from travellers who can’t wait to return to our island,” said Charles H. As spring and summer approach, there’s never been a better time to visit.” Bermuda’s new guidelines will require all visitors to show proof of current vaccination

Travellers will need to complete the Travellers Authorisation form with this information 24 – 48 hours prior to arrival. Note: The Travellers Authorisation form fee has been reduced from $75 to $40, which will include return testing if necessary. Only fully vaccinated travelers are allowed in the country. Fully vaccinated is defined as having received a full course of a COVID-19 vaccine with at least 14 days having passed since the last dose and before arrival in Bermuda. Booster shots will not be required. Children 12 years and older must be fully vaccinated. Children eleven years and younger will take on the vaccination status of the guardian travelling with them. No further testing will be required upon arrival. If country of origin requires a test to return,

While CPS will continue to encourage the use of masks, the shift will give families and empl oyees a choice about whether or not to wear a mask at school, out side on school property, and on school buses. “CPS was one of the first to require universal masking inschools, and we would not be moving to a mask- optional model unless the data and our public health experts indicated that it is safe for our school communities,” said CPS CEO Pedro Martinez. “W e will support our staff and students as we enter this new phase i n the pandemic and continue to move forward together.” The number of COVID-19 cases in schools and throughout thecity of Chicago has declined sharply over the past several weeks, while at the same time, vaccination rates among CPS students and staff are continuing to rise, and voluntary testing has dramatic allyincreased in schools. Vaccination rates to date: ● CPS COVID-19 vaccination rates are now near the national average for 12-17 year -old students (64 percent of CPS students age 12-17 have had at least a first dose, compared to 68 percent natiaonally). ● Rates are well above the national average for 5-1 1 year old students (47 percent of CPS students age 5-1 1 have had at least a first dose, compared to 33 percent nationally). ● Overall, 56 percent of age-eligible CPS students have received at least one dose, and nearly half (49 percent) are fu lly vaccinated. ● More than 91 percent of all CPS staf f members are fully vaccinated. Chicago is at low risk for COVID-19 by every metric, including the historic and current metrics from the Centers for Disease Control and Prevention (CDC). The city’s case counts and posi tivity are the lowest they have been since July 2021 and continue to fall. Chicago is now averaging just 191 cases of COVID-19 per day, among an average of more than 27,000 daily tests performed, giving a positivity rate of just 0.8%. CPS’ screening test positivity rate is dramatically lower than the city’ s, at 0.14 percent. The move to mask optional comes two years after the pandemic forced CPS and schools across the state to shut down. Since that time, CPS has relied on the guidance of local, state ,and federal public health experts who are now aligned in their
opinion that the risk of contracting COVID-19 in schools is very low. Most school districts across the country have already transitioned to a mask-optional model. The City of Chicago removed the mask requirements for certain public spaces on February 28 to align with the State of Illinois, and the CDC recently relaxed mask guidance for communities where hospitals aren’t under high strain. Chicago is currently in low risk per the new CDC guidance. CPS will continue to encourage the practice of wearing masks in schools, especially in schools with lower vaccination rates and among those students and staff who feel most comfortable with a face covering. The District will also support those members of its school communities who choose not to wear a mask, and will provide tools that teachers and parents can use to guide conversat ions with students about the importance of honoring and respecting everyone’s personal choice. “The adults in our school communities will set the tone during this transition,” said Chief Education Officer Bogdana Chkoumbova. “I am confident that we will continue to support and respect one another through this next phase of the pandemic. Family and community situations may change and dictate if a student or staff member wears a mask and we all need to ensure that everyone feels welcome to continue the practice that makes them feel safest and most comfortable.” The District will continue many of its COVID-19 safety mitigation measures including voluntary on-site testing, contact tracing, and proper hand hygiene. Over the past two years, CPS has worked to improve and better monitor indoor air quality with a $15 million investment in HEPA air filters and a $141 million investment to improve mechanical system upgrades. The air quality of every classroom, in every building, based on a third par ty evaluation, is available on the District website. Students are not in rooms that have not passed the air quality assessments. CPS will share more information with families and staff before Monday, March 14 around how this change will impact the District’s various health and safety protocols. “The District has remained responsive to change throughout the pandemic and we must continue to remain nimble and pivot if the health data changes,” said CEO Martinez. “Our staf f and families must be confident that we will act quickly and impleme nt safety procedures as needed.”

Tile Like a Pro
(Family Features) Updating the flooring can help infuse new life into tired, outdated bathrooms. For an upscale, polished look that doesn’t have to break the bank, consider installing tile flooring. Before you get started, you’ll want to make some decisions about the look and feel of your flooring: Ceramic or stone? Weigh factors such as porosity, how slippery the surface may be when wet and how well it retains heat or cold. Ultimately, your decision hinges on the needs and uses of your family.
Complement or contrast? Define the overall style you want as well as the colors and tones that will help best achieve your vision. Big or small? Generally, the larger the tile, the fewer grout lines, and too many grout lines in a smaller space can create the illusion of clutter. However, smaller tiles can eliminate the need to make multiple awkward cuts, and small tiles are perfect for creating accent patterns or introducing a splash of color.
When you’ve got your overall look and materials selected, keep these steps in mind as you begin laying the flooring: . Prepare your subfloor. Use a level to check 1 for uneven spots; you need an even surface to prevent cracks in the tile or grout as well as rough
spots that could pose tripping hazards. Use patching and leveling material to create a consistent surface. Apply a thin layer of mortar then attach your cement backer board with screws. Cover joints with cement board tape, apply another thin layer of mortar, smooth and allow to dry. . To ensure square placement, draw refer2 ence lines on the subfloor using a level and carpenter square. Tile should start in the middle of the room and move out toward the walls, so make your initial reference lines as close to the center as possible. Mark additional reference lines as space allows, such as 2-foot-by-2-foot squares. . Do a test run with your chosen tile by 3 laying it out on the floor. There are color variations in most tile patterns, so you’ll want to verify each tile blends well with the next.
. Mix tile mortar and use the thin side of 4 a trowel to apply mortar at a 45-degree angle. Use the combed side to spread evenly and
return excess mortar to the bucket. Remember to apply mortar in small areas, working as you go, so it doesn’t dry before you’re ready to lay the tile. . When laying tile, use your reference lines as guides. Press and wiggle tile slightly for the best adherence.

. Use spacers to create even lines between 6 one tile and the next, removing excess mortar with a damp sponge or rag. . As you complete a section of tile, use a 7 level and mallet to verify the tiles are sitting evenly.
8. Let mortar dry 24 hours before grouting. Remove spacers then apply grout to 9.joints, removing excess as you go. . Allow grout to dry per the manufac10 turer’s instructions then go back over tile with a damp sponge to set grout lines and clean grout residue.
