CITY OF CHICAGO STATEMENT ON EXPANDED OUTDOOR DINING ON CLARK STREET

CHICAGO – The City of Chicago is pleased to announce the issuance of a permit allowing expanded outdoor dining on Clark Street that balances the needs of residents, businesses, workers, visitors, and the local community.

The Chicago Department of Transportation issued a permit allowing curb lane closures along Clark Street between Grand Avenue and Kinzie Street that allows food establishments the opportunity to extend their dining areas into the sidewalk and parking lane, also known as the curb lane, without fully closing Clark Street to vehicle traffic.

The format will give participating restaurants extra capacity and create an inviting outdoor space for dining, while taking into account the need for accessibility and traffic flow in the River North community.

This permit is effective immediately and will remain valid until October 31, 2024.

COOK COUNTY COMMISSIONER DONNA MILLER CONVENES SECOND HEARING TO EXAMINE MATERNAL MORBIDITY AND MORTALITY RATES IN COOK COUNTY

Health and Hospitals Committee hearing featured testimony from elected officials, health care providers, advocates and others to address Illinois’ disproportionately high maternal mortality rates

Cook County, Ill. -- Cook County Commissioner Donna Miller convened a hearing of the Cook County Board’s Health and Hospitals Committee to hear from stakeholders about ways Illinois can better protect women during and after pregnancy and childbirth. In June 2023, Commissioner Miller held the first hearing on the topic after reports showed that in 2020, Illinois had a maternal mortality rate of 23 deaths per 100,000 live births, and for Black women, that rate was six times higher — surpassing the national average. In 2024, the Illinois Department of Public Health reported that Black women in Illinois are three times as likely to die from a pregnancy-related condition as white women, an improvement over the previous report, but still unacceptable.

During the hearing, the committee heard testimony from Dr. Lisa Masinter, IDPH’s Deputy Director of the Office of Women’s Health and Family Services; Dr. Ngozi Ezike, Director of Cook County Department of Public Health and IDPH and CEO and President of the Sinai Chicago hospital system; Dr. Nicole Williams of Cook County Physicians Association; representatives from Cook County Health including COO Dr. LaMar Hasbrouck, Dr. Fidel Abrego, Dr. Priscilla Augustine Ware and Dr. Yvonne Collins; the Cook County Department of Public Health; CountyCare and other outside experts on the maternal health crisis. They also heard from Cook County Health about the progress made towards standing up the Cook County Health Doula Program. Commissioner Miller secured $1 million in the FY2024 budget for Cook County Health to implement that program.

During her time in office, Commissioner Miller has used her previous experience in the healthcare industry to make reducing maternal mortality a priority. She called the second hearing as part of her broader efforts to address disparities in health care that result in worse outcomes for Black women. According to the National Institutes of Health, approximately 700 women die in the U.S. each year as a result of pregnancy or delivery complications, with higher deaths in women of color compared to white women. The U.S. has one of the highest maternal mortality rates in the developed world. In 2024, Commissioner Miller passed national legislation to support doula funding throughout the U.S. through the National Association of Counties (NACo).

Jean said the milestone with the resolution is important and is intertwined with the history of Chicago, as Founder of Chicago Jean Baptiste Pointe DuSable was Haitian. He said all of Black Chicago should be celebrating as Haitians and Haitian Americans in the city make strides and continue to make strides.

Jean said it is inspiring to many Haitians and Haitian Americans in the city of Chicago who can see that the city supports their culture. He said it is a population that is very resilient and driven. He added that Haitian and Haitian Americans in Chicago have helped migrants from their community by providing necessary resources so they could be successful residents.

“We’re a community that really takes care of each other and we really understand that it is important to look out for each other. We’re stronger together when we work together,” Jean said. Jean acknowledged the Haitians who work in high level positions within the city and local government Chicago and others who are doing amazing work.

Equity and Transformation is excited to announce the launch of the Restore Fellowship

Connecting Black informal workers to their indigenous roots through land, lineage and language in West Africa.

Chicago, Ill. -- Equity and Transformation (E.A.T.) opened applications for The Restore Fellowship with an overwhelming response. Applicants from all over the city and suburbs applied for the opportunity to reconnect with their African heritage through this immersive fellowship experience. In partnership with Resplendence Language Arts, E.A.T. has developed a 23-week curriculum to prepare participants for a 10-day trip the Benin, the former Kingdom of Dahomey and one of the largest slave ports in West Africa in November 2024. The Restore Fellowship was created with the intent to be an example of how to satisfy the reparations pillar of restitution for descendants of chattel slavery. This fellowship is meant to provide space and structure for our communities’ most marginalized Black people to reconnect with their indigenous roots and heal from the historical trauma caused by slavery in the U.S.

After reviewing all applications, some participants were called back for interviews and of those that were interviewed five fellows were chosen to embark on this journey into self and identity that will be fully funded for participants throughout starting with facilitated courses through zoom to the culmination of the fellowship which is a 10-day stay in Be -

nin. The curriculum will provide a foundational introduction to the Fongbe language for beginners. Fellows will acquire essential conversational skills in Fongbe through eng aging in interactive activities designed to reinforce vocabulary and pronunciation. Additionally, the course will delve into the history, culture, and spirituality of the Fongbe speakers in Benin with specific attention to the Kingdom of Dahomey.

Primary Goals of the Fellowship as stated by EAT- Chicago

1. Empower fellows through healing their relationship to land, language, and lineage.

2. Change the narrative surrounding reparations to include a more robust vision of restitution that goes beyond simply cash payments.

3. Support the Fellows in developing a deeper sense of self.

4. Reconnect descendants of chattel slavery to their history beyond the US context

Illinois Legislature Passes FirstIn-The-Nation Bill to Cover Alzheimer’s Treatments for State Employees

After unanimous votes in both the Senate and House, the Illinois legislature passed Senate Bill 3318, an initiative of the Alzheimer’s Association that ensures state employee health insurance provides coverage for all FDA-approved Alzheimer’s treatments. Illinois is the first state in the country to legislatively enact this requirement for Alzheimer’s treatment coverage, further expanding access to these new drugs that slow the progression of the disease.

“My uncle Mike suffered from Alzheimer’s disease which took his life at a young age,” said House sponsor State Representative Mary Gill. “This bill hits close to home, so I couldn’t have been more proud to carry this bill to help someone in the future have a better chance at life.”

Recently, the FDA approved the first-ever treatments to slow the progression of Alzheimer’s disease - with several more promising drugs in the approval pipeline. However, these treatments are only effective if administered in the early stages of the disease. Senate Bill 3318 ensures that state employee health insurance plans provide coverage for these Alzheimer’s treatments when medically necessary, while prohibiting the use of step therapy which can unnecessarily delay treatment. The bill also requires coverage of diagnostic imaging or tests needed to confirm a diagnosis.

“For individuals living with Alzheimer’s and their loved ones, access to effective treatment is a lifeline of hope,” said State Senator Laura Murphy, the Senate sponsor of Senate Bill 3318. “By removing step therapy requirements, we reaffirm our commitment to supporting patients on their journey, providing them with the best possible chance for improved outcomes and enhanced quality of life.”

ways we are working to address these long-standing issues.”

The Covid-19 pandemic was a highly disruptive time period with population shifts occurring throughout the United States. Like other big cities, Chicago was impacted by the large drop in net international migration at the onset of the pandemic and its population counts were further impacted by incomplete counts for residents of the City living in group quarters.

For these 2023 population estimates, it is likely that the data inputs are not current enough to reflect the rebound of international migration and the recent inflow of asylum seekers. We appreciate the recent efforts of the Census Bureau to work with the City in revising the 2020 Census count and the 2022 population esti-

mates released one year ago.

The City’s challenge to the 2020 Census counts resulted in the identification of 5,547 people living in uncounted group quarters in Chicago and was approved by the Census Bureau in November 2023.

The City’s challenge to its 2022 population estimate resulted in an upward revision of over 7,600 to Chicago’s 2022 population estimate and was announced this February.

The City of Chicago will continue to work with the Census Bureau to ensure that its population is accurately represented in official statistics, including these new estimates, ensuring that Chicago residents receive their fair share of funding and that services are available to residents where they need them to be.

“Early-onset Alzheimer’s shortened my mother’s life and stole her dreams of a retirement filled with joy in her grandchildren,” said Holly Blastic, a state employee who would benefit from coverage upon this bill becoming law. “My biggest fear is the burden Alzheimer’s could place on my children. This legislation gives me peace of mind as a mother – and hope for a future where this disease no longer ravages families like mine.”

This vital, first of its kind legislation passed with unanimous bipartisan votes in both chambers - the Illinois Senate on a vote of 58-0-0 and the Illinois House on a vote of 107-0-0. It now heads to Governor Pritzker’s desk for his signature.

The Museum at FIT Presents Africa’s Fashion Diaspora

NEW YORK, PRNewswire -- The Museum at FIT (MFIT) presents Africa’s Fashion Diaspora, an innovative exhibition that explores fashion’s role in shaping international Black diasporic cultures. This exhibition is the first to examine fashion as a mode of cross-diasporic cultural production. Sixty ensembles and accessories by Black designers from Africa, Europe, North and South America, and the Caribbean are placed in dialogue with each other, showing how these designers take complex inspirations from their own Black cultures and others across the diaspora.

The concept that Black peoples build and share common cultural networks—despite differences in geography, ethnicity, gender, sexual orientation, language, and religion—is an enduring idea that scholars and leaders such as W.E.B. DuBois, Frantz Fanon, Kwame Nkrumah, and Paul Gilroy have hypothesized over the 19th and 20th centuries. Self-identified Black peoples within the diverse nations of Africa and throughout the Black Diaspora have expressed this connectivity as Pan-Africanism, Black Consciousness, and Afrocentricity, among many other movements.

Africa’s Fashion Diaspora ultimately reveals fashion as a significant contributor to international dialogues on Black cultural production. Some of the designers featured use fashion to document, explore, and interrogate their own localities and histories, while others take inspiration from across the diaspora—and because fashion circulates internationally, all build networks across a specifically (but not exclusively) Black cultural space. Black communities across the globe are uniquely situated in their own societies, yet movements for solidarity and connection are beautifully expressed by designers who use fashion to tell stories of parallel, interconnected, and evolving Black cultures.

Jerome Simmons has had a storied career as a photographer. Known to us as the Greatest Of All Times, Jerome started his career as a photographer working for Johnson Publishing Company in the late 60's. Through out Simmons, career he took pride in telling the story of many from behind his lens. He enjoyed covering the who's who in the local business sector. Good a what he do many requested his presence at their affairs. No matter if it was a political event or a celebration on the entertainment stage, he was there Jerome enjoyed taking photographs of many well known people such as: Gladys Knight & The Pips, Don Conrnels, Marvin Gaye, Lena Horne, Albertina Walker , Chicago's late Mayor Harold Washington to Civil Rights Leader Rev. Jesse L. Jackson to name a few. Jerome was well known in the Community for showing up to an event grabbing a few photos for his weekly photo page published in the Citizen. Jacqui Pitman is the Golden Casting Director

A Bowl Full of Flavor

(Culinary.net) If you’re looking for a dinner or lunch combination that is wholesome, filling and, of course, easy, you’re not alone. Meal prepping is a popular trend for many people (and families) who are working on healthy eating habits but are constantly on the go.

No matter if you’re searching for a healthy family dinner, a quick lunch at home or an easy idea to meal prep for the week ahead, this Orange Shrimp Quinoa Bowl is perfect for seafood lovers who also enjoy a hint of spice. It’s fresh, healthy and full of deliciously prepared shrimp and veggies, including mushrooms, peppers and cucumbers.

The sauce is light and has a sweet yet spicy vibe. Everything rests over 1 cup of steamy quinoa – a filling base that also serves as an easy way to add some healthy grains to your diet.

To make this quick and easy recipe, prepare the quinoa according to the package directions and set aside.

Next, combine orange juice, hot sauce, honey, soy sauce, vegetable oil, lime juice and miso in a medium bowl and whisk together.

Pour about one-fourth of the liquid into a separate bowl and set aside the smaller portion.

In the medium bowl, add shrimp to marinate for about 15 minutes.

Add butter to a hot skillet, along with the shrimp mixture. Cook shrimp for 2 minutes on each side then add mushrooms and cook until tender.

Now it’s time to assemble your bowls. Start with quinoa then top with bell peppers, cucumbers, green onions, avocado and the perfectly pink shrimp. Sprinkle with sesame seeds and cilantro for some extra texture. Drizzle bowls with the remaining sauce.

Orange Shrimp Quinoa Bowls

Serves: 2

1 cup quinoa

1 cup orange juice

1 tablespoon hot sauce

1 tablespoon honey

1 tablespoon soy sauce

4 tablespoons vegetable oil

1 tablespoon lime juice

1 tablespoon white miso

1/4 cup butter

1 1/2 pounds shrimp, peeled, deveined and tails removed

1/4 teaspoon salt

1/8 teaspoon pepper

1 cup mushrooms, sliced

1 red bell pepper, diced

1 cucumber, sliced into half moons

5 green onions, sliced

1 avocado, sliced

1 teaspoon sesame seeds

2 tablespoons cilantro, chopped

Cook quinoa according to package instructions. Set aside.

In medium bowl, whisk orange juice, hot sauce, honey, soy sauce, vegetable oil, lime juice and miso until combined. Pour one-quarter of liquid into separate bowl. Set aside.

Add shrimp to remaining mixture and marinate 15 minutes.

Heat large skillet over medium heat with butter.

Add shrimp, salt and pepper. Cook 2 minutes on each side until pink. Add mushrooms and cook until tender.

In two serving bowls, divide quinoa, bell pepper, cucumber, onions, avocado and shrimp. Sprinkle sesame seeds and cilantro over both bowls. Drizzle with reserved dressing.
