REP. ROBIN KELLY APPLAUDS MAJOR GUN BACKGROUND CHECK REFORM
Washington, D.C. – U.S. Representative Robin Kelly (D-IL) applauded the Bureau of Alcohol, Tobacco, Firearms, and Explosives’ final rule expanding required background checks before firearm sales.
The rule expands the definition of “engaged in the business” of dealing firearms to anyone who sells firearms to earn a profit, requiring them to register as an FFL and perform background checks. By doing so, this rule will close loopholes that allow individuals to avoid background checks.
The initiative was made possible by the Bipartisan Safer Communities Act, which Rep. Robin Kelly proudly helped pass.
Congresswoman Robin Kelly led multiple efforts to ensure the swift implementation of the rule. In December 2023, Congresswoman Robin Kelly and U.S. Senate Majority Whip Dick Durbin (D-IL) led 160 Members of Congress in support of the rule. Rep. Kelly also led nearly 100 House colleagues in an earlier letter urging Attorney General Merrick Garland and ATF Director Steven Dettelbach to implement stronger background checks.

AMMONS ADVANCES PROGRAM
CELEBRATING AFRICAN AMERICAN HERITAGE CHAMPAIGN, Ill. – State Rep. Carol Ammons, D-Urbana, has successfully advanced legislation that would establish a first-of-its-kind scientific DNA processes through the University of Illinois Urbana-Champaign’s Department of Anthropology and the Carl R. Woese Institute for Genomic Biology. The Family Roots Genealogy Program pilot will provide African American descendants of previously enslaved individuals the opportunity to trace their roots back to their ancestral homelands.
“This legislation represents a groundbreaking step towards achieving a long-overdue goal — acknowledging the unique challenges faced by Black Illinoisians and taking concrete action to face those challenges head-on,” said Ammons. “This is a historic movement, signaling a refound commitment by the state to righting the wrongs of the past and providing a pathway for individuals to reclaim their heritage.”
Ammons’ House Resolution 453 spotlights the important work of the Family Roots Genealogy Program pilot, which will demonstrate extraordinary value and benefits for African American citizens in Illinois seeking to engage and recover their lost ancestral history.
Participants of the program provide saliva samples to be processed at the university’s biotechnology center, where the sample will be analyzed by the National Center for Supercomputing, also housed in Champaign-Urbana.
Ammons presented the resolution before the full House on Wednesday, where it was adopted.
“This resolution is not just about genealogy — it’s a declaration that every individual deserves the opportunity to know their history and connect with their roots, regardless of the barriers that history has placed in our way.”

Smith said audiences will see six world premieres with choreographers from Chicago and other parts of the world. Smith admires Choreog rapher Donald Byrd, so she asked him to do a piece for the program. Smith also has work from Choreographers Tai His Hung, Joshua Blake Carter, Monique Haley, and Terence Marling. Smith also has a new work on the program. While the com pany has been working on the pieces for New Horizons since September of 2023, Smith has been working on the performance since January of 2023.
New Horizons will include 16 dancers from the South Chicago Dance Theatre. The profes sional company ranges in age from about 22 years old to 28 years old.
The South Chicago Dance Theatre was founded in 2017 because Smith always want ed a dance company. While she didn’t grow up dancing, she watched a lot of dance. In high school, she started taking dance class es at King College Prep High School and received a scholarship to take classes around the city. She also went to college for dance. Smith named it South Chicago Dance Theatre as a way to pay homage to the South side, where she grew up.

Illinois awarded $8.6 million to alleviate I-290 flooding
CHICAGO – The Illinois Department of Transportation announced it has received an $8.6 million federal grant to reduce flooding on Interstate 290 (Eisenhower Expressway) as part of a new initiative to strengthen transportation infrastructure during severe weather events, making it more resilient, safe and reliable for the public. The grant is matched by a $15 million contribution from IDOT and $1.2 million from Cook County for a combined $25 million investment that will cut down future maintenance and construction costs on I-290.
“As extreme weather events become more frequent due to climate change, we must ensure that communities most affected by these events have access to safe and reliable transportation,” said Gov. JB Pritzker. “Thanks to this investment from the federal, state and local level, we can continue to modernize our transportation system, prioritize quality of life infrastructure projects, and build resilient communities.”
The grant will upgrade sewers along Harrison Street to reduce episodes of flooding on I-290 while protecting homes and local streets in Maywood. The project also will alleviate stress on the Metropolitan Water Reclamation District of Greater Chicago’s system during heavy rains, complementing the district’s ongoing efforts to address flooding as well as recent work done by IDOT to build a new $46 million pump station next to the Des Plaines River to prepare for the eventual reconstruction of I-290.
“Under Gov. Pritzker’s leadership, we are taking huge strides in making our assets more protected from extreme weather and the stresses that come with changing climate patterns,” said Illinois Transportation Secretary Omer Osman. “This grant will help us continue this mission and improve the quality of life for residents along I-290. We appreciate the assistance from our federal and local partners as we look forward to delivering these improvements.”
“This project gave the county, state and local governments the opportunity to partner to undertake a major improvement that will help reduce severe flooding while rebuilding a major transporta-
tion corridor,” said Cook County Board President Toni Preckwinkle. “These are real, concrete steps we can take now to make communities more resilient to climate change and address our aging infrastructure.”
The funding is made possible by the federal Infrastructure Investment and Jobs Act’s Promoting Resilient Operations for Transformative, Efficient, and Cost-saving Transportation Program, or PROTECT, which is awarding nearly $830 million to 37 states for 80 projects that will make transportation systems more resilient to extreme weather events worsened by the climate crisis, flooding, sea level rise, heat waves and other disasters. The other Illinois award went to the Champaign County Regional Planning Commission for $380,000 to study infrastructure vulnerability during severe weather events.

Evanston, Ill. – Oakton College and Endeavor Health℠ are partnering to create accessible pathways to quality education and in-demand employment opportunities in healthcare. Oakton College’s new Health Careers Education Center on Endeavor Health Evanston Hospital’s campus will mark Oakton’s first physical presence in Evanston, the largest community in the college’s district. A ceremonial groundbreaking today celebrated the partnership with leaders from both organizations.
A request for federal funding for the program was secured by U.S. Senator Tammy Duckworth (D-IL) and U.S. Senate Majority Whip Dick Durbin (D-IL). The $800,000 award will defray the cost of purchasing cutting-edge training equipment critical for delivering high-quality, handson instruction to students.
The center will be located in Evanston Hospital’s COS Building, 2500 Ridge Road, Evanston and is expected to open in 2025. It will house classroom and lab instruction
for three new healthcare-focused Associate of Applied Science (A.A.S.) degree programs, including cardiac sonography, radiography and surgical technology, pending approval from the Illinois Board of Higher Education. The first student cohorts will begin the program in the summer of 2025, with the application process opening in the summer of 2024.

Research on volunteering in late life suggests that it may serve as a protective factor for cognitive health, particularly with dementia risk. Both volunteering and certain types of paid employment offer cognitive benefits, but volunteering appears to provide a higher level of cognitive protection compared to some types of paid work.
The emotionally and mentally rewarding aspects of volunteering, such as meaningful engagement and a sense of purpose, contribute to its cognitive benefits. Volunteering facilitates social connections and goalsetting, which are important for maintaining cognitive health in older adults.
Overall employment in healthcare occupations is projected to grow much faster than the average for all occupations from 2022 to 2032, with about 1.8 million openings each year, according to the U.S. Bureau of Labor Statistics. Median pay for surgical technologists, cardiac sonographers and radiographers ranges from $51,000 to $83,000.

How to Start or Set Up Your Small Business for Success

1 Before even starting your small business, what are the top considerations for aspiring entrepreneurs?
Entrepreneurs run the gamut from someone with a side gig, to someone jumping into the deep end with a business acquisition. Here are a few things that I feel apply to any entrepreneur:
• Passion does not convert to currency but value does. Make sure to confirm there is a demand for what you are interested in doing and a need that hasn’t been met.
• Everyone doesn’t want to be a CEO. Some entrepreneurs like the freedom of being paid for services rendered. We need to create different swim lanes so business owners understand their journey and how to create milestones along the way.
• Your credit is the business’ credit. There is no other place else to look to gain understanding on how business responsibilities will be managed.
• There is so much support out there, don’t take this journey by yourself. Join an industry association, chamber or other resource group. Connect with others having similar challenges and remember that “Iron Sharpens Iron.”
2Where should entrepreneurs begin to make their small business idea a reality?
Deciding to start a small business can be an exciting time. Aspiring entrepreneurs should set themselves up for success by having a solid plan before taking the leap. A good business plan proves your idea is viable and helps you set important goals that reduce risks and avoid potential pitfalls. Here are some questions you should ask yourself before you get started:
• Why do I want to start this business? What’s my reasoning or inspiration?
• How does my business stand out from the competition?
• What is my unique value proposition?
• Who are my target customers? How can I reach them?
• Who is already on my management team? What gaps do I need to fill?
• How can my business make a profit? How soon will it break even?
When I moved my family from Chicago to Los Angeles I couldn’t get to my mailbox without turning on my GPS. Just think of your business plan as your GPS.
3 What are some pitfalls for entrepreneurs and small business owners to avoid when starting their business?
There are many pitfalls that entrepreneurs can get caught in when starting a business. The most common reasons businesses fail are due to lack of capital, lack of market impact or need, unresearched pricing (too high or low), explosive growth that drains your capital and stiff competition.
To avoid these, you should have a plan to navigate the ups and downs of entrepreneurship and a team of trusted advisors to provide expertise. All business owners should have a CPA/bookkeeper, attorney, insurance broker and a business banker they can rely on. Lastly, pivot when you see the markets have changed.
4How can small businesses prepare for future growth?
We have talked a lot about planning but the best way to prepare for future growth is to plan for it. Growth can happen organically, through strategic partnerships or acquisitions, or through increased marketing efforts but usually doesn’t happen by accident. You have to be intentional about your
growth plans for your business and take the steps to set you and your business up properly for success. Part of planning for growth is securing the capital you need to fuel the growth when you are ready. Often that means securing financing when you don’t need it so you have access to it when you do. But don’t forget the most critical aspect of growth…your people. Surround yourself with people that are smarter than you and trust that as you expand they will prove it!
5What are some of the resources available to help support aspiring and current small business owners with their business needs?
There are a lot of resources – both in person and online – a business owner can tap into to help them understand trends and to see around corners. I also lead a consulting program for entrepreneurs, where business owners can receive one-on-one coaching from an experienced senior business consultant. BELT ADVANCES BILL TO ADDRESS FINANCIAL DISPARITIES IN ILLINOIS
State Senator Christopher Belt advanced a measure out of the Senate Executive Committee Wednesday that aims to identify and correct inequities some individuals face when seeking loans, mortgages or other financial services.
“Access to fair lending services, reasonable banking and other financial assistance is fundamental to economic development and stability,” said Belt (D-Swansea). “However, there are many communities across the state that face systemic barriers and disparities that hinder their ability to fully participate in the economy such as running a successful business or owning a home.”
Senate Bill 3235 builds off of previous legislation that incentivizes state-regulated financial institutions to meet the financial service needs of areas where there is a lack of access to affordable banking, credit for small businesses, reasonable interest rates, mortgages and other lending services.
The measure would mandate the Illinois Department of Financial and Professional Regulation to conduct studies to identify areas in Illinois that show significant disparities in relation to race, ethnicity, gender and other protected characteristics in the area of financial services. Additionally, the bill would identify policies and procedures that may have discriminatory effects on underserved communities.
“By shining a light on these inequalities and their underlying causes, we can take action to promote fairness and equity in the financial sector,” said Belt. “This continues to show our ongoing efforts to address these disparities head on and ensures every resident has a chance at financial success.”
Senate Bill 3235 now waits to be heard among the full Senate.
FOSTER INTRODUCES RESOLUTION TO PROMOTE SCIENCE DIPLOMACY
Congressman Bill Foster (D-IL) recently introduced a resolution in the U.S. House of Representatives to promote science diplomacy. The resolution calls for greater international cooperation, while seeking new ways to advance scientific research and innovation.
“With Russia’s aggressive actions causing global concern, fostering international collaboration in scientific endeavors that supports academic freedom can be a powerful soft power tool,” said Foster. “The exchange of knowledge and ideas across borders not only promotes peace, but also serves as a powerful instrument to address urgent global challenges. Hezekiah Walker Set To Break Ground On East Brooklyn Affordable Housing Development
(Black PR Wire) Hezekiah Walker has long been a beacon of light and hope in the bustling streets of East New York, Brooklyn. Born and raised in Fort Greene Housing Projects, Brooklyn is where Hezekiah Walker developed a love for Gospel music and a heart for people. Sheet Pan Cajun Shrimp Fajitas with Bell Pepper, Onion and Spicy Ranch

Total time: 30 minutes
Servings: 4
2 green bell peppers
2 yellow bell peppers
1 lime
1 medium red onion
2 tablespoons extra-virgin olive oil
1 1/2 pounds raw, peeled shrimp, fresh or frozen
5 teaspoons Cajun seasoning, divided
1 teaspoon salt
1/2 cup ranch dressing
12 small flour tortillas
Preheat oven to 450 F.
Wash and dry green bell peppers, yellow bell peppers and lime.
Trim, seed and slice bell peppers lengthwise into thin strips; transfer to large baking sheet.
Peel, halve and slice onion lengthwise into thin pieces; add to baking sheet with bell peppers.
Drizzle veggies with oil, toss to combine and spread in even layer. Bake until veggies have softened slightly, about 5 minutes.
If using frozen shrimp, place them in colander and run under cold water to thaw slightly. Place shrimp on clean towel or paper towels and pat dry.
Remove baking sheet from oven. Arrange shrimp over veggies then sprinkle with 4 teaspoons Cajun seasoning and salt; toss to combine and spread in even layer.
Bake until veggies are tender and shrimp are cooked through, 5-7 minutes.
Remove from oven.
Cut lime into wedges.
In small bowl, stir ranch dressing and remaining Cajun seasoning.
Warm tortillas in skillet, oven or microwave, if desired.
Divide tortillas between plates and fill with shrimp and veggies; drizzle with spicy ranch and serve with squeeze of lime.
Cheese Tortellini and Cauliflower with Creamy Spinach Marinara

Servings: 4
2 bags (10 ounces each) cauliflower florets
18 ounces cheese tortellini, fresh or frozen
1/2 tablespoon salt
1 jar (24 ounces) marinara sauce
8 fluid ounces heavy whipping cream
1/2 teaspoon basil, dried
1/4 teaspoon black pepper
2 packages (5 ounces each) baby spinach
Fill large pot halfway with hot water, cover and bring to boil. Uncover then add cauliflower, tortellini and salt; stir for a few seconds. Cook, stirring occasionally, until just tender, about 5 minutes, or cook according to package instructions.
In separate large pot over medium heat, stir marinara sauce, cream, basil and black pepper to combine and bring sauce to simmer. Once simmering, reduce heat to medium-low and cook until slightly thickened, 3-4 minutes.
Wash and dry spinach.
When sauce has thickened, add spinach to pot in handfuls, waiting for spinach to wilt slightly before adding next handful. Remove from heat and cover to keep warm.
When cauliflower and tortellini are done, drain and add to pot with creamy marinara sauce; stir to combine.
To serve, divide pasta between plates or bowls.
